The Byron City Council appointed a new mayor and des- ignated committee assignments at their meeting on Wednesday night, January 11. The council made the following appointments for 2012: Acting Mayor – Bret Baumbach; Fire Department representative – Bob Meyer, Jason Snow, alternate; Plan- ning Commission representative – Ann Diercks, Bob Meyer, alter- nate; Park Board representative – Bob Meyer, Jason Snow, alternate; Byron Economic Development Authority – Bret Baumbach, Alan De Keyrel; Government Relations/ Chamber representative – Alan De Keyrel, Jason Snow, alternate; Technology representative – Alan De Keyrel, Ann Diercks, alternate; The Stewartville School Board held an organizational meeting for 2012 on Monday, January 9. It also was one of the first paramedic services to function without any form of local, state, and federal subsidy. Barb Steele, whose father was Cal Griffith, owner of the Minnesota Twins, helped get Gold Cross on its feet by providing financing. Perkins also started Gold Cross service in Duluth, Mankato, and Owatonna. The City of Duluth called Gold Cross because they were unhappy with the ambu- lance service they had been receiv- ing. Gold Cross was given three weeks to set up the service, which no one thought could be done, but Perkins and his teams were able to successfully hit the goal. Perkins said it was very reward- ing developing Gold Cross and receiving recognition for what they accomplished. “We found well-trained personnel; we had great employees,” Perkins said. “I realized we were building a repu- tation not only in Rochester, but around the state.” Originally, there were no requirements or regulations for ambulance services. The Stewartville School Board held an organizational meeting for 2012 on Monday, January 9.The board selected the following officers for 2012: Chairperson – Mark Vaupel; Vice-Chairper-son – Rob Mathias; Clerk – Joe Waugh; Treasurer – Tara Stockman; and Board Secretary – Sheila Gossman. Norman Elpert Norman Bernard Elpert, 75, of Rochester, passed away on Wednes-day, December 14, 2011, at Golden Living Center West. He was born in Rochester, on March 26, 1936, the eldest child of Irvin and Ann (Scholbrock) Elp-ert. He graduated from Rochester High School in 1954. Norm was united in marriage to Patricia Ann Deyo on December 10, 1956, at St.

Pius X Catholic Church in Roch-ester. Norm was employed at Mike Kuhl Welding, Crenlo, Inc. and Midwest Specialized Transporta-tion, Inc. prior to his retirement. He is survived by his wife, Pat, and four children Dawn (Jeffrey) Mickelson, Scott (Sue) Elpert, Monte (Lori) Elpert and Shane (fiancee Cindy Ronningen) Elpert all of Rochester; six grandchildren, and three great- grandchildren. He is also survived by one brother, Dwayn (MaryAnn) Elp-ert; three sisters Karen Zahradnik,

Gayle Lowrie and Cheryl (Kevin) Kelly; sister-in-law Audrey (Mar-vin) Yennie; brothers-in-law Randy (Tonia) Deyo and Richard Deyo, Sr. He was preceded in death by his parents, two sisters, Janet Too-good and Vivian Greening; four brothers-in-law, Donald Toogood, John Greening, James Zahradnik and Tim Lowrie and his nieces, Susan Greening and Rhonda Elp-ert. He enjoyed hunting and fishing and spending time with his family. A funeral service was held on

By Bill Lisser The Dover-Eyota School District and teachers came to an agreement on a new contract. The teachers voted to except the contract Tues-day, January 6, in the afternoon and the school board voted unanimously in favor of the contract later that night.

“Both sides kept working and didn’t give up on each other,” said Superintendant Bruce Klaehn. Changing the salary schedule and longevity plan were the challeng-es for both groups. “Both groups wanted it,” Klaehn said. The new contract represents a five percent sal-ary increase divided evenly between

By Kevin Blanchard The Stewartville City Council held a public hearing on the pro-posed 2012 Capital Improvement Project (CIP) at their meeting Tuesday night, January 10. During the public hearing, City Engineer David Strauss of Yaggy Colby Associates showed a map of the proposed CIP project which will replace the utilities and pave the following streets: 3rd and 4th Avenue SE from Highway 30 to 4th Street SE; 2nd and 3rd Street SE from 2nd Avenue SE to 4th Avenue SE. He answered a variety of questions that were posed by people from the affected properties who attended the hearing. One person asked if they would need to replace all of the sanitary sewer and water lines from their house out to the street. Strauss answered the project will replace the waterline up to and including the shutoff and the sanitary sewer line that is in the right of way on the home owners’ property. Another person was concerned

