Ⅰ. INTRODUCTION
The municipalities of Weifang and Zibo are serous water scarce areas, where water per capita is about one-sixth of the average in the PRC, depend heavily on groundwater, especially for its intensive and high value agricultural production. The project area, part of the Northern China Plain (NCP), is a main vegetable production base for Beijing, Tianjin and other cities in NCP with a high concentration of vegetable greenhouses. In some downstream areas, agricultural production, in particular the vegetable cultivation already stopped due to lack of suitable water sources. Domestic and industrial water demands, although still less than agricultural water use, are also on the rise as a result of the rapid economic development and urbanization in the area.
The consequences of the current unsustainable groundwater utilization are serious: (i) pumping costs have increased, (ii) groundwater quality is deteriorating due to seawater intrusion and environmental pollution, (iii) domestic water supplies and agricultural production are at risk, and (iv) the area is suffering from significant financial and economic damages caused by land subsidence. Seawater intrusion in the north has extended 35 km inland from the coast, and some areas have already experienced subsidence of more than two meters. The process of land subsidence is irreversible, and urgent action is needed to avoid worsening.
Project Components of civil works
The project outputs include: (i) Output I - Groundwater Recharged and Conserved, (ii) Output II - Surface Water Allocation Improved and Monitored, and (iii) Output III - Project Implementation Support. The project components and their subcomponents are listed in Table III-1 below.
Output I - Groundwater recharged and conserved will support the introduction of groundwater recharge technologies in the project areas to increase shallow groundwater recharge and reduce usage of deep groundwater. Output I includes three sub-components: (i) rehabilitation and construction of wetland areas for the recharge of shallow groundwater resources; (ii) technological innovation for agricultural groundwater conservation; and (iii) development and implementation of innovative economic and regulatory instruments for groundwater conservation.
Output II - Surface water allocation improved and monitored will improve water allocations and monitoring to increase water availability in water scarce parts of the project area and indirectly reduce the pressure on groundwater resources. The output includes three sub-components: (i) surface water allocation improvement; (ii) retention of storm water; and (iii) establishment of modernized digital water flow and quality monitoring in Huantai County, including disclosure and dissemination of groundwater information. Through the improvement of water resources allocations, the exploitation of groundwater can be reduced.

1.1 Wetland Construction and Rehabilitation
Description of Components and Subcomponents
1.1.1 Judian Lake Wetland Rehabilitation – Shouguang
i) Wetland Embankment: 11 km long embankment with the height of 2.5 m. (the water storage capacity of wetland will be increased to 10.47 million m3);
ii) Water Environment Improvement: i) inflow channels within the wetland; ii) build a deep water zone in north of the wetland, the water level will rise 1.0 m in average; Channels in west wetland will connect to the existing network of rivers/channels; and
iii) Wetland geological improvement: micro geological improvement to create multi wetlands; and
iv) Wetland aquatic plants planting and re-vegetation.
1.1.2 Mata Lake Wetland Rehabilitation – Huantai
i) Rehabilitation of channels in the Mata Lake wetland (the water storage capacity will be increased to 9.0 million m3, and the annual utilizable water will be increased to18 million m3.
Output 2: Surface Water Allocation Improved and Monitored
2.1 Surface Water Allocation Improvement
2.1.1 Water diversion from Renhe Reservoir to Heihushan Reservoir and Qiyi Reservoir - Qingzhou:
i) The channel construction with the total length of 24.68 km (including repairing 11.49 km existing channel, and new pipeline of 13.2 km); ii) Pipeline laying of 20.6 km in total (including repairing existing pipe of 17.4 km and new pipeline of 3.2 km (DN1200 mm). the total annual water supply capacity is 11.21 million, and about 10.95 million m3 groundwater will be replaced.
2.1.2 Connection of Qiyi Reservoir and Yaowanghu Reservoir - Qingzhou
i) 2,683 m water transmission culvert (DN800 mm) from Yaowanghu Reservoir to the existing Beiyang River Culvert (the transmission capacity will be 1.0m3/s).
