The year 2008 has been elapsed with pleasant and unpleasant memories, whilst a new year has begun with vivid hopes and prospects for a happy year and brighter future. Several difficulties and troubles have been encountered last year allover the world, which unfortunately have been ended up with a heavy financial crisis stroking the whole world. Needless to say, this came up with disastrous effects against the whole world, holding back the progress of development plans in developing countries in particular.“JICA” however, went on implementation of its development plans allover the developing counties, partially affected somehow, but kept on focusing on human resources development and nation building. The size of the crisis was fortunately pre-estimated by the Japanese government, which merged “JICA” with the Japan Bank for International Cooperation “JBIC” in last October 2008 before it occurs, thus promoting further its role in developing countries.Yet, I am happy to state that “JICA” perused its development program in Saudi Arabia as in other countries. Our Office is completing the JFY 2008 with several achievements and positive results. The current crisis has not shaken the progress of our operations in the Kingdom, as we went on carrying out our

activities and schemes including projects, development studies and accepting tens of Saudi employees for training programs in Japan. In this issue dear JICA friends and readers, we will shed light on our most important technical cooperation activities and events currently achieved and took place in Saudi Arabia. During the year 2008, we have conducted seminars and workshops in collaboration with some Saudi governmental

organizations; we have contributed as well to the promotion of the role played by the Saudi woman in the labor market. In addition, I am glad to state that 50 Saudi governmental employees have been invited by “JICA” for training in Japan, besides conducting some training programs in Saudi Arabia for other technical and vocational employees. Those will be contributing to the development of their work places and operations as well as enhancing the Saudization trend and modernization.The current era as we know, faces serious challenges that need all of us to work together for overcoming the current financial unpredicted crises and to keep on implementation of the human resources development plans, so that our life becomes better; no suffering or fear of no food or shelter.

It is no longer a secret to talk about the shortage of water resources in the world in general, where water demand is growing significantly, as the economic cycle in recent decades has run and the standard of living subsequently increased.

In this regard, the Middle East, including Kingdom of Saudi Arabia, is facing a major challenge as for the limited renewable water resources, which synchronize with the deterioration in environmental conditions. This has forced those who are working in water sector to search in all ways that could help in reducing the risks of such challenge. In this context, cooperation with the Japan International Cooperation Agency “JICA” has taken place to contribute in the development of water sector especially in wastewater treatment, because of its significant impact in dealing with the problem from two aspects; the first is the sewage treatment and safe disposal of organic waste, on the other hand is to support the direction for the reuse of treated water in all aspects of less value than human use in dirking

or eating, such as the industrial and agricultural use.

Japan as one of the pioneer countries in the technology of sewage treatment, knowledge exchange joint programs with the Ministry of Water and Electricity in Saudi Arabia in training, studies and researches have been of prominent impact on upgrading the level of technical and managerial concepts and dissemination of sophisticated technology in the field of operation, maintenance and design of the Wastewater Treatment Plants. In June 2007, an agreement of cooperation with “JICA” was signed and activated in December 2007, aiming mainly to improving the operation and maintenance of sewage treatment plants in Saudi Arabia. Two training courses in Japan have been organized under this agreement, for a number of participants of the Ministry of Water and Electricity. The first course was for the enhancement of operation and maintenance of sewage treatment plants, while the second course program was made for the designers who could learn how to avoid operational problems resulting from the current design and how to develop the current regulations.

The Saudi-Japanese technical cooperation project on “The Management and Operation of Sewage Treatment Plants in Saudi Arabia” came to its successful point of completion. The Project was launched in October 2007 between the Sewage Department

of the Saudi Ministry of Water and Electricity “MOWE” and “JICA”.

Announcing the completion of the Project came through a Seminar and a Panel Discussion Workshop, which were held on 3&4 February, 2009, at Sheraton Hotel in Riyadh. The event, which highlighted the achieved results and recommendations of the

project was attended by relevant Saudi personnel, Saudi counterparts of the project and specialists concerned in the Kingdom.

Japanese Mission of 7 members headed by Mr. Naoki Mori arrived therefore from Japan to conduct and manage the Seminar and to celebrate with their Saudi counterparts of the Ministry the completion of the Project.

Alhussayen Welcomed Japanese MissionH.E. Eng. Abudllah Alhussayen, the Minister of Water and Electricity received at his Office in the Ministry early February 2009, the JICA Sewage Mission members and JICA Office officials on the occasion of completion of the Sewage Project and conducting its final Wrap-up Seminar.Alhussayen, who previously received them when announcing launching of the project, extended thanks and appreciation to the Japanese government and JICA for the successful technical cooperation and completion of the Sewage Project, which is added to the records of Saudi-Japanese technical cooperation achievements in various areas. He also expressed thanks to the Japanese Mission and their Saudi counterparts who have exerted all efforts in implementation of the sewage project.

Saudi-Japanese Seminar on SewageA 2-day Wrap-up Seminar was held on 3 & 4 February, 2009 announcing the com-pletion of the Sewage Project. JICA Mission consisted of 7 Japanese professors and experts conducted the Seminar as agreed upon, and run Panel Discussions with the 27 Saudi specialists who had been invited by JICA to Japan for two tailor-made training course programs on operation and designing of Sewage treatment plants.Dr. Mohmmed Bin Ibrahim Alsaoud, Deputy Minister of Planning and Develop-ment of MOWE inaugurated the Seminar with a welcome speech, where he ex-pressed thanks and appreciation to government of Japan being always a real partner in extending technical cooperation to the Kingdom and a true contributor to the de-velopment of its various sectors and the Saudi human resources. This was followed by the JICA Mission Leader Mr. Naoki Mori, who highlighted the achievements of the project during the past 18 months of implementation. Presentations of some of the Saudi ex-participants on their action plans after coming from Japan were then presented and discussed with the Japanese mission members. On the second day of the Seminar, a panel discussion was conducted, where different themes were presented and discussed between the Japanese experts and the attendants, aiming to giving some ideas for the development of the Sewage sector in the Kingdom.In conclusion, Engineer Yarub Khayat, the Project Manger and the D.G. of Sanita-tion Department of MOWE distributed thanks and appreciation certificates then invited all attendants for a lunch reception.

Nurses who play a fundamental role in responding to humanitarian needs at times of crises and emergencies are obviously in need to have their skills and expertise improved. Saudi nurses sector therefore, entered into several agree-ments to utilize the international expertise for the development of nursing system in the Kingdom. Ministry of Health accordingly, has been utilizing the Japanese expertise for several years of technical cooperation to health sector, for the development and strengthening the capacity of the Saudi nurses, who are expected to take their part in enhancing the Saudization trend and be of great help to the special needs of their country.

Under the umbrella of their cooperation therefore, the Japanese government through JICA in response to the Ministry of Health in the Kingdom, dis-patched last December 2009 Ms. Yoshiko TSUKADA, the General Manger of International Affairs of the International Nursing Foundation of Japan, Dr. Mariko OHARA the Professor in charge of Disaster Nursing of the Japanese Red Cross College of Nursing and Dr. Yuichi KOIDO the Director of In-stitute for Clinical Research of National Disaster Medical Center of Japan, as short-term experts to confirm the progress of works and monitor imple-mentation of action plans of the Saudi ex-participants after completion of the Saudi-Japanese cooperation project on nursing. During their stay, they have

also conducted and managed a Symposium and Workshop on Disasters and Evidence Based Nursing”. The Symposium, which was held in the Academic Tower at King Saud Medical Complex in Riyadh, was inaugurated by Dr. Mansour Bin Nasser Al-Hawasy, the Deputy Minister of Executive Affairs in the Ministry, who expressed thanks and appreciation to JICA for the success-ful cooperation on nursing, then honored JICA experts and officials as well as the Saudi organizers of the event appreciation souvenir and certificates for their dedication. The Symposium was attended by about 2 hundred Saudi fe-male and male nurses and disaster specialists. After the one-day Symposium, a 3-day Workshop was conducted by the Japanese experts, who practically conducted training for the participants of the Saudi female and male nurses on the latest techniques and arts of disaster nursing and rescue.