about the payment schedule. “Do we need all the money at once?” Finance Director Barb Neubauer said that they will send a letter to each affected property owner as the project nears completion with payment options. Several residents expressed con-cern about the truck traffic that parks in line on their street wait-ing to unload their grain at the elevator. They were concerned that this extra tonnage on the street could result in the streets needing to be repaired or replaced more frequently. “I think it is a better fix to get truckers to use established truck routes,” Council member Judy Hanson said. “I think we should see what it will cost to make those few blocks thicker,” Council member Roger Hanson said. “I think we should look at a heavier road,” Council member Gary Stensrued said. The timetables for the proposed project will be about two to three

city on several projects through the years.” “We greatly appreciate the part-nership with People’s Cooperative Services on economic development projects,” Mayor Jimmie-John King said. “We hope that it will continue for many years to come.” People’s Cooperative Services is a member-owned electric coop-erative with seventy-five years of delivering retail electric power to Olmsted, Dodge, Fillmore, Mower, Wabasha, and Winona Counties. The influence of a third party candidateBy Karen Reisner Even if a third party candidate has little chance of actually win-ning, the can-didacy itself can change the tone of the race and influ-ence the direc-tion of the next adminis-tration. In the pres ident ia l race a candi-date has to poll with at least 15 percent support from the pub-

lic in order to participate in the major televised debates. If there is one thing the two major parties have agreed on and have put into place, it is the rules and requirements that make it very difficult to develop a viable third party. Americans Elect has developed a process for a nonpartisan online convention to provide an alterna-tive presidential ticket. This non-profit organization has been born out of discontent with the two party system which has become increasingly dysfunctional. This

Americans Elect does not promote any particular issue or political philosophy. The effort is to get a “directly nominated ticket on the ballot in 2012.” The belief is that government can be “more responsive and effective.” Leadership is needed that is will-ing to work in concert toward real solutions, breaking Washing-ton gridlock by producing more responsive government and truly changing politics as usual. With the current dysfunction in Wash-ington, a responsive government doesn’t look possible, but a real shake up of the system could effect

a positive change. The level of participation in the recent Iowa caucuses is certainly disappointing. Over two million people are eligible to vote in Iowa. Only 147,255 voted in the cau-cuses and 122,255 or 5.4 percent voted in the Republican caucus-es. The relative influence of this small portion of the population is unsettling. Caucuses tend to be attended by committed people with more extreme ideologies. Americans Elect’s plan is to nominate a presidential candidate and put a presidential ticket on

dysfunction is in large part due to the hold the extreme elements of each party has over the whole. Americans Elect is not without criticism, especially the fact that many of its large donors have remained anonymous. However, big money drives the major parties as well. The organization will allow voters to select the candidates through a nominating process for this nonpartisan candidate. Voters get to decide what are the most important issues and get to choose their candidate. The goal is to “choose leadership that puts coun-try before party and America’s interests before special interests.” This is definitely a worthy goal. The very fact that this organiza-tion is in existence and already has nearly 2.5 million signatures dem-onstrates the discontent of many with the current two-party system and the endless campaigns.

the ballot across the nation using the Internet. By this April, par-ticipating voters are expected to reduce the field to six candidates and have their candidate selected by June. The website declares “Pick a President not a party.” In an effort to reduce Washington dysfunction and to demonstrate an ability to work together, the candidate for President selected by the process may be a known member of one of the major parties, but the run-ning mate chosen must be a mem-ber of a different party. A third voice in the debates and covered by the media can

draw out all the candidates, shape the debate, help keep candidates honest, and bring in innovative ideas. Innovative thinking and not the same old rhetoric would be refreshing, to say the least. Our local governments, includ-ing counties, cities, and school boards, are working hard to pro-vide more effective, efficient gov-ernment. Innovative ideas and collaboration make that possible. Local government can be more successful at doing this because they are not hamstrung with polit-ical party loyalties. Recently, county, city, and school board leaders from across southeast Minnesota met in Roch-ester at a forum to look at ideas to improve government efficiency

and to make local governments work better through collaboration where possible. Community lead-ers recognize that streamlining and collaboration will involve experi-menting with new approaches. Any effective change takes time to develop and to implement requir-ing trust and communication between various leaders. These efforts have been repeated across the state. Powerful party affiliations at the state and national level have dis-solved this necessary element of trust and communication. Any innovative thinking is battered without a fair vetting if it goes against any one party philosophy. We are a very divided country and neither of the extremes rep-resent even close to a majority of the public. The eventual president will have a set of principles that shapes his direction of leadership, but he must also be aware that he presides over the interests of the whole, not the few. If you are dissatisfied with the status quo, check out Americans Elect. It does not effect your abil-ity to participate in the state cau-cuses. A strong showing of a third

If none of the Republican pri-mary candidates or President Obama look good to you, you owe it to yourself to check out a third possibility.

