The Department of Science and Technology is the premier science and technology
body in the country charged with the twin mandate of providing central direction,
leadership and coordination of all scientific and technological activities and of
formulating policies, programs and projects to support national development.
DOST envisions itself as a responsive and world class institution of excellent and
competent human resources providing innovative scientific and technological
interventions meeting global challenges.
DOST Caraga commits to responsive, reliable and accurate scientific and
technological services and interventions to MSMEs, government and non-
government organizations, academic institutions, civil societies and vulnerable
communities through:
1. The provision of appropriate, timely and adequate science and technology
interventions;
2. The provision of reliable services and accurate results compliant to
statutory and regulatory requirements;
3. Strengthening of S&T human resources;
4. The provision of technologies and mechanisms for disaster prevention and
mitigation;
5. And Enhancement of S&T culture.
Improving the lives of Caragans through Science and Technology
“Philippines: A Science Nation Innovating for Global
Competitiveness”
This year’s theme for the National Science and Technology Week celebration potted
the Department of Science and Technology’s achievement in facing the country’s
challenges on socio-economic, industrial economic globalization and climate
change. The production of various technological innovations created substantial
benefits to Filipinos and improved the competitiveness of each region.
This year, DOST-Caraga Regional office have lived up to its mandate in providing
the scientific and technological innovations to address the needs of the region.
Guided by the motto, “Agham na Ramdam”, the agency will keep on making Every
Juan feel and experience the impact of science and technology in their daily lives.
The country has long recognized the need to support the development of micro, small
and medium enterprises (MSMEs) because of their critical contribution not only to the country’s
Gross Domestic Product but more so in the scaling up of employment in the countryside. Our
MSMEs are challenged with difficulties such as less R&D capability, lack of financial access, high
cost of doing business, low productivity, lack of access to technologies and poor access to
market information. In 2002, DOST developed SETUP to address such challenges. Throughout
the years, SETUP continues to be the flagship program of Department of Science and
Technology.
Aiming towards progress and growth, SETUP is strategically molded to enhance
productivity and competitiveness of MSMEs through technological innovations and upgrading
of products and processes. It provides MSMEs the appropriate technology for adoption;
technical assistance; training and consultancy services; functional packaging and labels;
attainment of product standards; testing; and assistance for technology acquisition.
With the S&T services provided, the firms became competitive both in the local and
export markets. More significantly, these firms generated employment and stimulated economic
activities creating ripple effects in the local and regional economies.
SETUP priority areas include: food processing; metals and engineering; furniture;
agriculture/marine/aquaculture; gifts, decors and handicrafts; ICT and health products.
For this year, DOST-Caraga assisted 63 firms through SETUP-Equipment Upgrading which
provided 234 technology interventions to 151 existing firms. With the assistance, job
opportunities in the region increased and thus generated an employment of 652.

Technology Transfer and Commercialization
The Regional Standards and Testing Laboratory (RSTL-Caraga) has continually served the
clienteles in Caraga Region in providing assistance and testing/calibration services. RSTL-Caraga
rendered 2,173 testing and calibration services; served 2,296 clients; assisted 257 firms. The
services generated an income of 1,248,174.00.

The Chemical and Microbiology
Laboratory has been conferred re-
accreditation by the Philippine
Accreditation Bureau (PAB) on July 14,
2014 and have undergone 1st
Surveillance Audit last April 28-30,
2015. RSTL was recognized as a
laboratory operating in conformance to
PNS ISO/IEC 17025. PAB also granted accreditation for calibration laboratory on March 3, 2015
and underwent 1st Surveillance Audit last August 6-7, 2015. RSTL-Caraga also acquired
accreditation from Food and Drug Administration (FDA) and assessed by Department of Health
(DOH) and Department of Environment and Natural Resources-Environmental Management
Science and Technology Services
Bureau (DENR-EMB) as a testing laboratory for drinking water and environmental waters. These
recognitions demonstrate the integrity of the laboratory in terms of providing quality service to
its customers and maintaining conformance to regulatory requirements.
Through the DENR-EMB accreditation, RSTL-Caraga has extended its services to the
mining industries in the region in monitoring the quality of their environmental waters. The
various accreditations had contributed to the significant increase of accomplishments for RSTL.
The income generated increased by 44%; clients served by 33% and services rendered by 20%.