At the end of the event, Dr. Muneera Al-Osaimy the director general of nurs-ing in MOH expressed thanks and appreciation for the Japanese government represented by JICA and the Japanese experts who have been always dedi-cated to the Saudi-Japanese cooperation for nursing and for extending new techniques and guidance to her department and staff. Finally, she conveyed thanks and appreciation of the Ministry of Health, and wished if their coop-eration would be extended more.

Japan Presents Experience on Disaster Nursing in Riyadh

5 batches of graduates are the result of cooperation so far between Saudi Arabia and Japan for the implementation and operation of the Saudi-Japanese Automobile High Institute “SJAHI” in Jeddah. The Project, which came against a quadripartite agreement on technical cooperation between the Saudi and the Japanese governments and the Saudi car dealers in the Kingdom and the Japanese car manufacturers in Japan, was launched in 2oo3, achieving so far many fruitful results and realizing its objectives. 5 batches of hundreds of Saudi car maintenance high level technicians have been graduated from SJAHI to enhance the Saudi market and car industries.On Nov. 23, 2008, SJAHI witnessed the Graduation Ceremony of the 5th Batch of 203 graduated students. The event was held under the patronage of H.R.H. Prince Misha’al Bin Majed Bin Abdul Aziz, Governor of Jeddah, and attended by Mr. Toshimitsu Ishigure, Consul General of Japan in Jeddah, Mr. Fumio Iwai, Japanese Minister of the Kingdom, Mr. Ryuichi Tomizawa, Resident Representative of JICA KSA Office, Mr. Koki Tomioka, Resident Representative of JETRO Riyadh Office and representatives of Japanese car companies based in Jeddah, while top executives from the Saudi side also participated in the big event, as owners of JADIK Member Companies executives beside participation of graduates’ fathers & relatives, who witnessed awarding of graduation and appreciation certificates to their sons.

SJAHI graduates took their work positions as technicians in the Saudi car dealers’ workshops, while 4 excellent graduates among the 5th batch joined SJAHI as apprentice instructors. They are now studying on class handling and teaching skills as well as advanced technical skills under the supervision of their senior instructors. 942 students, from 1st Batch to 5th Batch who have been graduated so far from SJAHI joined the car market in the Kingdom. In the meantime, two more Saudi Instructors from

SJAHI; Mr. Talal Nogali and Mr. Mohammad Gashim, graduates of the 3rd Batch of SJAHI have invited for special technical training in Japan from November 2008 to March 2009. The two trainees as others, have not only attended training but they have also actively enlarged their knowledge and experience about Japan and society, culture, life style, food, etc. through sight visits and tours in Japan, meeting different people, and having short home-stay with Japanese host families, etc. Japanese Experts with their counterparts of SJAHI have been spending a lot of time and efforts

before every academic year for designing the technical curriculum of

SJAHI, which is to be adopted and implemented every year in September 2009. Meantime, they have dedicated themselves to make plans of renewal & replacement of training vehicles, equipment and materials, revision of textbooks and lesson plans as well. SJAHI will always remain as a model pilot project for human resources development and Saudization.

Kingdom’s population is rapidly growing, which made technical and vocational training for Saudi youths a must not only for finding the proper job opportunities but also to replacing them with non-Saudi workers. Technical and Vocational Training Corporation “TVTC” has established therefore the “Development and Training Center “DTC” in Riyadh to contribute promotion of Saudization trend in a way to meet this demand through implementation of teachers’ training for college of technology in various fields.In response to TVTC’s official request, JICA has been extending technical cooperation to DTC since 2004 for the development of the Saudi human resources. This came through dispatching of Japanese experts, training of Saudi specialists in Japan and provision of some necessary equipment to the DTC, aiming at improving training capacity of Saudi technical engineers in the fields of mechanical, electrical and construction technologies. Below is a brief summary of the project and achievements. ◘ Overall Goal:

Developing capacity of students who are equipped with technical level of industries in the fields of mechanical, electrical and construction technologies.

◘ Project Purpose:Improving training capabilities of the instructors of DTC in the above mentioned fields.

◘ ActivitiesIdentifyingo training needsDevelopingo training curriculum and Technology transfer for DTC instructors by Japanese expertsImplementingo training courses for college teachers by DTC instructors with support of Japanese expertsImprovemento of DTC management, organizing management board and establishment of equipment management committee for appropriate utilization of the equipment and establishment of safe operation committee in the mechanical workshop

◘ DTC Trained 348 Saudi Teachers:From March 2006 till March 2009 DTC with the supervision and guidance of the Japanese experts could offer and organize 41 training courses in Mechanical, Electrical and Construction fields for 348 Saudi College Teachers and trainers.Now the project came to its end in this month of March 2009. On this occasion, a ceremony was held in Riyadh by TVTC to celebrate the completion of the Project with JICA. Top officials from TVTC, Japanese Embassy, JICA and DTC Japanese experts and officials beside other relevant officials from relevant organizations attended the event. The DTC Project will remain as one of the Saudi-Japanese joint cooperation achievements for enhancement of Saudization and human resources development.

Training of 348 Saudi Technical Teachers by JICA Expert

The joint team of 12 Japanese experts and researchers together with their Saudi counterparts are resuming their research activities for the renewable water resources development in the Southwest region of the Kingdom. The Study, which took place in July 2007 and scheduled to be completed middle of next year 2010, aims to formulate a master plan for sustainable water resources development, utilization and management in the south west region in the Kingdom, and transferring relevant skills and technologies to the Saudi personnel concerned with the Study of the Ministry of Water and Electricity.Since implementation of the Study was launching in 2007, the Japanese-Saudi team could carry out several field surveys over 5 regions as agreed on and designated namely; Makkah, Al Bahah, Asir, Jizan and Najran. The study team also made field visits to several sites and water projects where they collected necessary information and carried out necessary analysis and tests, as well as holding stakeholder meetings in the designated regions to investigate about the relevant issues of water and get their comments thereon.

Meeting on Water Resources in Al Baha & Jizan

Following the fruitful stakeholder meeting which was held in Asir region on February 2008, and in continuation of their efforts to the 5 regions and in order to achieve the prospected results of the Water Study, the Japanese team with their Saudi counterparts organized two more stakeholder meetings in Al Baha on November 2008 and recently in Jizan on March 2009. Officials and specialists in the two regions of the Water Directorate and the relevant citizens and users participated in the meetings.Purpose of the meetings in the two regions is to explain the progress and findings of the study and to discuss the water issues and encountered problems, causes and possible solutions through group discussion and exchange of view points. Tens of stakeholders participated in the meetings with their constructive supports and information. Mr. Said Al-Duair, the Director General of Water Resources in MOWE and Eng. Mohammed Mansour Al-Odhaid, the General Manager of Water in Al-Baha Region headed the stakeholders of Al Baha, while H.E. Dr. Mohammed Al Saud, Deputy Minister of MOWE headed the meeting of Jizan on March 10, 2009, where he delivered an opening speech on this occasion expressing thanks and appreciation to JICA and its Japanese team of experts and to the participants in the meeting. Dr. Al Saud also pointed out to the importance of their meeting where support and positive participation from all relevant officials and stakeholders will be always needed for achieving the prospected results of the study that could secure a reliable source of water.During the two meetings, the Saudi counterparts of the MOWE made lectures on various topics on water issue and presented the proposed future basic policy on water resources development in the Kingdom. This was followed by active questions and answers session on water issue such as the lack and shortage of water in the regions and pollution of ground water etc. Group discussions then took place among participants, and concluded by presentations on the result of discussions by the head of each group.The stakeholder meetings on water in the relevant regions are the direct channel for the Saudi government and citizens to communicate and realize that no other alternative for survival rather than utilization of the renewable water resources. As all must realize that water has become the top priority and crucial issue allover the world, it is therefore indispensable to find out the proper resources that could satisfy our needs of water in future.

