After signing a contract to develop a watershed plan with a local non-governmental organization, a kickoff meeting was held

to further define roles and expectations between Applied Ecological Services (AES) and the organization. It was reiterated in

the meeting that the organization would handle the public participation and education portions of the project as cited in the

contractual language. Thus, public participation and education were out of scope, and no budget was allocated for AES to

engage in the public participation and education portions of the project.

During the course of the project, it quickly became apparent that the organization was dependant on AES’ resources to meet

the needs of the public involvement and education portions. This was classic scope creep. A meeting was called to discuss

the issue of scope creep and come to a meeting of the minds moving forward. An individual in the organization was recalcitrant

and believed that the company ought to do this extra work for no additional pay, essentially as a contribution. AES understood

well that client relations, community relations, reputation, quality of work, and environmental quality were at stake. The

company’s project director (gratis) contributed ideas for public involvement and education that helped reduce costs. At another

public event, the company solicited volunteers from company staff to work a weekend event, and the company owner agreed

to speak as a keynote at the function. Our team later took the individual to lunch followed by a walk past rain gardens where

we pulled weeds to help with maintenance. We worked to meet the client’s needs within boundaries and to keep good relations

by helping them build capacity.

SUMMARY OF EXPERIENCESince the late 1970s, Steve Apfelbaum has conducted ecological research, designed award-winning projects and contributed his uniquely creative scientific expertise and enthusiasm to over 9,000 projects throughout North America and beyond. He has been instrumental in advancing the concepts and philosophies behind ecological restoration through his direct connection to mentors and pioneers in the environmental movement including Sigurd Olson, Luna Leopold and many other key scientists, conservationists and policy makers. Apfelbaum has been the ecological leader in many pioneering projects. His work on conservation communities established Low Impact Development as a marketplace and regulatory precedent. His work on alternative stormwater management and in developing the Stormwater Treatment Train™ has contributed to changing the stormwater management industry nationwide. And his ecological restoration approaches on mining projects and brownfield reclamation and remediation have set new industry standards and win-win outcomes for all involved parties. Apfelbaum has also been a leader in the developing marketplace for ecosystem services concepts. Beginning in the early 1990s, he helped develop regulatory frameworks for the first private wetland mitigation bank in the Midwest. More recently, he has led the development of a methodology to quantify carbon in soils and he has helped develop a framework for conservation biomass.

He has authored and peer-reviewed hundreds of technical studies, papers, books and reports, including ecological restoration plans and regulatory monitoring and compliance reports. His book, Nature’s Second Chance (Beacon Press), won accolades from the New York Times, and was listed as one of the “Top 10 Environmental Books of 2009.” Apfelbaum’s recent book, Restoring Ecological Health to Your Land – co-authored with Dr. Alan Haney as part of a two-volume series – has won praise as the first comprehensive “how-to” restoration book for landowners. Apfelbaum is also a much sought-after speaker at educational events focusing on ecological restoration, ecosystem assessment, alternative stormwater management and conservation development. He currently lectures at Harvard University, University of Illinois, University of Wisconsin, and over the years has taught in dozens of other educational and research institutions through the U.S., University of Paris at Madam Curie Institute and elsewhere.

SUMMARY OF EXPERIENCEJason Carlson has over fifteen years of professional experience with geospatial systems, aerial imaging and mapping as applied to issues such as ecological restoration, watershed planning, and assessment of ecological impacts. As Director of the Geospatial Group and active project manager, Jason is involved in all phases of project design and technical oversight including GIS analysis, aerial imaging, database creation/management, cartographic and GIS/GPS mapping/analysis techniques. In these projects, AES utilizes a Leica RCD30 multi-spectral camera, ESRI’s ArcGIS, ERDAS Image, eCognition, Trimble/Garmin GPS as well as other technologies. AES is pioneering the use of airborne imaging sensors for applied ecological efforts such as mapping distribution of invasive species over large geographic areas. Jason currently coordinates the aerial image acquisition flight crews for AES.

