Hello all, I wanted to take this oppor-

tunity to inform you of some of the great work our mainte-nance team has accomplished.

For any of you who have been to the Mulligan Room lately, you have probably seen our team putting stone around the front entrance.

Not only is our maintenance staff saving us money by in-stalling the beautiful stone work and sign, they are pre-paring to beautify other areas of the association with this stone.

The long-term goal is to match our 50-year Bear Val-ley brown with an updated

look. With this design, we are able to respect our heritage and add a new update to our structures and signs. The sil-ver lining to all of this is the cost. We budget to update our paint and signs, and with our maintenance crew taking over, we save money as we go.

If you see any of our crew chipping away at these proj-ects please consider thanking them. These crew members care about the quality of their work beyond any vendor we could hire.

All of our Bear Valley prop-erty owners are aware we have amazing amenities. There is something for almost every-one. What many may not be aware of is how many of these have benefited by the generosi-ty of some of our residents.

Beaubien Field: The ball field clay was donated by Scott Skid-more, who has also donated a lot of time with his equipment working on the pickle ball courts. The new scoreboard, as well as grass and sod, were do-nated by Brandon Warne. IGM

has spent extra hours working on the new ball field.

Our pickleball players donat-ed thousands of dollars to their courts and both the pickleball and tennis players are donating their time to paint the sports pavilion.

Molly Mackin and Joni Hen-sche were the driving force be-hind the Tailwaggers Club and all their volunteers. Most of the materials, including the trees, were donated by Tailwagger members. Our dog park is a beautiful and wonderful addi-tion to our valley.

The benches and trees plant-ed along the Nature Path were donated and maintained by volunteers who were also in-

strumental in making this now well-used amenity a reality.

Our beautiful lakes are now under the expert eyes of our Lake Quality Advisory Committee. Janet Fulks and Fred Hicks, whose combined knowledge of water and fish, is beyond amazing. They are monitoring the health of our lakes as well as the best ways to manage our fish population.

Our brand new Equestrian Center Marquee was spear-headed by Kathy Carey and all costs were paid from the recre-ational fund.

The covered arena at the Equestrian Center was a labor of love for Jim Nelson, who started the fundraising for the arena, and contributed to this project, as well as many others. Mark Milano matched all do-nations received and we now have a beautiful covered arena.

When the cattle arena was

built, volunteers from the Buckaroos and Horsemen’s As-sociation worked on the sprin-kler systems, as well as laying burlap and planting on the slopes surrounding it. Many of the items used for cattle and other horse-related activities have been donated and main-tained by the various clubs.

The beautiful trees that line the entrance to the center were donated and planted by mem-bers of the Buckaroos and Horsemen’s Association.

All the many volunteers mentioned above, and the ones I do not know about, should be congratulated for a job well done. Bear Valley Springs is the community we all love because of the generous and charitable people that live here. Thank you from all of us for your con-sistent giving ways, both physi-cally and financially.

The ECC’s goal in fencing is to preserve the look of the natural surroundings to the fullest extent possible, which is why natural post and rail fencing is preferable. All fencing over two feet high, or retaining walls over four feet, require ECC approval pri-or to installation. Retaining walls over four feet also re-quire a Kern County permit. Submittal forms for fencing can be found on our website, bvsa.org, by clicking on En-vironmental Control Com-mittee and ECC Submittal Forms. Fencing under two feet in height may be installed without ECC approval if the material used is approvable by the ECC and matches the

existing approved fencing on the property.

No fencing may be in-stalled on an empty lot be-fore construction of a pri-mary residence has begun. All fencing must be located within property lines. The ECC and BVSA are not in-volved in property line dis-putes between two property owners, so we highly recom-mend paying to have your property surveyed prior to installation to ensure that you will not have to relocate the fence later. The ECC re-quires a stamp from the CSD on all fencing submittals to check for any easements on your property.

Metal pipe may be used for corrals, but not as perim-eter fencing. All approved metal fence components should match and be gal-

vanized, anodized or paint-ed an ECC-approved color. Fencing for domestic farm or large animals must be no closer than 50 feet to the ex-terior of any and all living quarters, including those of your neighbors.

Privacy fencing or screen-ing may only be approved when it is demonstrated that no other type of fencing will serve the intended purpose. The height of privacy fenc-ing, when approved, should be five feet high unless it is used to shield a hot tub/Ja-cuzzi, where it can be up to six feet high. Properties ad-jacent to the golf course may only have privacy fencing in an area close to the house where a hot tub/Jacuzzi is lo-cated to enclose the immedi-ate area of the hot tub.