Researches on Development of Renewable Water Resources

My name is Aya Faris Yoshihara and I am a mass communication faculty 3rd year student (major TV and Radio, minor Advertising and PR) at Al-Ahram Canadian University in Cairo. The internship at JICA KSA office was filled with events. I came at a time where the employees at the office were loaded with various types of work – missions, seminars, meetings, fiscal budget calculations etc. The mentioned are only part of the many events I was privileged to join. Every job that was given to me, every place that I visited, I learnt something new and important. Firstly, I now understand what “assistance” means in JICA and its important role in society. Assistance in JICA does not just mean helping a country and but also drawing out the positive aspects in the certain society. JICA is very meticulous in its follow-up programs. In the beginning, I presumed that once the projects are done, the assistance stops, but in reality JICA thoroughly follows-up any projects that need further help. Secondly, I was amazed at how carefully the projects are designed

to fit a certain country’s tradition, culture and norms. Ramadan time, prayer time, holidays etc are all some of the few factor that JICA takes into consideration while executing their projects. Last but not least, I particularly liked JICA’s project motto – People to People. JICA believes that it is the people that shape a country. Even

if a highly sophisticated machine is provided, but the people are not trained to use it, it would be merely an iron junk. The Japanese experts sit with the Saudi counterparts, eat with them, communicate with them and spent time with them creating the most effective environment for human development. In conclusion, as a mass communication student, I believe I received a very important lesson on how assistance organizations like JICA contribute to society. In a world where wars, poverty and pain seem to never end,

I think highly of those who are always striving to achieve ultimate change. I hope one day that I can employ what I learnt here at JICA in the media to spread these activities even further and express my gratitude to those attempting to attain a better tomorrow for all.

Training in Japan Enhances HR Development & Saudization JICA training is one of the schemes implemented by JICA for the development of other countries human resources. Hundreds of Saudi governmental personnel have been invited therefore, for the JICA training courses program in Japan along the past 35 years. Those are now contributing in achieving the development plans of the Kingdom with their knowledge and sharing information with their colleagues as one team. During the elapsed Japanese Fiscal Year 2008, i.e. from 1st Apr. 2008 till 31st March 2009, JICA received in Japan 50 Saudi governmental personnel, who have been trained in different training courses. Those are including so far 14 trainees of different specialties representing various Saudi governmental organizations. They have participated in different course programs under the so called Group Training Courses (G/T). In the meantime, 15 more Saudi officials and specialists nominated from 13 directorates of water in the Kingdom have participated in a Tailor-Made training program in Japan on “Designing of Treatment Plants for Advanced Treatment Technology and Sludge Management”, during the period from 7 July to 9 Aug., 2008 under the Sewage Project

between JICA and Ministry of Water and Electricity, while one Saudi staff from King Saud University is now attending a long-term training of a Master Degree on “Graduate School of Regional Development Studies” for the period from 23 Sept. 2008 ~ 30 Sept. 2010. In the meantime, two batches of 10 Saudi employees each were nominated by the Ministry of Water and Electricity from electricity and water sectors in the Kingdom to participate in 2 different counterparts training courses under JICA current projects on “Energy Conservation” and “Water Resources Development”.For the current JFY 2009, which ends March 31, 2010, JICA allocated the below listed 17 Group Training Courses for the relevant Saudi governmental organizations and will officially circulate through the Saudi Ministry of Civil Service. Interested organizations therefore may accordingly apply with the official nomination forms designated by JICA. Application Form has to be duly filled in by the nominee and officially submitted to JICA Office in Riyadh before the closing date for each course. This is in addition to some other special training programs under the ongoing technical cooperation projects.

Mr. Jun Hagihara and Mr. Shigeo Aoki arrived here in Riyadh recently, as • short-term experts on energy conservation. In collaboration with their Saudi counterparts of the Ministry of Water and Electricity, the two experts, who are dispatched for the period from Feb. 27 to Mar. 12, 2009, followed up the results and recommendations of the completed Saudi-Japanese Master Plan Study on Energy Conservation. MOWE received the two experts at the Ministry Headquarters in Riyadh, and discussed with them all matters related to the progress of the Study. On March 1st, they conducted a 1-day workshop on Energy Conservation where they highlighted the outline of the MP and future cooperation plan for training of the Saudi Energy Mangers and dispatching of S/T experts by JICA on Energy Management System. During their stay, they also carried out site visits with their Saudi counterparts to collect information and exchange views with relevant officials.A Consultation Study Mission of 2 Japanese members was dispatched to the • Kingdom by JICA from 27 February to 01 March, 2009. During their stay, they met with relevant officials of the Higher Institute for Plastics Fabrication Project in Riyadh “HIPF”, and hold discussions with Dr. Saleh Al Amr, Vice Governor of TVTC and Dr. Khaled Al-Ghefaili the Executive Director of HIPF on the progress of cooperation by JICA for the project.The Saudi-Japanese Automobile High Institute Project (SJAHI) in Jeddah • recently received Japanese Project Evaluation Analysis Study Mission dispatched from Japan from 6 to 19 March, 2009. The Mission consisted of 10 members hold discussions with TVTC and SJAHI officials on the last phase of the project. They also carried out the final evaluation to Phase II of SJAHI; as for performance, achievement and implementation process of the project so far and made accordingly recommendations for further improvements of the project, so as to achieve project purpose at the end of its completion period.A 4-member Japanese female consultation study mission arrived in Riyadh to • conduct a seminar on “Female Entrepreneur Promotion” under the technical cooperation project between JICA and the Technical and Vocational Training Corporation “TVTC”. Dr. Munieera S. Al Alawla the Asst. Deputy of Development and Training in TVTC opened the 2-days Seminar, which was held in Riyadh from 9 to 10 March, 2009, with a welcome speech to the experts and participants. On the other hand, the Mission, dispatched by the Japanese government through JICA, presented their experience and knowledge in this field, aiming to disseminate and supplement information that were provided to the 8 Saudi trainers who participated in 2-batches special tailor-made training in Japan organized by JICA. Experts also exchanged views and information on various sides on the promotion of the Saudi female entrepreneur with the female participants, who were representing Saudi female officials from the Entrepreneur Center of Girls and other female entrepreneurs concerned in the Kingdom.For the second visit to the Kingdom as short-term expert in “Distance • Learning”, and in response to the request of the National Center for E-Learning and Distance Learning, JICA dispatched Mr. Makoto Takei to the Kingdom to support “The 1st International Conference for E-Learning and Distance Learning”, which was held in Riyadh for the period from 16 to 18 March, 2009. Two Japanese Professors Prof. Dr. URANO of WASEDA University and Prof. Dr. SUZUKI of KUMAMOTO University participated in the event as lecturers from Japan.TVTC and JICA celebrated this month completion of their joint technical • cooperation for the DTC Project in Riyadh. Upon accomplishment of their assignment tenure therefore, Mr. TSUCHIYA, Mr. ISHII, Mr. SAWADA and Mr. ISHIGAKI, the JICA resident experts to the DTC project, made themselves ready to leave Saudi Arabia for good this month to start new work assignment in Japan or other country. During their assignment period, they have achieved several remarkable results and achievements for the development of the Saudi technical teachers and trainers.

ون هاجيهارا والسيد/ شيجيو أؤكي، في مهمة قصيرة تختص بأبحاث ترشيد الطاقة في اململكة. وفور وصولهما، قام اخلبيران الذين أوفدتهما »جايكا« للفترة من 27 فبراير وحتى 12 مارس 2009، بالتعاون مع نظرائهم السعوديني من وزارة املياه والكهرباء في متابعة نتائج وتوصيات دراس��ة اخلطة الرئيس��ية الوطنية السعودية-اليابانية حول ترش��يد الطاقة باململكة. إلى هذا، فقد استقبلت الوزارة اخلبيرين في مقرها بالرياض وبحثت معهم جميع املس��ائل املتصلة بالتقدم في سير الدراسة والعمل بنتائجها. كما نظمت الوزارة في األول من ش��هر مارس 2009، ورش��ة عمل حول ترشيدا لطاقة أدارها اخلبيران، وسلطا الضوء فيها على اخلطوط العريضة للدراسة وخطة مستقبل التعاون من حيث تنظيم دورات تدريبية دراس��ية مخصصة للمديرين السعوديني في الطاقة وكذلك إيفاد خبراء »جايكا« للمملكة للقيم مبهمات قصيرة حول نظام إدارة الطاقة. كذلك، فقد قام اخلبيران وخالل فترة إقامتهم يرافقهم نظرائهم السعوديني ببع��ض الزيارات امليداني��ة لعدة جهات جمعوا من خاللها املعلوم��ات الالزمة وتبادلوا