Metrology Laboratory was established in 2012 to cater the various calibration services
required in the region. It is specifically designed to calibrate various measuring instrument for
it to generate precise results. Calibration
services include: Mass Calibration for
determining the accuracy of test weights;
Pressure Calibration which involves
measurement of different types of gauges for
medical and industrial application against a
standard, and Temperature Calibration for
calibrating temperature-measuring devices.
Volumetric Calibration services are also
offered which comprise of Big Volume
Calibration—performed on calibrating buckets and proving tanks; and Volumetric Ware
Calibration for ascertaining that all laboratory glassware utilized for measuring volumes are
accurately indicating its capacity.
Packaging and Labelling
Packaging and Labelling Services was established to address the needs of MSMEs in
improving the marketability, quality, and aesthetic value of their product. This is through
assisting MSMEs in developing functional designs for packages, and identifying and developing
suitable or alternative packaging materials especially from indigenous sources. Forty-five (45)
packaging and labelling designs were provided (SETUP Core and Non-Core) to 45 firms in
Caraga Region.

Packaging and Labelling
DOST CARAGA continues to cater the needs of micro, small and medium enterprises (MSMEs)
through the conduct of various consultancies such as Manufacturing Productivity Extension
Program (MPEX), Consultancy for Agricultural Productivity Enhancement (CAPE), Energy Audit
(EA), Cleaner Production Technology (CPT) and Food Safety.
MPEX is intended to assist MSMEs in the manufacturing sector to attain higher productivity
through improvements in the overall operation of the firm. This includes the concerns on
capacity utilization, wastage levels, lay-out, production planning and control, human resource
utilization, work organization and other production concerns.
CAPE aims to institutionalize effective farm management strategies to improve agricultural
productivity in the agricultural sector through careful application of S & T innovations and
encourage the private sector to tap government-generated S & T innovations in agriculture.

Samples of Product Label Designs Provided by DOST-CARAGA
In support to Energy Conservation Program, DOST continuously provides assistance on trainings
and conduct of energy audit with the aim of improving processes, equipment usage, better
energy management and better operational practices to reduce energy consumption per unit
of product output or to lower operating costs.
CPT assistance was extended to help provide MSMEs with opportunities that will help them in
making their facility reduce waste generation and at the same time increase its productivity.
Food Safety is designed with the vision of the development of MSMEs involved in food
processing. Services include evaluation and plant lay-out mentoring. These activities were seen
significant in adhering to the standards for producing quality food such as Good Manufacturing
Processes (GMP) and Hazard Analysis of Critical Control Point (HACCP).
In 2015, DOST CARAGA was able to assist 45 firms through MPEX; 15 firms through CAPE; 12
firms for CPT and EA and 15 firms for Food Safety Consultancies.

Technology Trainings and Investors’ Fora
Trainings were conducted in partnership with DOST’s Research and Development Institutes
(RDIs), councils and other line agencies, academe, MSMEs, LGUs, private sectors and other
institutions. DOST conducted a total of 63 technology trainings, attended by 965 participants
and assisted 318 firms region wide. In addition, 9 fora were conducted with 775 participants.

Other Science and Technology Priority Areas
The region’s unceasing commitment to the aim of RA 10612—strengthen the country’s S&T
Education—has been continually proved by the number of scholars produced each year. And
2015 is no exception to it. A total of 44 Caragans qualified for the Junior Level Science
S&T SCHOLARSHIP ASSISTANCE
Scholarships or the “Fast-Tracked Science and Technology Scholarship Act of 2013” during the
scholarship examination held last July 12, 2015.
With the addition of the 44 Scholars for 2015, the number of ongoing scholars in CARAGA
increased to 149.
Aside from its Research and Development, the stronghold of the Food and Nutrition Research
Institute of DOST also focused on the technology intervention to solve prevalent health issues
such as malnutrition among children. For this year, DOST FNRI developed the concept of
complementary foods—rice-mongo curls, rice-mongo baby food blend, and rice-mongo-sesame
food blend.

