currently manage the content repositories for travel.state.gov which

includes over 11,000 pages and digital assets consuming over 500

gigabytes of disk space. The site architecture accounts for regional

outages with nationwide distributed redundancy. This architecture

has enabled zero downtime for the past five years on a site that has

served almost 700M pages in 2019 and over 80M unique visitors in

2019. INCATech is has modernized the site to include integration of

Esri geospatial visualization tools and converted the site to

Responsive Web Design.

Project: Humanitarian Information Unit (HIU)

Period of Performance: June 2019 - PresentThe Department of State's Humanitarian Information Unit (HIU) informs senior policymakers within the U.S. Government on

humanitarian challenges and complex emergencies worldwide. The HIU uses geospatial methods and analysis to produce visuals on a

range of humanitarian issues. In addition to visual products, the HIU supports the creation of geospatial data and best practices for

geospatial data management through MapGive and Secondary Cities. MapGive encourages volunteer participation for creating open

geographic data that supports humanitarian relief and development programs. The HIU also provides USG-licensed high-resolution

Project: Professional Employee Support Services

Period of Performance: December 2016 - PresentINCATech provides professional services staffing support services to multiple bureaus within the Department of State. This five-year

contract is an IDIQ with over 80 labor categories available for governmentwide use. The contract scope includes Information

technology technical support, business analysis & program/project management support, & administrative/logistics services.

Project: Consular Affairs - Website Support Services (WSS)

Period of Performance: December 2014 - PresentINCATech supports the US State Department, Bureau of Consular Affairs (CA), Website Support Services (WSS) contract. WSS is

responsible for design, modernization, enhancement, and operations of all of CA/CST’s internal and external facing informational

websites and web applications. We perform full stack development using the Scaled Agile Framework (SAFe) and CMMI level 3

processes in a cloud based Continuous Integration/Continuous Deployment (CI/CD) model. Our Engineers integrated state of the art

Adobe Enterprise Content Management (ECM) and Esri Geospatial applications to deliver an outstanding mobile responsive user

experience to over 100M visitors annually to the Travel.State.Gov family of public facing sites

Project: Consular Affairs - Development Modernization & Hosting

Period of Performance: July 2014 – August 2015INCATech provides full lifecycle application management services to www.Travel.State.Gov (TSG) & related citizen facing public

websites; Students Abroad (SASG) & Adoptions (ASG). These tasks include activities to maintain the application infrastructure &

provide 99.99% uptime. Provide corrective enhancements such as fixing broken links & updating content. Adaptive enhancements to

management & external changes affecting TSG such as postal rate changes, changes to data feeds from other systems & perfective

enhancements to improve customer satisfaction with TSG. We provide search engine optimization (SEO), rendering of content for

mobile screen sizes (responsive design), and adding new features, such as interactive maps. We deployed a new geographic

information system (GIS) for TSG. The project replaced the old static maps with new multilayer interactive dynamic map base on

advance GIS technologies.

Project: Consular Affairs - TSG Redesign

Period of Performance: May 2013 – July 2014TSG is the public face of CA to both American Citizens (for passports) and foreign nationals (for visas). TSG is one of DoS’ most

visited, highly profiled websites (over 388 million page views p/y) & is the primary portal for passport & visa information; specifically (1)

passports for Americans traveling abroad; (2) visas for foreigners entering the U.S.; (3) travel services for American citizens; (4)

adoption & abduction services; and (5) U.S. law and policy on immigration & travel. TSG is a mission critical website with twenty-four

(24) hour by seven (7) days a week operation with zero interruptions. INCATech was tasked with implementing & deploying the TSG

re-design project using the requirements & design that had been developed & documented by a previous contractor. INCATech was

responsible for using Adobe CQ5 to manage web content consistently, control brand presentation & reuse. INCATech’s responsibilities

included performing contract management, development, implementation & deployment, operations & maintenance support &

transition-out activities.

Project: Bureau of East Asia and Pacific Affairs

Period of performance: November 2006 – April 2015INCATech is responsible for project management, application & project documentation, supervision of junior developers, testing,

database administration, training, creating & maintaining database-driven web applications, & creating tools for business processes for

DoS’ Bureau of East Asian and Pacific Affairs (EAP). The technologies used include Microsoft SharePoint 2007 & 2010, ColdFusion,

Dreamweaver, MS SQL Server 2005 & 2008, Photoshop, HTML5, JavaScript, & CSS. The customer has consistently provided positive

feedback & has awarded numerous certificates of appreciation.

Period of Performance: June 2018 - PresentINCATech is delivering to PBGC a state-of-the-art Content Management System (CMS) using Adobe Experience Manager to achieve

government wide goals in improving the management of time by increasing the efficiency, consistency, and speed in which content is

delivered to users. This effort also focuses on improving the users’ ability to effectively search, find, and comprehend relevant content

necessary to fulfill their jobs. Content Managers will be able to add and update content quickly and without assistance. Contract scope

includes providing all software licenses and services including design development, implementation, training and legacy migration of

content into the new system.