وجهات النظر مع املسئولني املعنيني.م، أوفدت “جايكا” للمملكة وفدا استش��اريا خ��الل الفترة من 2/27 وحت��ى 2009/3/1 ياباني يضم خبيرين يابانيني. وقد التقى الوفد أثناء وجوده مبس��ئولي مش��روع املعهد العال��ي للصناعات البالس��تيكية بالري��اض والقائمني عليه، كما التقيا مع س��عادة ”TVTC“ الدكتور صالح العمر نائب محافظ املؤسسة العامة للتدريب التقني واملهنيوالدكتور/ خالد الغفيلي املدير التنفيذي للمعهد، وأجريا معهم مناقشات حول سير

التعاون مع “جايكا” بالنسبة للمشروع. اس��تقبل املعهد العالي الس��عودي-الياباني للس��يارات في جدة مؤخ��را، وفدا ياباني للتقيي��م التحليلي للمش��روع واملوفد وذل��ك للفترة من 6 إلى 19 م��ارس 2009. هذا، وقد أجرى الوفد الذي ضم 10 أعضاء محادثات مع مس��ئولي املؤسس��ة واملعهد حول املرحلة األخيرة من املش��روع، كما قاموا بعمل التقييم النهائي للمرحلة الثانية من املش��روع؛ ف��ي كل ما يتعلق باألداء، واإلجن��ازات وعملية تنفيذ املش��روع حتى اآلن كما وضعوا توصياتهم إلدخال مزيدا من التحس��ني والتطوير على املشروع، وذلك لتحقيق

الغرض منه بنهاية فترة إجنازه.وصل��ت الرياض في وقت س��ابق من هذا الش��هر بعثة “جايكا” الت��ي تضم 4 خبيرات يابانيات إلدارة ندوة “تش��جيع سيدات األعمال السعوديات” والتي عقدت في العاصمة الري��اض يوم��ي 9 و 10 م��ارس 2009. وجتدر اإلش��ارة هن��ا إلى أن الن��دوة تأتي في إطار مشروع التعاون التقني بني “جايكا” واملؤسسة العامة للتدريب التقني واملهني بهدف تشجيع سيدات األعمال الس��عوديات للصناعات الصغيرة واملتوسطة. وقد افتتحت الن��دوة بكلمة ترحيب باخلبي��رات واحلاضرات ألقتها الدكتورة/ مني��رة العلوال الوكيل املس��اعد للتطوير والتدريب باملؤسسة، أعقبها من اجلانب الياباني، محاضرات وعرض ملا لديهن من خبرات ومعرفة في هذا اجملال، وذلك بهدف نش��ر واس��تكمال املعلومات التي اكتس��بتها املتدربات الس��عوديات أثناء تدريبهن في اليابان. يذكر هنا أن “جايكا” كانت قد استقبلت في اليابان وفدين من 8 متدربات من القائمات على تدريب سيدات األعم��ال الس��عوديات، ونظمت له��ن برنامجا خاص��ا للتدريب والوقوف على أس��س تش��جيع س��يدات األعمال للصناعات الصغي��رة وكذلك بحث عمل امل��رأة من داخل منزلها. هذا، وقد تبادلت اخلبيرات وجهات النظر واملعلومات مع املش��اركات من جهات س��عودية مختلفة حول مختلف اجلوانب املتعلقة بتعزيز وتفعيل دور سيدات األعمال

السعوديات. اس��تجابة منها لطل��ب املركز الوطني للتعليم اإللكترون��ي والتعليم عن بعد قامت “جاي��كا” بإيفاد الس��يد/ ماكوتو ت��اكاي اخلبير اليابان��ي في “التعليم ع��ن بعد” ليزور اململك��ة للمرة الثانية كخبيرا في مهمة قصيرة يش��ارك خالله��ا في “املؤمتر الدولي األول للتعلي��م اإللكتروني والتعليم عن بعد”، والذي عقد في الرياض خالل الفترة من 16 إل��ى 18 مارس 2009. كذلك ش��ارك في املؤمتر كال من األس��تاذ الدكتور/ أورانو من جامعة واس��يدا واألستاذ الدكتور/ سوزوكي من جامعة كوماموتو باليابان من اليابان

كمحاضرين في موضوعات مختلفة. احتفلت املؤسسة العامة للتدريب التقني واملهني و “جايكا” في هذا الشهر اكتمال مش��روع التعاون التقني املش��ترك ملركز التطوير والتدريب في الرياض. إلى هذا، وبعد إجناز فترة مهمة تكليفهم باملركز، فقد اس��تعد كل من الس��يد/ تسوتشيا والسيد/ إيش��ى والسيد/ س��اوادا والس��يد/ إيش��يجاكي اخلبراء املقيمني لدى املشروع مبغادرة اململك��ة نهائيا هذا الش��هر للبدء في عمله��م اجلديد في اليابان أو ف��ي أي بلد آخر. اجلدي��ر بالذكر، أنه خالل فترة انتدابهم وتكليفه��م باملركز، حقق هؤالء اخلبراء العديد

التدريب يف اليابان ي�سهم يف تطوير املوارد الب�سرية وتعزيز ال�سعودة

التدريب هو أحد أدوات ومشاريع التعاون الفني التي تنفذها »جايكا« من أجل تنمية املوارد البش��رية بال��دول األخرى. ففي اململكة العربية الس��عودية وعلى مدار الس��نوات أل� 35 املاضية دعت احلكومة اليابانية من خالل »جايكا« املئات من منسوبي احلكومة السعودية لليابان حيث ش��اركوا في دورات تدريبية في مختل��ف التخصصات، والتي مكنت العديد منهم في أن يسهموا في تنفيذ خطط التنمية التي تطبقها اململكة وذلك ملا اكتسبوه

من معرفة ومعلومات جديدة طبقوها في أعمالهم ونقلوها لزمالئهم في العمل.في هذا الصدد، فقد اس��تقبلت »جايكا« خالل الع��ام املالي الياباني 2008،الذي بدأ في 1 أبريل 2008 وانتهي في 31 مارس 2009، عدد 50 موظفا سعودي شاركوا في دورات تدريبية مختلفة في اليابان. ضم هذا العدد 14 موظف من منسوبي قطاعات حكومية مختلفة تدرب��وا حتت م��ا يطلق عليه برنامج الدورات التدريبي��ة اجلماعية خملتلف التخصصات. من ناحي��ة أخرى، وفي إطار مش��روع التع��اون الفني لتطوير محطات معاجل��ة مياه الصرف الصح��ي باململك��ة املتفق على تنفيذه ب��ني »جايكا« وإدارة الصرف الصح��ي بوزارة املياه والكهربا فقد نظمت »جايكا« برنامجا تدريبيا ودراس��يا خاص في اليابان خالل الفترة من 7 يوليو إلى 9 أغسطس 2008 لوفد سعودي مكون من 15 مسئوال ومتخصصا كان قد مت ترشيحهم من 13 مديرية من مديريات املياه في اململكة للمشاركة في برنامج »تصميم وإدارة محط��ات معاجلة الصرف الصحي وإدارة احلمأة باململكة العربية الس��عودية«. من

ناحية أخرى، يتواجد اآلن في اليابان أحد منس��وبي جامعة امللك سعود والذي يشارك في برنامج التدريب ملدة طويلة لنيل درجة املاجستير في » دراسات التنمية اإلقليمية« والذي بدأ في 23 س��بتمبر 2008 وينتهي في 30 سبتمبر 2010. كما شاركت أيضا دفعتني قوام كل منه��ا 10 موظف��ني من منس��وبي وزارة املياه والكهرباء قطاع��ي الكهرباء واملياه في اململكة حيث ش��اركوا دورتني تدريبيتني دراس��يتني نظمتها لهم »جايكا« بشكل خاص كنظراء للخبراء اليابانيني ملش��روعي »ترشيد الطاقة الكهربائية« و »تنمية املوارد املائية

املتجددة باململكة«. ه��ذا، وقد وضعت »جايكا« خطة برنام��ج التدريب اخملصص للمملكة للعام املالي احلالي 2009، حي��ث مت تخصي��ص 17 برنامج��ا تدريبي��ا ندرجها فيم��ا يلي أدناه، وس��وف يجري تعميمها رس��ميا على اجلهات احلكومية الس��عودية ذات العالقة م��ن خالل وزارة اخلدمة املدنية باململكة. وبناء عليه، فعلى اجلهات املهتمة أن ترش��ح موظفها املناس��ب ألي من هذه الدورات ومن ثم تعبئة واس��تكمال منوذج الطلب الرس��مي للترشيح ومن ثم تقدمي الط��ب بخطاب رس��مي مع املرفق��ات ملكتب »جاي��كا« بالرياض وذلك قب��ل حلول املوعد النهائ��ي لقبول الترش��يح لكل دورة. عالوة عل��ى ذلك، فهناك بعض البرام��ج التدريبية اخلاصة األخرى التي س��يتم االتفاق عليها مع اجلهات املعنية وفي إطار مش��اريع التعاون

التقني اجلارية.

