However, the homeless say the offi- cials have started taking away more than just their homes. Nurunisha Davids (29) has been living at the Town Centre for al- most six years. With only a thin piece of card- board separating her from the cold concrete floor, she uses the trading kiosks near the bus depot as her place of shelter for the night. Already struggling to stay warm, Davids says officers confiscated the vagrants’ possessions during their most recent operation. “They usually just demolish our structures, but this time they took the little clothing and blankets we have,” she explains. The City of Cape Town’s execu- tive director of Safety and Securi- ty, Richard Bosman, says 24 make- shift structures were removed from the Town Centre last Tuesday during a targeted operation. The shopping hub is one of the areas the City regularly receives complaints about as it is frequent- ed by vagrants due to the business environment, Bosman says. As she braves the cold and wet nights as winter sets in, the mother of two keeps warm by using drugs four times a day. “Heroin is my drug. It costs R20 a hit and I use four to five times a day. We hustle for the money,” the former Portlands resident says. Monré Arendse has called the Town Centre home for four years now. Drugs led him there. “I can no longer live with my par- ents. Here I feel safe, but these of- ficers come and take our clothes and blankets and throw it in the bin. It’s not right,” he argues. The pair say living at the Town Centre is convenient. “It is close to everything we need,” Arendse says. Jasmine Harris, the vice chair- person of the Sector CBD, says this only confirms what she has known all along. “Feasible and long-term solu- tions need to be implemented. It is evident that breaking down va- grants’ structures in an attempt to remove them is not a deterrent,” she says. However, vagrants need to be of- fered alternative accommodation, Harris continues. “The City of Cape Town needs to give these people a place to live in an attempt to restore their dignity. Nobody, no matter their circum- stances, wishes to live this way.” However, Bosman says those whose shelters were removed had in fact opted to go and stay with friends and family living in Mitch- ell’s Plain. Harris insists that evening secu- rity patrols are needed to ensure vagrants are not allowed an oppor- tunity to move in once shops close. Bosman says the area is left in an undesirable state and fighting, drinking and illegal activities of- ten take place due to the number of vagrants living at the shopping hub. Davids says her drug problem is robbing her children of a better life, but she is too far gone and struggles to turn her life around. The bustling trading precinct turns into a shelter for vagrants who are adamant that they are here to stay. “If Law Enforcement wants us out, they must offer us houses,” Davids says. THE first feet have walked through the doorof the new police station in Mitchell’s Plain.

Expected to open on 1 March, the Len-tegeur Police Station opened yesterday afterit was hamstrung by delays.

Police officials say the new facility com-prises of a community service centre whereresidents can report crime, a detective serv-ice centre and a hub from which responsevehicles will operate.

Situated off Merrydale Avenue, the R85mpolice station is divided into two sections.The one section has holding cells and a com-munity service centre, while the other willbe used as offices and a criminal record cen-tre.

Minister of Public Works, Thulas Nxesi,last week handed over the keys to the facili-ty to the Mitchell’s Plain police.

Nxesi says his department had insistedthat the multi-storey, face-brick building inLentegeur be built according to a new strat-egy which involved the input of the policeas the client and the department throughoutthe project. “We think that this new ap-proach will have a very positive impact onfuture projects,” he says.

Deputy Public Works Minister JeremyCronin says the new police station is people-friendly, green-friendly, and doesn’t appearso grim as police stations from the previouspolitical dispensation.

“We want the community to feel that thisis their building. It is user and people-friendly,” he explains.

Victims of crime will be able to access thepolice station through a side door in an at-tempt to not expose them to second degreetrauma. A 24-hour detective service will al-so be available. Detectives will have officesclose to the area where statements are tak-en. As part of going green, there are no lightswitches, with light being turned on wheremovement is detected.

About 750 people worked on the site, withat least 44% percent of them coming from

local communities, says Frederick John-son, the regional manager for the Depart-ment of Public Works.

Rugshana Jacobs, one of the last of 66 locallabourers to have worked on the site, wastrained on the job as a carpenter.

The 28-year-old from Lentegeur is nowemployed by a local company based on hersuccess during the course of the project.

“It was exciting to be a part of somethingso big, something that is beneficial to thecommunity in which I live,” she says.

