TAKE NOTICE that the “Proposed Agreement in Principle Referendum Rules of Notice and Procedures for Vote on The

Algonquins of Ontario Proposed Agreement in Principle Vote For those Members Whose Name is Not on the

Algonquins of Ontario Voters’ List”

HAVE BEEN AMENDED EFFECTIVE the 3rd day of March, 2016 In accordance with the provisions in Section 16.1 and 18.1 of said document.

AMENDMENTS MADE SECTION UNDER 16) PROCEDURAL AMENDMENTS

“16.1 In order to give effect to and to carry out the objectives and purpose of the Referendum Vote, the Referendum Officer and the Chief of the Algonquins of Pikwakanagan First Nation may agree on a departure from the procedural requirements of the Voting Guidelines where they deem it necessary and where they believe it will not result in any substantive change. Reason: The AOO Ratification Vote Manager is accepting Mail-in-Ballots up to Monday, March 7, 2016, the day before his count begins. Pikwakanagan’s Referendum Officer will be consistent and accept Mail-In-Ballots delivered by Canada Post up to the day before she begins her count on March 10th.

AMENDMENT #3: SECTION 4 - ADDITIONAL DAY FOR VOTING “4.7 Only mail-in ballots duly received on or before the original date of the Official Voting Day will be deemed valid.” Is hereby amended to read as follows: “4.7 Only mail-in-ballots duly received on or before March 9, 2016 will be deemed valid.” Reason: To ensure consistency with the amended deadline for Mail-in-ballots.

AMENDMENT #4: SECTION 15 - COUNTING OF RESULTS “15.1 At an agreed upon date after Voting Day, the Referendum Officer, in the presence of at least one member of the Council and any other Voters who may be present will, subject to Section 4:” is hereby amended to read as follows: “15.1 At an agreed upon date after Voting Day, The Referendum Officer, in the presence of at least one member of Council and no more than 2 Voters who will be Scrutineers, subject to Section 4:” Reason: The results of the count will not be made public on the day of counting and therefore the departure from this procedural requirement has been deemed necessary.

AMENDMENTS MADE UNDER SECTION 18) AMENDMENT TO REFERENDUM RULES AND PROCEDURES

“18.1 The Council, by motion, may amend these Rules of Notice and Procedures as required.” A Special Council Meeting was convened on March 3, 2016 and the following amendments have been duly motioned by Council.

AMENDMENT #5: DEFINITIONS The definition of “Voter(s)” will have an additional clause: “Voter(s)” means a member of the Algonquins of Pikwakanagan First Nation who is 18 years of age or older on voting day and has not enrolled through the Application Process under the “Algonquin Voter for the Ratification of the Algonquins of Ontario proposed Agreement-In-Principle. OR A MEMBER of the Algonquins of Pikwakanagan First Nation who is 18 years of age or older on voting day and HAS enrolled through the Application Process under the “Algonquin Voter for the Ratification of the Algonquins of

Ontario proposed Agreement-In-Principle” AND on or after February 22, 2016 makes a requests in writing to

have their Agreement in Principle vote cast with Pikwakanagan through Pikwakanagan’s referendum

process.”

Reason: To address the Algonquins of Ontario Ratification Committee’s recent decision to agree to allow Pikwakanagan status members to have their votes counted in Pikwakanagan’s referendum process. Please see Amendment #6 for the process.

AMENDMENT #6: SECTION 6 - LIST OF VOTERS REVISIONS: “6.2 A Member of the Algonquins of Pikwakanagan may apply to the Referendum Officer to have the List of Voters revised if such member believes that: (a) the name of a Voter has been omitted from the List of Voters; or (b) the name of a Voter is incorrectly set out or should not be included on the List of Voters.” Will have an additional application procedure to have the List of Voters revised as follows:

