I. INTRODUCTION

The main premise of the project was to collect information about visitors to major Islands in Hawai‘i and specifically, the demographic, travel, and expenditure characteristics of these visitors. These visitors included those departing to U.S. Mainland, in-state and international destinations.

Data was collected from outbound visitors from all visitor markets including U.S West, U.S. East, Japan, Europe, Canada, Oceania, Other Asia, Latin America, etc. All major island airports were covered, specifically:

O‘ahu Honolulu International Airport Hawai‘i Island Hilo Airport and Kona International Airport at Keāhole Maui Kahului Airport Moloka‘i Moloka‘i Airport Lāna‘i Lāna‘i Airport Kaua‘i Līhu‘e Airport

Visitors departing on direct flights from Kahului Airport on Maui, Līhu‘e Airport on Kaua‘i, and Kona International Airport at Keāhole on Hawai‘i Island to Canadian destinations during the months when flights were available were given the International Visitor survey form. Completed forms were processed along with the surveys collected on behalf of Statewide International Visitor Survey effort. Specific objectives for this project included the following:

To collect data on Island visitors: Out-of-state and Hawai‘i resident (visiting from another Hawaiian island)

visitor demographic characteristics by each Island Out-of-state and Hawai‘i resident (visiting from another Hawaiian island)

visitor spending on each Island

To process and tabulate the collected data for Hawai‘i Tourism Authority (HTA) on a monthly basis from January 2016 to December 2016, with finalized annual reporting in 2017 based on HTA scheduling.

To maintain statistics consistent with the historical Island dataset.

This project provides useful information to:

State and county policy makers and planners for economic development and planning

Private sectors for business planning purposes

State overall for future tourism strategic planning

II. SURVEY INSTRUMENT

The survey instrument for this project was designed to allow for a self-administered methodology. The final, approved questionnaire was translated into the Japanese, Korean and Chinese (traditional and simplified) languages. Upon HTA’s approval of both the text and the layout, OmniTrak proceeded to print the four language versions of the surveys (English, Japanese, Korean and Chinese) in quarterly batches. The surveys were revised at the end of 2015 for the 2016 calendar year. Changes included:

1) Accommodation - With increased popularity of vacation rental websites including Airbnb among visitors, it is necessary for HTA to monitor the trend. Two new accommodation categories were added: Private Room in Private Home, and Shared Room/Space in Private Home.

2) HTA and HTJ reviewed the Japanese form, HTA’s Jadi Goo approved the Chinese translation, and HTK approved the Korean form.

The survey instruments were maintained at their current length of two pages, and covered the areas outlined in the original RFP. The final survey instruments were formatted and tested for scanning. The 2016 survey forms can be found in the Appendix.

III. SAMPLE METHODOLOGY

OmniTrak developed a sampling plan to accurately reflect the departing visitor population of Hawai‘i. A reliable database of departure flights was generated. The database included all departing flights from Honolulu International Airport, Kahului Airport, Līhu‘e Airport, Hilo Airport, Kona International Airport at Keāhole, Moloka‘i Airport and the Lāna‘i Airport. OmniTrak randomly selected representative flights to include in the sample. Sample was drawn from the targeted airports and included departing visitors from the U.S. West, U.S. East, Japan, Europe, Canada, Oceania, Other Asia, Latin America, and other visitor markets. The sampling procedures and proposed sample were submitted to HTA for approval before project commencement.

Sample Size

As per the Request for Proposal (RFP), HTA specified the sample size of completed interviews for each island. The minimum sample was as follows:

*Note: From May 2016 to November 2016, there were limited direct flights to Canada from the Kona International Airport at Keāhole. To offset the decrease in Canadian flights during this period, the regular monthly quota was adjusted by increasing the Kona Island quota to n=1,150. Due to inconsistent visitor arrivals on Moloka‘i and Lāna‘i, the monthly sample was decreased to 75 for each island. To offset this decrease, the Hilo quota was increased to 450.

IV. DATA COLLECTION

OmniTrak randomly selected, distributed and collected interviews among visitors from the U.S. mainland, visitors from international ports, and Hawai‘i visitors from neighboring Hawaiian islands boarding outbound flights from the respective airport.

All areas where visitors await departure were targeted for survey distribution.

Interviewer Schedule

OmniTrak delivered a detailed schedule by airport to HTA for approval every month prior to field work and also sent it to Neighbor Island District Managers. OmniTrak conducted interviews for the specified minimum number of days with exception of Labor Day, Thanksgiving Day, Christmas Day and New Year’s Day.

