The Tolleson Union High School District No. 214 Governing Board regular meeting was called to order at 6:00 p.m. by Governing Board President, Mr. Devin Del Palacio, with the following members in attendance: Mr. Freddie Villalon, Vice President, Mr. Steven Chapman, Dr. Kino Flores, and Dr. Elda Luna-Najera, Members. 2. 5. SUMMARY OF CURRENT EVENTS

Superintendent Update • Recently, on the floor of the Legislative Chamber at the State Capitol, Representatives Diego

Espinoza and Lorenzo Sierra, both from District 19, presented and read a proclamation in honor of Dr. Charles A. Landis. Dr. Landis was a pillar of the Tolleson community and someone who merited the recognition for his accomplishments and contributions to the Tolleson Union High School District. It was my honor to be present on the floor as the proclamation was read and as you can see by the photo, we were proud to be in attendance to share Dr. Landis’ contributions and accolades with members of the Arizona State Legislature. Thank you to Representatives Espinoza and Sierra for making sure that Dr. Landis received the proper recognition for all that he did for our students. His legacy will live on.

• Westview High School would like to recognize Netia Rose Unger who was awarded the Flinn Scholarship. The Flinn Scholarship, valued at more than $120,000, covers tuition, fees, housing, and meals at one of Arizona’s public universities, plus study abroad. Each year, about 20 top high-school seniors are chosen to learn from amazing faculty, business leaders, and civic innovators and join a vibrant, eclectic community—including a powerful alumni network. Congratulations Netia.

• Congratulations to the yearbook staffs at La Joya Community High School and Copper Canyon High School on earning national recognition with an Honorable Mention award from the Balfour "Yearbook Yearbook" for their 2020 book. The “Yearbook Yearbook” features the best of the best from the thousands of college, high school and middle school yearbooks produced worldwide by Balfour. It's a contest you can't even enter - you need to be nominated by a Balfour representative and then the book is sent to the national judging committee for the final decision.

This is the second straight year Lobo Media and advisor Heather Eaton have been earned the distinction, and the first time for Aztec Media and advisor Stephen Truog. Coming on the heels of both digital media programs topping double digits at the Arizona state student press awards for their work, it caps a successful year of honors for the CTE students in yearbook design, photography and video production.

• For those that tuned in on April 15th, the District’s annual celebration of Native American Culture was a great success. The event, normally held in person, was held virtually this year due to the pandemic. TUHSD welcomed Poet/Song writer Tanaya Winders; young actor, Isaac Arellanes; and a great representation of Native American dance performances by Indigenous Enterprise. A great thank you to Dr. Rosalva Lagunas, Director of Grants and Federal Programs, and Alexandra Maese, Parent Engagement Coordinator, for putting together a wonderful program and celebration of Native culture.

• Congratulations to La Joya Community High School student, Margarita (Maggie) Esqueda, for receiving the Dorrance Scholarship. The scholarship is $12,000 per year for up to four years, totaling $48,000. This includes a paid trip for Maggie to go to Italy during her sophomore year. Maggie’s major is in molecular cellular biology. Congratulations Maggie. Way to go!

• On tonight’s Consent Agenda is the retirement of Dr. Michele Wilson, our Assistant Superintendent of Curriculum and Instruction. Dr. Wilson has been with the Tolleson Union High School District for nine years, but in education for over 35 years. Prior to coming to Tolleson, Dr. Wilson held many positions in education, from Classroom Teacher, to Instructional Specialist, Teacher on Assignment, Assistant Principal, and Director of Special Education. Dr. Wilson has made a positive impact during her time with us. She was a successful Principal at Westview High School, before being asked to move over to her current position at the district office leading the Curriculum & Instruction Department. Dr. Wilson is passionate about curriculum, best practices, data-based decisions, and is always reading and sharing the most recent writings and opportunities for professional development that supports student academic achievement. Her passion and commitment for learning and ensuring that every teacher had the training and resources to do the best job possible has made a positive impact on student learning and success across the district. I appreciate Dr. Wilson taking the Curriculum Division to the next level, specifically for TVHS, Edgenuity, the new Canvas platform, as well as her work to ensure eligible TUHSD students could receive the Arizona State Seal of Arts Proficiency. Dr. Wilson’s vast experience in education always leads her to the next challenge. Michele, we truly wish you the best retirement possible as you take some well-earned time to focus on your family and grandchildren. THAT is your next challenge that I am sure you will be very successful at. Superintendent Gutierrez presented Dr. Wilson with a Golden Apple in recognition of her service at TUHSD.