COMPLEMENTARY FOOD PRODUCTION PROJECT
One of the identified areas for the appropriation of this project is the municipality
of Gigaquit in Surigao del Norte. Complete set of equipment—pulverizer, mixer, extruder,
multi-layered oven, pulverizer with suction bags and packaging machine—were installed
in Gigaquit, Surigao del Norte for the production of the FNRI-developed complementary food.
The installation, final-testing and commissioning of the equipment were conducted on October
2014. These equipment are not only limited for the production of the said products. Other
products may be produced from different raw materials through product development and
research.
The Complementary Food Production Project is a collaboration between DOST -FNRI
as the technology provider, DOST Caraga as the implementing agency and the host institution
LGU-Gigaquit as the co-implementing agency. LGU-Gigaquit, the technology adopter,
provided fund support for the building, personnel and MOOE to complement the equipment
counter parted by DOST Caraga. LGU-Surigao del Norte provided fund support for operation
expenses. DOST-FNRI spearheaded the transfer of technologies of the TNA, plant lay-out and
equipment training. With this project, investment packages and business plans can be prepared
with proper evaluation of appropriateness of technologies in specific locations and conditions.
The project has been regarded as a tool for economic development for its high competitiveness
in the market as to innovativeness of the products produced.
The launching of the Complementary Food Production Site and Facility was held on May
29, 2015 at the project site in Brgy. Alambique, Gigaquit, Surigao del Norte.
The products were branded Distinctly Surigao Blend and the packaging for baby food
blend was improved and upgraded from stickers to printed box. The Gigaquit Women’s
Association (GIWA) is on the process of improving the packaging for nutri-curls.
The Gigaquit Women’s Association (GIWA) was able to produce 161,413 packs of baby
food blend and 27,027 packs of nutri-curls in 2015 with a gross sales of approximately Php
666,000.00.
The Department of Science and Technology, through the High Impact Technology Solutions (HITS)
project, brought the establishment of the Food Innovation Center in Caraga. This will serve as a Common
Service Facility on processing, product development, and packaging of processed products. It will provide
support services through technology transfer as well as the necessary facilities and equipment for
improved productivity and economic competitiveness in the food industry. This is realized through the
procurement of 5 Food Processing Equipment namely:

Vacuum Fryer
Vacuum Packaging Machine
Spray Dryer
Freeze Dryer
The acquisition of the equipment will be processed by the Industrial Technology Development
Institute (ITDI) with the assistance and support of the Metals Industry Research and Development Center
(MIRDC) and DOST-Project Management and Engineering Design Services Office (PMEDSO) on the
fabrication, installation, and final testing.
The Food Innovation Center in Caraga is a collaborative project of DOST-Caraga and Caraga State
University. CSU, as the host institution, provides the area for the project, assist and facilitate related
activities along with the development, promotion of food products in terms of processing, packaging,
and marketing of products. On the other hand, DOST Caraga will facilitate the conduct of trainings,
capacitate and improve skills in the production, processing, good manufacturing practices, and other
related activities for the development and improvement of complementary foods in the region. FIC will
help each aspiring local entrepreneur and micro, small, medium enterprises (MSMEs) to enhance their
products, improve quality and sustainability, and make use of under-utilized crops through product
development and innovation. FIC-Caraga intends to increase competitiveness in the market through the
transfer of basic and applied technologies together with activities such as product testing, product
packaging, and other related activities that will be facilitated in order to spur socio-economic
development through the food industry.
An addendum of the Memorandum of Agreement between Caraga State University and DOST Caraga
has been made on January 2015. This addendum comprises the revised roles between DOST and CSU
for the project as well as the transfer of initial funds from DOST Caraga for the enclosure of the FIC
building provided by CSU. On February 6, 2015, a Plant Lay-out mentoring was conducted by the Caraga
Food Safety Team for the FIC where recommendations and suggestions were made for the lay-out of
the building in accordance to Good Manufacturing Practices (GMP) standards. On February 15, 2015,
DOST Caraga together with the focal persons of Caraga State University conducted a benchmarking
activity at the Food Processing Innovation Center (FPIC) of Davao City located at the Philippine Women’s
College. The activity involved benchmarking on the lay-out, products, and auxiliary equipment of the
FPIC, which further became useful for the renovation of the FIC in Caraga.
The Industrial Technology Development Institute
(ITDI) conducted the plant visit and site inspection
of FIC Caraga on September 17-18, 2015. The ITDI
team gave recommendations for lay-out revision
based on the DOST-developed food processing
equipment as to size, electrical capacity, and other
requirements. The lay-out was then revised by CSU
on October 6, 2015 and finalized on October 14,
2015.
The ITDI also had transferred funds to DOST regional offices for the procurement of auxiliary equipment
for FICs on October 9, 2015 amounting to Php 939,125.00. As of December 2015, DOST Caraga has
procured the water filtration system, overhead tank, whiteboard, pH meter, surface thermometers, plastic
containers, refractometer, chest freezer, and continuous band sealer.
This program is a joint partnership between the
Department of Science and Technology (DOST),
Department of Education (DepEd), Department of
Health (DOH), Department of Interior and Local
government (DILG) to install the DOST OL-Traps
nationwide for Aedes Mosquito help reduce dengue
cases and control dengue transmission. The urgent
need to support the government's program in
reducing the incidence of the country's dengue cases
are the main reasons for creating this partnership for
the DOST Ovicidal/Larvicidal (O/L) Trap System
Nationwide Roll Out. As of December 2015, DOST
CARAGA had distributed 1,290 OL traps to 41 schools
in the region.
NATIONWIDE DENGUE VECTOR SURVEILLANCE
The Integrated Gold-Copper mineral processing pilot plant targets responsible small-scale mining
industry in utilizing the country’s mineral resources while providing economic stability and ensuring
environmental sustainability. The project’s objective adopts an eco-friendly technology in small-scale
mining communities, which uses enhanced gravity concentration-flotation-extraction processes and
utilizes an integrated tailings disposal and treatment system.
DOST-CARAGA, in partnership with the University of the Philippines and Provincial Government of Agusan
del Norte, initiated the implementation and establishment of Gold-Copper Mineral Processing Pilot Plant
in Brgy. Del Pilar, Cabadbaran City. Series of meetings, fora and assessments of the area were conducted
on CY 2014. In preparation for the establishment of the said plant, information and education campaigns
were conducted on January 7-10, 2015 to inform all the identified barangay council partners from
Cabadbaran and Santiago about the details of the project.