(c) A Declaration as set out in Schedule O is completed and duly signed and witnessed by “A MEMBER of the Algonquins of Pikwakanagan First Nation who is 18 years of age or older on voting day and HAS enrolled through the Application Process under the Algonquin Voter for the Ratification of the Algonquins of Ontario proposed Agreement-In-Principle AND on or after February 22, 2016 makes a requests to have their Agreement in Principle vote cast with Pikwakanagan through Pikwakanagan’s referendum process.” Reason: To establish a process to revise the List of Voters giving effect to the new definition of a “Voter(s)”

EXPLANATION OF THE PROCEDURE

FOR AN ENROLLED AOO VOTER

TO CAST THEIR VOTE WITH

PIKWAKANAGAN’S REFERENDUM PROCESS A. Pikwakanagan’s Referendum Officer will accept the Schedule O Declaration provided the Voter:

1. Completes the Declaration with their name as listed on the AOO Voters List;

2. Is verified as having Status and a “Member” of Pikwakanagan with voting privileges; and after being verified,

3. Casts a ballot in Pikwakanagan’s Referendum Process.

4. Pikwakanagan’s Referendum Officer WILL NOT accept a Schedule “O” Declaration without having the Voter cast a

ballot in Pikwakanagan’s Ballot Box at the same time and place.

B. The Voter must understand that:

This process applies only to this Referendum.

The Voter will not be removed from the AOO Voter’s List; and

The Voter will not be removed from the AOO process.

D. In the event that a Status Member of Pikwakanagan casts or already cast a vote in the AOO process, the Ratification Vote

Manager for AOO will not count their vote after receiving and verifying the signed Declaration in Schedule O. Therefore, if you

choose to sign this Declaration, it is essential that your ballot is cast at the same time and place with Pikwakanagan’s

Referendum Officer.

C. Original signed Declarations will be provided to AOO’s Ratification Vote Manager immediately following the close of the

Voting Station on March 5, 2016 or on Monday, March 7, 2016.

New Acting Manager, Lands, Estates and Membership

Shelley Wilcox, will be the acting Manager for Lands, Estates and Membership.

First Nation Transitional Support Fund

The Social Services Department has been able to access funding from the First Nation Transitional Support Fund to help offset some of the costs with increased electricity and heating prices. The funding is intended to be accessed by Low Income Households within the First Nation however; it may also be available to Ontario Works and ODSP recipients who are not eligible for discretionary benefits through Ontario Works.

The funding is limited for payment of:

Energy Arrears Reconnection Fees

The funding will be distributed on a “first come-first served” basis, by proof of low income and energy invoices (Hydro One bills). This funding is only available while it lasts and must be expended by March 31, 2016.

The Post Secondary Policy is under revision. Please note the following updates, are supported by Chief and Council.

1. New Deadline Date to receive applications is May 15th

due to changes in Institution requirements. All documents

must be received by the due date of May 15th this includes transcripts for current college and university students.

Secondary Students Only – only secondary students have the opportunity to defer their funding for one year.

The Letter of Deferral must be received and approved by May 15th

as this will affect your priority status.

(a) UCEP students will be funded for one year. This provides the opportunity for new students to explore their

career choice without affecting their levels. This would include pre-programs as required by the institutions

A full introduction to Zibi will be provided, overview of shared action plan with Chief and Council and Windmill Developments company, and time for question and answers. Most of our day together will explore how to integrate Algonquin cultural and heritage elements into a living and thriving 21st century community. This is YOUR opportunity to share what you would like to see in landscaping, arts, culture and other creative ideas at Zibi. Algonquin Jr. T-Birds Pikwakanagan, ON

The Little Native Hockey League (LNHL) tournament has grown to be the largest First Nations organized hockey tournament in Ontario, drawing more than 6,500 First Nation people from all over Ontario. The LNHL will be hosting their 45th Annual tournament in the City of Mississauga on March 14-17, 2016. Overall, there are 195 teams registered and 22 teams in the Pee Wee division where

the Algonquin Jr. T-Birds will be playing. We are extremely excited to be a part of this historic debut and we feel it is very important to share

this with you. The parents in the community have come together to join their children to make a PeeWee team. Adam Bernard has volunteered to coach our team, and work alongside with Brad

Bennett, Assistant Coach and Amanda Two Axe Kohoko, Trainer. We have 12 players committed to the team; the ages of this PeeWee team are 9-12.