The building, which has 132 offices, willhouse a complement of detectives and mem-bers of the Visible Policing Unit. The LocalCriminal Record Centre, the only such facil-ity on the Cape Flats which will house labo-ratories for forensic evidence such as fin-ger-printing and ballis-tics data, will beaccommodated on thepremises.

Mitchell’s Plain Policecluster commander, Ma-jor-General JeremyVearey, says there isenough space at the newfacility.

“This is the first otherpolice station in Mitch-ell’s Plain. It is expectedto take pressure off theMitchell’s Plain PoliceStation,” he says.

Mitchell’s Plain, whichhas the seventh highestmurder rate in the prov-ince, is also one of the top10 areas plagued by vio-lent crimes in the prov-ince.

Mitchell’s Plain police spokesperson Cap-tain Mugelaine van der Vendt says a newcommunity policing forum (CPF) is to beelected for the Lentegeur precinct.

“Candidates must be active and regis-tered with the respective subforums. Thisincludes all street committees within theLentegeur policing precinct,” she says.

MITCHELL’S Plain has been rocked bythree murders over the weekend.A double murder was reported in Len-

tegeur, while a 30-year-old man was shotdead in Westridge in separate incidents onSaturday night.A 23-year-old man is to appear in the

Mitchell’s PlainMagistrate’s Court today inconnection with the double murder.Two men, aged 46 and 47, were shot dead

in a car in Kreupelhout Street at 19:40 thatnight.They were driving in a silver Toyota Co-

rolla.The driver was also robbed of his cell-

phone.According to witnesses the murder sus-

pect was believed to have been standing ona street cornerwhen he opened fire. The caris said to have been travelling within thespeed limit when the shots were fired.When the car came to a stop, awomanpas-

senger jumpedout of the vehicle and fled thescene, a witness says.The vice-chairperson of the neighbour-

hood watch in Lentegeur East, GlendaArendse, was on the scene when the inci-dent unfolded.The quiet streets were shaken by the

sound of shots being fired, she says.Neighbourhood Watch members assisted

with crowdcontrol andhelpeddirect traffic.“There were a lot of people on the scene,

whichhadbeencordonedoff. Sowedidwhatwe needed to do to ensure the police had am-ple space to carry out their investigation,”Arendse adds.Lentegeur resident Trevor de Kock ar-

rived at the scene shortly after the shooting.“The driver was slumped in the front seat

with his head against the window. The pas-senger was lying on the back seat after hewas shot,” he says.“It appears to have been a gang-related

shooting,” De Kock adds.Mitchell’s Plain police spokesperson,

Captain Mugelaine van der Vendt, says an“intelligence-driven investigation led to thearrest of a 29-year-old man for the theft ofthe driver’s cellphone which was stolen onthe scene”.He is to appear in the Mitchell’s Plain

Magistrate’s Court today on a charge oftheft.Meanwhile, a 30-year-old man was shot

dead in Cavalry Road, Westridge.The incident happened at 21:10 that night.No arrests have been made in connection

company, says bus drivers are expectedback at work today (Tuesday).However, not all drivers would have been

informed and it is expected that the servicewill fully resume by Wednesday.This has led to sighs of relief from com-

muters who have been forced to use alterna-tive transport for almost a month.Awage settlement has finally been reached

between unions and employers.“The parties have agreed to a 9,5%wage in-

crease backdated to 1 April, with an addition-al increase of 0,5% to be effected on 1 Octo-ber,” Golden Arrow’s Bronwen Dyke says.However, commuters may have to brace

themselves for delays.“Golden Arrow will institute all meas-

ures to facilitate the restoration of sched-uled services, however, due to the short no-tice, it may be possible that all staff mem-bers are not timeously informed of the endof the strike,” she explains.During the three weeks of strike action,

the working class was hit the hardest, theCape Town Chamber of Commerce and In-dustry says.According to the group, workers were

forced to spend up to three times their usu-al amount on transport during the strike.Chairperson of the Chamber’s Human

Capital Portfolio Committee, Michael Ba-graim, says this unexpected increaseforced workers to take loans from loan

sharks or advances on their salaries.“ The workers will feel the effects of the

strike long after it has ended,” Bagraim ex-plains.The big winners were the minibus taxi in-

dustry and the loan sharks, but the loserswere commuters.“The strike [has not hurt] the bosses near-

ly as much as the ordinary workers of CapeTown,” he says.Commuters in possession of 10-ride clip

ment zoning were released in Strandfon-tein, Mitchell’s Plain, and Macassar.MarioOostendurp, the chairpersonof the

