1. INTRODUCTIONThe Delhi Government constituted the District Urban Development Agency (DUDA) in eachRevenue District vide order no. 18B(101)/UD/Plg./DUDA/2015-16/3816-3919 dated16.07.2015 issued by Principal Secretary (Urban Development), Govt. of NCT of Delhi towork as a central agency for the execution of developmental works as well as maintenanceof public assets under the MLALAD Scheme. Further, DUDA has also been assigned to carryout the various developmental works prioritized and recommended by the citizens for thedevelopment of their area under the C-LAD Scheme (SWARAJ Fund).The DUDA (East) was formed into a society under the Societies Registration Act, 1860 videregistration no. District East/Society/1375/2015 dated 5th August, 2015.Under the MLALAD Scheme, each MLA can recommend capital works of Rs.4.00 crore in ayear and the works are assigned to any of the Govt. Department/Agencies selected by theMLA. The funds under the schemes are non-lapsable and can be utilized in subsequentyears subject to approval from the Urban Development Department, Govt. of NCT of Delhi.On the other hand, the Mohalla Sabha pilot project was started in the year 2015 and theGovernment identified one Assembly Constituency in each Revenue District. In East District,Patparganj Assembly Constituency (AC-57) was identified for the same and a budgetamounting to Rs.22, 50, 00,000/- was allocated under the scheme. Under this initiative, 35Mohalla Sabha☂s were conducted in this district in the month of April/May, 2015. Theparticipative locality was formed by merging 3-4 homogeneous polling stations so that theMohalla character remains uniform.Presently, East Delhi Municipal Corporation (EDMC), Irrigation & Flood Control Department(I&FCD), Delhi Jal Board, DUSIB, PWD and BSES are the main executing agencies throughwhich DUDA (East) is executing the works under the above stated schemes.The accounts of DUDA (East) has been audited for the financial years 2015-16 & 2016-17 bya qualified Chartered Accountant and it has been found to be in conformity with theaccounting principles generally accepted in India.