A workshop participated by representatives from the different barangays involved in the project was
conducted to finalize the Terms of Reference that will be included in the Memorandum of Understanding
for the Field Testing Project in Caraga conducted on January 23, 2015.
Project stakeholders—UP Diliman, DOST – Region XIII, Caraga State University, the Provincial Government
of Agusan del Norte and the local government units of Barangay Del Pilar—signed the Memorandum of
Understanding on March 19, 2015.
Last May 29, 2015, the site to be used for the field-testing of the integrated gold-copper mineral

site, the groundbreaking ceremony, signifying the start of the second phase of the project was held. This
event was attended by DOST Secretary Mario Montejo and Congressman Erlpe John Amante, along with
the project partners; UP represented by Dr. Herman Mendoza and Dr. Oscar Ferrer; CSU represented by
Dr. Anthony Penaso; DOST-XIII represented by Dir. Dominga Mallonga; and the barangay councils of the
different partner barangays from Cabadbaran City and Santiago, Agusan del Norte.
On-site perspective of the plant infrastructure
The designated land for the mineral processing pilot plant was surveyed as requirement for the
finalization of the Deed of Usufruct and the Pilot Plant Layout. The results of the survey are shown below
containing 13,396 square meters of lot area allocated for the project. After receiving the coordinates and
the total lot area available for the pilot plant, the design, layout and technical specifications of the
Mineral Processing Pilot Plant Infrastructure was finalized and readied for the bidding process.
Moreover, series of activities were conducted by the Field-Testing Community Team such as the Value
Chain Analysis on the prevalent mining practices and gold production processes of small-scale miners in
the different barangays; conducted last May 30, 2015 to June 11, 2015; Re-Orientation of Partner
Barangays for the Operations Group Formation on October 19, 2015; Operations Group Assessment last
November 23, 2015 and Operations Group Pre-Training Activity and Learning Needs Assessment last
December 15, 2015.
CARAGA HEALTH RESEARCH DEVELOPMENT CONSORTIUM

