On 04/30/1999, James Royce Washington (PROTECTIDENTITY), also ~~own as Jim Washington, 6020 Snowbird Drive,Colorado Springs, Colorado S091S, a whice male born 12/21/1947,Social Security Account Number 237-70-9180, voluntarily appearedat the Colorado Springs Resident Agency. Washington wasaccompanied by Ron F. Hartmann, also of Colorado Springs. Alsopresent during a portion of this interliew was Supervisory SeniorResident Agent Gregory B. Groves. After being advised of Chenature of this interview and che identicy of the interviewingagent, Washington provided Che following information:

Washington is employed as a Senior Investigative andSecurity Specialist with the Defense Securicy Service (DSS) , 1935Jamboree, Suite 170, Colorado Springs. Washington has been withthe DSS for 17 years and has a total of 26 years of service withthe Uniced States Government.

Washington advised that he is an avid gun collector andoften goes to gun shows Co sell, trade or purchase guns andsupplies. Sometimes he will take his daughter along with him toshows.

In lace October 1997, Washington met Ron Hartmannbecause they lived near one another and Hartmann had broughtWashington his guns from a show in Pueblo, Colorado, which had tobe canceled due to the blizzard ~~ Colorado at that time. Sinceboth of them shared an interest L~ gun collecting L~d frequentedthe same shows, they agreed to start going to shows cogether andsharing the expenses of obtaining a booth or table. In addition,one man could watch the table and their inventor/, while theother one walked around the show to see what was available.

On the weekend of 11/21-22/1998, Washington andHartmann went to the Tanner Gun Show at the Denver MerchandiseMart in Commerce City, Colorado and set up two tables together.On Sunday 11/22/1999, Washingcon did not have his daughter withhim; it was just he and Hartmann at their tables.

On Sunday afternoon (11/22/1999), washington wassitting in a chair facing to his right, lcoking at Hartmann.Washington guessed that it was sometime after lunoh. Hartmann

was talking to someone across the table from him when a youngfemale and a young male approached their tables and began talkingto Hartmann. Washington stated that Hartmann was standing and herecalled Hartmann aSked the female for her license and saw thegirl give it to him. Washington could not see the male clearlydue to the vertical gun ra~~ on the tables, which blocked hisview of the male. He saw the Eemale clearly. He stated that heeven looked up when he heard Ron say something like "You don'tlook 18".

Washington advised that sinoe the shootings atColumbine High School in Littleton, Colorado, he now believesthis female to be Robyn Anderson. He described her as havingshorter hair than she has now, as determined by her photographson the teleVision and in the newspapers. Anderson was wearingjeans and a light colored top. She had a shoulder bag, possiblyof denim material, which had a flap but no snaps.

Washington stated thae after the shotgun was sold, RonHartmann handed the gun to .~derson, but the male took it. Heheard Hartmar.n say something to the effect of 'it's nice of you tocarry it" to the male. As the couple walked away, Hartmannturned to Washington and said "That girl just turned 18."Washington stated that he had no recollection of the male becausehis view was blocked by the gun rack and there were severalpeople around the taOle at this time, some of whom were askingwashington questions. Neither Washington nor Hartmann couldidentify anyone around their tables who could provide anyadditional assistance,

Following the initial newS reports about the shootingsand the weapons involved, Washington did not think anything aboutthis particular show and their sales of guns at the TL~er GunShow. He wondered who had sold the weapons which were used inthe shootings. After Robyn Anderson was identified and herpicture appeared on the news, Washington immediately recognizedher as the female who had purchased the shotgun from Hartmann.He telephonically contacted Hartmann and told him of this fact,but Hartmann did not believe Washington at first, because thenews reports did not mention thee Anderson had purchased theshotgun.

Washington does have concerns for hispersonal safety due to the nlli~erous leaks of information to themedia about ~~e progress of the investigation. He feels thatnartmann legally sold a shotgun to an 18 year old individual anddid nothing illegal and cannot be blamed for what happened atColumbine High School. Washington fears that if his identity goeoue. people would attack him or his family and vandalize r~s homeout of vengeance for what happened. He does not believe peoplewould act rationally toward either him or Hartmar~ if theiridentities were divulged.