Strandfontein East Ratepayers’ Associa-tion, says the land needs to be used for com-munity development.He says a multi-purpose hall would be a

great investment. “We would like an areawhere the youth are offered an alternativeto drugs and alcohol. It would be a placewhere youth development and job creationworkshops could be offered,” he says.Colin Isaacs who lives across the road

from the vacant land says a business devel-opment may not be the best option.“A library ormedical centrewould be bet-

ter suited for this area as there is alreadya mini supermarket next to the land whichis being sold,” the Bayview resident says.

THE planned train fare increase has com-muters derailed.They are demanding that Metrorail get

their act on track and give them a serviceworthy of a price hike.Come next month, those purchasing

monthly ticketswill pay betweenR7 andR45more, while weeklies will cost between R3and R5 extra. A single train ticket will cost50c more and returns will rise by R1.Metrorail’s regional manager Mthuthuze-

li Swartz considers the increase as “pro-poor”.“We were very conscious of the soaring

cost of living and imposed amodest increaseas a result,” he says.The subsidy received from government

barely covers half the cost of operating therail service, Swartz explains.“The last financial year it cost us R1,2 bil-

lion rand to operate trains just in the West-ern Cape. By clamping down on fare dodg-ers, closing stations and conducting specialactions on trains we havemanaged to recov-er R160million randmore than the previousfinancial year, exceeding our revenue targetby R8 million.”But external factors including increases

in the cost of energy, personnel, mainte-nancematerial and safety-critical and statu-tory compliance accounted for the majorityof the region’s expenses.Commuters are unimpressed by the

planned price hike.The train service provider has “a fine

cheek” to push up the fares of a “life-threat-ening service”, Mariam Jacobs says.She has resorted to leaving all her valua-

bles at home after being robbed on the traintwice this year alone.“The funny thing is it happened during

peak hour,” she says wryly.“The first time the guy pulled out a knife

and demanded my wedding ring and cell-phone, and about a month later a laaitiegrabbed and ripped my grandmother’schain frommy neck. Some of the passengerstried to chase after him but he got away easi-ly.”The “missing in action” security officers

are nothing but “cowards in uniform” that

are never therewhen you need them, Jacobsadds.“Off-peak times, you find them stretched

out on the seats, taking a nap. Ten points,Metrorail; what a way tomake your custom-ers feel safe.”Reagan Francis has been using rail trans-

port for two years as it is the cheapest wayfor him to get to work. But if he would havebeen able to afford a pricier mode, he wouldmake the change in a heartbeat.“Right now we are travelling on a mobile

robbery hotspot because we have no choice.

Commuters are sitting ducks because secu-rity guards are not half as visible as theyshould be,” he says.“If they should say the increase is going

towards employing additional security offic-ers, I will happily cough up. You put yourlife in danger by setting foot in a carriage,but if you can’t afford anything better, it’sa chance you have to take.”But Swartz points out that Metrorail has

increased their Protection Services compli-ment by 300 securitymembers. A total of R12million is spent on security every monthacross the province.“We now have 1000 Protection Services

employees, about 800 contracted guardsfrom five different companies and 400 Rail-wayPolice officers protecting trains and sta-tions,” he says.Vandalism remains rife in certain areas,

Swartz says, and the protection of vulnera-ble assets resulted in an “extra-ordinarymaintenance burden”.But, he continues, Metrorail has “aggres-

sively implemented” an action plan to “ar-rest the decline in service levels” over thelast year.Factoryworker Shireen Ebrahim scoffs at

the “so-called improvement strategy”.“Not a week goes by without me getting

to work late at least twice,” she says. “Thereare only so many times that the bosses willturn a blind eye. They have started clockingmy hours, causing a decrease in my wages.”Just last week, she says, it took her two

hours to get home owing to train delays.“I would be happy to pay extra if the serv-

icewas reliable, safe and up to standard. Butright now, I don’t even think they deservea cent of my hard-earnedmoney. Their serv-ice stinks.”Despite the never-ending stream of com-

plaints from disgruntled commuters, plansare in motion to improve the rail service.Among these developments are 33 addi-

tional trains taking to the tracks.A comprehensive programme of construc-

tion will also start soon to upgrade stationsand infrastructure to be completed by 2015when the first new trains are expected.