On January 28-30, 2015 members of CHRDC attended the “Training Workshop for the Members of the
Technical Review Boards (TRB) of the Regional Health Research and Development Consortium” at Seda
Centrio Hotel, Cagayan de Oro City. The said activity is part of a five 3-day workshops being conducted
by the Foundation for the Advancement of Clinical Epidemiology, Inc. (FACE Inc.).
In view of the Philippine Health Research Ethics Board (PHREB) efforts to push for accreditation of all
Ethics Review Committees (ERCs) in the country, the Board conducted a series of Training Writeshop on
Standard Operating Procedures. On March 3-5, 2015 a Training-Writeshop on Standard Operating
Procedure for ERCs was conducted for the members of the CHRDC at Hotel Luciana, Butuan City. The
training aimed to develop the Standard Operating Procedures of the ERC for quality assurance.
On March 26-27, 2015, an Institutional Visit for the Research Capacity Assessment of CHRDC Member-
Institutions was conducted to assist CHRDC stakeholders in completing the assessment forms and
facilitate submission.
The Health Research Institution Capacity Assessment Form (RICAF) was developed by the Capacity
Building Committee of the PCHRD. This assessment form will serve as a guide in the development of the
member institutions towards becoming centers of excellence in health research. The assessment forms
will enable the member research institutions to track their own progress in health research and
development (R&D).
An Assessment of the 2011-2016 National
Unified Health Research Agenda (NUHRA) and
the Regional Unified Health Research Agenda
(RUHRA) of the CHRDC was conducted on May
21-22, 2015. The assessment looked into the
development, advocacy and implementation of
the
national and regional research agenda as
groundwork for the preparation of the health
research agenda for the ensuing period, 2017-
2018.
As an offshoot to this activity, an
Updating of the RUHRA was conducted on
June 18, 2015. With dynamic and changing health conditions and occurrence of diseases as well as health
priorities, it has become imperative that the RUHRA conforms to the region’s current public health
situation.
On August 24-27, 2015, Representatives from CHRDC member institutions participated in the Global
Forum on Research and Innovation for Health 2015. The Global Forum on Research and Innovation for
Health builds on and expands the scope and impact of the previous “Global Forum for Health Research”
– in support of a new world in which development is global and in which research and innovation
capacity is increasingly a domain where everyone participates – high, middle and low income countries.
The consortium reviewed and mentored 5 research proposals for the year.
For 2015, the CHRDC has completed 2 RRF Projects entitled “Risk Factors for Preeclampsia Among
Pregnant Women in Four District Health Centers of Surigao City” from the Surigao Education Center,
with total cost of Php 250,000.00. Another, from Caraga State University, with the amount of PhP
300,000.00 for the research project entitled, “A Gastropod Survey and Geographic Distribution of Snail
Vectors of Schistosomiasis in Lake Mainit, Philippines.”
On December 2015, the RRF Project entitled “Freshwater Copepod Species: Comparative Biological
Control Activity against Dengue-Carrier Mosquitoes” amounting to PhP 498,370.00 of Caraga State
University – Main Campus was approved for funding.
With the government’s aim to reduce the damage caused by natural hazards likes earthquakes, flood,
droughts and cyclones, DOST implemented the Emergency Distribution of Hydrometerological Devices
in Hard-hit Areas in the Philippines (HYDROMET). As of December 2015, DOST CARAGA in partnership
with Advanced Science and Technology Institute (ASTI) and PAGASA, installed a total of 145 HYDROMET
devices in strategic locations in Caraga region. The project aims to provide the public with the updated
weather conditions and forecasts. This project also enhances local disaster management in which they
can conduct advance planning to avoid social and economic losses.
Emergency Distribution of Hydrometerological Devices in Hard-hit
Areas in the Philippines (HYDROMET)
Addressing the widespread poverty problem has become the continuing challenge of the government.
With this, Department of Science and Technology designed CEST Program to empower the marginalized
sector and improve the quality of living through science and technology. S&T Interventions are focused
to five (5) entry points: Health and Nutrition, Water and Sanitation, Enterprise Development/ Livelihood,
Disaster Risk Reduction and Management/ Climate Change Mitigation and Scholarship/ Education
Enhancement.
In 2015, DOST Caraga implemented CEST to six communities namely: Gibusong Island, Loreto, Province
of Dinagat Islands; Basilisa, Dinagat (also from PDI); Burgos, Siargao Island, Surigao del Norte; Jabonga,
Agusan del Norte; Esperanza, Agusan del Sur; and Lingig, Surigao del Sur.

With CEST, livelihood and enterprise development were enhanced through creation of slippers from
water hyacinth and bamboo furniture production. Consultancy services on Water Hyacinth Product
Development in 4 levels and product costing. The program had created the Jabonga Water Hyacinth
Handicraft Association which is composed of 32 members (housewives). The association was able to
display and sell their products in local fairs, exhibits and festivals. The association’s slippers were also
known and sold to LGUs, government agencies and private sectors/individuals. As of 2015, they already
had sold 1,975 pairs of slippers which generated an income of Php 237,000.
The nutritional status of the children ages from 6 months
to 3 years old improved through the supplementary
feeding program using DOST-FNRI’s complementary baby
food. A total of 27, 547 packs of complementary baby food
was distributed to Jabonga, Agusan del Norte.
In addition, DOST-CARAGA in partnership with Caraga
State University and LGU-Jabonga have given a Flood
Hazard Map to the municipality in line with the campaign
of the government for disaster risk reduction.