Washington could provide no additional informacion atthis time and the interview was terminated at this point.

Hartmann served 20 years in the Armed Forces, with histime split between the united States Navy (1957 - 1961) and theUnited States Air Force (USAF) 11961 - 1977). uoon retirementfrom the USAF, he became a oivilian employee of the United StatesGovernment, first at Fort Carson in Colorado Springs and thenwith the Defense Logistics Agency in Ogden, crtah. Due todownsizing on the part of the United States Government, when theprogram he was assigned to in Utah was shut down, he retired fromthe Government and is ~~rrently unemployed.

Hartmann advised that he is an avid gun collector andhas been for most of his adult life. Hartmann enjoys going togun shows because it is usually a good gathering place forserious collectors and he has gotten to know many individualsover the years. Sometimes he goes to these shows to look aroundand see if there is anything he wishes to buy or trade for andsometimes he gees and sets up a table or booth and sells some ofhis guns and associated supplies; such as knives and reloadingsupplies.

Hartmann described the shows in the Fall and Spring asbeing the best ones to go to in order to buy, sell or tradeitems. Two to four times per year, Hartma~~ will set up a boothor table and sell items. In addition to this, he estimated thathe attends about six to seven shows a year when he is notselling. Mostly he sets up a table or booth at the Sartoma GunShow in Colorado Springs and a few shows, including the TannerG~~ Shows at the Merohandise Mart, in the Denver area.

In the Fall of 1997, around the time of the bli4zard,both Hartmann and Jim Washington, had set up individual tables ata gun show in ~ueblo, Colorado. Hartmann was staying in ~ueblo

and Washington had oome down and set up his table on Friday andhad returned to Colorado Springs, Due to the blizzard,Washington could not return to Pueblo and the ShoW was canceleddue to the conditions, Many dealers had displays set up butcould not ceme and retrieve their guns for sOme time. Hartmar~

told the coordinator of the show that he would take Washington'sguns back to Colorado Springs with him and return them toWashington, as long as someone else inventoried them beforeHartmann left. This was dane and Hartmann met Washington for thefirst time when he returned Washington's guns to him, Due totheir mutual interests in guns and in going to these gun shows,they decided to begin going to the shows together, rather thanseparately.

During the weeka~d of 11/21-22/1996, Hartmann andWashington went to the Tanner Gun Show at the Denver MerchandiseMart in Commerce City, Colorado. They set up two tables side-by­side at this show. At eaoh end of the tables, there was ahorizontal gun rack containing a few quality guns with a signsaying "00 Net Touch", Which either Washington or Hartmann wouldpick up and display to a potenti~ buyer. At the very oenter ofthe table, straddling the two, was a vertioal rack oontainingolder guns, whioh Hartmann called "beaters', whioh the publiccould handle if they chose to do so. Hartmann advised that atthis show, they had approximately 12 to IS guns for sale inaddition to knives, scopes and reloading supplies and e~~ipment.

Hartmann advised that on Saturday (11/21/1996), therewere a lot of people at their tables, but they did not sell muchinvsntory. On sunday (11/22/1998), there were a lot of peoplemilling around; mere than normally observed on a Sunday accordingto aartmann.

Hartmann advised that if you were standing in front oftheir tables looking at them, washington was on the right side,sitting on a chair facing to his right and Hartmann was standing9n the left side.

Hartmann believes it was Sunday afternoon, sometimeafter lunch, when a young female came up to their tables

The female stood facing Hartmannand the male stood with one arm resting on the vertical gun rackin the center of the cables. the female said to Hartmann, "rwould like to, buy that shotgu..'1." Hartmann said "This one here,the double barrel?" She replied "Yes." He asked 'How old areyou?" and she replied '18". He stated that she was very younglooking and so he asked her for some identification "Can r seeyour driver's license?' Without any hesitation, she reached incoher wallet produced a Colorado Drivers License for Hartmann tosee. Upon inspection, Hartmann determined that she was in faot18 years old, just having passed her birthday a few weeks beforethe show.