Mayor Ann Diercks presented a letter of appreciation and a key to the city to Bob Decklever, the owner of Decklever Mechanical, for the time and materials he

donated to the Byron Swimming Pool in 2011. In a letter of recom-mendation sent by Dale Kurtz, the City of Byron Building Official, he said that Bob installed a pres-sure switch for one of the boilers at the pool during spring startup, cleaned the boilers and inspected the recirculating pumps. “It is awesome how you have contributed to the city of Byron by the work that you have done at the pool,” Mayor Diercks said.

“We do appreciate this.” In other action, the council approved the contract extension for the Olmsted County Trail Enhancement Grant. In the spring of 2011, Communities putting Prevention to Work (CPPW) and Olmsted County approved a grant issued to Byron in the amount of $40,000. The grant was for a trail extension near the railroad tracks on 10th Avenue. The grant was used to pay for the construction of the bike trail extension, railroad crossing signs for the trail, rail-road crossing stencils for the new trail, engineering and the new railroad crossing for the bike trail. The total cost of the project was $29,554.

Because of the success of the exercise stations that were placed in Brooklawn Park, the Park Board plans to purchase more of these exercise stations, garbage cans, and benches. The equip-ment purchase fits with in the Park Board’s strategic plan. Their

plan is to place exercise stations within a half mile of each other on the bike trail. The council also approved the opening of new employment posi-tions with the city: Lead Street and Lead Water position. The Person-nel Committee had recommend-ed the opening of these positions with the understanding that the city is not hiring additional staff.

Those positions are considered responsible for making decisions and guiding others when working as a team in that department. The person in these positions also signs on the city’s behalf for testing and reports when necessary and will have less direct supervision. They plan to give current staff, those with the necessary knowledge and experience to fill

Students slept in funeral homes to answer calls overnight. When the state intervened and said the funeral homes had to start paying students by the hour, that started the decline of funeral homes han-dling the service. The Department of Education came up with train-ing programs, and the highway department was heavily involved

in the early days of the transition to professional ambulance servic-es. Joining Perkins in the develop-ment of Gold Cross in Rochester was Dr. Roger White of the Mayo Clinic. On his first day at Mayo Clinic in 1970, he volunteered his time training emergency medi-cal technicians. “When I first came here, I connected with Gold Cross to help bring them up to a high level of patient care,” said

White. White has been the leading medical director with Gold Cross to this day. White was the leader in early defibrillation programs for ambulances, fire department, police, and public places. According to White, they only have a short window of oppor-tunity to help a patient having a heart attack. “The result we have created is a national image of patient care with a very high survival rate.” Even though Gold Cross was the leader in training, technology and treatment, early equipment used in treating patients was heavy, cumbersome and didn’t provide doctors with the data they wanted to see regarding the patient’s pre-hospital condition and response to treatments. But the equipment did improve the survival rate because of the emergency medical personnel being able to treat the victim quickly. One of the early pieces of equipment used to treat heart attack victims was called

“Thumper.” It contained two oxy-gen tanks and did compressions for the technicians. But it was a heavy piece of equipment and it

was hard to move around. Because emergency medi-cal technicians were first to treat patients, they observed symptoms and reaction to first treatments that doctors didn’t get to see. To get the information for doctors, ambulances began carrying equip-ment that documented patient’s conditions and responses to early treatments as the equipment became available. Gold Cross is now a subsidiary fully operated by Mayo Founda-tion. Mayo Clinic medical trans-portation includes air and ground

transportation. Perkins now spends his winters south in Alabama. He and his wife have found a little piece of paradise on the Gulf Coast. “We own a small lot in a resort,” Perkins said.

“We are there in the winter which is actually the off season. So, there are only half a dozen people at the resort. It is like we have the whole resort to ourselves.” White is a doctor at Mayo Clinic and very involved with emergency response services, defibrillation, and the increase survival rates of heart attack victims.

equipment, each participant maneuvers through the course securely attached to overhead safety cables. “They also learn about pioneer life, examine owl pellets and lis-ten to a speaker talk about rap-tors,” Anderson said. A recreated cabin sets the backdrop as stu-

dents, now settlers, enter the day in the life of a pioneer. Starting a fire using just flint and steel will be the first of many tasks to be accomplished. Pioneers will use their strength cutting logs with a cross-cut saw and dexterity sew-ing fabric squares. Students will participate in household chores

such as candle dipping, butter making, and wheat threshing. The class will finish with a few pioneer games and a taste of soda bread and pine needle tea. “It’s a very good experience for our students. We have an open house in May where will show slides of the students who

attended Eagle Bluff,” Anderson said. “Most Stewartville gradu-ates from that time on remem-ber their Eagle Bluff experience. That is something that contin-ues to be talked about.” The next board meeting will be Monday, January 23 at 7 p.m. in the board room.