بع��د انته��اء تدريبها في مكت��ب »جايكا« بالري��اض، قالت بعثت بالكلم��ات التالية للمكتب »إس��مي آيه فارس يوش��هارا، طالب��ة جامعية في املرحل��ة الثالثة بكلية اإلع��الم )تخصص إذاعة وتليفزيون )إل��ى جانب العالقات العام��ة والدعاية واإلعالن( بجامع��ة األهرام الكندي��ة في القاهرة. كان برنامج تدريبي ف��ي مكتب »جايكا« في اململك��ة العربية الس��عودية زاخرا باألحداث، فيوم التحاقي حت��ت هذا البرنامج كان

موظفو »جايكا« منشغلني في أنواع مختلفة من العمل واستقبال الوفود اليابانية وتنظيم الندوات واالجتماعات، وكذلك إعداد احلس��ابات اخلاصة بالسنة املالية. كل هذا ليس س��وى جزء م��ن من أح��داث كثيرة كان لي ش��رف املش��اركة فيها. فقد كان لكل مهمة أس��ندت لي، وكل

مكان زرته أثره اخلاص في تعلمي شيئا جديدا ومهما.أوال، فق��د فهمت اآلن ما ذا تعني كلمة »املس��اعدة« في »جايكا« ودورها الهام في اجملتمع. فاملساعدة في »جايكا« ال تعني فقط مس��اعدة دولة ما، وإمنا أيضا تس��تخلص اجلوان��ب اإليجابي��ة في مجتم��ع مع��ني. و »جايكا« هي منظمة دقيقة للغاية في متابعة برامجها. وفي البداية، كن��ت أعتق��د أنه مبج��رد االنته��اء من املش��اريع تتوقف املس��اعدات، إال أن »جايكا« تتابع وبدقة أي مشاريع أخرى

حتتاج إلى مزيد من املساعدة. ثاني��ا، لقد اندهش��ت من دق��ة تصميم هذه املش��اريع بحيث تتناس��ب مع تقاليد

وثقافة وعادات الشعوب، حيث تراعي »جايكا« أثناء تنفيذ برامجها باململكة طقوس وعبادات شهر رمضان، ومواقيت الصالة، واألعياد وغيرها.

وأخيرا وليس آخرا، وبوجه خاص فقد جذب اهتمامي ش��عار مشروع »جايكا« القائل »الن��اس للناس«. وترى »جايكا«أن من الناس هم الذين يش��كلون الوطن. وحتى لو مت تأمني معدة متطورة للغاية إال أن مش��غليها ليسوا مدربني على استخدامها، فإنها س��تكون مجرد خ��ردة من احلدي��د. فاخلب��راء اليابانيني ميض��ون أوق��ات مع نظرائه��م الس��عوديني، يتكلمون ويتناول��ون الطعام ويتواصلون معه��م، ويقضون وقتا طوي��ال معهم من أجل تهيئة بيئة أفضل من التنمية

البشرية.ف��ي اخلتام، وبصفتي طالبة إعالمية، أود أن أصرح بأني أعتقد أني تلقيت درسا هاما جدا عن كيف أن منظمات املساعدة مثل »جايكا« تسهم في اجملتمع. ففي عالم تنتش��ر فيه احلروب ويعم فيه الفق��ر واملعاناة بصورة يب��دو أن ال نهاية لها ، فإني أفكر جليا في هؤالء الذين يس��عون دائما إلى حتقيق التغيير ف��ي نهاية املطاف. وأنني ألمتنى أن يأتي يوم ما أس��تطيع فيه أن أوظف ما تعلمته في »جايكا« في وسائل اإلعالم من خالل نشر هذه األنش��طة بش��كل أكبر، كما أود أن أعرب عن امتناني لهؤالء الذين يسعون إلى

حتقيق غد أفضل للجميع«.

برنامج �لتدريب �خلا�ص لل�شباب ...

» أمتنى في يوم ما أن أوظف ما تعلمته في »جايكا«

قام الفريق املشترك الذي ضم 12 من اخلبراء والباحثني اليابانيني مع نظرائهم السعوديني باستئناف أنشطتهم البحثية لدراسة تنمية املوارد املائية املتجددة في املنطقة اجلنوبية الشرقية من اململكة. جتدر اإلشارة هنا إلى أن هذه الدراسة التي جرى االتفاق على تنفيذها في شهر يوليو 2007 على أن تنتهي في منتصف العام القادم 2010، تهدف إلى وضع خطة رئيسية وطنية للتنمية املس��تدامة ملوارد املياه املتجددة واس��تخدامها وإدارتها في املنطقة اجلنوبية الغربية من اململكة، وكذلك نقل املهارات والتقنيات للنظراء الس��عوديني مبشروع الدراسة من منسوبي

وزارة املياه والكهرباء.

يش��ار هنا أيضا، إلى أنه منذ بدء تنفيذ الدراس��ة في عام 2007 وخالل الفترة املاضية من التنفيذ، قام الفريق الس��عودي-الياباني للدراسة وعلى النحو املتفق عليه، بتنفيذ العديد من أعمال املسح امليداني على املناطق اخلمسة احملددة وهي: مكة املكرمة، والباحة، وعسير، وجازان وجنران، كما قام الفريق الياباني بالعديد من الزيارات امليدانية ملواقع ومشاريع املياه والتي متكنوا فيها م��ن جتمي��ع املعلوم��ات والبيانات الالزمة ومن ثم حتليلها وإجراء االختبارات الالزمة عليه��ا، كما عقدوا عدة اجتماعات ولقاءات مع أصحاب املصلحة واملس��تفيدين من املياه في تلك املناطق،

للوقوف على الوضع الراهن ملشكلة املياه واالستماع إلى تعليقاتها ومالحظاتهم في هذا الشأن.

لقاء يف �لباحة و جاز�ن بني فريق �لدر��شة و�أ�شحاب �مل�شلحة و�مل�شتفيدين من �ملو�رد �ملائيةبعد جناح اللقاء الذي جرى في منطقة عس��ير ش��هر فبراير 2008 بني فريق الدراس��ة السعودي-الياباني املشترك وأصحاب املصلحة واملس��تفيدين من املوارد املائية مبنطقة عسير، واستمرارا للجهود البحثية للفريق باملناطق اخلمس��ة للدراس��ة بهدف حتقيق أفضل النتائج اخلاصة بتنمية املوارد املائية، فقد نظم الفريق لقاءين آخرين مع أصحاب املصلحة واملس��تفيدين في كل م��ن منطق��ة الباحة في نوفمبر 2008 ثم في منطقة جازان في مارس 2009. حضر اللقاءان وش��ارك فيها عدد من املس��ئولني واخملتصني مبديريات املياه م��ن هاتني املنطقتني وبعض املواطنني

واملستخدمني ذوي العالقة.

