This is the first step of the congressional budget process for the 2018 fiscal year that starts on October 1, 2017. Both of these budgets include funding for RHIC of at least this year's level. This is good news. It is still likely that no federal budget will have been passed by October 1, as in previous years, but a short term Continuing Resolution, enacted instead of a full budget, would then be at this year's funding level. At the end of this year's RHIC run a number of accelerator physics experiments were performed. One of them was the test of the RHIC spin flipper. Flipping the particle spin of a circulating proton beam has been demonstrated at the IUCF Cooler ring in Bloomington, Indiana, and the COSY ring in Jülich, Germany, but never in a ring with full Siberian snakes. Close to 100% flipping efficiency at 255 GeV was demonstrated during the experiments in RHIC. During the tests it was also shown that coherent spin motion can be excited with the spin flipper, which will allow, for the first time, the measurement of the spin tune during operation, a critical parameter for preserving proton beam polarization. After the end of the RHIC run commissioning of the DC electron source for the Low Energy RHIC electron Cooling project has continued in IR 2. This effort has been very successful. All the commissioning goals were achieved and a CW beam current of more than 6 mA was demonstrated. Congratulations to all for the fantastic achievement. Before going on summer recess the appropriation subcommittees of the Senate and the House have approved budgets for the Department of Energy. This isthe first step of the congressional budget process for the 2018 fiscal year that starts on October 1, 2017. Both of these budgets include funding for RHIC ofat least this year's level. This is good news. It is still likely that no federal budget will have been passed by October 1, as in previous years, but a short termContinuing Resolution, enacted instead of a full budget, would then be at this year's funding level.

At the end of this year's RHIC run a number of accelerator physics experiments were performed. One of them was the test of the RHIC spin flipper.Flipping the particle spin of a circulating proton beam has been demonstrated at the IUCF Cooler ring in Bloomington, Indiana, and the COSY ring inJülich, Germany, but never in a ring with full Siberian snakes. In last month’s Particle Post, I provided a few guidelines for all staff to follow with respect to controlling costs. I highlight thoseitems again for anyone who may have missed it.

· • Charge time and materials to the appropriate programs.• Limit spending to critical work scope.• Minimize overtime—limit it to efforts that are management approved.• Review your month end reports to ensure charges are appropriate for labor, credit cards, stores withdrawals, etc.• Use your vacation time! If possible, schedule vacation days prior to fiscal year end (9/30/2017).

With next year's budget uncertain, we need cooperation from everyone on the staff. Please stay focused on these simple rules offiscal responsibility.

Note from our Accelerator Division: Wolfram Fischer

The summer shut-down is now under way, while the LEReC DC gun commissioning still continues for a few more days. The complete installationof the LEReC electron accelerator will be the main activity during the shut-down, in order to be ready for the electron beam commissioning duringthe next run.

For RHIC operation next year, preparation of the Zr-96 and Ru-96 beams is especially challenging since the natural abundances of these isotopesis only 3% and 6% respectively. We will use the laser ion source and EBIS for zirconium, and Tandem for ruthenium.

On 8 and 9 August 2017 we have the annual RHIC Retreat, to review the last run and plan for the next run.

The budget for next year will not be known for some time, but an Operations schedule has been compiled for a fifteen Cryo week run in FY2018. This Operations schedule for RHIC Run 18 has been posted on the web, and can be found at the following link:http://www.c-ad.bnl.gov/esfd/operatingschedules/CAD_operation_FY18.pdf

A feature to be noted in the schedule is that there is an about two month period shown prior to the cryogenic cooldown of the entire RHICrings where a portion of the Blue ring will be cooled to liquid Helium temperatures. This is to allow for early conditioning andcommissioning of the LeREC and CeC apparatuses. The cooldown of the rest of the RHIC rings is scheduled to start on March 5th, and therun concludes with the RHIC warm up complete by June 18th.

The beams we expect to run are Zirconium on Zirconium, Ruthenium on Ruthenium, as well as gold on gold. Run 18 will be the final year ofrunning for the CeC PoP experiment, as well as a year that will have significant efforts on the commissioning of the LeReC system, inpreparation for the FY 2019 run.

The annual RHIC Retreat was held on site at BNL August 8th and 9th.One take away message that I took from the discussions at the Retreat was the need to start having what may in effect be like our weeklyRHIC scheduling meetings that occur during RHIC running as early as October. This would be to manage resources as both the CeC andLeREC efforts are in their final installation phases leading into early January, and continuing through this about two month conditioning and

commissioning period prior to the start of the actual RHIC Physics running.

Shutdown at the CAD complex is underway. Major work preparation and execution has begun.

In RHIC, construction and installation for CeC and LEReC in the 2 o'clock area is completed during the daytime. The area is beingsecured at night for LEReC tests during the evening and on select dedicated days. Tests are scheduled to end early in the monthallowing for shielding removal and full focus on LEReC installation. Other major work preparation includes: Diode replacement for theD6 dipole sector 7 yellow, installation of an additional two 9 MHz RF cavities in 4 o'clock, support for STAR and PHENIX halls, e-Lens modification in IR 10 and removal of polarimiter components in 12 o'clock.

In the Booster, final installation of the cooling tower and repair of injector line instrumentation and stripper foils are underway. Work onthe Main Magnet power supply will be done next month and a scheduled test period will follow prior to the NSRL run. Checkout for the

fall NSRL run will begin in September with the first experiments beginning on the 27th of September.

Scheduled maintenance and repair are underway in the LINAC, at EBIS in Tandem and in the AGS.

The MIRP group sent out the last bit of Sr-82 last week. We are now performing annual maintenance to get ready for the next year of beamtime. Although we are no longer irradiating targets we do have ongoing research products in preparation. Dr. Vanessa Sanders a new postdocat MIRP has been learning how to produce Se-72 to use in development of a Se-72/As-72 generator. She is now working on radiolabelingantibodies for Dr. Kim at Stony Brook to evaluate for affinity in organoids formed from human tissue samples. The use of organoids is a newtechnique for evaluating the uptake and distribution of compounds that was developed at Cold Spring Harbor Laboratory and translated toStony Brook. So this project is combining the expertise at the three different institutions to find new ways to image and treat tumors in coloncancer patients.