mind Capetonians of.Andwho better to do so than veteran per-

former Alistair Izobell?He’s been enchanting crowds for 27 years

and says he wouldn’t change his career foranything.Having grown up opposite

a fire station, Izobell says hewas always fascinated by thebig red truck andhadwantedto be a fireman.But, thankfully, Izobell

pursued his love of perform-ing.He started working in the

music industry with child-hood friends Emo and Luq-maan Adams.“I’ve been lucky enough to

work with many people overthe years,” Izobell says.“As a 12-year-old, spending

time with Stevie Wonder,meeting Luther Vandrossand working in places likeNew York, Paris and Londonall leave amark in yourmem-ory.”He couldnot point out a specific highlight

in his career as, he says, “every single showcomes with magic”.“I grewup in a timewhere people saw the

theatre as something magical,” he says.As a child growing up in the Western

Cape, Izobell feels he was lucky to sur-rounded by a lot of big artists, such asTerryFortune and The Rockets.“So many musicians have passed on and

quite often it is us who need to bury them,”he explains.It is for this reason that he createdMusic

alla Kaap.“I wanted to make sure we create a plat-

form for these artists to be recognised andcelebrated.”Last year saw the first staging of Music

alla Kaap.This year’s production is expected to be

bigger and better – featuring a star-studdedline-up of artists, which will include PercySledge, PJ Powers and The Rockets.“All the artists in the line-up share a com-

mon thread and similar journey,” he en-thuses.“They have all worked together at some

time along the way or have similar inspir-ing backgrounds.”The Rockets were the backing band for

Sledge the previous time he performed inSouth Africa.“You have the Rockets, who have enter-

tained people for many years, along withPercy Sledge, an African-American who also enter-tained people in a time whenhis country was goingthrough their own struggle.Then you have PJ Powers, awhite woman singing Afri-can music, and these are allpeople who, at the height ofapartheid, were making themost amazingmusic,” Izobellsays.This is what he hopes to

highlight throughMusic allaKaap.“I want people to tap into

memories andbe transportedto a time when we celebratedgreat music that was beingmade during a difficulttime,” he says.When asked what he

COMMUTERS from Mitchell’s Plain andKhayelitsha could be hit the hardest by e-tolling.

The SA National Roads Agency Limited(Sanral) has proposed an e-toll project for theN1 and N2 Winelands routes.

Mitchell’s Plain commuters travelling onthis road could pay up to R1160 a month totravel to Cape Town if the e-toll gets the go-ahead.

After a bruising year of legal battles andfinancial uncertainty ending off with the

ed bid from the Protea Parkways Consorti-um, says Brett Herron, the Mayoral Commit-tee member for Transport, Roads and Storm-water.

The R10bn project has been met with dis-approval from local and provincial govern-ment, a number of different transport organ-isations, stakeholders and the public.

Sanral spokesperson Vusi Mona says thetoll plazas in the province would provide mo-torists with options.

“Secondly, there will be toll plazas alongthe N1 and N2, with an option for motoriststo either pay manually or use a lane that will

require them to slow down as they approacha toll booth, enable an e-tag fitted in their carto be recognised by the technical equipmentat the toll plaza, deduct the required tarifffrom a motorist’s e-toll account, lift the boomand allow the motorist to pass through with-out having to stop. The payment takes placeelectronically,” he explains.

Herron says the urgent interdict applica-tion had been set down for Thursday 16 andFriday 17 May in the Western Cape HighCourt.

The City had previously filed an urgent in-terdict application in November 2011.

Sanral agreed at that stage to take no fur-ther steps towards introducing the projectpending the review application yet to be de-cided upon by the Western Cape High Court.

It also undertook to provide the City with45 days’ notice of its intention to start work-ing on the project.

Herron says Sanral agreed not to concludea concession agreement before Saturday 1June this year.