Hartmann stated that the price tag on the shotgun said$245.00 and he told her the price. The female pUlled out awallet from her bag and counted out the money. Hartmann statedthat as best as he could recall it was mostly sao bills and therewere no large bills in che total. She handed him the cash and hecounted it out. Once he was satisfied that she had paid thecorrect amount, Hartmann reached for the shotgun and removed itfrom the rack and handed it to her. At this point, the maleaccompanying her, reached over ar.d took the shotgun fromHartmann's hands. Hartmar~ said he made a statement to theeffect of "Are you going co be a gentleman and carry it for her?"and the male replied "Yes."

Hartmann described both the male and female as beingnice looking kids and had no reason to question them. Hedescribed the male as being about 5'11" tall, since he is S'10",and the female as being about $'6" or eo. The male was tallerthan the female. The male was wearing a dark, short-sleeveshirt. Hartmann could not recall what the female was wearing atthe time. He just recalled that both were clean-cut. Hartmannwent on to say that the female had blond hair, not real long andshe a ro~~d face and was of medium build; not skir~y, nOt fat.He also described the female as being timid in her deme~~or. Itwas Hartmann's impression that she was nervous because she didnot aak any questions I1bout the gun. Hartmann put this down tothe fact that she had never purchased 11 gu..~ before.

After their transaction was completed, the couple leftliartmann's tables and wa.lked away. Hartmann turned towardsWashington and remarked "Tha.t girl just turned 16,"

Hartmann advised that he did not initially think aboutthis incident following the tragedy at Columbine High Schooluntil Washington called him On the telephone to remind him of thegirl. After ~he media coverage of the shooting and hisdiscussions with Washington, Hartmann now believes that thefemale who purchased the shotgun from him at the 11/22/1998Ta~~er Gun Show was Robyn Anderson. He is 100% sure of this. Heis also 80% sure that her male companion was DYlan Klebold.Hartmann also advised that he has an image in his mind tha~ whilehe was conducting the transaction with Anderson and Klebold,across the aisle from his tables was a young ~Ale holding a pumpshot~un, who appeared to be waiting for them. Hartmann could notidentify this male.

Hartman stated that the shot~un &~derson purchased fromhim was a Stevens Model 31LD, 12-gauge double barreled shot~un,

serial number A077513, with a 28" oarrel and the choke .....as fulland modified. Har~mann also advised that the shotgun wasmechanically in geod condition, had a walnut stock, the finishwas good and that the bluing on the barrel was very streaky, asif the original bluing had worn off and someone had tried to re­blue it. Hartmann was able to determine this from some oldrecords he keeps for insurance purposes.

Hartmann stated that there was no paperwork producedfor this sale and no receipt was given or asked for. Hartmannadvised that he had personally purchased this gun sometime beforethis show, but he could not determine exactly when and where hehad done so.

Hartmann stated that he keeps a record of themanufacturer, the model numbers and the serial numbers of all ofthe guns he has for insurance purposes and is constantly updatingthese records as he bUys and sells guns. When he updates hisrecords, he discards the old records.

Hartmann advised that once they left his stand, he didnot observe them again. He and Washington did gun shows thefollowing weekend in Colorado springs (Sertoma); in aboutFebruary 1999 in Colorado Springs and the T~~er Gun Show at theDenver Merchandise Mart in March 1999. At none of thesesubsequent gun shows did Hartmann observe either Anderson orKlebold.

Hartmann stated that while he is reluctant to beproviding this information, he felt an obligation to do so. Hewanted it clearly understood that he was coming forward as soonas practical After he became aware of the situation that theshotgun which he sold in November 199B, was sold to RobynAnderson accompanied by Oylan Klebold. He ~~ressed ooncerns forhis personal safety due to all of the leaks of information beingmade to the media. Hartmann stated that he made a legal sale ofthe shotgun to an individUal, 18 years of age or older, and hadbroken no laws. Hartmann is afraid that if his identity issomehow released to the media, he will become a target forvengeance and will be viewed as responsible for the tragedy atColumbine High School.