Chain link may only be

used for small dog runs after approval of the ECC. T-posts may not be used unless demonstrated to the ECC that no other type of fencing is practical for the proposed application.

Fences must be main-tained and repaired in such a manner as to remain attrac-tive and aesthetically com-patible, particularly upright with rails horizontal. As we head into the fall and win-ter months, please check to make sure that your fencing is ready for wet weather.

BVCSD votes to move ahead with sewer rate increase

On Sept. 10, the Bear Valley CSD Board of Directors voted to proceed with the Proposi-tion 218 process for a sewer rate increase. A public hearing will be held on Nov. 12.Under-staffed,under-funded, andout of compliance

Since the last rate increase in 2012, operating costs have increased significantly, in part due to the hiring of the skilled and certified staff needed to meet compliance standards with the State Water Quality Control Board. Prior to May 2016, the sewer plant was not operating within compliance for approximately two years. Since 2017, the sewer enter-prise has been running at an average annual deficit of over

$120,000 per year.In addition to the minimum

plant staffing compliance re-quirements, the sewer system had been neglected for many years. Undersized equipment, lack of staff, and time had led to lines being impacted by roots and sludge build-up. This increased the chances for plugs in the lines and the po-tential for backups that would have resulted in damage to the environment, private proper-ty, and fines for the district. Compounding the problem, the 2012 rate increase allowed only $5,000 per year for the repair and replacement of equipment. With the collec-tion system that dates to 1970 and the last major update to the Wastewater Treatment Plant occurring in 1995, much of the system is aging and be-coming obsolete.

A long hot summer is com-ing to an end and winter is fast approaching. No one wants their car to break down in any season, but especially not in cold or snowy winter weather. Start the season off right by ensuring your vehicle is in op-timal condition. Visit your me-chanic for a tune-up and other routine maintenance. Have your vehicle checked thor-oughly for leaks, badly worn hoses, or other needed parts, repairs, and replacements.

Every vehicle handles differ-ently; this is particularly true when driving on wet, icy, or snowy roads. After a snowfall, clean snow, ice or dirt from the windows, the forward sensors, headlights, tail lights, back-

up camera and other sensors around the vehicle, including your RFID.

For electric and hybrid-elec-tric vehicles, minimize the drain on the battery. If the vehicle has a thermal heat-ing pack for the battery, plug your vehicle in whenever it’s not in use. Pre-heat the pas-senger compartment before you unplug your vehicle in the morning. When the tem-perature drops, so does battery power. For gasoline and diesel engines, it takes more battery power to start your vehicle in cold weather. For electric and hybrid-electric vehicles, the driving range is reduced when the battery is cold, and battery systems work better after they warm up. Make sure your battery is up to the chal-lenges of winter. Have your mechanic check your battery for sufficient voltage, amper-age and reserve capacity. Have

the charging system and belt inspected as well. Replace the battery or make necessary sys-tem repairs, including simple things like tightening the bat-tery cable connections. Keep gasoline in a hybrid-electric vehicle, to support the gasoline engine.

Carry items in your vehi-cle to handle common winter driving-related tasks, such as cleaning off your windshield, as well as any supplies you might need in an emergency. Keep the following in your ve-hicle:

• Snow shovel, broom, and ice scraper.

• Abrasive material such as sand or kitty litter, in case your vehicle gets stuck in the snow.

• Jumper cables, flashlight, and warning devices, such as flares and emergency markers.

• Blankets for protection from the cold.

• A cell phone with charger,

water, food, and any necessary medicine (for longer trips or when driving in lightly popu-lated areas).

Inspect your tires. If you plan to use snow tires, have them installed in the fall so you are prepared before it snows. Regardless of season, inspect your tires at least once a month and before long road trips. As the outside temperature drops, so does tire inflations pressure. Make sure each tire is filled to the vehicle manufacturers rec-ommended inflation pressure.

News from the BVS Horsemen’s Association

We had a great turn-out for our Sept. 12 Poker Ride with 25 riders and a winning pot of $235. Thanks to all who par-ticipated and for all the great photos!

Coming up for our Octo-ber event will be a Haunted Trail Trial on Saturday, Oct. 24. This event will take place in and around the Equestri-an Center. We’re also having a Halloween costume con-test for horse/rider team. The Trail Trial will consist of 10 “spooky” obstacles, all fun challenges for your horse, nothing outrageous or unsafe.

