ATTENDANCE AREA COMMITTEE RECOMMENDATIONS

FOR

AUBURN SCHOOLS OCTOBER 2004

INTRODUCTION

The Auburn School District Attendance Committee has developed Phase IX recommendations for the adjustments of internal high school attendance areas to accommodate the opening of Auburn Mountainview High School. The recommendations, outlined below, fall within the parameters of the attendance area administrative guidelines adopted in Phase I and II Committee Reports in 1990 and 1991. The Phase IX Committee modified criteria from the Phase VIII Committee and stated that each criterion had equal importance in establishing parameters for attendance recommendations. The Auburn School District has a long history of utilizing citizens’ committees to reconfigure attendance areas.

• Phase I addressed the restructuring of elementary school attendance boundaries in the northern portion of the district.

• Phase II addressed the new configuration of junior high schools due to the opening of Rainier Junior High School.

• Phase III addressed the restructuring of elementary boundaries in the southern portion of the district.

• Phase IV addressed the boundary impacts of opening Mt. Baker Junior High School in the fall of 1994.

• Phase V addressed the boundary needs of opening Auburn Riverside High School in the fall of 1995.

• Phase VI addressed the issue of enrollment growth by balancing attendance areas. • Phase VII addressed the issue of accommodating enrollment growth in the southern areas

of the district and the transfer of Dieringer School District property known as Lakeland South (Pierce County).

• Phase VIII addressed the issue of overcrowding at Hazelwood Elementary and Rainier Middle Schools as well as the available space at Lake View Elementary and Cascade Middle Schools.

Phase IX addresses the new configuration of high school boundaries with the opening of Auburn Mountainview. The committee looked at ways to balance student populations among Auburn High School, Auburn Mountainview High School, and Auburn Riverside High School in anticipation of the opening of the new school.

Attendance Area Committee - 2004 Process

The 2004 Attendance Area Committee convened on March 10 with 75 members concluding on October 20 with 64 members, representing all schools in the district. Early meetings addressed such topics as board guidelines, enrollment data, school capacities, and school geo code issues. On April 21, the group divided into four subcommittees, each charged with studying different areas: • Subcommittee 1 – Attendance Area Criteria

Took recommendations from the whole committee and developed criteria which would serve as the basis for final recommendation decisions.

• Subcommittee 2 – Capacity Looked at feeder build-out schedules and school capacities and made recommendations for the reconfiguration of high school boundaries.

• Subcommittee 3 – Population/Diversity Reviewed data and made recommendations for the reconfiguration of high schools’ population/diversity balance.

• Subcommittee 4 – Transportation Reviewed information and made recommendations for the reconfiguration of high school boundaries, maximizing efficiency and minimizing costs associated with transportation.

Subcommittees met over several months to review data and make recommendations. Each subcommittee came to consensus and presented their recommendations on August 18. The committee as a whole divided into heterogenic groups to review the recommendations from each of the subcommittees and made sure that all reasonable alternatives had been considered. The transportation department reviewed the subcommittee recommendation and determined it to be very efficient for transportation purposes. The recommendation prevents buses from crisscrossing through other school boundaries and maximizes the use of drivers and buses. It also allows for the creation of a transportation satellite station on Lea Hill at either Rainier or Hazelwood. This allows the district to keep buses on Lea Hill, resulting in fewer buses traveling the hill, better fuel efficiency, and less equipment wear. On October 6, 2004, the committee completed final evaluations and reached consensus for attendance area recommendations. Finally, writing and presentation subcommittees were created to format the committee’s recommendations for presentation to the school board and the community. On October 20, 2004, the Attendance Area Committee made their final recommendations for school board review on October 25, 2004.

COMMITTEE RECOMMENDATIONS AND RATIONALE

The Phase IX Auburn Attendance Area Committee recommends the following actions be implemented for the 2005-2006 academic year: 1. Recommendation: The attendance area for Auburn Mountainview High School will be

comprised of the following elementary schools: Dick Scobee, Hazelwood, Lea Hill, and geo code Lake View 1 (LV 1 - Pacific Raceways neighborhood).

Rationale: Dick Scobee, Hazelwood, Lea Hill, and geo code Lake View 1 are close to Auburn Mountainview High School. The committee recognizes that Auburn Mountainview will open at the lowest percent capacity of the three comprehensive high schools. The committee recognizes Lea Hill area growth and that the district must remove waiver restrictions at the high school level under school choice law.

2. Recommendation: The attendance area for Auburn High School will be comprised of the following elementary schools: Chinook, Evergreen Heights, Gildo Rey (except GR 2 and GR 0), Lake View (except LV 1), Pioneer, Terminal Park, and Washington.

Rationale: Chinook, Evergreen Heights, Lake View, Terminal Park, and Washington are currently at Auburn High School and should remain at this school. Moving Pioneer and the majority of Gildo Rey to Auburn High helps relieve the overpopulation at Auburn Riverside.

3. Recommendation: The attendance area for Auburn Riverside will be comprised of the

following elementary schools: Alpac, Gildo Rey 2 and Gildo Rey 0, Ilalko, and students entering Auburn School District from Dieringer School District.

Rationale: Students in the southeast geo codes currently attending Auburn Riverside should remain based on their proximity. This school will be at the highest percent capacity of the three comprehensive high schools. However, the existing portables will accommodate potential growth in student population.

4. Recommendation: The committee unanimously recommends that Lake View 1 not be moved again due to capacity issues at the high school level and be given priority to remain at Auburn Mountainview once assigned.

Rationale: The Lake View 1 geo code includes the neighborhood adjacent to Pacific Raceways and the very small neighborhood on the east side of Highway 18 at 312th Street. This geo code is also in close proximity to Auburn Mountainview. The committee recognized that this neighborhood has moved multiple times as the result of past boundary committee recommendations.

ATTENDANCE AREA CRITERIA

The criteria for the boundary committee recommendations for attendance area adjustments, in no particular order of importance, are:

1. Make decisions based on student population projections for the next five years. a. Carefully consider build-out rates of new and existing apartments and housing

developments. b. Consider the impact of possible construction of two new elementary schools. c. Minimize the number of times neighborhoods must change school attendance

areas. d. Balance school sizes in accordance with the 1995 Citizens’ Ad Hoc Committee

recommendations (listed below).

2. Maintain the neighborhood school concept to the greatest extent possible. a. Maintain neighborhood cohesiveness and identity. b. Ensure siblings stay together. c. Neighborhoods near a school should go to that school.

3. Carefully consider students’ transportation to and from schools.

a. Student safety is a paramount concern. b. Minimize the economic impact of transportation to the school district. c. Minimize student travel time to and from schools.

4. Pursue balanced demographics throughout the district.

a. Ensure reasonable socio-economic parity and ethnic diversity. b. Balance academic diversity.