Hartmann turned over to the interviewer a hand·drawndiagram Which he had used while describing the layoue of hisbooth and the positions of all parties at the time of the sale ofthe shotgun. In addition, he advised that the table behindtheirs was oocupied by the Golden Gun Club and when you facedoutward, to their left were three tables full of ammunition beingsold by some people from Pocatello, Idaho.

To date, a search of the Bureau of A.T.F. Federal FirearmsLicensee's database is being conducted and compared to theTanner Gun shDw list for the dates that the three (3) longguns were purchased by Anderson for Harris and Klebold.Once this list has been generated, the current or pastFFL's names that match the Tanner Gun Show list will becontacted via interview by inspectors of our agency. Theseinspectors have been given a list of questions to ask thesepresent or past FFL's and requested to review their boundbooks, if applicable. This search of information is todetermine if Anderson is subject to a federal felony if anATF For~ 4473 (yellow form) was completed or if an FFL issubject to a federal felony if the firearm transactionswere conducted 'off paper". There is also the possibilitythat the three (3) transactions were conducted by a privateparty's and if this is the case, no one is subject to anycriminal penalties. I will keep you informed as thisportion of the investigation continues.

On 04/30/1999, Ronald Frank Hartmann (PROTECTIDENTITY), also known as Ron Hartmann, 3835 SlazingwQod Way,Colorado Springs, Colorado 80918, a white male born 08/08/1939,Social Security Account Number 150-30-9559, voluntarily appearedat the Colorado Springs Resident Agency. Hartmann wasacccmpanied by James R. Washington, also of Colorado Springs.Also present during a portion of this interview was SupervisorySenior Resident Agent Gregory 8. Groves. After being advised ofthe nature of this interview and the identity of the inte~liewingagent, Hartmann provided the following information,

Hartmann served 20 years in the Armed Forces, with histime split between the United States Navy (1957 - 1961) and theUnited States Air Force (USAF) (1961 - 1977). Uoon retLrementfrom the USAF, he became a civilian employee of the United StatesGovernment, first at Fort Carson in Colorado Springs ~~d thenwlth the Defense Logistics Agency in Ogden, Utah. Due codownsizing on the part of the United States Government, when theprogram he was assigned to in Utah was shut down, he retired fromthe Government and is currently unemployed.

Hartmann advised that he is an avid gun collector andhas been for most of his adult llfe. Hartmann enjoys going togun shows because it is usually a good gathering place forserious collectors and he has gotten to know many individualsover the years. Sometimes he goes to these shows to look aroundand see if there is anything he wishes to buy or trade for andsometimes he goes and sets up a table Or booth and sells some ofhis guns and associated supplies; such as knives and reloadingsupplies.

Hartmann described the shows in the Pall and Spring asbeing the best ones to go to in order to buy, sell or tradeitems. TwO to four times per year, Hartmann will set up a boothor table and sell items. In addition to this, he estimated thathe attends about six to seven shows a year when he is notselling. Mostly he sets up a table or booth at the Sertoma GunShow in Colorado Springs and a few shows, including the TannerGun Shows at the Merchandise Mart, in the Denver area.

In the Fell of 1997, around the time of the blizzard,both Hartmann and Jim Washington, had set up individual tables ata gun show in Pueblo, Colorado. Hartmann was staying in Puebloand Washington had come down and set up his table on Friday andhad returned to Colorado Springs. Due to the blizzard,Washington could net return to Pueblo and the show was oanoeleddue to the conditions. Many dealers had displays set up butcould not corne and retrieve their guns for some time. Hartmanntold the ooordinator of the show that he would take Washington'sguns back to Colorado Springs with h~m and return them toWashington, as long as someone else inventoried them bef~re

Hartmann left. This was done and Hartmann met Washington for thefirst time when he returned washington's guns to him. Due totheir mutual interests in guns and in going to these gun shows,they decided to begin going to the shows together, rather thanseparately.

