A selection procedure is currently underway to find suitable candidates to take up positions as student air traffic controllers who will later fill vacancies at the EUROCONTROL Upper Area Control Centre at Maastricht Airport, the Netherlands. The next training courses are scheduled to start in July and November 2007 and March and July 2008.

Applicants must:1. Be nationals of a EUROCONTROL member state (Albania, Armenia, Austria, Belgium, Bosnia and Herzegovina,

Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, the former Yugoslav Republic of Macedonia, Malta, Moldova, Monaco, the Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine or the United Kingdom.

2. Hold a certificate of secondary education showing that they have successfully completed studies at advanced level. Students who are expected to obtain a certificate of education at this level in the near future may also be allowed to participate.

3. Have a good command of spoken and written English to be able to follow the training courses, during which both theoretical and practical training are conducted in English. Knowledge of other European languages would be an advantage.

4. Be less than 25 years of age at the start of the training course.

Candidates will be subject to an initial screening of their applications. Should they pass this stage, they will be invited for tests and an interview. They will normally be given notice of their dates for testing at least 2 weeks in advance. Testing will be conducted on a regular basis over the next year. Travel expenses will be refunded.

To be eligible for appointment as a student air traffic controller with the Agency, candidates must:

1. Be successful in the tests and interview stage, which include:─ Testing of competence in English─ Psychometric tests─ Situational tests─ Interview

2. Be declared physically and medically fit for controller duties as assessed by the Agency’s medical consultants.3. Sign an undertaking to complete the training programme and subsequently serve for at least four years as an air traffic

controller with the Agency.4. Provide, if selected, certain documents for their personal file within thirty days. These documents are to establish marital

status, nationality, educational qualifications (or equivalent) and military (or other national) service status.5. Complete, if selected, the necessary formalities (usually a questionnaire) in order to be security cleared by their national

security authority. This is arranged by EUROCONTROL. Candidates must bear in mind that, should security clearance be withheld for any reason, the individual may be subject to dismissal at one month’s notice.

Training1. Student controllers are trained at the EUROCONTROL Institute of Air Navigation Services in Luxembourg and at the

Upper Area Control Centre at Maastricht.2. This training will include the following matters:

Air traffic services, navigation, meteorology, telecommunications, aerodynamics, etc, and theoretical and practical training in area control.In addition, courses in automatic data processing will be provided at appropriate stages.

3. The phasing and duration of the separate parts of the training will depend on many factors, e.g. the student’s rate of progress, availability of training positions, etc. As a general rule, however, a minimum period of 2 years and 6 months is required to complete training and to obtain controller qualifications. A student whose results are unsatisfactory may be dismissed at any stage of the training.

Remuneration during training*During their training students will be remunerated in accordance with the regulations in force. An expatriation allowance and family allowances are paid in addition if appropriate. Single students who are expatriated are paid a net sum of € 1351 per month during the first phase of training (15 weeks), € 1887 per month during the second phase (approx. 5 months) and € 2167 per month during the final phase of training. These amounts include the obligatory deductions for contributions to cover insurance against sickness, accidents and disablement as well as a contribution towards the Agency’s own pension scheme. Additionally, when called upon to work shifts, staff will be paid the appropriate shift allowances.

Service career Students who obtain the necessary qualifications at the end of the training period will be appointed to controller posts under the “General Conditions of Employment” and will subsequently be established. On appointment as “advanced trainee air traffic controller”, an expatriate will be paid a net sum of € 3416 per month and later, on appointment as “air traffic controller“ an expatriate will paid a net sum of € 4467 per month. Again, when called upon to work shifts, staff will be paid the appropriate shift allowances. Both students and established servants are governed by the terms of the “General Conditions of Employment” and the supplementary provisions, including any subsequent amendments thereto. In particular, any provisions referring to an early retirement scheme according to which an established controller will cease active service at the age of 55. He/she will receive a retirement pension calculated according to the pension rights acquired at that date, each year of service giving entitlement to 1.9% of pension rights.

Social securityThe Agency operates its own social security system. Students and servants will not therefore be affiliated through the Agency to any compulsory national scheme entitling them to benefits either during or after service with EUROCONTROL.

DIRECTORATE ATM PROGRAMMES The Aeronautical Information Management (AIM) Division is responsible for the origination, specification, facilitation and support to implementation of concepts and strategies for the creation of a sufficient, reliable and economic information environment. The long term objective is the establishment of a Network-centric Information environment in Europe, also known as System-wide Information Management (SWIM) circa 2015-2020. The objective of CHAIN (Controlled Harmonised Aeronautical Information Network) is to identify problems, requirements and responsibilities related to the aeronautical data supply chain and data integrity, in particular.-------------------------------------------------------------------------------- JOB RESPONSIBILITIES The successful candidate will report to the Head of AIM and will be responsible for managing the AIM domain by developing its key objectives in order to establish, maintain and promote the AIM concept and associated technical requirements for the evolution of aeronautical information (through AIM into SWIM). developing the IM concept, associated strategies / business plans and their modification in accordance with the emerging requirements of SESAR;

FINANCE DIRECTORATE The role of the Finance Directorate is to devise, develop and apply financial and contractual regulations and procedures, to provide the financial resources required for the Agency's activities, to keep its accounts and safeguard its assets, and to develop the capability of the Agency's management information systems.