Provincial transport minister Robin Car-lisle says the toll roads should not be giventhe green light until a round of public partic-ipation had been allowed.

of an impending strikeby traindrivers overapaydispute.The warning read that train drivers were unhappy withtheir 5% pay hike.This warning was soon deflated, however, whenMetro-

rail issued a statement to the contrary, quelling all con-cerns that the rail driverswould join in the strikebyGold-en Arrow bus drivers.Metrorail regional manager Mthuthuzeli Swartz has

“assured commuters there is no talk of train drivers join-ing the strike”.In a fortunate turn of events, commuters can now also

breathe a sigh of relief that the bus strike has come toan end.The parties have agreed to a 9.5%across the boardwage

increase to be backdated to Monday 1 April.A statement to this effect says a settlement has been

reached and the enforced lockout would be lifted as ofmidnight last night.This should come as no small measure of comfort to

commuters who for these past fewweeks have had to con-tend with the throngs competing for taxis and trains, ormake arrangements with colleagues for lift clubs.If youhead for the freeways, all ofwhicheventually lead

to the city centre, leave even a minute late and you’re infor hours-long bumper-to-bumper traffic.The congestion snarls as tempers flare.The combination of public transport strikes – real or

imagined – and the onset of the Capewinter is a road ragerecipe waiting to happen.Cape Town drivers should know that, for nearly half

the year, every year, the roads are wet.But one can only wonder at the driving ability of some.I digress.Be careful what you read on social media.

Drug findings no surpriseTHE recent observations based on a surveydone on about 20 000 Grade 8 to 10 pupils onthe Cape Flats on substance abuse is neithershocking nor revealing.It is common knowledge that the youth in

our country abuse alcohol and cigarettes ona large scale because these drugs are legallyavailable and the very aggressivemarketingused by the companies makes it very tempt-ing for the youth to indulge in alcohol froman early age.Dagga is the first drug of choice because

of the false perception that thedrug is a total-ly harmless weed.The research is not very revealing be-

cause it does not present the true picture ofaddiction among school children in theWestern Cape.The findings create the erroneous impres-

sion that tik and heroin are not common.Based on my own experience, working in

an awaiting trial youth centre, 90%of the in-mates are addicted to tik, dagga, mandraxand cigarettes, and use alcohol.A huge number of these children have

started with dagga, the gateway drug, fromas young as eight years and progressed to us-ing tik and mandrax.These children drop out of school by the

age of 14, so very few tik-addicted childrenwould reach Grade 8.This group of children would be missed in

the study.Another common finding that I have ob-

served is that children on drugs rarely everadmit to using drugs, fearing they would ei-ther be punished or expelled from school.Some children have been using tik for aslong as four years before their parents be-came aware of it.I found that children addicted to substanc-

es are the most adroit liars.Many children presented to my rooms de-

nied most emphatically they used drugs.When the tests come out positive for drugsthey start getting aggressive, accuse thetests of lying and storm out of the rooms.Compounding the problem is the huge deni-al by parents about their children’s drug-ging.I treated a 27-year-oldman for cannabis-in-

duced psychosis.At the time of presentation he denied us-

ing drugs.It later emergedhe smokeddagga fromthe

age of 14, dropped out of medical school butmanaged to find a job. We managed to re-verse his psychosis after he stopped takingcannabis.The commentby theMEC for social servic-

es, Mr Albert Fritz, that the townships lackfacilities to help people with drug addictionbecause of a lack of finances for in-patientfacilities, displays a lack of knowledge aboutthe management of addiction.The success rate of rehabs is only about

2% so they are clearly not the answer to theproblem.His department has been relying on the ex-

pensive matrix programme and the limitedservices by Sanca.Many people, who have used the matrix

programme, have told me they did not findthe programme very effective. Sanca unfor-tunately operates during office hours and byappointment. These hours are not conven-ient for working parents, so many cannotuse their much-needed services.The problems do not need financial re-

sources, but a commitment from parentsand the community to attend and run sup-port groups.Themedia could play amore effective role

in advertising these meetings regularly, butthey are not prepared to do that. If they doadvertise your meeting, one has to gothrough so much red tape it leaves one towonder if the media is at all serious aboutthe problem. Promoting car guard singers,it seems, is far more exciting for some ofthem.I am willing to offer my very successful 4

ZZANELE YANELE YAMILEAMILE is against the new ID card, basedon its smaller size. “I prefer the green ID book.The card will be easier to lose because it is sosmall. What if I put it in my purse, and then losemy purse?”