Permits & Sterile Area Badges – Airports Statewide

OmniTrak vetted all interviewing and supervisory staff to ensure they were in good standing before applying for security clearances. OmniTrak field staff passed security background checks and were issued active Sterile Area badges. OmniTrak’s interviewers for this project strictly adhered to airport rules and regulations as defined by airport security Transportation Security Administration (TSA) and the U.S. Department of Homeland Security.

Airport Uniforms

All OmniTrak sterile area-badged interviewers and supervisors wore the pre-approved OmniTrak uniforms and badges issued by the airports where interviewing was conducted.

Systematic Survey Distribution and Intercept Methodology Protocols

Data collection was planned and implemented in accordance with the sampling plan approved by HTA. OmniTrak interviewers randomly distributed the self-administered questionnaires to visitors departing Hawai‘i from the targeted airports.

Within designated areas for the Island survey, OmniTrak field interviewers introduced and distributed surveys to every “nth” person in a manner consistent with guidelines for systematic intercept surveys.

Only one survey was distributed to a member of an obvious traveling party.

OmniTrak field interviewers explained the purpose of the survey and requested that passengers complete the survey.

OmniTrak field interviewers distributed the survey randomly using the above protocol to departing:

Japanese passengers using the Japanese version of the Island survey;

Passengers from other Asian countries to include, but not limited to Taiwan, PRC, Korea, and Philippines using Chinese, Korean and English language versions of the Island survey (O‘ahu only).

Australia and New Zealand passengers using the English version of the Island survey.

Canadian passengers using the English version of the International survey.

U.S. residents, including outbound Hawai‘i residents using the English version of the Island survey.

Survey Collection

OmniTrak field interviewers collected the completed surveys from visitors. The interviewers conducted quick field edits and review of returned surveys. A complete survey is currently defined by HTA as having 30% of all questions answered including the following questions, at minimum:

OmniTrak maintained a daily sample disposition summary. By flight, the disposition or outcome of each approach was recorded. Specific outcomes were tallied on the Batch Control Log. On a weekly basis, a cumulative Disposition Summary was submitted to HTA.

Production Reporting and Validation

OmniTrak field interviewers followed strict protocol for reporting production and for submission of completed surveys for processing. Interviewers are required to place calls to OmniTrak office upon arrival to the airport and prior to departing the airport.

V. SURVEY SUBMISSION AND PRE-ENTRY PROCESSES

Completed surveys collected from the neighbor island airports were mailed to OmniTrak’s Honolulu offices weekly. Completed surveys collected from the Honolulu International Airport were turned into OmniTrak’s office. Individual survey batches separated by interviewer and by day/shift were managed as follows:

VI. DATA SCANNING, CLEANING and WEIGHTING PROCESSES

Scanning

Data from prepped and batched surveys were captured using OmniTrak’s professional scanners.

Verification

Scanned data was verified by an operator. OmniTrak’s scanners were programmed at the 95% confidence level.

VII. DATA REPORTING

Production Summaries

OmniTrak maintained daily field progress reports. The detailed reports were submitted to HTA weekly. Examples of weekly field progress reports may be found in the appendix.

Data Tabulation

Requirements for data tabulation and banner production were met. Tabulations were implemented using SPSS. Data set, syntax, and data tabulations were delivered in electronic format via email, online data portal and CD.

Monthly deliverables included:

1. Visitor highlights by island/airport 2. Detailed visitor expenditure by island/airport 3. Other statistics as requested by HTA 4. Ad-hoc processing as requested by HTA

OmniTrak also produced other calculations necessary to meet reporting requirements. Results were reported by the following cross tabulations as well as other areas designated by HTA:

VIII. OTHER RESPONSIBILITIES

Code List Maintenance

Country Code List – Under HTA’s directive, country code was expanded to include six more countries. They are Czech Republic, Greece, Hungary, Poland, Portugal, and Turkey. See complete Country Code List in Appendix.

Hotel Code List – OmniTrak continued to maintain the list, adding new facilities, updating hotel names, or updating hotel class classification. See complete Hotel Code List in Appendix.

Airline Code List – No additional airlines were added to the list in 2016. See complete Airline Code List in Appendix

Meetings

OmniTrak participated in weekly HTA meetings. The purpose of these weekly meetings was to provide HTA with a production update on the project, discuss processing requirements, reach agreement on deliverables and deadlines and to discuss any other pertinent issues related to the project.

On-Site Audits

HTA conducted site audits for the purpose of reviewing/monitoring tasks associated with the validation and processing of the monthly data. OmniTrak provided the following for HTA’s site visit:

In addition, HTA was able to actively monitor staff members engaged in the tallying/editing/coding and data scanning/verification processes. In preparation for the scheduled visit, OmniTrak made available any special items or reports requested by HTA.