2.1.3 Beiyang River Rehabilitation- Qingzhou
i) 10.95km river rehabilitation including sediment dredging and ecological embankment with Gabion stone; and Xiazhuang and Zhaozhuang Reservoirs are involved; and Construction of 12 river gates (height of weir is 1.5 m with the width of 30-40 m)
2.1.4 Irrigation Channels works for water diversion from Mi River to Bagouzi Reservoir - Qingzhou
ii) 3.5 km Closed Channel converted from open channel; ii) Reconstruction of 10 km U-type channel; iii) Reconstruction and new construction of 44 culverts and 2 sluice gates;
2.1.5 River Rehabilitation - Shouguang
i) Six rivers connection (Yishouxin River, Ta River, Zhinv River, New zhinv river, Yang River and Wuyang River)
ii) 55.3 km river rehabilitation including river sediment dredging of 31.9 km.
iii) Construction of 13 facilities for Ta River, including 2 culvert gates, 5 box culverts and 6 pipe culverts.
Description of Components and Subcomponents
2.1.6 Water Diversion - Huantai
i) Water diversion work for Yellow River Diversion to Chengbei Reservoir including both north section (11.51 km long) and south section (16.84 km long). The designed flow is 10m3/s, and the flood control standard is once in 5 years
2.1.7 River rehabilitation works - Huantai
i) Dredging and connection of urban channels (Wu River, Dongzhulong River, Dazai Channel and Laonao River;
ii) Construction of 18 hydraulic structures (11 gates, 1 siphon, and 7 bridges).
2.1.9 Connection of Reservoirs of Wangwu, Chengnan and Juchenghe - Gaomi
i) Connection of Wangwu Reservoir and Juchenghe Reservoir: a) Upgrade 2.3 km water transmission pipe (DN2000mm) from Wangwu Reservoir to Daxin Village; b) Rehabilitation of 5.9 km west main channel with a design flow of 4.0 m3/s; (Figure III-3, 4)
ii) Juchenghe Reservoir Expansion: a) 2.3 km lake road and 3 bridges; b) 2.7 million m3 sediment dredging to increase the capacity from 3.06 million m3 to 4.7 million m3.
iii) Water transmission to Chengnan Reservoir from the Reservoirs of Wangwu and Juchenghe: a) 1.5 km (DN500 mm), with the design capacity of 15000 m3/d); and b) upgrade 2.9 km water supply pipe with the water supply capacity of 45000 m3/d.
2.2 Storm Water Retention
2.2.1 Expansion of Nanzhai Reservoir - Changle
Construction works for i) construction of 150 m long auxiliary dam with the height of 117.2 m and the width of 5.0 m (the flood control standard is once in 50 years after completion of the proposed project); ii) expansion of the reservoir from current 4.25 million m3 to 10.36 million m3; iii) constructions of spillway with the release capacity of 358.26 m3/s; iv) lining work for leakage protection; and v) construction of water discharge tunnel and pathway and rubber dam. (Figure III-1)
2.2.2 Water diversion pipeline from Xiashan Reservoir to Chengbei Reservoir - Gaomi
i) 23.5 km pipeline laying (DN 1400 mm), with the design flow of 1.16 m3/s by gravity without pumping, and the annual water diversion capacity is 33.44 million m3.
2.3.1 Water Flow and Quality Monitoring – Qingzhou
i) Groundwater Monitoring Center for Ground Subsidence Area (The collected information will be uploaded to monitor center through wireless network and cable. The data collection types include on-line collection and artificial collection. The monitoring parameters include water level, temperature and conductivity of the groundwater (Figure III-5, 6).

Ⅱ. ACTIVITIES CONDUCTED BY THE CONSULTANT
The technical assistance of Environmental safeguard consulting assignment is to
help the Shandong Province Government to conduct the environmental management on the
investment project for the Shandong Groundwater Allocation and Protection Project in
Shandong Province PRC (the Project). One objectives of the assignment is to assist the
Provincial Management Office (PPMO-located at Shandong Provincial Water Resources
Department) in the capacity development for the environmental management of the Project
implementation.
Loan Implementation Environment Consultant (LIEC). A LIEC have been hired under the loan implementation consultant services (LICS). The LIEC will advise the PMO, PIUs, contractors and construction supervision companies (CSCs) on all aspects of environmental management and monitoring for the project. The LIEC will (i) assist in updating the EMP and environmental monitoring program, as needed; (ii) supervise the implementation of the mitigation measures specified in the EMP; (iii) on behalf of the PIUs and PMO, prepare the annual EMP monitoring and progress reports in English and Chinese and submit it to ADB; (iv) provide training to the PMO, local PIUs, CSCs, on the PRC’s environmental laws, regulations and policies, ADB SPS 2009, EMP implementation, and GRM in accordance with the training plan defined in Table EMP-9; (v) identify any environment-related implementation issues, and propose necessary corrective actions; (vi) undertake site visits for EMP inspection as required.