Project: California Department of Conservation’s - RAMS

Period of Performance: September 2019 - PresentThe Reclamation of Abandoned Mine Sites (RAMS) project involves the database and web-based application design, and integration of

tabular, multi-media, and spatial data for the California Department of Conservation’s (DOC) Division of Mine Reclamation (DMR)

Abandoned Mine Lands Program.

The goal for the INCATech team is to utilize GIS technology to modernize and enhance the database by storing all relevant AML data,

and build a secure web-based front-end application to manage it. The new application will incorporate GIS technologies in use at the

DOC for the design and build of a web-based front-end application that will access abandoned mine data located in a new SQL Server

database provided by DOC.

The INCATech team will design an application that allows the database to be updated through several interfaces as well as 3rd party

data collection. This project also includes the development of AML custom reports, advanced reporting functionality that use subsets of

data, and reports generated from queries against feature classes.

Project: Defense and Intelligence Community Support

Period of Performance: January 2018 - PresentINCATech is tasked with developing, configuring, and implementing Esri Geospatial off the shelf (COTS) solutions at the project and

enterprise levels. Our contracts call for several support roles including: Geodatabase Analyst; Database Engineer; Geospatial

Engineer; Platform Configuration Engineer; and Java and Javascript Software Developers.

Project: Personnel Recovery Information Data System

Period of Performance: February 2019 - PresentINCATech provides expertise in enterprise systems engineering development to develop geospatial tools and technologies that enable

Joint Personnel Recovery and US Army adaptation to 21st century operational environments. INCATech supports the Joint Personnel

Recovery Agency (JPRA) in the development of a personnel recovery information system by providing strategic advice and technical

subject matter expertise on key geospatial and enterprise-level database design, database management system, and geospatial data

visualization. This project began with a Discovery engagement culminating in an Analysis of Alternatives (AoA) and recommendation

for implementation.

Our staff utilizes government-designated private commercial cloud infrastructure and tooling to lead the design and execute the

development of systems and web-applications to centralize data collection capability collecting, categorizing, storing, and managing

personnel recovery data. The information system is designed to be a highly available/highly accessible repository for archived

historical data and current operational data. The information system includes advanced spatial/temporal/thematic search functions

designed to generate data visualization reports for a wide variety of audiences.

INCATech’s geospatial expertise enables the project to transform personnel recovery data in disparate unstructured data formats (i.e.,

Word documents, text transcripts, PowerPoint briefings, etc.) into comprehensive Esri Storymaps web-applications and ArcGIS

Enterprise Sites applications using data automation coupled with machine-learning techniques.

This contract demonstrates INCATech’s breadth and depth of expertise in geospatial consultative services as well as solution delivery

of application development, enterprise systems development, data aggregation and normalization of distributed databases, and

cartographic data visualization of meaningful insights via data analytics.

Project: Department of Justice, US Courts

Period of Performance: April 2017 - PresentINCATech support the US Courts, Probation and Pretrial Services Office staff training/coaches resource library, an online resource

maintained in Blackboard Learn. The library contains lessons plans, electronic learning modules, forms, video and audio clips, and

activities that coaches can use to assist with development of their users. Blackboard Learn is a web-based server software which

features course management, customizable open architecture, and scalable design that allows integration with student information

systems and authentication protocols. We provide ongoing Information Technology (IT) maintenance and support of the Coaches

Resource Library including registering users, resetting user passwords, running monthly usage reports, developing and/or maintaining

additional metrics reports upon request, troubleshooting users log-in and navigation issues, repairing links, making minor edits to

documents, troubleshooting technical concerns, and ongoing maintenance of the resource library.

Project: National Telecommunications and Information Administration - NBAM

Period of Performance: September 2019 - PresentThe National Broadband Availability Map (NBAM) was created over 5 years ago to help State and local governments make informed

decisions that would lead to an increase in broadband usage in rural areas.

Recently, the Department of Commerce has funded a reboot of this initiative and wants to use the latest GIS technologies to update,

enhance and improve on the last broadband map. Thus far, the National Telecommunications and Information Administration (NTIA)

has stood up a Geospatial platform in a managed cloud and has started to partner with various State governments to enhance the data

and functionality of NBAM.

INCATech’s role is to function as a team of GIS-focused experts that develop solutions for both NTIA stakeholders and U.S. State

groups. Our team will merge complex FCC datasets with new data from a variety of sources to provide policy makers, state/local

organizations, and private industry with information that leads to better planning and policy decisions to increase broadband access in

rural areas. INCATech is excited about the mission and the significant impact of this program since they will have a direct effect on our

citizen's digital inclusion, health, education, and financial security.

Leadership Bio - President and CEO

Liliana Freedman is the President and CEO of INCATech, a 100% Woman Owned Small Business, which she established in2007. Prior to forming INCATech, Liliana earned a Bachelor's Degree in Computer Science from the University of MarylandUniversity College, then embarked on a 16-year career in information technology and software development with ComputerSciences Corporation (CSC). During this time, she honed her skills in the craft of delivering value added IT and software solutionsfor Government customers while at the same time nurturing a dream of owning an IT consulting business.

