Sif is an independent Dutch company, specialised in the manufacturing of tubular structures.

Our markets are mainly the offshore wind farm foundations as well as the offshore oil and gas

industry. We provide employment for over 200 highly skilled, qualifi ed and motivated employees.

Our 300kt+ annual production capacity, fi ve production lines, unique process know-how in the

rolling of heavy steel plate material and best-in-class submerged arc welding techniques, have

Policy

The management of Sif is committed to a policy of responsible care for health, safety

and environment (HSE) throughout the company’s activities.

With regard to this responsible care, the manufacturing activities are carried out in

accordance with recognized national codes, standards and company procedures.

The responsible care for health, safety and environment is part of the “permanent education”

of the management, staff members and the workers on the factory fl oor.

Implementation

Sif is implementing a health, safety and environment program to improve the level of

awareness concerning health, safety and environment.

Our HSE management system is designed and operated in accordance with safety and

health standard OHSAS 18001 and environmental standard ISO 14001, and operates under

VCA**(2008/5.1)/SCC**(2008/5.1).

2.3 HSE policy statement

The management of Sif is fully committed to a health, safety and environmental (HSE) policy

for the avoidance of physical injury or harm to the health of all employees and of third parties

who are within the scope of Sif’s responsibility.

This policy also applies to damage to buildings, plant and machinery, materials, other facilities

and the environment.

Where hazards and risks are unavoidable, the company’s objective is that organisation and

appropriate working practices will exclude all unacceptable risks. In compliance with this

objective, avoidance of direct hazard or risk in the production process will be of principal

importance, followed by mandatory use by employees of appropriate personal protective

equipment.

The management considers the development of a healthy and safe working environment to

be of prime importance to all personnel at all levels throughout Sif. Notwithstanding the

management’s responsibility, it is emphasised that all individual employees have direct and

personal responsibility for health, safety and environmental matters. It is a requirement of all

employees to work in a safe and careful manner, thus avoiding hazard and risk for themselves

and for others. For Sif, good housekeeping practices on the shop fl oor are of principal importance.

To ensure that department heads, supervisors and employees have suffi cient knowledge and

understanding of the Sif health, safety and environmental policy, the management will ensure

effective distribution of relevant information and arrange facilities for necessary training with

respect to safe and healthy working practices.

System

For many years, Sif has operated a documented quality management system which is

certifi ed in accordance with the EN-ISO9001-2000 standard, including the implementation

of EN 729-2 quality requirements for welding. Furthermore, Sif is authorized to use the offi cial

API 2B monogram on manufactured tubulars for the use in the construction of welded offshore

structures and the PED 97/23, DIN 18800-7 ü stamp, the ASME, U, U2 and S stamps for boiler

and pressure vessel parts.

Sif has an independently operating quality control department to verify the quality of the

manufactured products. To meet a specifi c quality level, manufacturing process control via

monitoring and production control documents is essential.

In addition, it is important to demonstrate the quality status, to verify conformity with agreed

standards and specifi cations. Sif uses a variety of test procedures for this purpose.

Control of welding

A good weld is produced only after thorough preparation. In mechanized welding, considerable

attention is paid to process control for every process and application. Welding parameters are

established to ensure optimum welding practice and are laid down in qualifi ed procedures.

Preparation for manual welding receives at least as much attention as mechanized welding.

Welders and operators receive regular in-house training, focusing on knowledge of materials

and explanation of the reasons behind the working instructions. Moreover, much effort is

directed to keeping up the manual skills and qualifi cations of the welders to ensure optimum

performance.

Non-destructive testing

The range of non-destructive testing methods and techniques available for verifi cation of

the integrity of welded components includes:

• Radiography

• Ultrasonic testing

• Surface crack detector

Destructive testing

Testing the metallurgical properties of welded joints and base metals is carried out by

independent, recognised laboratories:

• MTT Werkstoffl abor GmbH, Herne, Germany

• University of Gent, Belgium

• Bodycote Materials Testing B.V., Emmen, The Netherlands

Dimensional testing

The quality control department has a wide range of measuring tools available, including optical

instruments, and applies a disciplined calibration system for this equipment.

Documentation

Quality monitoring is related to recording and documentation of inspection results. Procedures

exist to ensure that the fl ow of data and documentations is effectively controlled.