All obstacles will be Hallow-een themed. Prizes will be awarded to the top adult fin-isher and the top under age 18 finisher. A prize will also be awarded for the best costume. Included in all this fun will be a chili dog lunch. Afterward, a raffle will be held for all par-ticipants, including our vol-unteers. The entry fee is $15 to help cover the cost of food and prizes.

We are also seeking vol-unteers to help judge the ob-stacles like last year. Please contact board members, Su-san Mustaffa at [email protected] or Caroline Carpenter at [email protected], if you would like to volunteer. We will soon be releasing an entry form flyer

with additional information for the Trail Trial and Cos-tume Contest. You can just

do one, or the other, or both! Come and join us to watch the costume contestants.

The Oak Tree Country Club Women’s Golf Club held their Eclectic Tournament in July and the Senior Club Cham-pionship in August. Playing golf has been so therapeutic for many of our ladies, allow-ing us to socialize while social distancing and getting exer-

cise. During the Eclectic, on the

first day, each golfer plays a normal round of golf, keeping

score for each hole she plays. The second day allows the player to improve her score on each hole. As she plays a hole,

if her score is better the sec-ond day, that is the score for that hole of the tournament; if it is not better, she uses the

score from the first day. There were two flights for

the 18-hole players and one flight for the 9-holers. For the 18-hole 1st Flight, Low Gross went to Meg Prior with a 73, while Diane Griffin took Low Net shooting 64. In the 2nd Flight, Cathy Panek shot 93 to win Low Gross, and Bridget McGowan took Low Net with her score of 67. In the 9-hole Flight Donna Zanutto earned Low Gross with a 54 and Ani-ta Gifford took Low Net with a 29.

Awards were announced by Oak Tree Golf Pro Duane Gore during the afterparty on Joy and Ric Webber’s outside patio. They provided the deli-cious food with desserts com-ing from several ladies.

For this year’s Senior Club Championship, there was both an 18-hole winner and a 9-hole winner. The 2020 Se-nior Club Champion is Linda Cross, who shot a two-day gross score of 185. First Low

Gross for the flight went to Bridget McGowan with a 199. Joy Webber won 2nd Low Gross with her 201.

This was the first year the 9-holers played in this tour-nament. Their 2020 Senior Champion is Donna Zanut-to, who shot a two-day gross total of 113. Brenda McMul-len took 1st Low Gross in the flight shooting a 120.

Duane Gore announced the winners at the afterparty held on the patio of Lee Kapka. The beef brisket was provided by Jim and Cathy Panek, along with a dessert. Lee made sev-eral delicious salads and Brid-get brought another wonder-ful dessert creation.

While the club had to can-cel their Couples Tourna-ment, they are very hopeful they can hold their Play for P.I.N.K. tournament on Oct. 24. The number of players may be limited, but the club is still planning to do a raffle and collect donations to raise

money for the fight against breast cancer. More informa-

tion will be available as we get closer to the event.

BVS Veterans receive gift

The Bear Valley Springs Veterans Association has been honored to receive a new communications tool in the form of a bulletin board. It was presented by Eagle Scout Emilio Parrilla of Troop 135. He officially gave the keys to BVS-VA Commander Martin Hernandez at a ceremony on Friday, Aug, 28. The BVS-VA also thanks the Bear Valley Country Store owner, Eddie Alshear, for providing the space adja-cent to the grill.

COCONUT OIL: HOW MUCH DO YOU KNOW?

Extra virgin coconut oil is used and is beneficial for so many things. We use it a lot at the care home. We use it to cook, for hair, as sunscreen, in bath products, oil pulling, for the horses, dogs and even babies. Coconut oil is a natural anti-fungal, antibacterial and antiviral. Here are a few rec-ipes using coconut oil you may want to try:

After-Bath Lotion: In a small pan over low heat melt 7 T. co-conut oil, add 40 drops vanilla oil, then cool 15 minutes. Add 20 drops of lavender oil and 10 drops of tea tree oil, stir, put in a jar and let sit for two hours. Use after bath on damp skin.

Body Buff: 1-1/4 c. brown sug-ar, eight T. coconut oil, 20 drops vanilla oil, whisk together sugar and oil, then gradually add va-nilla oil one drop at a time while whisking. Rub on wet skin in a circular motion, then rinse.

Sunscreen: 3/4 c. coconut oil, 1 T. Pomegranate oil, 20 drops

lavender oil, 10 drops myrrh oil, two T. zinc oxide. Combine all but zinc in a glass jar or bowl. Place over two inches hot water, melt and combine. Remove and add zinc. Stir well and store in a cool place.

We have had several calls looking for placement. We do not have any openings right now, but please call if you need help trying to find a suitable care home. I am happy to help you any way I can.