SANTOS FC is still on target for promo-tion despite dropping vital points in a1-1 draw with rivals Milano United on

Sunday.A victory would have seen Santos leap to

the top of the table and virtually sew up pro-motion with just one more game to go in theNational First Division (NFD).

Instead, the People’s Team currently holdthird position and may have to earn their re-turn to the Absa Premiership through thepromotion/relegation play-offs.

Santos head coach Ian Palmer says he willspend the next week carefully planning for

final game against Jomo Cosmos at AthloneStadium on Sunday.

“I’m proud of them, but not proud of theresult as we needed the three points,” saysPalmer. “We are still in with a shot and thegame against Cosmos will be similar to a fi-nal. We just have to plan well and I need togive (the players) a rest. It has been physical-ly and mentally demanding on them playingeight games in 15 days.”

Mathematically Santos could till finish infirst, second or third, but whether or notthey win against Cosmos their fate will bedecided by the top of the table clash betweenfirst-placed Mpumalanga Black Aces andsecond-placed Thanda Royal Zulu.

The best result Palmer can hope for is adraw between the two title chasers, as thiswould give his side the opportunity to winthe league and seal automatic promotion.

Meanwhile, Milano United have complete-ly been ruled out of the running by the draw.The Grassy Park side took the NFD by stormin the beginning of the season, but a posttransfer window slump in form saw themslip down the standings.

Milano are currently fourth on the tableand will finish high, regardless of the resultin their final game against African Warriorsin Free State on Sunday. However, coachTheo Hempe says his team’s performancethis season could still be seen as a success.

“When you look at my team there wereabout eight players in the starting line-upwho came straight from the VodacomLeague,” says Hempe.

“We did a fantastic job and I am really hap-py for the team, and what they achieved. Wewill just go out there and try to enjoy our-selves (against African Warriors). Maybe wewill give some of the players who haven’thad a run in a while, the opportunity to showwhat they are capable of.”V Meanwhile, Vasco da Gama beat FC Cape Town 2-0in Sunday’s other Cape derby. The sides now hold ninthand 10th place on the table, respectively. Vasco willtravel to face FC AK in their last game, while FC CapeTown will host Dynamos.

‘Underdogs’ share the spoilsLIAM MOSES

CEDAR HIGH School and Portland Highplayed out a 1-1 stalemate in a Mr PriceHigh School League top of the table clashon Saturday.

The sides went into the tie in first andsecond place on the table respectively, af-ter romping to victories in their first twofixtures of the season.

Portland took the lead early in the sec-ond half, but an error from their goalkeep-er allowed Cedar to level the scores 15 min-utes before the final whistle.

Portland High coach Anwar Ruiters wasdisappointed to have conceded the goalthrough an error, but says the draw wasa fair reflection of the game.

“It was a tough one, but the boys playedvery well; each game is a learning process.The league is going to be tough. It’s a mara-thon so we take it game by game,” he says.

“They played well except for the blun-der. It was a total misunderstanding so wecould have had three points, but Cedarplayed a very good game and we wereequally matched.”

The match itself was proof of just howmuch these sides have progressed sincelast year, with neither team willing to con-cede defeat until the final whistle.

The fact that underdogs currently topthe standings will come as a surprise to

many, as neither side has won the competi-tion in its ten year history. However, theircoaches are less shocked by the early-sea-son dominance.

Cedar coach Mervin Groenewald saysthe seemingly sudden rise to prominenceis, in fact, the fruit of years of labour.

“Both of us have been building for thelast four years so this year Portland andCedar will be a force to be reckoned with,”he says. “The players were youngsterswhen they got to the league – all aged 13and 14. Now the average age for both sidesis about 17 and they know one another.”

Ruiters echoed the words of his counter-part, saying he has been “grooming play-ers from a young age” and working toachieve short-term goals.

He believes his team, unheralded as theymay be, have the potential to keep surpris-ing many more teams this year.

“We love to be seen as the underdogs.Normally the limelight goes to the topschools like Oval North and Mondale – theschools who have won the league before.This year they will be in for a surprise,”he says.

Groenewald also has his sights set onleague success this year. The teams willcontinue their campaign on Saturday 18April, when the fourth round of fixtureskicks-off at the Portlands Sports Complexat 09:00.
