SUPPLY AND DELIVERY

All suppliers responding to this bid specification shall include a written response to each paragraph number of this specification. Each item response is to be specific and detail enough to allow a complete evaluation of the equipment offered. Single word like ‘Noted’, ‘Comply’, ‘Agreed’ or its equivalent should not be used when responding to technical specification.This specification includes the supply, delivery, testing and commissioning on-site at the Fakulti Kejuruteraan ABC, UTHM, Parit Raja, 86400 Batu Pahat, Johor.The supplier is requested to specify the earliest possible delivery and commissioning date. In addition, the supplier should submit detailed work schedule showing how the project is to be executed to meet the stipulated time frame. However, UTHM reserves the right to determine the date of installation of equipment.If the successful supplier has not completed the supply, installation, testing and eventual handing over of the equipment / software within the said time and if UTHM has not cancelled the contract under the power conferred on it by the General Tendering Conditions of this specifications, the successful supplier shall pay, as liquidated damages, an amount based on the formula given in the tender conditions. The amount so calculated may be deducted from any money payable to the successful supplier by UTHM.UTHM reserves the right to accept or reject any extension of the period required for the delivery and/or completion of the work.Work permit of professional worker wherever applicable will also be under the responsibility of the supplier.All items of equipment are to be new. No demonstration or used equipment will be accepted.The specification stipulated in this document serves as the minimum requirement to be fulfilled by the supplier. Additional or more comprehensive specification by the supplier is most welcomed.Insurance cover costs during the course of executing this project will be borne by the supplier.

INSTALLATION, TESTING AND COMMISSIONING

All items of equipment shall be installed on site by the supplier at no extra cost to UTHM. The site of installation will be specified by UTHM. The power supply shall be obtained from nearby point. Supplier must visit the site of installation in order to familiarize himself with local electricity and water supply environment, and accordingly shall be responsible for the supply and installation of any additional electrical devices in accordance to relevant local standard will result in the supplier being liable to any subsequent delay. The supplier shall undertake to install, test and commission the equipment on site by a qualified engineer. This include for example, advice on the best site for the equipment, electrical connection, levelling, interfacing with other peripherals, testing according to accepted standards and test run. All costs regarding the above work shall be borne by the supplier.If the work is not satisfactory, UTHM has the right not to accept the handing over. UTHM has the right to call other professional parties to complete the job satisfactorily. The cost will be borne by the supplier.The supplier is requested to justify their competency for executing the job successfully. For this purpose the supplier is required to submit the company’s past experience in handling similar kind of job.Work permit of professional worker wherever applicable will also be under the responsibility of the supplier.All items of equipment are to be new. No demonstration or used equipment will be accepted.The specification stipulated in this document serves as the minimum requirement to be fulfilled by the supplier. (*) Insurance cover costs during the course of executing this project will be borne by the supplier. If the work carried in item (*) is not satisfactory, UTHM has the right not to accept the handing over. UTHM has the right to call other professional parties to complete the job satisfactorily. The cost will be borne by the supplier.All government regulations and procedures must be followed closely during the installation, testing and commissioning work. Approval from any government authorities wherever applicable will be the responsibility of the supplier.Test certificate for the basic system of the specified equipment and its attachments shall be provided. If the equipment is found to deviate from the certified results, the equipment shall be replaced or corrected by the supplier at supplier’s own expense.

TRAINING

The successful supplier shall provide proper and satisfactory training at the supplier’s own cost. This is to ensure that the entire system can be fully used by UTHM personnel with full understanding and confidence.The minimum training required are as follows: Training of at least TWO (2) personnel nominated by the various department at the installation site. The training period must not be less than two (2) working days. Areas to be covered preferably are:-a) Training on the operation of the whole system.b) On maintenance and general care procedures.c) On software, miscellaneous application (if any) and case example study.

The medium of instruction, handouts etc. (if any) during the whole duration of the training period must be in English or Bahasa Malaysia.If the above training is deemed insufficient the supplier should suggest additional training required. Supplier should give proposal for training schedule for the above 3.2 for each of the equipment tendered.

WARRANTY PERIOD

The supplier shall state the warranty period for all equipment supplied and shall quote the cost of maintenance contract for all equipment after expiry of warranty period.The warranty period must not be less than one (1) year from the date of the complete handing over. The supplier shall also clearly state the terms of warranty covering the equipment.Any equipment/material defects and faulty operation due to manufacturer or installation shall be the responsibility of the supplier, who shall immediately make good and/ or replace such defect or faulty components or equivalent.All labour and parts needed during the warranty period shall be supplied free of charge. Any exclusion shall be clearly specified in the specification.

MAINTENANCE

Full maintenance support for all items of equipment must be available locally. The engineering support shall be provided by competent personnel. The supplier will have to indicate how he intends to meet this requirement, including naming the facilities available and their location. Details of maintenance scheme shall be outline by the supplier.

The equipment should be provided with at least one (1) year free maintenance.

SPARE PARTS

The supplier shall state the period for which he undertakes to support the supply of all software and spare parts for all the equipment supplied. This support period must not be for less than one (1) years. The supplier must issue a guarantee letter to this effect.

MANUALS AND DOCUMENTIONS

The supplier shall provide three ( 3 ) sets comprising of one ( 1 ) set of original and two ( 2 ) sets of duplicate of the following items:-a) Operations Manuals.b) Programming manual (if available)c) Maintenance manual d) Electrical wiring and circuit diagrame) Other special function manualf) Performance test certificate from machine equipment manufacturer or recognized governing bodiesg) Others (please specify)

All documents listed above must be in Bahasa Malaysia or English.

LICENSE AND OWNERSHIP

All equipment/software use must be legal and provided with certificate and documentation.The equipment/software must be legal and provided with manufacturer’s certificate and documentation which clearly states that UTHM is the rightful owner of the equipment.

OTHERS

The supplier shall provide complete toolkit for general servicing, adjustments and repair of the equipment.Complete catalogue and photographs of the proposed completed system should be provided.The supplier shall guarantee the availability of a good after sales service for all equipment/software package supplied.UTHM reserves the right not to consider and automatically reject supplier’s offer, with fails to comply any of the above, mentioned clauses.The successful supplier has to complete and endorse a certificate of completion upon handling over package.
