摘要
本 ITRI計畫研發團隊與 CHTTL研發團隊參加這次在韓國首爾(Seoul)的
3GPP RAN#48 Plenary Meeting,3GPP CT#48 Plenary Meeting與 3GPP SA#48
Plenary Meeting,一連串的會議由 3GPP RAN#48 Plenary Meeting(7/1~4)先開
始,接著隔天是 3GPP CT#47 Plenary Meeting(7/2~4),隔週則是 SA Plenary
Meeting(7/7~10)。在這次會期,兩個計劃團隊共投出 8個標準提案,分別在 RAN
Plenary投出 5個標準提案,CT Plenary投出 2個標準提案,SA Plenary則投出 1
個標準提案,經過會議討論之後,最後通過 5個標準提案。在 RAN Plenary討論
方面,關注的焦點放在Multi-standard radio (MSR)與 Signalling and procedure for
in-device coexistence interference avoidance方面,而在 CT Plenary與 SA Plenary
則是關注在 Home eNodeB 與 MTC 方面相關的議題,包含安全性與移動性等。
也唯有在 Plenary的討論,才能最接近營運商與設備製造商的核心,也才能知道
他們的最根本的需求是甚麼。
會議解說:
3GPP RAN Plenary
3GPP RAN的主要工作是研究與制定與 Access Network相關的標準,現在目標是
LTE-Advanced成為 ITU-R的候選系統,最後目標則是成為真正的 4G標準。3GPP
RAN Plenary將針對 ITU-R IMT-Advanced系統規格需求,並且配合電信營運商
的需求與策略,規劃與制定 Access Network相關學習議題(Studying Item)與工
作議題(Working Item),而致於詳細的標準相關技術則是在 3GPP RAN子工作
群組。研發團隊為掌握目前 LTE-Advanced的現況與未來發展,關注焦點則是在
關注的焦點放在 Multi-standard radio (MSR)與 Signalling and procedure for
in-device coexistence interference avoidance 方面,為未來規劃參與 3GPP
LTE-Advanced 之標準制定預作準備,期望能夠充分掌握目前會場現況與未來趨
勢。
3GPP CT Plenary
3GPP CT的主要工作是研究與制定與核心網路(3GPP Core Network)相關的標
準,而現在目標就是依據電信營運商的需求與策略,配合 LTE-Advanced系統規
格需求,規劃與制定核心網路相關的學習議題與工作議題,致於學習議題與工作
議題的詳細技術內容則是在 3GPP CT子工作群組加以討論與制定。本研發團隊
為了掌握 3GPP核心網路的現況與未來發展,為未來規劃參與 3GPP核心網路之
標準制定預作準備,期望能夠充分掌握目前會場現況與未來趨勢。目前在會場上
除了討論與修正 Release 9 以前版本的相關議題,包含 IMS 等,這次也會討論
Release 10與 Release 11相關議題如何進行。目前關注焦點放在 Home eNodeB與
MTC方面相關的議題,包含安全性與移動性等。

3GPP SA Plenary
3GPP SA的主要工作是研究與制定與電信營運商(Operator)有關的標準與策略,
現在目標就是依據電信營運商的服務需求與策略,配合 LTE-Advanced系統規格
需求,規劃與制定電信營運相關的學習議題與工作議題,致於學習議題與工作議
題的詳細技術內容則是在 3GPP SA子工作群組加以討論與制定。其中比較特別
的又包含ㄧ些安全議題與標準編碼議題也是屬於 3GPP SA相關業務。本研發團
隊為掌握目前電信營運的現況與未來發展,為未來規劃參與 3GPP LTE-Advanced
之標準制定預作準備,期望能夠充分掌握目前會場現況與未來趨勢。現在電信營
運商正在規劃Machine-Type Communication與 LIPA相關的服務,同時也希望提
供的網路服務如何 WiFi相關服務可以充分合作,以上幾個議題都是目前電信營
運商目前比較關心的話題。本計劃團隊目前關注焦點放在 Home eNodeB與MTC
方面相關的議題,包含安全性與移動性等。

六、心得及建議
本 ITRI計畫研發團隊與 CHTTL研發團隊指派王瑞堂與邱哲盛參加這次在
韓國首爾(Seoul)的 3GPP RAN#48 Plenary Meeting,3GPP CT#48 Plenary
Meeting 與 3GPP SA#48 Plenary Meeting,一連串的會議由 3GPP RAN#48
Plenary Meeting(7/1~4)先開始,接著隔天是 3GPP CT#47 Plenary Meeting
(7/2~4),隔週則是 SA Plenary Meeting(7/7~10)。在 RAN Plenary討論方面,
關注的焦點放在 Multi-standard radio (MSR)與 Signalling and procedure for
in-device coexistence interference avoidance方面,而在 CT Plenary與 SA Plenary
則是關注在 Home eNodeB與MTC方面相關的議題,包含安全性與移動性等。
也唯有在 Plenary的討論,才能最接近營運商與設備製造商的核心,也才能知
道他們的最根本的需求是甚麼。
1 3GPP RAN Plenary
會議摘要
1.1 此次會議由 TTA (Telecommunications Technology Association)主辦,主
席為 Takehiro Nakamura (NTT docomo),三位副主席分別為Marc Grant
(AT&T)、Han van Bussel (Deutsche Telekom)和 Hai Tang (China Mobile)。
1.2 此次會議共有 128人與會,技術提案共有 287篇。
1.3 重要決議:
1.3.1 Rel-10 WI Latency reductions for LTE
1.3.1.1由於 Control Plane延遲減少的效益必須付出相當的複雜度,
此工作項目將暫時停止直到 2010年 12月。
1.3.2 Rel-10標準工作之優先順序設定
1.3.2.1用以符合 ITU-R需求之工作項目(Work Item, WI)具有高優順
序;
1.3.2.2新 spectrum之工作項目亦具有高優順序;