• Congratulations to Debbie McKintosh, Director of Career and Technical Education, on receiving not just one, but two major awards recently. Ms. McKintosh not only won the Arizona DECA Administrator of the Year Award, but she also won the FCCLA Administrator of the Year award.

On the FCCLA award, Ms. McKintosh was nominated by multiple advisers, saying in part, “Ms. McKintosh is not only an effective administrator, she is a caring and supportive person who wants to see us succeed and is very deserving of Arizona FCCLA 2021 Administrator of the Year.” Superintendent Gutierrez presented Ms. McKintosh with a Golden Apple in recognition of her service at TUHSD.

• Sierra Linda’s Susanna Belanger, who teaches Sophomore English, AP Language and

Composition, and Advisor, has been chosen as this year's Gay, Lesbian and Straight Education Network (GLSEN) Phoenix's Dr. Eileen Yellin GSA Sponsor of the Year. She will be formally recognized on May 14 at the GLSEN Phoenix's annual Sparkle Glitter GLSEN Gala. Congratulations Ms. Belanger on this recognition.

• West Point High School’s Gabi Gabaldon, an Engineering Teacher on the campus, has been named as the Chapter recipient for the STEM Teacher of the Year by the Air Force Association (AFA). That puts her in the running for the State Teacher of the Year. The local AFA chapter recently did a presentation on the quad so that fellow teachers could walk outside and see the presentation. Congratulations Ms. Gabaldon!

• We are proud to announce that three students from Copper Canyon High School have achieved the Arizona State Seal of Arts Proficiency. 665 Arizona graduates earned a seal this school year.

Citlally Arizaga Diaz earned the Dance Seal. Dominique Martinez and Cassidy McDaniel both earned the Theatre Arts Seal.

To earn this honor, students had to have received a 3.0 or better in a minimum of four arts credits, completed a minimum of 45-hours of arts extracurricular activities, and completed a student-led capstone project under the guidance of a mentor in Dance, Media Arts, Music, Theatre Arts, or Visual Arts. We are incredibly proud of all that these students have accomplished this year!

• Sites are meeting with eligible seniors regarding graduation that is currently planned for Monday, May 24th at State Farm Stadium. We continue to emphasis that all graduation plans are dependent on the COVID metrics. We are working closely with the stadium to ensure the health and safety of our graduates, their families, and staff members. We are happy to be able to have a graduation for this years’ seniors at the Stadium, although it will be different from previous years. To ensure CDC guidelines are followed, everyone in the building will be required to wear a mask and observe social distancing. Each graduate will receive four (4) tickets for in-person guests at the stadium. We will also be livestreaming all graduations for additional family and friends to watch. We are watching the metrics closely and are hopeful that we will be able to continue our plans for graduation at the Stadium on May 24th.

Governing Board Comments • Dr. Luna-Najera thanked all teachers and recognized Teacher Appreciation Week last week.

Their hard work and resilience over the last year is appreciated every day.

• Mr. Chapman thanked all staff for the incredible work they have done during this “decade of a year.” Know that you have my and the Board’s appreciation. Thank you parents and the community for your patience and support throughout the year. He hopes that everyone can enjoy some time off this summer. Thank you all for the work you’ve done supporting our seniors so they could graduate on time.

• Mr. Villalon thanked all staff for their hard work, dedication and caring for our children this year. Thank you to all retirees for your service to the district. You are the reason why our district is so great.