Environmental safeguard consultant has read and reviewed the project CEIA, EMP,
and relevant documents both in Chinese and English, and tried to gain well understanding for
conducting the environmental management assignment for the project implementation. At this
stage, the environmental safeguard consultant prepared the training material in PPT form. The
environmental safeguard requirements in the implementation phase have been interpreted to
the participants from the five counties (PIAs). It has been emphasized that the agreed EMP
mitigation measures will be implemented and determine whether the measures effectively
minimize adverse environmental effects. The PIAs has been required to appoint the
corresponding environmental responsible officer, who will conduct internal-monitoring practice
and arrange the external-monitoring affairs, and prepare a semi-annual report reflecting the
project environmental performance, and submit it to the PPMO for review. The personnel
arrangement of the environmental responsible officer has been required to be submitted to
PPMO before the civil construction started. At the workshop, the environmental safeguard
consultant has explained the methodology to conduct the environmental internal and external
monitoring.
Ⅲ. ENVIRONMENTAL PROCEDURE REVIEW
Environmental Administrative Situation 环境管理情况
The project was assessed during the PPTA as environmental “category A”.A
summary of the environmental impact assessment was circulated to the Board of Directors of
the Asian Development Bank (ADB) along with the environmental management plan
The Chinese Environmental Impact Assessment (EIA) on the Project were conducted by
the certified EIA institutes, The environmental assessment were conducted in accordance with
relevant laws, regulations, and standards applicable in PRC and following ADB policy and
guidelines as indicated in Environmental Assessment guidelines, 2003; Safeguard Policy
Statement, 2009; and Environment Policy of the Asian Development Bank, November 2002,
All of the subprojects EIA have got the approval by the relative environmental administrative
authorities correspondingly.
Compliance with Environmental Management
To ensure that the relevant environmental Laws, Standards and Regulations are
implemented, PPMO have incorporated the environmental management affairs into its day-to-
day implementation of the Project. ADB mobilized the Loan Implementation Environmental
Consultant Specialist to assist the PPMO to conduct the activities on compliance with
environmental management. It is noted through documentation review in the early
implementation stage that the implementation of the Project has been in compliance with the
relevant environmental laws, regulations and standards. The environmental protection
measures or facilities are being designed.
This environmental monitoring report is first semi annually 2017 environmental
compliance monitoring” for ADB--- Shandong Groundwater Allocation and Protection Project
which focused on the first half annually environmental Management and monitoring. It is
prepared by the Project Management Office (PMO) with the assistance of the Loan
Implementation Environmental Consultant Specialist which has been providing consulting
services to PMO. In this Report, we briefly provide (i) a review of the environmental procedures
and compliance with environmental regulations, (ii) the environmental institutional structure
and responsibilities, (iii) mitigation measures undertaken to minimize adverse environmental
impacts arising from the construction of the Project facilities, (iv) environment monitoring
results and (v)conclusions and suggestions.
The purpose of “environmental compliance monitoring” is to ensure that all the sub-projects
and the project as a whole comply with the environmental and related safeguards policies and
requirements of the People’s Republic of China (PRC) and the Asian Development Bank
(ADB).
IV INSTITUTIONAL SETUP AND RESPONSIBILITIES FOR EMP IMPLEMENTATION AND
SUPERVISION
Institutional responsibilities for environmental management
The Shandong Provincial government is the EA and has established a project leading
group and a project management office (PMO). The PPMO has overall responsibility
delegated by the EA for supervising the implementation of mitigation measures and reporting
to ADB. The sub-project counties have also established their own SPMOs to coordinate and
monitor the implementation of the sub-projects and the relevant environmental management
for the construction activities.
In line with the requirements of the agreed EMP, the PMO and local PMOs has
established its environmental management units (EMU) to coordinate and supervise EMP
implementation, guide and coordinate the departmental and sub-projects' practices in
environmental dimensions, liaise with governmental authorities in charge of environmental
affairs, disclose relevant information, interact and communicate with communities on
construction activities implemented.