1.3.3.1由於 ITU-R/IMT-A時程壓力,CoMP SI開始討論時間由原先
規劃 2010年 6月延後至 2010年 9月,由於 CoMP被認為是
LTE-A於 Rel-11最重要的 feature,此項決議格外受到重視。

spectrum deployments” (RP-100689)
1.5.1 此篇技術提案為 Rel-10 新工作項目(WI),由 Vodafone領銜提案,
其他參與提案公司有 Alcatel-Lucent、Chungwa Telecom、Deutsche
Telekom、Ericsson、Huawei、NSN、Orange、Telefónica 及 ZTE,
且獲得大會通過。
1.5.2 工作目標
針對Multi-standard radio (MSR)基地台規格訂定 RF需求標準,使
得
1.5.2.1在具有多重空中介面技術(multi-RAT)佈建時,能共用相同 RF
元件;
1.5.2.2可應用於同一頻段多個非連續(non-contiguous)頻譜之情況。
1.5.3 應用情境
例如 GSM頻段(e.g. 900 MHz與 1800MHz)在進行 Re-farming時,
可能會出現GSM和LTE等兩種空中介面技術共同存在於同一基地
台,並應用同一組 RF單元,而且 GSM及 LTE是非連續頻譜。
1.5.4 主要負責工作組:RAN WG4
1.6 “Signalling and procedure for in-device coexistence interference
avoidance” (RP-100671)
1.6.1 此篇技術提案為 Rel-10新研究項目(SI),由 CMCC領銜提案,其他
參與提案公司有 CATT、CATR、ZTE、Ericsson、ST-Ericsson、
Qualcomm、Clearwire、Sprint、NII Holdings、Mediatek、Huawei、

Motorola、LG Electronics、Alcatel-Lucent、CHTTL及 Verizon,且
獲得大會通過。
1.6.2 研究目標
從 signaling 與 procedure 的觀點,研究適合的機制用以避免同一
device中之共存干擾(coexistence interference)。
1.6.3 應用實例
1.6.3.1 LTE與 ISM (e.g. Bluetooth、WLAN)同一 device之共存干擾
同時具有 LTE與WLAN時,若 LTE工作頻段位於 2.3GHz (e.g.

中國可能採用之 TD-LTE 頻段),而 WLAN 模組於 2.4 ISM
band,則 LTE與WLAN於同一 device會有共存干擾。
1.6.3.2 LTE與 GPS同一 device之共存干擾
由於 GPS頻段位於 1.5 GHz,若 LTE工作頻段亦位於 1.5 GHz
(e.g. 日本之 LTE FDD頻段),則 LTE與 GPS於同一 device會
有共存干擾。

CT CR(change requests) by 3GPP release
經過了幾次小組會期的討論,使用下圖表示到目前為止,3GPP各個版本
的CR個數。這個指標表示目前Release 8之前的版本變少,技術相對應成
熟,沒有甚麼問題需要改變。而目前正在積極討論Release 9,表示目前
營運商與設備製造商在實作過程中所發現到的問題之後,回報給3GPP
標準組織,也就是說,目前大家正在積極部屬與實作Release 9的版本。
相對之下,Release 10現在是比較少人去做些改變的。

Opening remark from Chair
The TSG SA Chairman, Mr. Stephen Hayes (Ericsson Incorporated)
opened the meeting and thanked the hosts, TTA, for inviting TSG SA to
Seoul, South Korea. Mr. Hyungjin Choi, TTA, welcomed delegates on
behalf of the hosts, detailed the domestic arrangements and wished
TSG SA a successful meeting.

normative Rel-10 additions providing tools for operators to cope

The E-meeting in July is expected to "freeze" the potential
solution space for Rel-10.
Decisions (and possible SA2 normative work) on these additions
will be complete by September.
Aspects requiring substantial normative stage-2 effort are not
realistic to be completed within Rel-10.

contexts than currently specified by SA WG3. In that context a proposal
for a study item was presented (S3-100655) to study how Single
Sign-On (SSO) to applications could be provided for those Common
IMS users that use an authentication method other than IMS AKA and
may not have a USIM or ISIM. Such a SSO feature is currently only
specified for users using AKA in the form of the General Bootstrapping
Architecture (GBA, cf. TS 33.220) and the integration of GBA with
OpenID, cf. TR 33.924, or the Liberty Alliance framework, cf.

determined if it would impact existing TSes and/or new TS would be
required.