• Mr. Del Palacio shared a story he experienced at Starbucks. A customer had a LJCHS shirt on that was in line and they struck up a conversation. Turns out that the customer is now a teacher at LJCHS and remembered that Mr. Del Palacio handed her diploma to her four years ago. He has a lot of stories about TUHSD students that return to our great district.

CDC has lowered the age for vaccines to 12+ years. He shared that the Cartwright District will be hosting a vaccination clinic, with no appointment necessary. He commended TUHSD for being proactive with hosting vaccination clinics and communications throughout the pandemic.

D. Resolution - Signing of Vouchers – 2021-2022 Fiscal Year The Governing Board approved authorization of a Resolution allowing for the signing of vouchers in between regular and special Governing Board meetings during the 2021-2022 fiscal year.

E. Resolution – Garnishment of Wages – 2021-2022 Fiscal Year

The Governing Board approved a Resolution appointing Maricopa County Education Service Agency as the chief disbursing office for all wage garnishments for the 2021-2022 fiscal year.

F. Investment and Reinvestment of District Funds– 2021-2022 Fiscal Year

The Governing Board approved authorization for the Superintendent and her designee, Chief Financial Officer of Business Services, to act as agents for the Governing Board to invest funds for the 2021-2022 fiscal year.

G. Establishment of M&O Revolving Fund – 2021-2022 Fiscal Year

The Governing Board approved authorization to establish an M&O revolving fund for the 2021-2022 fiscal year in an amount not to exceed $5,000.00.

H. Establishment of Change Fund for School Lunch Program – 2021-2022 Fiscal Year

The Governing Board approved establishing a change fund of $15,000.00 for the operation of the District Food Service Program for the 2021-2022 school year.

I. Assignment of Responsibilities for Federal, State, and Local Programs – 2021-2022 Fiscal

Year The Governing Board approved that for the 2021-2022 fiscal year, the Governing Board assign responsibility to (1) the Superintendent and her designee, Chief Financial Officer of Business Services, as custodian of the M&O revolving fund; (2) the Superintendent and her designee, Chief Financial Officer of Business Services, and the Assistant Director of Business Services, for state surplus equipment; (3) the Superintendent and her designee, Chief Financial Officer of Business Services, and the Director of Grants and Federal Programs, for federal titles and federal excess personal property; and (4) the Superintendent and her designee, Assistant Superintendent of Human Resources for affirmative action.

J. Partial Access Easement Release and Abandonment

The Governing Board approved the partial access easement release and abandonment. *3. Curriculum and Instruction

A. Memorandum of Understanding between Avondale Elementary School District #44 and Tolleson Union High School District #214 The Governing Board approved the Memorandum of Understanding between the Avondale Elementary School District #44 acting as the Lead Local Agency (LEA)/Fiscal Agent, and the Tolleson Union High School District for services and products to be provided to migratory students during the 2021-2022 project year.

B. Memorandum of Understanding between Tolleson Union High School District and the Arizona Board of Regents on behalf of Northern Arizona University’s Arizona K-12 Center The Governing Board approved the agreement between Arizona Board of Regents on Behalf of Northern Arizona University’s Arizona K-12 Center, and the Tolleson Union High School District

Tolleson Union High School The Governing Board approved the Intergovernmental Agreement between the City of Tolleson and Tolleson Union High School District No. 2014 for School Resource Officer services from March 22, 2021 through June 30, 2021.

The Governing Board approved the April 13, 2021 Governing Board Regular Meeting minutes. INFORMATION/DISCUSSION ITEMS 9. Update on Custodial Services

Mr. Jeremy Calles, Chief Financial Officer, provided an update of the Custodial Services as requested by Governing Board Vice President Freddie Villalon.