The PPMO, the IAs and the contractors have each nominated dedicated, trained, and
qualified staff to undertake environmental management activities and ensure effective EMP
implementation.
Construction contractors are responsible for implementing mitigation measures during
construction. The IAs are responsible for arranging environmental monitoring reviews and
responding to any adverse impact beyond that foreseen in the EIAs.
Incorporation of Environmental Requirements into Project Contractual Arrangements
The Project Environment Management Plan’s (EMP’s) primary purpose is to ensure the
environmental requirements, identified during and following the Planning/Design Phase, are
implemented and effectively managed during a project’s life cycle. In addition to the
incorporation of environmental requirements into the project specifications in the bidding
document, the environmental requirements are part of the contractual requirements for the
project. For example, the environmental requirements are specified in the special conditions
of the contract with contractors as follows:
The Contractors are conducting: (a) establish the operation system of environmental
impact management; (b) closely monitor the environmental impact during the construction and
take mitigation measures as needed; and (c) arrange the budget to ensure the implementation
of mitigation measures. The contractor will provide the internal semi-annual environmental
monitoring and mitigation measures report to the employer.
The Contractor are obeying relevant laws and regulations during construction on
environmental pollution control issued by the relevant government agencies (environmental
protection bureaus) or local authorities and shall adopt necessary measures to prevent air
pollution from dust and exhaust gases and to perform the construction activities in civilized
manner.
Legal Requirements
Review of the environmental procedures has been carried out throughout the project
processing. Table 1 provides a list of the applicable environmental laws and regulations of the
PRC and environmental policies and regulations of ADB with which the design, construction
and operation of all the SPWPP project facilities should be comply.

ENVIRONMENTAL RESPONSIBILITY
6. A PPMO has been established within Shandong Provincial Water Resources
Department (SPWRD) for the day-to-day implementation of the project. Composed of
professional and administrative staff assigned from government agencies for the project, the
PPMO has the capacity to carry out the project activities in coordination with other agencies.
In the environmental administrative aspects, the PPMO will take the responsibilities to
establish clear work processes and procedures or guidelines covering four main tasks of
management: Planning, Implementation, Monitoring, and Corrective Actions.
PPMO shall ensure that all subprojects will comply with applicable PRC environmental laws
and regulations at all times, and meet all relevant national and local environmental standards.
PPMO shall ensure that each subproject follows environmental health and safety
procedures consistent with internationally recognized practices and PRC labor laws and
regulations.
PPMO shall ensure that all subprojects will fully comply with the monitoring and
reporting requirements in compliance with applicable EMPs; a semi-annual or annual
monitoring report containing monitoring data, analyses, and incidents as related to the EMP
implementation will be submitted to regulatory agencies and ADB for review (this report);
PPMO shall make its best efforts in corrective actions to mitigate impacts of its
subprojects; and take remedial actions in the case of unanticipated environmental impacts,
unresolved environmental issues or grievances;
PPMO will supervise the Subproject IAs to engage in a continual and appropriate
public information program related to the company’s environmental management activities.
IMPLEMENTING AGENCIES AND THE ENVIRONMENTAL TASKS
The PIAs will retain the services of design institutes, specialist procurement agencies
and construction supervision companies to assist in the implementation activities. The PPMO
and PIAs will have a number of staff trained in project management and relevant ADB
procedures during implementation of the Project.
The sub-borrower and their supporting PIAs for each subcomponent is fully responsible
for complying with all environmental requirements, including implementation of environmental
mitigation measures specified in the CEIA and Chinese EIA report, so as to ensure that all
related national and provincial environmental regulations and standards are met. The IA for
each subcomponent will appoint an Environmental Responsible Officer (ERO), who will
conduct self-monitoring, and prepare a quarterly report reflecting the IA's environmental
performance, and submit it to the PMO for review. The personnel arrangement of EROs have
been decided and listed in Appendix.
V,ENVIRONMENTAL MANAGEMENT PERFORMANC
Environmental management system has been established at each of the
implementation agencies for enforcement of environmental management. . In designated
responsible person and construction contracts, the some measures of environmental
management system employed. At construction sites, waste-water emissions, noise control,
dust and exhaust control, and solid waste treatment are included. The Loan Implementation
Environmental Consultant Specialist assistance to ensure effective implementation of the
Environmental Management Plan (EMP) and requires the implementation of mitigation
measures.