يش��ار هنا، إلى أن الغرض من هذه اللقاءات هو توضيح س��ير العمل للمش��اركني وعرض النتائج التي توصلت إليها الدراس��ة وبحث األمور واملشاكل اخلاصة باملوارد املائية، مع تقدمي أسبابها واحلل��ول املمكن��ة لها، وذلك من خالل تقس��يم املش��اركني جملموعات مناقش��ة يتبادلون فيها وجه��ات النظر اخملتلفة حول تلك األمور. هذا، وجتدر اإلش��ارة أن العش��رات من أصحاب املصالح واملستفيدين قد شاركوا في كل هذه اللقاءات بأفكارهم وآرائهم البناءة وزودوا الفريق باملعلومات والبيانات الالزمة. هذا، وقد رأس أصحاب املصلحة في لقاء في منطقة الباحة السيد/ سعيد الدعير مدير عام املوارد املائية بالوزارة واملهندس/ محمد منصور آل عضيد، مدير عام املياه مبنطقة الباحة، في حني رأس لقاء جازان في 10 مارس 2009 س��عادة الدكتور/ محمد بن إبراهيم آل سعود، وكيل الوزارة للتخطيط والتطوير، والذي ألقى كلمة افتتاحية بهذه املناسبة أعرب فيها عن شكره وتقديره ل�«جايكا« ولفريق اخلبراء الياباني وجميع املشاركني، كما أشار إلى أهمية مثل تلك اللقاءات، و أنه سيكون هناك حاجة دائما للدعم واملشاركة اإليجابية من جميع املسئولني واجلهات املعنية ذات العالقة من أجل حتقيق أفضل النتائج لهذه الدراسة ومن ثم تأمني

موردا موثوقا فيه للمياه.

وخالل هذين اللقاءين، قدم النظراء السعوديني من منسوبي الوزارة والعاملني بالدراسة محاضرات مختلفة حول املياه، كما قاموا بعرض االستراتيجية الرئيسية املستقبلية املقترحة لتنمية امل��وارد املائي��ة ف��ي اململكة. عقب ذلك بدأت جولة من تبادل األس��ئلة واألجوبة حول قضية املياه، ونقص املياه وش��حها في املناطق وتلوث املياه اجلوفية وم��ا إلى ذلك من أمور. بعد ذلك جرت

مناقشات جماعية بني املشاركني، اختتمت بعرض أجراه رئيس كل مجموعة من مجموعات اللقاء.

ونود التنويه هنا، بأن تلك اللقاءات اخلاصة مبناقش��ة قضايا وأمور املياه في املناطق املعنية تعتبر مبثابة قناة مباش��رة بني احلكومة الس��عودية واملواطنني للتواصل والتحقق من أنه ال بديل آخر لبقاء احلياة إال بإيجاد موارد مياه متجددة واالستفادة منها. كما يجب أن ندرك جميعا بأن قضية شح املياه التي تعتلي قائمة اهتمامات الدول واحلكومات والتي تعتبر الشغل الشاغل للعالم

املعدات الالزمة للمركز، بهدف حتسني القدرة التدريبية للمهندسني السعوديني في مجاالت

امليكانيكا والكهرباء وتكنولوجيا اإلنشاءات. وفيما يلي موجز مختصر للمشروع وإجنازاته:

◘ الهدف العام: تنمية قدرات الطالب السعوديني ذوي املستوى الفني الصناعي في مجاالت

تكنولوجيا امليكانيكا والكهرباء واإلنشاءات.

◘ الغرض من املشروع: حتسني القدرات التدريبية ملعلمي املركز في اجملاالت السابق ذكرها.

◘ األنشطة:

o .حتديد االحتياجات التدريبية

o .تطوير مناهج التدريب وقيام اخلبراء اليابانيني بنقل التقنية ملدربي املركز

o تنفيذ دورات تدريبية ملعلمي الكلية بواسطة املعلمني من مدربي املركز ومبساعدة اخلبراء

اليابانيني.

o حتسني إدارة املركز، وتنظيم مجلس إدارة وتنظيم وتأسيس جلنة إلدارة املعدات واألجهزة

ورش في اآلمن التشغيل جلنة تأسيس وكذلك منها، املناسبة االستفادة لتحقيق وذلك

امليكانيكية.

◘ املركز يدرب 348 معلما سعوديا:

اليابانيني، اخلبراء وتوجيه وبإشراف 2009 مارس وحتى 2006 مارس شهر من اعتبارا

والهندسة والكهرباء امليكانيكا في تدريبية دورة 41 ينظم أن من املركز متكن

ذوي العالقة من اجلهات املعنية. وسوف يظل مشروع مركز التطوير والتدريب كأحد الصروح

املشترك الياباني السعودي- التعاون عنها أثمر التي لإلجنازات جديدة وإضافة التعليمية

الهادف لتعزيز سياسة السعودة وتنمية املوارد البشرية باململكة.

أثم��ر التعاون التقني ب��ني اململكة العربية الس��عودية واليابان لتنفيذ وتش��غيل »املعه��د العالي الس��عودي-الياباني للس��يارات« بجدة عن تخري��ج خمس دفعات من اخلريجني حتى اآلن. يذكر أن هذا املش��روع الذي بدء تش��غيله عام 2003، مبوجب االتف��اق الرباع��ي األط��راف ال��ذي ضم كل م��ن حكومت��ي اململكة والياب��ان و جتار الس��يارات في اململكة والش��ركات املصنعة للس��يارات في الياب��ان، جاء محققا

للعديد من النتائ��ج و األهداف املثمرة حيث تخرج منه حتى اللحظة خمس دفعات من مئات الفنيني الس��عوديني ذوي الكف��اءات العالي��ة ف��ي صيان��ة الس��يارات والذين أس��هموا في تعزيز سوق الس��يارات الس��عودي والسوق

الصناعي باململكة.هذا، وقد رعى صاحب الس��مو امللكي األمي��ر/ مش��عل ب��ن ماج��د ب��ن عبد العزي��ز، محاف��ظ جدة حف��ل تخريج 203 طالبا من طالب الدفعة اخلامسة ش��هد باملعه��د وذلك ف��ي 23 نوفمبر 2008. ش��ارك في االحتفالية السيد/ القنص��ل إيش��يجورا، توشيميتس��و العام لليابان في جدة، و الس��يد/فميو إي��واي، الوزي��ر اليابان��ي املف��وض لدى اململكة، والس��يد/ ريويتشي توميزاوا، »جاي��كا« ملكت��ب املقي��م املمث��ل

باململكة، والس��يد/ كوكي تومي��وكا، واملمثل املقيم ملكتب جيت��رو بالرياض عالوة على ممثلي ش��ركات الس��يارات اليابانية باململكة وموزعيها املعتمدين في مدينة جدة، في حني شارك في هذا احلدث الكبير لفيف من كبار املسئولني التنفيذيني من اجلانب السعودي، وأصحاب الشركات واألعضاء التنفيذيني، هذا إلى جانب مشاركة

آباء اخلريجني وأقاربهم الذي شهدوا منح شهادات التخرج والتقدير ألبنائهم.جتدر اإلش��ارة، إلى أن خريجو املعهد قد ش��غلوا مراكز وظائفهم وباش��روا عملهم

كفنيني في ورش جتار السيارات السعودية، في حني التحق 4 من بني أوائل اخلريجني املمتازين من الدفعة اخلامس��ة مبعهد السيارات كمدربني مبتدئني، حيث يدرسون اآلن بفصولهم مهارات التدريس، فضال عن املهارات التقنية املتقدمة حتت إش��راف مدرب��ني كبار. ويذكر هنا كذلك أن 942 من خريجي املعهد ابتداء من الدفعة األولى و حتى اخلامسة يشغلون اآلن وظائفهم بسوق السيارات في اململكة. كذلك يوجد اآلن ف��ي اليابان كال من الس��يد/ طالل نوجال��ي والس��يد/ محمد جاس��م من خريج��ي الدفعة الثالثة للمعهد حيث يتلقي��ان تدريب��ا تقن��ي متخصص في الفت��رة من نوفمب��ر 2008 وحتى مارس 2009. وكم��ا هو احلال مع كل املتدربني، فإن وجودهما في اليابان ال يقتصر على التدريب فق��ط بل فإن��ه يعتبر فرصة حقيقي��ة لهم��ا لتوس��يع عالقاتهما وخبراتهما عن اليابان واجملتمع والثقافة الياباني��ة، والتع��رف عل��ى من��ط احلياة، والغذاء، وغي��ر ذلك، حيث اتيحت لهما القي��ام بزيارات ميدانية وس��ياحية في اليابان، ومقابلة أشخاص من جنسيات مختلفة، واإلقامة كذلك لفترة قصيرة م��ع عائ��الت ياباني��ة مضيف��ة، ال��خ.