10. CALL FOR PUBLIC HEARING

The Governing Board has established this date and time for a public hearing on the Revision to the FY 2020-2021 budget. Recessing of Regular Meeting for Public Hearing Mr. Chapman moved to recess the Regular Meeting for a Public Hearing; seconded by Dr. Luna-Najera. In a roll call vote, the motion carried 5-0. President Del Palacio recessed the regular meeting for the Public Hearing at 6:47 p.m. PUBLIC HEARING The Governing Board has established this date and time for a public hearing on the Revision to the FY 2020-2021 Budget. Administration seeks Governing Board approval of Revision #2 to the Fiscal Year 2020-2021 Budget. Dr. Flores moved to approve Revision #2 to the Fiscal Year 2020-2021 Budget; seconded by Mr. Chapman. In a roll call vote, the motion carried 5-0.

12. Guaranteed Maximum Price (GMP) Phase #2 for Construction Manager at Risk #21-06-26

Tolleson Union High School Demo Media Center & New Performing Arts Center, New Media Center, 500 Building Demo and Rebuild Administration seeks Governing Board approval of the Guaranteed Maximum Price (GMP) for Construction Manager at Risk for Tolleson Union High School Demo Media Center & New Performing Arts Center, New Media Center, 500 Building Demo and Rebuild. Phase #2 for the construction of the New Media Center at the Tolleson Union High School. Mr. Chapman moved to approve the Guaranteed Maximum Price (GMP) for Construction Manager at Risk for Tolleson Union High School Demo Media Center & New Performing Arts Center, New Media Center, 500 Building Demo and Rebuild. Phase #2 for the construction of the New Media Center at the Tolleson Union High School; seconded by Dr. Flores. In a roll call vote, the motion carried 5-0.

13. Bond Issuance

Administration asks the Governing Board to consider, discuss, amend if desired, and, if deemed advisable, to adopt a resolution ordering and calling a special bond election to be held in and for the district and authorizing the Chief Financial Officer to comply with certain sections of the internal revenue code. Administration seeks Governing Board approval to temporarily suspend Policy BGB (Policy Adoption) at tonight’s meeting in order to expedite approval of ASBA Policy Services Advisory 679 regarding Policy IKFB (Graduation Exercises), with one read, rather than two. First and Final Reading – Policy IKFB (Graduation Exercises) Administration seeks Governing Board approval of the first and final reading to revise Policy IKFB (Graduation Exercises) per Arizona School Boards Association (ASBA) Policy Advisory 679. President Del Palacio moved to approve the first and final reading to revise Policy IKFB (Graduation Exercises) per Arizona School Boards Association (ASBA) Policy Advisory 679; seconded by Vice President Villalon. In a roll call vote, the motion carried 5-0.

16. Submission of Arizona School Boards Association (ASBA) Proposed Issues for

Consideration for the 2022 Political Agenda; Appointment of Delegate and Alternate Delegate to Delegate Assembly Administration seeks Governing Board consideration of proposed action agenda items for the Arizona School Boards Association’s (ASBA) 2022 Political Agenda and adopt issues for the Legislative Committee’s consideration. Additionally, the Governing Board is asked to appoint a Delegate and Alternate Delegate to the September 11, 2021 Delegate Assembly. President Del Palacio moved to adopt 2022 Political Agenda Issues for ASBA Legislative Committee’s consideration (noted below). Additionally, it is recommended that the Governing Board appoint Vice President Freddie Villalon as Delegate and Member Dr. Elda Luna-Najera as Alternate Delegate to the September 11, 2021 Delegate Assembly; seconded by Mr. Chapman. In a roll call vote, the motion carried 5-0.

ASBA Proposed Issues for Consideration for the 2022 Political Agenda

1. Revise the School Finance formula to 1) provide a stable, dedicated revenue source less

reliant on the general fund or annual legislative appropriation; 2) ensure the formula addresses the unique financial needs of schools to service students in poverty and rural schools.

2. Provide additional state funding for nationally competitive salaries to attract, recruit and retain talented teachers.

3. Oppose the expansion of Empowerment Scholarship Accounts (ESAs). 4. Fully restore 9th grade CTE/JTED eligibility and funding to allow students to explore

career fields and/or certification completion. 5. Fully fund Special Education (Exceptional Student Services).

1. Invest in technology equitably for all students. 2. Oppose school district consolidation.