During the weekend of 11/21-22/1998, Harcmann andWashington went to the Tanner Gun Show at the Denver MerchandiseMart ~n Commerce City, Colorado. They set up two tables sid~-by­

side at this show. At each end of the tables, there was ahorizontal gun rack containing a f~w quality guns with a signsaying "Do Not Touch", which either Washington or Hartmann wouldpick up and display to a potential buyer. At the very cent~r ofthe tabl~, straddling the two, was a vertical rack containingolder guns, which Hartmann called "beaters", which the publ i ccould handle if they chose to do so. Hartmann advised that atthis show, t:hey had apprOXimately 12 to 15 guns for sale inaddition to knives, scopes and reloading supplies and e~jipment:.

Hartmann advised that on Saturday (11/21/1998), therewere a lot of people at their tables, but they did not s~ll muchinventory. On Sunday {11/22/1998), ther~ were a lot of peoplemilling around; mOre than normally observed on a Sunday accordingto Hartmann.

Hartmann advised that if you were standing in front oftheir tables looking at: them, Washington was on the right side,sicting on a chair facing to his right and Hartmann was standingon the leEt side.

Hartmann believes it was Sunday afternoon, sometimeafter lunch, when a young female came up to their tables

The female said to Hartmann, "Iwould like to buy that shotgun." Hartmann said "This one here,the double ba.rze L?" She replied "Yes." He asked "Hew old areyou?" and she replied "18". He stated that she was very yeunglooking and so he asked her for some identification 'lean I seeyour driver's license?" Without any hes i t ac i.cn , she reached intoher wallet produced a Colorado Drivers License for Hartmann tosee. upen inspection, Har~mann determined that she was in fact18 years old, just haVing passed her birthday a few weeks beforethe show.

Har~mann stated that the price tag on the shotgun said$245.00 and he told her the priee. The female pulled aut awallet from her bag and counted ouc the money. Hartmann statedthat as best as he could recall it was mostly $20 bills and therewere no large bills in the total. She handed him the' cash and hecounted it out. Once he was satisfied that she had paid thecorrect amount, Hartmann reached for the shotgun and removed itfrom the rack and handed it to her. At this point, the maleaocompanying her, reached over and took the shotgun fromHartmann's hands. Hartmann said he made a statement to theeffeot of "Are you going to be a gentleman and cazry it for her?"and the male repl ied "Yes."

Hartmann described both the male and female as beingnice looking kids and had no reason to question them. Hedescribed the male as being about 5'11 11 tall, since he is 5'10 H

and the female as being about 5'6" or so. The male was tallerthan the female. The male was wearing a dark, short-sleeveshirt. Hartmann could not reoall what the female was wearing atthe time. He just recalled that both were elean-out. Hartmannwent en to say that the female had blond hair. not real long andshe a round face and was of medium build; not skinny, not fat.He also described the female as being timid in her demeanor. Itwas Hartmann's impression that she was nervous beoause she didnet ask any questions about the gun. Hartmann put chis down tothe faot that she had never purchased a gun before.

After their transaction was completed, the couple leftHartmann's tables and walked away. Hartmann turned towardsWashington and remarked "That girl just turned 18."

this incident following the tragedy at Columbine High Schooluntil Washington called him on the telephone to remind him of thegirl. After the media coverage of the shooting and hisdiscussions with Washington, Hartmann now believes that thefemale who purchased the shotgun from him at the 11/22/1998Tanner Gun Show was Robyn Anderson. He is 100% sure of this. Heis also 80% sure that her male companion was Dylan Klebold.Hartmann also advised that he has an image in his m~nd that whilehe was conducting the transaction with Anderson and Klebold,acrosS the aisle from his tables was a young male holding a pumpshotgun, who appeared to be waiting for them. Hartmar~ could notidentify this male.

Hartman stated that the shotgun Anderson purchased fromhim was a Stevens Model 311D, 12-gauge double barreled shotgun,serial number A077513, with a 28" barrel and the choke was fulland modified. Hartmann also advised that the shotgun wasmechanically in goad condition, had a walnut stock, the finishwas good and that the blUing on the barrel was very streaky, asif the original bluing had worn off and someone had triad to re­blue it. Hartmann was able to determine this from some oldrecords he keeps for insurance purposes.

Hartmann stated that there was no paperwork producedfor this sale and no receipt was given or asked for. Hartmannadvised that he had personally purchased this gun sometime beforethis show, but he could not determine exactly when and where hehad done so.

