Letter from theChairman of SACRE

I am pleased to introduce the Annual Report of Pembrokeshire SACRE forthe academic year 2013 – 2014. It has been a privilege to Chair SACREduring the course of the year and also to represent Pembrokeshire onWASACRE.

The support and guidance of the Director for Children and Schools, Mrs KateEvan-Hughes, is greatly appreciated as is the professional support offered byMrs Yvonne Jones. We also value the willing cooperation of all Officers.

We recognise the commitment of SACRE Members and the support given bymembers of various denominations on a voluntary basis. I look forward tocontinuing this strong level of commitment during the course of the comingyear.

Information about SACRE

Duty to establish SACREAll Local Authorities are required to constitute a Standing Advisory Council for ReligiousEducation within their local area.

Composition of SACRERepresentation on SACRE is required as follows:

• such Christian and other religious denominations as, in the opinion of the LocalAuthority, will appropriately reflect the religious traditions in the area

• associations representing teachers• the Local Authority

It is the duty of the Local Authority to ensure that members of the groups are appointedand that they are representative.

Functions of SACRE

l To advise the Local Authority on Worship and the religious education to be given inaccordance with the agreed syllabus, including methods of teaching, advice onmaterials and the provision of training for teachers.

l To consider whether to recommend to the Local Authority that its current agreedsyllabus should be reviewed by convening an Agreed Syllabus Conference.

l To consider applications from schools for determinations (to be exempt from therequirement that worship be “Christian”)

l To report to the Local Authority and Welsh Government on its activities on an annualbasis.

R.E. WORKING GROUPSPRIMARY R.E. ASSOCIATE ADVISOR REPORT

Pembrokeshire Primary SACRE Working Group

Mrs Jones, Associate Advisor informed Members that the working group had cancelledtheir meeting on 22 May due to a lack of questionnaires being received from teachers andother school commitments.

Members were informed that the questionnaire to establish teachers’ requirements andconcerns was originally sent out just before the previous meeting of SACRE and thenagain last week. The response in this respect had been disappointing with only 16responses being received from a total of 61 primary schools. Due to the poor response,Mrs Jones acknowledged that it was difficult to decipher any particular themes, but madethe following observations:-

• There had been a better response from those schools with a denominational interest(nine out of the 16 were RC/VA or VC schools).

• In relation to the method of delivery of RE, seven schools stated they used specific REtopics and five schools stated they used class topics.

• In relation to schools’ main resources, seven used the EPortal Scheme of Work, twoused RE today, one used Jewish Way of Life, one used BBC, one used Solihull, oneused KCP, two used TES resources and two used Quest.

• In relation to how RE was delivered, in 11 schools RE was delivered by the classteacher and in 10 schools by PPA teacher (four of these were a mixture) and oneschool stated PPA only.

• In relation to the requirement of support, six schools stated that no support wasrequired and 10 schools required support.

Mrs Jones informed Members that over the next couple of days her plan was to producea newsletter which would highlight the need to revitalize R.E, remind schools of theirstatutory obligation, provide suggestions of how R.E could be purposefully included in thecurriculum and inform teachers of resources available.

In relation to the Literacy and Numeracy Framework, Mrs Jones stated that she wouldhighlight those topics already covered and think of new suggestions for delivering R.E ina way which allowed development of R.E skills within the framework.

Mrs Jones also stated that she would check the resources already available on the Eportaland see whether anything could be updated.

The last primary R.E. group was held on the 18th and 19th June 2014. (Lisa Cook(Saundersfoot), Helen Branderick (Haverfordwest VC) and Yvonne Jones(Neyland)).

It was agreed that as this was our final meeting we needed to revitalize R.E. within thecounty/remind everyone about the importance of R.E. – statutory subject and all theresources that were available.

The two working days were spent:

Deciding upon the content for an R.E. news email – to be sent to all schools for thebeginning of term September 2014.

Streamlining and updating all the Primary R.E. resources on the Eportal – and producingan updated ‘routemap’ to accompany the email

Actions from this meeting

During August I sent a newsletter to all schools entitled ‘5 important things for theR.E./Collective Worship Coordinator to consider:

1. Studying R.E. is still a statutory obligation – ensure that it doesn’t get lost with the newlocal and national initiatives.

2. There are a wealth of newly updated R.E. resources e.g. plans, resources for theFoundation Phase and Key Stage 2 (see Eportal route map attached).

3. The R.E. Quality Mark criteria – is a brilliant tool to help coordinators monitor theirsubject and has all the resources ready prepared (even if you’re not going for themark) (see Eportal route map attached).

4. Top Internet sites/Resources for R.E. (see Eportal route map attached).Special Interest:R.E. Today Magazine - http://www.retoday.org.uk/ www.religious-education-wales.org - free from September 2014– links to R.E. NewsBBC learning zone –short/sharp videos and clips – to help R.E. 5. Don’t forget to sort out your R.E. visits/visitors early – a good source to develop theL.N.F and the enriched curriculum

I also sent the updated Eportal route map to all schools (see attached). Good feedbackreceived.

Secondary INSET

Resource pressures experienced by secondary schools resulted in difficulty in achievingviable numbers on several of the courses planned during the year and these have beenpostponed until a later date.

Pembrokeshire SACRE Annual Lecture 2014

This year's Annual Lecture was delivered by the Right Reverend Dr John Saxbee, the 71stBishop of Lincoln at County Hall on 11th November 2014. Bishop John spoke on the themeof 'The Vicar is coming to School today' and talked of Religious Education in Schools, theSchool Assembly and the importance of making religion relevant to young people. He sharedsome light hearted anecdotes from his personal experiences and challenged the membersof SACRE to make sure that the children and young people of Pembrokeshire were given apositive religious experience in our Schools. His Lecture was warmly accepted.

Estyn inspections in Pembrokeshire secondary schools

Since September 2010, Estyn-led inspections in schools have been phased in to ensure thatschools are more confident about inspection findings. There are three key questions and tenquality indicators that will be judged. These will focus in particular on learner outcomes butalso the quality of provision and leadership and management.

The main judgements in the report are:

l an overall judgement on current performance of the school; and l an overall judgment on the school’s prospects for improvement.

But there are also judgements on quality indicators i.e.

l outcomes – the standards achieved by pupils and their wellbeing; l provision – learning experiences, teaching, care, support and guidance, and the learning

environment; l leadership – leadership, improving quality, partnership working and resource management.

All judgements are being based on a four-point scale:

l Excellent: many strengths, including significant examples of sector-leading practice; l Good: many strengths and no important areas requiring significant improvement; l Adequate: strengths outweigh areas for improvement; and l Unsatisfactory: important areas for improvement outweigh strengths