The Resources and Partnership Management Unit is primarly responsible for providing the financial and contractual resources needed to carry out the Agency's activities and projects. HQ-2007-AT/190 ATM Procedures Senior Specialist GRADE: A 5/6/7 - 1 post DIRECTORATE / SERVICE: Brussels (Belgium) - Directorate ATM Programmes - Airspace, Network Planning and Navigation Division (DAP/APN) DIRECTORATE ATM PROGRAMMES The activities of the Division include the identification and analysis of short and long-term airspace requirements from users, i.e. airline operations, military and general aviation; the long-term development and validation of improved Airspace Management strategies aimed at enhancing the flexible utilisation of airspace taking into account related military and ATFM developments and the design, development and validation of short-term improvements to airspace management. The navigation domain objectives are to develop and maintain the navigation strategy and implementation plan ensuring it meets the ATM2000+ objectives and contributes to a safe and cost effective means of meeting the future ECAC capacity requirements. The route network development activity organises and carries out the necessary development and co-ordination of planning and implementation activities for the optimisation of the ATS route network and supporting sectorisation in the ECAC area, in both en-route and terminal airspace. -------------------------------------------------------------------------------- JOB RESPONSIBILITIES The successful candidate will be responsible for:

reviewing, developing and validating operational requirements for new and/or improved ATM procedures;

4444 and Doc 7030); managing the administrative processes required to submit subsequent proposals to

GRADE: A4 - 1 post DIRECTORATE / SERVICE: Brussels (Belgium) - Directorate of Civil-Military ATM Co-ordination (CMAC) DIRECTORATE OF CIVIL-MILITARY ATM CO-ORDINATION (CMAC) The Directorate provides the Director General with an effective single source of current civil/ military co-operation expertise, and ensures facilitation of civil-military co-ordination requirements across the full range of EUROCONTROL activities. It is the focal point for military issues within the Agency and is developing technical and operational solutions to ensure civil/ military co-ordination in a timely effective and efficient manner.

JOB RESPONSIBILITIES The successful candidate will be responsible for:

leading the civil-military Communications, Navigation and Surveillance Coordination Domain within the Civil-Military Strategic Co-ordination Unit (DCMAC/SC/CNS);

maintaining the Civil-Military CNS/ATM Interoperability Roadmap as the basis for the CNS aspects in the DCMAC Business Plan;

promoting and developing measures to improve the interoperability and progressive technology convergence of civil and military ATM/CNS systems and the identification of performance based-solutions;

providing harmonised military expertise, technical advice and guidance in the area of ground and airborne CNS systems used for ATM functions including close coordination with military procurement Agencies and European Defence Industry;

supporting all EUROCONTROL activities related to EATMN development and Single European Sky ATM Research (SESAR) in the field of civil-military CNS system interoperability and standardisation;

identifying and managing research & development needs in the area of civil-military interoperability in support of SESAR.

REQUIRED PROFILE

University degree in Engineering or equivalent professional experience. Minimum 15 years' experience including extensive experience and knowledge in the field

of Military and Civil Communications, Navigation and Surveillance (CNS) systems, with particular emphasis on civil-military interoperability and the ability to manage and lead complex CNS projects.

A broad understanding of civil and military ATM/CNS ground infrastructure and airborne equipage and all resulting challenges in the area of interoperability, standardisation and R&D.

Extensive military ATM/CNS technical background with a minimum 5 years experience in national and/or international top level Headquarters.

A good understanding of the Single European Sky (SES) interoperability regulations and of the SESAR project.

Ability to work in a multinational and multicultural environment with extensive recent experience in international consultations.

The working languages of the Agency are French and English. For this particular post, an excellent spoken and written command of English is essential as well as a working knowledge of French.

DIRECTORATE ATM STRATEGIES The DIA Division of the Directorate of ATM Strategies covers several data services that support decision making at both strategic and project levels in ATM. Internally they provide essential information and tools to all levels of Agency ATM management, while serving a wide range of external stakeholders. The services comprise STATFOR, the EUROCONTROL Statistics and Forecast Service; CODA, the Central Office for Delay Analysis; CARTO, the Agency's cartographic service and PRISME, the EATM data warehouse.

JOB RESPONSIBILITIES The successful candidate will be responsible for:

assisting the senior cartographer in the production of the EUROCONTROL standard aeronautical charts;

creating bespoke maps on request (e.g. reference, statistical, thematic maps, etc.); preparing spatial data layers; performing spatial data analysis; acting as a back-up of the senior cartographer.

Sound knowledge and experience in computer assisted cartography and geographical information systems applied in the aviation field. In particular proven experience with ArcGIS (ArcView, ArcInfo) software package and its extensions (Spatial Analyst, 3D analyst et PLTS Aero). Experience in the use of standard office tools (Word, Excel, Powerpoint, etc.).

Experience with the FME spatial ETL tool (from SAFE) and knowledge of relational databases (MS-Access and Oracle) and PL/SQL language would be an advantage.

General knowledge of Aeronautical Information Services (AIS). Ability to analyse information using logical and appropriate analyses techniques. Strong

quality and customer focus. Ability to work under pressure and to stick to deadlines communicated at short notice. The working languages of the Agency are English and French. For this particular post,

candidates must have an excellent knowledge of either English and French and a working knowledge of the other.
