ThePanamaMaritimeAdministrationlookingforwardtoimproveinhisservicesintroduce:

• FASTSERVICE:Thisserviceallowstheapplicanttogeta“PRIORITY”statusatthemomentofthe

evaluation.Pleasenotethisstatusisonlyfornewapplication.Itwouldnotbeapplytoexisting

application.

o Thecostofcourierhastobepaidbytheapplicant.o The“FASTSERVICE”wouldbeaccepteduntiltwo(2)hoursbeforeclosinghoursofthe

RegionalDocumentationOfficethatattendsyourConsulate.o All“FASTSERVICE”issubjecttotheEvaluationprocessandmustfulfilltherequirementsof

theapplication.

DEFINITIONSForthepurposeofthismanualandinaccordancewithResolutionJ.D045-2016,whichholdstheNationalandInternationalStandardsforTrainingandCertificationinaccordancewiththeSTCW´78,asamended,highlightthefollowingdefinitions.

• MaritimeTrainingCenter(MTC): Meansaneducationalinstitutionespeciallydesignedforthemaritimetraining,whichhastrainingprograms,experiencedqualifiedinstructors,qualitymanagementsystem,facilitieswithteachingclassrooms,equipmentandsimulators,andthathasbeenrecognizedbytheGDSofthePMA,complyingwiththeestablishedrequirementsbytheSTCW’78Convention,asamended,andthecurrentandapplicablelegislation.Theeducationalinstitutionmusthaveitsownfacilities;andinthecaseofhavingagreement(s)withotherinstitutions,mustguaranteetheusage,controlandmaintenanceofthefacilities.

• CourseCertificate: MeansadocumentissuedtoseafarersbyaMTCrecognizedbyaStateParty,whichcomplieswiththepertinentdispositionsoftheConventionSTCW’78,asamended,whichconstitutesdocumentaryprooforevidenceoftheapprovedtrainingofthecompetenciesrequiredbytheConventionSTCW’78,asamended.

• CertificateofProficiency: MeansacertificateapprovedandissuedbytheGDSorotherStateParty,otherthanacertificateofcompetency,inwhichisstatedthattherelevantrequirementsoftraining,competenciesorseagoingserviceintheConventionhavebeenmet.WhenthecertificateofproficiencyhasbeenissuedbyotherdifferentStateParty,itcanbeendorsedbythePMA.

Onthemainscreenmustselect“CertificateEndorsement”,asshowninthepicture.

Step1–StartingtheApplication:

Onceyouselect“CertificateEndorsement”,anotherscreenwoulddisplaywhereyouhaveintroducetheinformationoftheCertificateofCompetenceoftheapplicant,alsobelowwouldhavetwoadditionaloptions:

• SpecialCost:onceyouselectaboxwilldisplayinwhichhavetointroducetheIMOnumberfromthevesselasperthecompanyletter.(ThisspecialcostisinaccordancewithRES.J.D046–2015).IftheIMOnumberwerenotregister,amessagewillpopup“TheIMOnumberisnotcompatible”,nodiscountwouldbeassign.

• FastService:Onceyouselectthisoptiontheapplicationwouldgetastatusof“PRIORITY”beforetheothersapplications.ThisservicewillhaveacostofB./100.00Balboas.ThiscostwouldbeshownintheOfficialReceipt.

STEP2–PersonalDetails:

Onthenextscreenyouwouldhavetointroducesomeinformation(first/secondname,First/secondSurname,PassportNumber)oftheapplicanttocheckifit´salreadyinoursystem.Ifitdoesnotpopsup,amessagewillpop“noelementsasperyoursearchhasbeen found”soyouwouldhave toselect theoption“insert” tocontinuewith theprocessofregistration.

Onthenextscreenyoumustfill-uptheformwiththepersonalinformationoftheapplicantasshowninthePASSPORT.

Note:Intheemailaddress,pleaseinsertthebroker´semail.

STEP3–Applicant´sDocuments:

Thenextscreenwillshowtherequirementsfortheselectedcapacity.Inthisstepyoumustattachedallthedocumentsstatedintheformandinserttheexpirydateofeachdocument.

Therearetwo(2)waystocapturetheBiometrics:

1. By using the option “photo and signature” in which allows you to capture the photo and the signatureindividually.

2. Byusingtheoption“BackOffice”inwhichallowsyoutocapturethephotoandsignatureinasamepage.

Afterselectingthephotoalwaysclickat“CUTPHOTO”tosaveit.Dothesameprocedureforthesignature.

Afterfinishingattachingbutbiometricsclickin“SAVE”sotheprocesswouldfinish.

AfterfinishingtheprocessofBiometrics,theapplicationwouldcontinueitsprocess“PENDINGOFACCEPTANCEOFTHECONSUL”

*IMPORTANT:AlltheTANKERScourses(IMO1.01,1.02,1.03,1.04,and1.05)willonlyacceptforissuingCertificateofProficiency(COP)orEndorsementofCertificateofProficiency(RCOP),inthefollowingsituations:

-ACertificateofProficiencywillbeissueonlytotheCourseCertificateissuebyAuthorizedMaritimeTrainingCentersofPanama.

-AnEndorsementofCertificateofProficiencywillbeissuetotheCertificateofProficiencyissuedbyanotherStatePartyinaccordancewithSTCW´78anhasnorestrictionswiththePMA.