After leaving CSC and working as an independent consultant for 6 years for several government contractors, Liliana at lastbrought her long held dream into reality with the formation of Innovative Computing and Applied Technology dba INCATech.Liliana established INCATech with a culture based on Integrity, Performance, and delivering Value. This culture extends to ouremployees, customers, and partners and is the foundation of everything the company does.

Liliana oversees INCATech's daily operations and is responsible for guiding the strategic direction of the company, developing theleadership team, and empowering the staff to rise to their greatest potential in achieving their own goals and simultaneouslyfulfilling INCATech's vision and mission. Leadership Bio – VP of Corporate DevelopmentBruce Freedman serves as INCATech’s Vice President of Corporate Development. In this role he is responsible for all business

development, capture, and program execution resulting in a delighted portfolio of customers and past performance references.

Additionally he leads numerous initiatives to expand and mature INCATech’s infrastructure, qualifications, contract vehicles, and

business processes to provide a robust platform to sustain the company’s growth.

Prior to joining INCATech as the Vice President of Corporate Development, Mr. Freedman led the Federal Department of

Transportation and Treasury accounts for SRA International. His division generated ~$50M in annual revenue from 49 separate

task and delivery orders executing in seven locations across the country.

Prior to SRA, Mr. Freedman was the Vice President of Systems Development at AlphaInsight, a small business where he grew

program revenue and participated in the successful sale of the company to CACI in 2006. Before joining AlphaInsight in 2002, Mr.

Freedman ran numerous national and international programs for large companies such as Allied Signal Aerospace, Honeywell,

Alliant Techsystems, and HRB singer. Mr.Freedman holds Masters Degrees in Program Management and Organizational

Management from Johns Hopkins University as well as a Bachelor of Science degree in Electrical Engineering from University of

Maryland.

Leadership Bio – VP of Financial Operations

Wayne Staub is the Vice President of Financial Operations for INCATech and is responsible for managing all financial aspects of theenterprise to include financial planning and analysis, cash management, budgeting, contract management and accounting.

Mr. Staub is a results-oriented, visionary leader with a strong track record of developing and maintaining corporate budgets, directingcorporate agreements, and overseeing contracts. He serves on the executive leadership team and ensures the financial health of thefirm.

Prior to joining INCATech, Mr. Staub served as Vice President of Contracts and Accounting for a government contracting company inthe Washington, DC metropolitan area. He remains professionally active and has served on various financial systems implementationpanels. He also led several Request for Proposal initiatives that led to successful contract wins.

Mr. Staub received his Bachelor of Science degree in Accounting from George Mason University. He is a frequent presenter at a localinstitution where he serves as Treasurer of the Board of Directors.

Leadership Bio - GIS Practice Lead Jesse Osborne is the GIS Practice Lead for INCATech and is responsible for all GIS related programs within INCATech and he supports the further growth and development of the GIS practice area.

Prior to joining the INCATech team, Jesse had earned a Bachelor’s degree in Geography and Environmental Science and a Master’s degree in Geographic Information Systems from the University of Maryland, Baltimore County (UMBC). Since then, Jesse has served in a number of roles ranging from research scientist, project manager, lead classroom instructor, geospatial-intelligence analyst, and web-applications developer throughout 17 different agencies & organizations in the federal government’s defense, scientific, intelligence, and law-enforcement communities.

With a vast set of skills spanning the disciplines of remote sensing science, geographic science, computer science, statistics and data science, Jesse has a proven record of conceptualizing and executing lasting solutions to our nation’s most critical problems and has garnered success by being a diligent and self-motivated team leader.

Leadership Bio – Senior GIS Architect

E. Wray Johnson serves as Senior Geographic Information System (GIS) Architect for INCATech. Wray has over 35 years ofprofessional software development experience serving in the capacities of an entrepreneur, employee, and as an independentcontractor. In the 16 years prior to joining the INCATech team, Wray designed and led the agile development of several high-profileGIS-centric software applications for top US Intelligence Community (IC) agencies, each of which were multi-year programs of record(POR). One of these PORs was one of the first to receive Authorization to Operate (ATO) into that agency’s secure cloud. In addition,Wray spearheaded a redesign and modernization of the entire software stack, and a migration of the development and productionenvironments from bare-metal infrastructure into unsecure and secure clouds respectively, with no impact to the development cadenceor system availability. This effort won the POR the prestigious “David Packard Excellence in Acquisition Award“, established torecognize, annually, only four Department of Defense (DoD) civilian and/or military organizations, groups, or teams, whose significantcontributions demonstrate exemplary innovation and best acquisition practices. For another POR, Wray was awarded a co-patent onthe software design, and he co-authored and published four papers on the subject of the patent (critical infrastructure interdependencymodeling, analysis, and simulations).

Prior to his work in the cleared space, Wray was a member of an elite Research and Development (R&D) team that created aninnovative web-based Customer Relationship Management (CRM) system, which led to corporate acquisitions by PeopleSoft, Inc., andsubsequently, The Oracle, Corporation.