Major construction activities have been started for five sub-projects. The environmental
management activities during project construction were satisfactory. During this reporting
period, The execution of the plan for this stage of the project implementation.
has been satisfactory.
PPMO and The Loan Implementation Environmental Consultant Specialist
confirmed that these subprojects have followed the environmental management plans. The
negative environmental impacts during construction phase have been minimized by the
mitigation measures. There is not major environmental complains being filed by the public in
this stage of the project implementation.
According to internal monitoring and verification of the construction site impact
mitigation measures in 2016, the environmental impact mitigation measures of each
subproject are summarized. The Loan Implementation Environmental Consultant Specialist
provides a summary of the environmental management status and mitigation implementations
for all the sub-projects for this stage of the project implementation.
Environmental Impacts and Related Mitigations
Predominant environmental impacts observed to be resulting from these works
include: solid waste production (demolition spoil and construction solids), noise, wastewater,
dust from earth excavation, exhaust from vehicles and equipment, and land clearance for
construction site establishment. In general, impacts were of similar scale at each site and
adherence to EMP requirements was of a similar standard at all
noise.
Land clearance. The areas where land clearance has been required, are well keep with
no excess vegetation disruption. Some areas have already been re-vegetated in accordance
with EMP requirements.
Construction noise control – to arrange the construction during 7:00 am to 21:00
pm.
Activities of greening in the site – Green plantation on time - benefit the site environmental
landscaping improvement and also benefit for noise control.
During this reporting period, the EMP has been executed for all the subprojects.
Environmental mitigation measures have been taken during construction while the
environmental compliance monitoring and reporting have been carried out since project
inception. Adverse impacts on the environment have been minimized.
No environmental incidents have been reported and there have been no complaints received
with respect to environmental impacts from potentially affected persons.
VI,. ENVIRONMENTAL MONITORING
Internal Environmental Monitoring
Internal environmental monitoring including routine or periodic inspection of
construction waste treatment and implementation of mitigation measures, and include
ensuring adequate environmental supervision. The Loan Implementation Environmental
Consultant Specialist provides training to ensure that contractors and construction supervision
company may conduct internal environmental monitoring and preparation of related reports.
The Loan Implementation Environmental Consultant Specialist provides detailed internal
environmental monitoring program and various reports formats and Data. The Loan
Implementation Environmental Consultant Specialist assist PPMO compiled and submit
semi-annual environmental reports to the Asian Development Bank.
External Environmental Monitoring
The project office has appointed Shandong Zhengzhe Test Technology Ltd (qualified
units) to conduct environmental external monitoring, In 2017, some sub projects have been
carried out civil engineering, and the external monitoring of the site for civil engineering
construction has been completed. Detailed external environmental monitoring will begin this
year between August and Nov of 2017. Results of external monitoring will be provided in this
year's Report
The monitoring results are used to evaluate the: (i) extent and severity of environmental impacts;
(ii) compliance with related rules and regulations; and(iii) overall effectiveness of the Project EMP.
Required actions will be taken based on the monitoring results.
Ⅶ . CONCLUSION AND RECOMMENDATION
At the time of project implementation stage, the Project has fulfilled the environmental
protection and management obligations required by both PRC and ADB. The contractors of
all the awarded contracts have largely fulfilled their obligations in protecting the environment
and allowed for mitigation measures in their construction contracts and schemes. Through the
implementation of these measures, the negative impacts on the environment can be reduced
to a minimum level possible during construction. However, to a certain extent there will be
avoidable impacts on the environment.
A series of environmental workshops and training have been carried out, with the
intention of strengthening the environmental management and monitoring capacity of all
project related parties.
Water and soil conservation monitoring exercises have been carried out with the results
showing that efforts on soil erosion control are still a little bit deficient and should to be
strengthened in the next stage. It is recommended that construction waste disposal sites be
better considered and strengthened to reduce soil erosion during rainy seasons.
Based on observations from site inspections, It can be found that the completed
construction activities have fulfilled the environmental protection and management obligations
required by both PRC and ADB.
At the time of this report, there has been no any environmental complaint from the local
communities and local EPBs.
