1 Introduction

1.1 This Statement of Common Ground (SoCG) has been prepared between Forewind and Tickton and Routh Parish Council to set out the areas of agreement and any issues unresolved between the two parties in relation to the proposed Development Consent Order (DCO) application for Dogger Bank Creyke Beck offshore wind farm.

1.2 Forewind (the applicant) is required to apply for a Development Consent Order (DCO) under the

Planning Act 2008 for the Dogger Bank Creyke Beck project, because it is classed as a Nationally Significant Infrastructure Project. The DCO will grant consent for the offshore element of the project along with the associated onshore grid connection works.

1.3 The ‘Rule 8(3)’ letter issued by the Planning Inspectorate on Monday 7July 2014 states that the

Examining Authority (ExA) would like Forewind to engage Tickton and Routh Parish Council in a SoCG.

1.4 The topics addressed relate to some of the environmental assessments reported in the Environmental Statement (ES) submitted with the DCO application. The ES assesses the potential impacts of the development on the onshore and offshore environment and also includes measures to reduce identified impacts.

1.5 Project Description 1.5.1 The Dogger Bank Zone is between 123 and 290 kilometres (77 to 180 miles) off the east coast of

Yorkshire and extends over an area of approximately 8,639 km2 (3,336 square miles). The water depth ranges from 18 to 63 metres (59 to 206 feet).

1.5.2 Dogger Bank Creyke Beck will be the first stage of development of the Dogger Bank Zone, and will

comprise two wind farms, each with a generating capacity of up to 1.2GW (total generating capacity of up to 2.4GW). The two wind farms will connect to the existing National Grid substation at Creyke Beck, in the East Riding of Yorkshire.

1.5.3 The onshore elements are all located within the East Riding of Yorkshire, and comprise:

1.5.3.1 Underground cable transition joint bays at the landfall, north of Ulrome on the Holderness coast;

1.5.3.2 Underground high voltage direct current (HVDC) export cables running approximately 30 kilometres from the landfall transition joint bays to the two converter stations;

1.5.3.3 Two converter stations located between Beverley and Cottingham adjacent to the A1079 and with associated roads, fencing, landscaping and drainage;

1.5.3.4 Underground high voltage alternating current (HVAC) export cables running approximately two kilometres from the converter stations to the National Grid substation at Creyke Beck, where connection works will be carried out; and

1.5.3.5 Ancillary works including: temporary working areas, permanent and temporary access roads, and service corridors.

1.6 Proximity of the Development to the Parish Council 1.6.1 Tickton and Routh Parish Council area is directly affected by the development as the footprint of the

HVDC cables run through the parish. Tickton and Routh Parish Council area neighbours the areas of Beverley Parish Council and Leven Parish Council. The cable route also passes through these parish council areas.

2 Matters of Specific Agreement

The DCO (Requirement 29) requires a Code of Construction Practice to be approved by East Riding of Yorkshire Council (ERYC), which is in line with an updated Outline Code submitted during the examination. The DCO (Requirement 30) also restricts construction work to within 7am and 7pm Monday to Friday, and 7am to 1pm on Saturdays.. It is agreed that the content of this Code is sufficient to mitigate the impacts of construction upon local amenity.

A full landscape and visual assessment has been completed, to a methodology agreed with both ERYC and Natural England. The mitigation scheme includes additional landscaping and planting at the converter stations site, and landscape restoration along the cable route post construction. The DCO (Requirements 21 and 22) requires a landscaping scheme to be approved by ERYC and (Requirement 35) requires land used temporarily for construction to be reinstated to its former condition.

A Health Impact Assessment was submitted with the ES documents to assess the impacts of electromagnetic fields (EMF’s) on public health. The effect of electromagnetic fields in the Tickton and Routh Parish Council area is negligible. There are no electric fields associated with the underground cables, as cable screening eliminates external electrical fields. The cables will produce magnetic fields, but these will be within Health Protection Agency regulatory guidelines.

near Ulrome and connect into the National Grid Creyke Beck sub-station, near Cottingham, in the East Riding of Yorkshire. As part of the examination process, the Examining Authority has requested that we engage Tickton and Routh Parish Council in a Statement of Common Ground (SoCG). This request is set out in the letter from the Examining Authority dated Monday 7 July 2014. Attached to this email are a range of documents to provide Tickton and Routh Parish Council with an overview of the proposed development, and an Outline Code of Construction Practice which outlines the mitigation measures which will be implemented during the construction of the project. You will also receive hard copies of the attached documents in the post. Forewind has been requested by the Examining Authority to obtain SoCG with parish councils by Thursday 24 July 2014. We apologise for the short timescale involved. The final deadline during this examination process is Tuesday 5 August 2014 after which date no further representations from affected parties can be submitted.