يذك��ر أن اخلبراء اليابان��ني بالتعاون مع نظرائهم الس��عوديني يبذل��ون الكثير من الوقت واجلهد في مستهل كل عام دراسي لتصميم املناهج الدراسية التقنية، والت��ي يتم اعتماده��ا وتنفيذها كل عام في ش��هر س��بتمبر 2009. كذلك، فهم يكرسوا كل جهدهم لتقدمي مخططات جتديد واستبدال سيارات التدريب، واملعدات واملواد، هذا عالوة على تنقيح الكتب املدرسية ومخططات املقررات الدراسية أيضا، وس��يظل املعهد دائما صرحا تعليمي ملشروع منوذجي ورائد لتنمية املوارد البشرية،

ودعم سياسة السعودة.

الوكالة اليابانية للتعاون الدولي »جايكا«

مم��ا ال ش��ك فيه، يحت��اج جه��از التمريض، ال��ذي يلعب دورا أساس��يا في االس��تجابة لالحتياجات اإلنسانية وقت وقوع األزمات وحاالت الطوارئ إلى التطوير ولتنمية مهارات وخب��رات أفراده. وعليه، فقد قام قطاع التمري��ض باململكة بإبرام العديد من االتفاقيات الهادفة لالس��تفادة من اخلب��رات الدولية لتطوير نظام التمريض ف��ي اململكة. من بني تل��ك االتفاقيات مش��روع التع��اون الفني ب��ني وزارة الصحة و »جايكا« لالس��تفادة من اخلبرة اليابانية في تطوير قطاع الصحة باململكة، وذلك من خالل مشروعهما املشترك لتطوير وتعزيز قدرة جهاز التمريض واملمرضات السعوديات، والالتي من املتوقع أن تلعنب

دورا هاما في تعزيز سياسة السعودة وتلبية االحتياجات اخلاصة لوطنهم.و استجابة لطلب وزارة الصحة باململكة العربية السعودية حتت مظلة اتفاقية التعاون االقتصادي والفن��ي الس��عودية-اليابانية، قامت احلكومة اليابانية م��ن خالل »جايكا« في نهاية ش��هر ديس��مبر 2009 بإيفاد كل من السيدة/ يوش��يكو توسوكادا، مدير عام الشؤون الدولية التابعة ملؤسسة التمريض الدولية باليابان، والدكتورة/ ماريوكا أوهارا، البروفيسور املسئول عن الكوارث التمريضية التابعة لكلية الصليب األحمر للتمريض باليابان والدكتور/ يوش��ي كويدو، مدير معهد البحوث الس��ريرية للكوارث الوطنية في املرك��ز الطبي بالياب��ان، كخبراء لفترة قصيرة للمملكة به��دف الوقوف عن كثب على حج��م إجناز العمل وما حتقق بعد االنتهاء من مش��روع التعاون الس��عودي-الياباني في مجال التمريض وكذلك متابعة تنفيذ خطط العمل ملنس��وبي التمريض الس��عوديني

الالتي تدربن في الس��ابق وذلك. هذا، وقد قام فريق اخلب��راء الياباني أثناء فترة تواجدهم بالري��اض، بتنفيذ وإدارة ندوة وورش��ة عمل حول »متريض الك��وارث املبني علي البراهني« والتي أقامتها الوزارة في البرج األكادميي مبجمع امللك سعود الطبي بالرياض. وقد افتتح الن��دوة الدكتور/ منص��ور بن ناصر احلواس��ي، وكيل وزارة الصحة للش��ؤون التنفيذية بالوزارة، بكلمة ترحيب أعرب فيها عن شكره وتقديره ل�مكتب »جايكا« للتعاون الناجح في مجال التمريض، ثم قام س��عادته بتكرمي كل من خبراء ومس��ئولي مكتب »جايكا« والقائمني من اجلانب الس��عودي على تنظيم هذا احلدث حيث قدم لهم ومنحهم هدايا تذكارية وش��هادات تقديرية لتفانيهم في العمل وملا بذلوه من جهد في اإلعداد للندوة الت��ي حضرها حوالي مائتني من املمرضني و املمرضات وأخصائيي الكوارث الس��عوديني. أعقب تلك الندوة والتي استغرقت يوم واحد فقط، ورشة عمل على مدار 3 أيام متتالية قام من خاللها خبراء »جايكا« بتدريب املش��اركني من املمرضني و املمرضات السعوديني

على أحدث التقنيات والفنون التمريضية واإلنقاذ في حالة الكوارث. وف��ي نهاية احلدث، أعرب��ت الدكتورة/ منيرة العصيمي، املدير الع��ام للتمريض في وزارة الصحة عن خالص ش��كرها وتقديرها للحكوم��ة اليابانية ممثلة في »جايكا« وخبرائها الذين يكرسون جل جهدهم من أجل التعاون السعودي-الياباني وتقدمي أحدث التقنيات في مج��ال التمريض وعمل التوجيه ال��الزم ملوظفي إدارتها ب��وزارة الصحة.وفي اخلتام،

�إجناز م�شروع �لتعاون �لتقني �ل�شعودي-�لياباين لل�شرف �ل�شحي

انتهى بنجاح مش��روع التعاون التقني السعودي-الياباني اخلاص بإدارة وتش��غيل محطات معاجلة مياه الصرف في اململكة العربية السعودية. وكان املشروع قد بدأ العمل في تنفيذه في أكتوبر 2007 بني كل من إدارة الصرف الصحي بوزارة املياه والكهرباء و«جايكا«.

ه�ذا، وقد جاء اإلعالن عن اجناز هذا املشروع عبر ندوة علمية وورشة عمل جرى تنظيمها في 3 و 4 فبراير 2009 بفندق شيراتون الرياض، حضرها بعض املس��ئولني الس��عوديني املعني��ني وآخرين من ذوي االختص��اص باململكة ونظراء الفريق الياباني للمش��روع، حيث جرى تس��ليط الضوء على النتائج

والتوصيات التي حققها املشروع. وكان الفري��ق اليابان��ي، الذي ضم 7 أعضاء برئاس��ة الس��يد/ ناؤكي موري، قد وصل إلى الري��اض قادما من اليابان إلدارة فعاليات الندوة وورش��ة العمل

ومسئولي مكتب »جايكا« باململكة. إل��ى ه��ذا، أعرب وزير املياه والكهرباء، والذي كان قد س��بق واس��تقبل فري��ق »جايكا« عند البدء في تنفيذ املش��روع، عن ش��كره وتقديره للحكومة اليابانية و »جايكا« للنجاح الذي حتقق من هذا التعاون التقني ولإلجناز الناجح ملش��روع الصرف الصحي، الذي سيضاف إلى س��جل منجزات التعاون التقني الس��عودي-الياباني التي حتققت في ش��تى اجملاالت. كما أعرب املهندس احلصني عن ش��كره للبعثة اليابانية ونظرائهم السعوديني الذين بذلوا كل

وختاما للمش��روع، فقد نظم��ت إدارة الصرف الصح��ي بالتعاون مع فري��ق »جايكا« ندوة علمي��ة كبرى يومي 3 و 4 فبراير 2009 أعلنا من خاللها انتهاء املش��روع. أدار الندوة الفريق اليابان��ي ال��ذي ضم 7 من األس��اتذة األكادمييني واخلبراء وذلك على النح��و املتفق عليه بني اجلانب��ني، وتضمن��ت حلقة نقاش مع 27 من املتخصصني الس��عوديني الذين ش��اركوا في دورتني تدريبيتني كانت قد نظمتها وصممتها لهم »جايكا« بصفة خاصة في اليابان حول

»تصميم وتشغيل محطات معاجلة مياه الصرف الصحي«.هذا، وكان س��عادة الدكتور/ محمد بن إبراهيم السعود وكيل الوزارة للتخطيط والتطوير بال��وزارة ق��د افتتح الندوة بكلمة ترحيب أعرب فيها عن ش��كره وتقدي��ره حلكومة اليابان ش��ريكا حقيقيا ودائم في توس��يع نطاق التعاون التقني مع اململكة ومساهما فعلي في تنمية مختلف القطاعات الس��عودية وتنمية املوارد البش��رية مبختلف تخصصاتها. تلي ذل��ك كلمة رئيس فريق »جايكا« الس��يد موري، الذي ألقى الض��وء من خاللها على إجنازات املش��روع خالل ال� 18 شهرا من تنفيذ املشروع. عقب ذلك قدم بعض اخملتصني السعوديني ممن ش��اركوا في برنامجي التدري��ب في اليابان خطط عملهم الت��ي أعدوها بعد عودتهم م��ن الياب��ان، حيث جرى مناقش��تها مع أعضاء الفري��ق الياباني واحلاضري��ن. وفي اليومني التالي��ني للندوة، مت تنظيم ورش��ة عمل ناق��ش فيها اخلبراء الياباني��ني واحلاضرين مواضيع مختلف��ة وعرض خاللها بعض األفكار البناءة الت��ي تهدف لتطوير قطاع الصرف الصحي

في اململكة.في اخلتام، ألقى املهندس يعرب خياط، مدير املشروع واملدير العام للصرف الصحي بالوزارة كلمة أعرب فيها عن ش��كره لكل من ش��ارك في تنفيذ املش��روع ثم قام بتوزيع شهادات الش��كر والتقدير للفريق الياباني واحملاضرين الس��عوديني، ثم وجه الدع��وة للجميع ملأدبة

غداء بهذه املناسبة.

