Welcome to the 19th edition of the Mortlake South Wind Farm Newsletter. This newsletter provides information and updates about the project. The Mortlake South Wind Farm is located approximately 5kms south of Mortlake and 7kms north of Terang, within Moyne Shire. We are heading into an exciting period for the Mortlake South Wind Farm. Civil works on the wind farm are now complete, and we have completed the conduit installation for the 220kV underground connection line.

Project Update

Wind Farm Substation.

Works have been continuing onsite, with strict measures in place to reduce the risk of spreading COVID-19 and protect the health and safety of staff, contractors and the community.

The electrical works have been the major focus with RJE Global installing the Medium Voltage (MV) reticulation cables. These 33kV cables link the turbines to the onsite substation.

have been installed within the wind farm site.

The wind farm substation, on the corner of Tapps Lane and Chamallak Lane, is really taking shape and completion is expected in August 2020.

Nordex (the company who will install the wind turbines) have mobilised to site. The project is expecting the first delivery of turbine components in June, which are the first group of steel towers from Haywards Steel in Tasmania.

Earlier in the year, ACCIONA and John Beever Australia completed the civil works which included:

• Pouring all 35-wind turbine concrete foundations.

• Constructing 18km of the access track network, which connects the wind turbines and allows vehicles and machinery to access to hardstands.

• Upgrading 9.8km of public roads, including widening Chamallak Lane and Grinters Lane, sealing 2.3km of Tapps Lane, upgrading the bridge on Tapps Lane crossing Stony Creek, and improving the intersection of Terang-Mortlake Road and Tapps Lane.

• Fixing around 2,200 tonnes of steel within the wind turbine foundations and mixing approximately 22,000m3 of concrete onsite.

Construction of the 220kv underground connection line is flying along. The 15 km of conduit installation has already been completed and backfilled. The underground connection line will connect the wind farm to the National Electricity Grid via the Terang Terminal Station.

The electrical cables are now being pulled through the conduits in one-kilometre sections and connected together at the joint bays.

This requires specialist equipment to haul the 42km of cable, which is only 125mm in diameter!

Trenching and backfilling commenced from Tapps Lane, within the Mortlake South Wind Farm construction area, and has progressed in stages towards the Terang Terminal Station.

You will have noticed traffic controls in place when works are occurring within the road reserves on Riley’s Road, Bramich Lane and Keilambete Road.

ACCIONA will continue to work closely with Moyne and Corangamite Shires to ensure traffic impacts are minimised. We have also been consulting with local landowners along the route to ensure they are informed about the construction method and progress. We expect the 220kV underground connection line works to be completed by September 2020. Laying the conduits in the underground

Operations & Maintenance Building

Bolden Constructions have commenced construction of the Operations and Maintenance Building (O&M Building) on the corner of Tapps Lane and the Terang-Mortlake Road.

This is located on the pad next to the existing temporary site offices. The O&M building will be an office, warehouse and workshop for the operations team.

The operations team will provide 10 full time ongoing jobs (comprised of wind turbine technicians, administration and a site manager). This team will be based on site full time for the life of the wind farm.

Meteorological masts

You may have noticed recently that four new meteorological masts (met masts) have been installed. The met masts look a bit like radio towers, but they collect data on the wind patterns.

Two of these towers are temporary and will be removed in the coming months, and two will remain in place for the operational phase of the project.

COVID-19We hope everyone is staying safe. Works have been continuing on site, with strict measurements in place to keep staff, contractors and the community safe.

ACCIONA established the Small Grants and Sponsorship Program in 2010. Since then it has contributed more than $175,000 to local community groups in Mortlake, Noorat and Terang. The program will continue for the life of the wind farm.

Twenty-six groups will benefit from funding this year, for an exciting range of projects and events. We are really pleased to be in a position to provide financial support to various groups in the community, and we look forward to seeing these projects and events come to fruition.

ACCIONA is helping to provide outdoor learning, nature play and environmental education to Early Childhood Centres, Schools and Libraries across the Corangamite Shire Council.

Turbine InstallationThe turbines used on the Mortlake South Wind Farm will be Nordex N149 4.5MW machines.

Nordex (the company who will install the wind turbines) has mobilised to site. They have set up a warehouse next to the existing site office, which will store small turbine components, such as bolts.

The steel towers on the Mortlake South Wind Farm are milled in Australia. They are being manufactured by Keppel Prince in Portland and Haywards Steel Fabrication and Construction in Tasmania.

The first group of steel towers will begin delivery in early June, from Haywards Steel. These towers will arrive at the Port of Melbourne and be transported to site via the Western and Glenelg Highways as per the endorsed traffic management plan. In August, the second group of steel towers will start being transported to site from Keppel Prince in Portland.

The blades are all manufactured in Spain, and the nacelles are manufactured in Spain and Germany. In August, the blades and nacelles will begin delivery from the Port of Portland to site.

ACCIONA is proud to utilise locally made steel and has used steel from Keppel Prince in Portland on other Victorian projects (Waubra Wind Farm and Mt Gellibrand Wind Farm). In addition to the direct impacts, procuring locally made steel for the Mortlake South Wind Farm has contributed to the expansion of the Keppel Prince wind tower manufacturing facilities, by placing advance orders for the purchase of wind towers.

Meet the Team

Baxter Howard

Baxter is a South Purrumbete local who is working on the Mortlake South Wind Farm as an Electrical Engineering Intern. He is studying an Honours degree of Electrical and Electronics Engineering at Deakin University in Geelong. Baxter likes all kinds of sports including cricket and hockey, and before this project he recently returned from a year in the USA. Baxter hopes to continue building a future with ACCIONA in the renewable energy industry.

Nick Mason

Nick is a former Civil Engineering Intern with ACCIONA, working as part of the company’s bid for the Melbourne Metro Tunnel project whilst studying in 2016. He then continued full time as a graduate on the Harwood Bridge in NSW before deciding to join the Mortlake South Wind Farm team as a Site and Project Controls Engineer. Growing up on a dairy farm in Gippsland, Nick is enjoying being back in country Victoria and attempting to find the best meat pies in the south west.

Neighbourhood Benefit Program

The Neighbourhood Benefit Program is a proximity payment, based on dwellings located within proximity bands from wind turbine generators. The payments are not made in cash – they are made via pre-loaded EFTPOS cards, known as Neighbourhood Benefits Cards.

This program shares the benefits of the wind farm with the people who live closest to the project, and also ensures money is spent within the local community at participating businesses in Mortlake, Noorat and Terang. This program will continue annually for the next 10 years.

If you live within 4km of a wind turbine (own or rent the dwelling) and have not yet applied, please contact us. Also, if you are a business who would like to accept these cards via your existing EFTPOS machines, please let us know. There are currently 41 participating businesses across the three towns.

Applications will be open again for the second round of Neighbourhood Benefits Cards for eligible households, mid this year.

Look out for this sticker in the window of participating businesses in the program in Terang, Noorat and Mortlake.

Off-Site Landscaping Landscaping and visual screening is offered to owners of dwellings within 4km of a wind turbine generator, to help reduce the visual impact of the wind farm. If you own an eligible dwelling within this area, please submit an expression of interest to receive a visual screening assessment from a qualified landscape architect.

The landscaping plan will be designed to suit your needs and preferences, where possible. ACCIONA will arrange this meeting and cover all costs involved for the plan, tree planting and maintenance for 3 years.

We have engaged Pollen Studio to design the landscaping plans and oversee installation and maintenance. Please contact us (via phone or email) if you own an eligible house and are interested in receiving a visual screening assessment from Pollen Studio.
