At the December 9, 2015 City Council meeting, outgoing Mayor Henry Sanchez, Jr. presented the 2015 State of the City Address. The address highlighted important projects and successes from the past year, including:

➤ The City held its Founder’s Day event and fireworks show on June 27, 2015. This event was funded entirely through private donations with special thanks to our major donors Toyota, CalMet Services, Thompson Building Materials, California Water Service, and Time Warner Cable. ➤ The City was able to cancel the November

election, saving roughly $40,000 because only two candidates filed for the two available council seats. Henry Sanchez, Jr. and Michael Savidan were both appointed to serve on the Council for the next four years. ➤ The City Council adopted a balanced

budget for the fourth consecutive year without using any reserve funds. The City continues to maintain a $4 million general fund reserve to ensure an adequate emergency fund nest egg. The City also established a pension stabilization fund to assist in offsetting future pension costs. ➤ The City adopted a Drought Response

The City’s biannual bulky item collection is scheduled for the first week of April (April 4-8). Items should be placed at

curbside no later than 6:00 a.m. on your regularly scheduled collection day. Bulky items include stoves, washers, dryers, and other home appliances, furniture, water heaters and softeners (emptied of water and salt), and other large items that do not fit in the trash barrels. The following items are unacceptable: Construction waste, green waste, hazardous waste and electronic waste. For more information, please contact CalMet Services at (310) 212-3496.

CALMET SERVICES – 2016 HOLIDAY SCHEDULECalMet does not provide service on Sundays and observes the following holidays in 2016: • Memorial Day – Monday, May 30th • Independence Day – Monday, July 4th • Labor Day – Monday, September 5th • Thanksgiving Day – Thursday, November 24thIf your collection day falls on or after one of these holidays, your services willbe delayed by one day for the remainder of the holiday week.

STREET SWEEPING – 2016 HOLIDAY SCHEDULEStreet sweeping throughout the City takes place on Wednesdays, Thursdays, and Fridays. When street sweeping falls on aholiday, sweeping will be delayed until the following week. There will be no street sweeping or related enforcement on thefollowing holidays:

• Lincoln’s Birthday – Friday, February 12 • Veterans Day – Friday, November 11 • Thanksgiving – Thursday & Friday, November 24 & 25

The Oak Street Water Main Replacement and Pavement Reconstruction Project from Pacific Coast Highway to Lomita Boulevard is almost complete. Thank you for your patience during the construction of this project!

The City also completed several smaller projects throughout 2015, including:• 248th Street Water Main Replacement from Via Kosta to Narbonne Avenue • Rehabilitation and Upgrades to the West Basin 7 Import Water Connection• Asphalt Zipper work on several streets• Replacement of the dilapidated siding at Stephenson Center with new stucco and

upgraded lighting

The City continues to prioritize projects that will improve the overall quality of our facilities, water system, and street network. To that end, the following projects are currently scheduled:• Narbonne Avenue Pavement Reconstruction from Pacific Coast Highway to the

northern City limit• Water Meter Program Phase 2, which replaces the remaining old water meters with

new, radio-read meters • Asphalt Zipper work on several more streets

With increased rainfall due to El Niño likely to continue through Spring, it’s important to be prepared for strong rain events. Below are some tips to get you through the

remainder of the rainy season:

• Create an emergency kit and keep it up to date by regularly checking the expiration dates of food, water, and batteries.

• Ensure that your car has good tire tread and functioning windshield wipers. Be sure to turn your headlights on when driving in the rain.

• Don’t risk your life. Avoid waterways, channels, and flooding streets during storms and stay inside when lightning is in the area.

• Conserve water. Capture rainwater during storms by installing rain barrels and adjust the settings on your landscape irrigation system to avoid watering during or soon after a storm.

WATER CONSERVATION IS STILL NECESSARY DURING EL NIÑOThanks to the efforts of our residents and businesses, Lomita has significantly reduced water consumption and successfully met the Governor’s Executive Order to reduce water usage by 20% below 2013 levels. Please contribute to the City’s water conserva-tion efforts by adhering to the mandatory watering schedule and other requirements. HOW TO PREVENT MOSQUITOBREEDING DURING THE RAINY SEASONRainy weather provides many opportunities for pooling water to attract breeding mosquitoes. Mosquitoes may breed in anything that can hold standing water for more than a few days. In order to prevent mosquitoes from breeding around your home, it is important to eliminate or control potential breeding sources, such as:

• Water troughs and bird baths • Uncovered boats, wheelbarrows, and other containers• Ornamental ponds and neglected swimming pools

Removing these breeding sources from your property can protect you from mosquito bites and the diseases carried by some mosquitoes, such as West Nile Virus. To further protect you and your family, install tight fitting screens on your windows and doors, avoid spending time outside at dawn and dusk, and use an insect repellent. If you are bothered by mosquitoes, need assistance with breeding sources, or would like to obtain free mosquito fish, please contact the Los Angeles County West Vector Control District at (310) 915-7370.

The three-day basic training program is offered through Los Angeles County Fire Department and is open to all community members for free. 2015 Employee of the Year!Emmanuel (Manny) has worked as a Maintenance Worker for the City since 2009. Manny received this award because he has shown exemplary performance and has embodied the City’s Core Values throughout 2015. Manny takes pride in his job and shows professionalism and respect to his supervisors, coworkers, and Lomita residents by being a good listener and communicator. Manny has shown innovation in his job by developing a new weed abatement program and revamping the playground inspection sheet. Manny prioritizes safety: he conducts weekly safety inspections of the playground facilities and is also responsible for submitting monthly reports to the Department of Pesticides Regulations while maintaining safe and proper storage of pesticides. Manny is a team player who always focuses on finding solutions and improving his department’s operations. In addition to receiving the Employee of the Year award, Manny was also a recipient of the Q4 Employee Recognition Award. Congrats Manny!

Congratulations Cecelia Villa, Q4Employee Recognition Award Winner!At the November 10, 2015 City Council meeting, the City recognized both Emmanuel Rodriguez and Cecelia Villa as the recipients of the 4th Quarter Employee Recognition Award. Emmanuel and Cecelia received the award for showing exemplary performance in the City’s Respect Core Value:

“Respect of others is a fundamental requirement for operating a professional organization. The City will respect residents, business owners, customers, each other, the environment, and institutions.”

Cecelia (Cece) has been working as a Recreation Leader in the Parks and Recreation Department since 2008. Cece demonstrates respect through the strong bonds that she creates with the participants she coaches and their families. This year, Cece was responsible for planning and implementing the summer teen program, which was a great success. As an employee, Cece is always proactive and willing to help out. She thinks outside the box and has a strong drive to learn and improve the programs she is involved in. Congrats Cece!