انقضى ع��ام 2008 وقد ترك في أذهاننا ذكريات سارة وأخرى حزينة، وأقبل علينا ع��ام جديد بآمال وتوقعات مستبش��رة مبس��تقبل أكثر إشراقا وس��عادة، فقد واج��ه العالم في نهاي��ة العام املنصرم العدي��د م��ن احمل��ن واملش��اكل انتهت لألس��ف باألزم��ة املالي��ة الثقيلة التي ضرب��ت العالم كله. وغن��ي عن القول، فقد أت��ت تلك األزم��ة بآثارها الوخيمة على العالم بأس��ره، الشيء الذي أعاق عجلة التقدم ومسيرة التنمية بالعالم

كله وبالدول النامية بصفة خاصة. وبالرغم من ذلك، فقد مضت »جايكا«

ف��ي تنفيذ خططها اإلمنائية في كافة الدول والبلدان النامية، متأث��رة إل��ى حد مبا ح��دث في العال��م، إال أنه��ا حرصت على مواصلة دعمها لتنمية املوارد البش��رية واإلس��هام في تنمية الش��عوب في تلك الدول. وحلس��ن احلظ، فقد قامت احلكومة الياباني��ة التي كانت تتوقع مس��بقا حدوث مث��ل تلك األزمة، بدم��ج الوكال��ة اليابانية للتعاون الدول��ي »جايكا« مع البنك الياباني للتعاون الدولي »JBIC” وذلك في شهر أكتوبر املاضي 2008، الش��يء ال��ذي عزز م��ن دورها في برنام��ج تنمية الدول

النامية.ويس��عدني أن أعلن كذلك أن “جايكا” اس��تمرت كما هو احلال ف��ي دول العالم األخرى في مواصلة تنفيذ برنامج التنمية في اململكة العربية الس��عودية، حيث حق��ق مكتبنا العديد من اإلجن��ازات والنتائج اإليجابي��ة خالل ع��ام 2008، حيث لم تؤثر األزم��ة احلالية في س��ير وتقدم عملياتنا ف��ي اململكة. وتقوم “جايكا” بناء عليه حاليا مبتابعة تنفيذ أنشطتنا التي شملت

املش��اريع واخلط��ط والدراس��ات دع��وة وكذل��ك التنموي��ة العش��رات من منسوبي اململكة لبرامج الوطني��ة الك��وادر م��ن التدري��ب اخملتلف��ة ف��ي الياب��ان.

وفي ه��ذا اإلصدار، س��نحاول أن نلقي الضوء على أهم أنش��طة التقن��ي التع��اون ومناس��بات ملكتبن��ا خ��الل الع��ام 2008 في الس��عودية، العربي��ة اململك��ة بع��ض بتنظي��م قمن��ا، فق��د العمل العلمي��ة وورش الندوات في اململكة وذل��ك بالتعاون مع بع��ض اجلهات احلكومية، كما س��اهمنا في دع��م الدور الذي تقوم به املرأة الس��عودية في س��وق العمل. وعالوة على ذلك، فإن��ه يس��رني أن أوضح بأنن��ا دعونا إل��ى اليابان خ��الل العام املاضي 50 موظفا من مختلف القطاعات السعودية شاركوا ف��ي دورات تدريبي��ة ف��ي مج��االت ش��تى، ه��ذا باإلضافة إلى تنفيذ بع��ض البرامج التدريبية األخرى ف��ي اململكة ملوظفي القط��اع التقن��ي واملهن��ي باململكة. ومن املنتظر أن يس��هم هؤالء املتدربني جميعا ف��ي تطوير مواقع عملهم ووظائفهم، فض��ال ع��ن تعزي��ز سياس��ة الس��عودة ومواكب��ة التط��ور.

وأخي��را، دعوني أقول ب��أن العصر الذي نعيش��ه حاليا يواجه كما نعل��م حتديات خطيرة حتتاج منا جميعا لش��حذ الهمم والعمل معا من أجل التغلب على األزمة املالية احلالية وغيرها من األزمات الغير متوقع��ة، وأن نواصل تنفيذ خطط التنمية والنهوض بقدرات املوارد البش��رية، حتى تصبح حياتنا أفضل،

بعيدة عن أي مخاطر أو خوف من نقص الغذاء أو املأوى.

ل��م يعد م��ن األس��رار التح��دث عن النقص في امل��وارد املائية في العالم بوجه عام حيث يتنامى الطلب على املاء بشكل كبير منذ أن دارت العجلة االقتصادية في العقود األخيرة وارتفع

معها املستوى املعيشي للناس.تواج��ه منطق��ة الش��رق األوس��ط حتدي��ا كبي��را في ه��ذا الش��أن ومن ضمنها اململكة العربية الس��عودية حملدودية وجود م��وارد متجددة للمياه تزام��ن مع تدهور في الظروف البيئية مم��ا حف��ز العامل��ني في قط��اع املياه للبحث في كل الس��بل التي تس��اعد على التقليل من مخاطر هذا التح��دي. وفي هذا اإلطار جاءت فك��رة التعاون مع الوكالة الياباني��ة للتعاون الدولي “جايكا” لتس��اهم في تطوير القطاع وخصوص��ا مج��ال معاجلة مي��اه الصرف الصحي ملا ل��ه من اثر كبير في معاجلة املش��كلة م��ن جهتني ، األول��ى ، معاجلة مياه الص��رف الصح��ي والتخلص اآلم��ن للنفاي��ات العضوية ، ومن

جه��ة ثانية ، دعم التوجه في إعادة االس��تخدام للمياه املعاجلة ف��ي كل اجمل��االت األق��ل قيمة من االس��تخدام اآلدم��ي ألغراض األكل والش��رب مثل االس��تخدامات الصناعي��ة والزراعية. وألن الياب��ان أحد الدول الرائ��دة في تقنية معاجل��ة الصرف الصحي فق��د كان التبادل املعرفي مع وزارة املي��اه والكهرباء في اململكة العربية الس��عودية من خالل البرامج املش��تركة ف��ي التدريب والدراس��ات واألبحاث األثر البارز في االرتقاء في املس��توى الفني واإلداري ونش��ر مفاهيم التقنية احلديثة في مجاالت التش��غيل والصيان��ة والتصميم حملطات معاجلة الصرف الصحي. هذا وقد وقعت اتفاقية التعاون مع الوكالة اليابانية للتعاون الدولي في ش��هر يونيو 2007 م وبدأ العمل في ديس��مبر عام 2007م وكان ابرز أهدافها حتسني عمليات التش��غيل والصيانة في محطات معاجلة الص��رف الصحي وكان من نتائج التع��اون أقامة دورتني تدريبيت��ني في الياب��ان لعدد من منس��وبي وزارة املياه والكهرباء األولى للمش��غلني لرفع كفاءة تشغل احملطات وزيادة إنتاجيتها والثاني��ة كانت للمصمم��ني مت التعرف فيها على س��بل تفادي املش��اكل التش��غيلية احلالي��ة الناجتة عن التصمي��م وكيفية

تطوير األنظمة املعمول بها حاليا.