Hartmann stated that he keeps a record of themanufacturer, the model numbers and the serial numbers of all ofthe guns he has for insurance purposes and is constantly updatingthese records as he bUyS and sells guns. When he updates hisrecords. he discards the old records.

Hartmann advised that once they left his stand, he didnot observe them again. He and Washington did gun shows thefollowing weekend in Colorado Springs (Sertoma); in aboutFebruary 1999 in Colorado Springs and the Tanner Gun Show at theDenver Merchandise Mart in March 1999. At none of thesesubsequent gun shows did Hartmann observe either Anderson orKlebold.

Hewanted it clearly understood that he was ooming forward as soonas practical after he became aware of the situation chat theshot~~n which he sold in November 1998, was sold to RobynAnderson accompanied by Dylan Kleoold. He expressed concerns forhis personal safety due to all of the leaks of information beingmade to the media. Hartmann stated that he made a legal sale ofthe shotgun to an individual, 18 years of age or older, and hadbroken no laws. Hartmann is afra~d that if his identity issomehow released to the media, he will become a target forvengeance and will be viewed as responsible for the tragedy atColumbine High School.

Hartmann turned over to the interviewer a hand-drawndiagram which he had used while desoribing the layout of hisbooth and the positions of all parties at the time of the sale ofthe shotgun. In addition, he advised that the table behindtheirs waS oocupied by the Golden Gun Club and when you facedoutward, to their left were three tables full of ammunition beingsold by some people from Pocatello, Idaho.

Washington advised that he is an avid ~~n collector andoften goes to gun shews to sell, trade or purchase guns andsupplies. Sometimes he will take his daughter along with him toshows.

In late October 1997, Washington met Ron Hartmannbecause they lived near one another and Hartmann had broughtWashington his guns from a show in Pueblo, Colorado, which had tobe canceled due to the blizzard in Colorado at that time. sinceboth of them shared an interest in gun collecting and frequentedthe same shows, they agreed to start going to shows together andsharing the expenses of obtaining a booth or table. In addition,one man could watch the table and their inventory, while theother one walked around the show to see what was available.

was talking to som~one across che table from him when a youngfemale and a young male approached their tables and began talkingto Hartmann. Washington stated that Hartmann was standing and herecalled Hartmann asked the female for her license and saw thegirl give it to him. Washington could not see the male clearlydue to the vertical gun rack on the tables, which blocked hisview of ehe male. He saw the female clearly. He stated that heeven looked up when he heard Ron say something like "You don'tlook 18".

Washington advised that since the shootings atColumbine High School in ~iteleton, Colorado, he now believesthis female to be Robyn Anderson. He described her as havingshorter hair than she has now, as determined by her photographson the television and in the newspapers, Anderson was wearingjeans and a light colored top. She had a shoulder bag, possiblyof denim mater~al, which had a flap but no snaps.

Washington stated that after the shotgun was sold, RonHartmann handed the gun to Anderson, but the male took ie. Heheard Hartmann say something to the effect of "it's nice of you tocarry it" to the male. As the couple walked away, Hartmannturned to washington and said "That girl just turned 18."washington stated that he had no recollection of the male becausehis view was blocked by the gun rack and there were severalpeople around the table at this time, some of whom were askingWashington questions. Neither Washington nor Hartrnafu~ couldidentify anyone around their tables who could provide anyadditional assistance.

Following the initial news reports about the shootingsand the weapons involved, Washington did not think anything aboutthis particular shOW and their sales of guns at the Tanner GunShow. He wondered who had sold the weapons which were used inthe shootings. After Robyn Anderson was identified and herpicture appeared on the news, Washington immediately recognizedher as the female who had purchased the shotgun from Hartmann.He telephonically coneacted Hartmann and told him of this fact,but Hartmann did not believe Washington at first, because thenews reports did not mention that Anderson had purchased theshotgun.

Washington fears that if his identity gotout, people would attack him Or his family and vandalize his hemeOUt of vengeance for what happened. He does not believe peoplewould act rationally toward either him or Hartmann if theiridentities were divulged.

Washington could provide no additional information atthis time and the interview was terminated at this point.