Many people do not realize that medical insurance does not cover 24-hr. board and care homes. You must have long-term care insurance or pay out of pocket. There is, however, some state aid for those who qualify. When you need to consider long-term care options, it is good to start that process in your 60’s. It may be very expensive, so be sure to ask a lot of questions regarding the coverage, what type of facilities, does it cover in-home care, what is the entire coverage amount, how much does it cover per day?

Be aware of the fire risk right now and be safe. Keep your property clear of debris, be care-ful of fire pits and candles or any-thing that may throw a spark, do not park your car in the weeds and service your extinguishers for in-home use. If you have elderly neighbors, help them to clean up any clutter around their homes and have their weeds cut short.

Our meal of the month was: Lamb burgers with feta cheese,

tomato, lettuce, pickle, onion, curly fries and cucumber salad. For dessert we made snickerdoo-dle cookies.

ARTICLE 9 FOUR-ISLAND LAKE - BOATING

(Adopted 7/9/88)

SECTION 900. BOATING EQUIPMENT (a) Only the following vessels are permitted on Four-Island Lake: (1) Human and wind

powered vessels(2) Electric vessels(3) Inflatables and Paddleboards

(b) The maximum length of any vessel on the lake is 14 feet as follows.: (1) Human and wind powered vessels:20 foot class vessels

(2) Electric vessels: 16 foot class vessels(3) Inflatables and Paddleboards: 20 foot class vessels

(c) All vessels must be privately owned by Members, unless participating in a BVSA or BVSA Club sponsored event in which case a liability form is required to be filled out by the vessels operator at the Whiting Center.

(d) All vessel owners must carry homowners homeowners or boat liability insurance during any boating activity, at their own cost and expense, in an amount of not less than $100,000, approved by the Board or its designee and issued by an insurance company authorized to transact insurance in the State of California. (Amended 9/24/94; Amended 09/15/17, Amended and Restated 08/10/20)

(e) Any Member or their guest who wishes to launch a vessel, as listed in Section 900, Subsection (a) numbers (1) and (2) on Four Island Lake, must register their vessel at the Whiting Centerwhere Center where they will receive a BVSA Vessel-Use permit. This BVSA Vessel-Use permit is to be affixed to the vessel’s port side bow and is to be renewed biennially by December 31st of every odd year. Section 900 Subsection (a) number (3) Inflatables and Paddleboards are exempt from this requirement. (Added 09/15/17, Amended and Restated 8/10/20)

(f) All vessels must be equipped with a personal flotation device (PFD) approved by the United States Coast Guard for each person aboard. All persons under 13 must wear a PFD at all times while participating in any boating activity. (Added

10/18/03; Renumbered 09/15/17, Amended and Restated 8-10-20) (g) For the purpose of Standup Paddle Board usage Four Island Lake is defined as a

swim zone, and as such persons operating a paddleboard are only required to use a leash or wear a PFD if white caps from wind are on the lake. A PFD is required to be worn by children under 13 years of age when on a paddleboard. (Added 10/18/03; Renumbered 09/15/17, Amended and Restated 8/10/20)

(h) The lakefront, dock and marina areas of Four Island Lake are Common Areas and may not be used for storage of any vessel or recreational vehicle. Vessels may not be operated on the lake earlier than one-half hour before sunrise and later than one-half hour after sunset. Vessels on privately owned lakefront property must be stored outside the Common Area. (Added 8/10/20)

(i) Vessels left overnight or abandoned at the lake may be removed and stored by the Association. Stored vessels will be returned to owners upon proof of ownership and payment of a storage fee established by the Board. The Association may dispose of unclaimed boats. (Added 8/10/20)

SECTION 901. SAFETY

(a) Scuba diving is prohibited. (b) Swimming is allowed in all of Four of Four Island Lake except for the buoyed area

by the 7th tee and the dam area. All swimming in Four Island Lake is at your own risk. (Amended 09/15/17, Amended 8-10-20)

(c) No camping is permitted on the Islands. (d) Swimming and fishing are prohibited at locations adjacent to the golf course that are

in line of balls driven from the course. (Added 09/15/17)(e) Any activity or presence is prohibited on the dam at Four Island Lake. (Added

PURPOSE AND EFFECT OF THE PROPOSED CHANGES

This rule change is being submitted to bring the rules up to date with the size of vessels that currently being used on the lake. This also allows for vessels capable of accommodating a wheel chair to be used on Four Island Lake. In addition to the rule change 3 typographical errors were corrected.