We are proud to announce that our fundraising events have been very successful. We have raised enough money to purchase jerseys, socks, pants, jackets, hats. Our little team will be completely dressed to represent Pikwakanagan and they will be looking very good. We are able to cover the

Hotel expenses, registration fees, and extra costs incurred from travel, and meal allowances for the athletes. We realized from the very beginning that this was not going to be an easy task to put this team on the ice, but with our Manager – Candace Bennett’s hard work, Parents contributions and

your support and assistance, we have made this dream a reality, for our Children and our Community.

It is our goal to make our community proud of this team and our children while we are participating in the LNHL tournament. Our first game will be on Monday March 14 @ 12:00 p.m. and again at 6:00 p.m. If you are interested in keeping up with the action, go to our Facebook page: Algonquin JR T-

Referendum on the Proposed Agreement-in-Principle

A referendum vote has been called as a side vote for those members whose names do not appear on the AIP voters list which can be found at the band office. WHO IS ELIGIBLE TO PARTICIPATE IN THE VOTE? Members of the Algonquins of Pikwakanagan First Nation who are 18 years of age or older on March 5, 2016 and who did not apply to be an Algonquin Voter through the proposed Agreement-in-Principle (AIP) Ratification Voter Enrolment Process will be eligible to participate in this Pikwakanagan First Nation Referendum. You will be required to produce government-issued photo identification in order to vote in person. If you do not have government-issued photo identification, please bring the best alternative identification that you have in order to satisfy the Pikwakanagan Referendum Officer as to your identity.

HOW CAN I PARTICIPATE IN THIS VOTE?

Members of the Algonquins of Pikwakanagan First Nation who are 18 years of age or older on March 5, 2016 and whose names do not appear on the Algonquins of Ontario 2015 Final Voters List have the option of voting by either Mail-In Ballot or in person at the Voting Station at the Makwa Community Center.

MAIL-IN BALLOTS

Your Mail-In Ballot must be received by the Pikwakanagan Referendum Officer no later than closing of the Voting Station, on Saturday, March 5, 2016, or your ballot will not be counted.

VOTING IN PERSON

The Pikwakanagan Referendum vote will take place on Saturday, March 5, 2016 at the Makwa Community Centre, 83A Kagagimin Inamo, Pikwakanagan, ON from 9:00 a.m. to 8:00 p.m.

INFORMATION MEETING

There will be several information meetings that will be held throughout the territory. All members are more than welcome to attend. If you cannot attend a meeting and have questions on the proposed Agreement-in-Principle, please contact Council at 613-625-2800. WHEN WILL THE BALLOTS BE COUNTED AND THE RESULTS CERTIFIED?

The counting of ballots and certification of the results of this Pikwakanagan Referendum will be completed on Thursday, March 10, 2016 at the Elders Centre on Chigibig Inamo, Pikwakanagan, or another date as agreed to by the Pikwakanagan Referendum Officer and the Chief to accommodate a second Voting Day, if required. The counting of ballots will be conducted by Shelley Wilcox, Pikwakanagan Referendum Officer, in the presence of one Councillor and any member of the Algonquins of Pikwakanagan First Nation, excluding any other members of the public. The result of this Vote will be announced in conjunction with the announcement of the results of the Ratification Vote.

Notice is hereby given to the eligible voters of the Algonquins of Pikwakanagan First Nation that a vote will take place for the approval/non-approval of the Algonquins of Ontario proposed Agreement-In-Principle and to authorize and direct

the Algonquin negotiation team to proceed/not proceed to negotiate the terms of a Final Agreement based on the Agreement-in-Principle and that such poll will be open from nine (9:00) o’clock A.M. until eight (8:00) o’clock P.M.

at the Makwa Centre in Pikwakanagan on the 5th day of March 2016 and that I will count the votes at the Elders Centre on Thursday, the 10th day of March 2016 .