SELECT PROJECT EXPERIENCEConstitution Pipeline Corridor Assessment. 2013-2015. Project manager/GIS Analyst. For the client, Williams, a leading energy infrastructure firm, AES used remote sensing and geospatial methods to classify and map wetland types along a 124-mile proposed transmission pipeline corridor linking Pennsylvania gas reserves with Northeast markets. AES used a combination of multi-spectral and 4-band aerial imagery, LiDAR and ancillary data in a semi-automated object- and hierarchical rule-based classification process to achieve highly accurate results that optimized pipeline placement near existing corridors while minimizing environmental impacts to wetlands, wildlife habitat, and riparian areas.

Monitoring of Phragmites australis Control Efforts Along the Great Lakes Coastline. 2013-Present. Project manager/GIS Analyst. Teamed with Michigan Tech Research Institute to evaluate the effectiveness of herbicide treatments on the invasive species Phragmites australis on Great Lakes shorelines. Work is accomplished using geospatial analysis of high to moderate resolution, multi-temporal aerial imagery of sites treated recently and more than 5 years ago and standardized biodiversity sampling using Great Lakes Instrumentation Collaboratory (GLIC) protocols.

Wild Rice Habitat Assessment in Southern Michigan. 2014-2015. Project Manager and GIS Analyst. AES mapped the extent and distribution of State threatened wild rice variety (Zizania aquatica L. var. aquatica) in a 97-square-mile area of interest near tribal lands. To accomplish this, AES staff acquired “just-in-time”, high-resolution multi-spectral aerial imagery combined with high-resolution geo-referenced oblique aerial imagery and used an object-based, supervised classification method to map the distribution and extent of wild rice in a semi-automated iterative approach. This effort was complemented by on-the-ground information provided by the Tribe.

Wild Rice Restoration, Lac Vieux Desert (LVD), Watersmeet, MI, 2012. Project Manager/GIS Analyst. Great Lakes Restoration Initiative (GLRI) funded project that mapped 400 square miles of existing and potential wild rice habitat using high-resolution multi-spectral aerial imagery of the Upper Peninsula (MI) and northern WI. Project identified and prioritized areas for wild rice restoration, developed restoration plans for 13 water bodies and implemented 70 acres of wild rice seeding and habitat creation.

Chicago Wilderness Green Infrastructure, IL, 2012. Technical Lead/GIS Analyst. Worked with the Chicago Metropolitan Agency of Planning (CMAP) and the Conservation Fund to identify and prioritize natural resource core, hub, and corridor areas for protection, acquisition, and/or best management practice (BMP) implementation. Project delivered a suite of land planning and green infrastructure GIS models and tools for user interaction and revised mapping results using refined data.

Kansas City Regional Natural Resource Inventory, KS/MO, 2012. Project Manager/GIS Analyst. Utilized GIS and remote sensing inventory of 4,300 square miles of natural resources within a two-state, nine-county jurisdiction. Project incorporated SPOT 2.5-meter satellite imagery to map ecological land cover. Also developed a GIS tool that incorporated ecosystem services research and modeling to assist in land planning tools for ecosystem service mapping and environmental threats, opportunities and assets.

SUMMARY OF EXPERIENCEDr. Kim Chapman has over 30 years experience in ecological research, natural resources planning and master planning projects. Kim specializes in sustainable ecological design—from residential and mixed-used developments, parks and greenways, to towns and regions—using science to help clients balance conservation and development, and find affordable ways to design and build with nature. He works with governments, corporations, developers, utilities, engineering firms, colleges, non-profits and private individuals. His projects have involved land and watershed evaluation, natural resource planning, ecological management and restoration, ecological research, botany, ornithology, flora and fauna, mapping and GIS, vegetation classification, government regulatory programs and public process facilitation. A former instructor at the University of Minnesota, Macalester College, and the University of St. Thomas, he is a strong educator about natural resources and a writer of technical and popular pieces, including Valley of Grass, an award-winning example of how to balance nature, economics and people’s aspirations.

SELECT PROJECT EXPERIENCEUniversity of Manitoba, Winnipeg, Manitoba (2013–2014). Led by partner Janet Rosenberg Studio, AES is providing the ecological foundation for campus master planning. Planning is focused on an expansion of a innovation campus area and a golf course being abandoned for campus expansion. Kim is leading the AES science team in developing greenways and best practices for stormwater management, sustainability practices, wildlife areas on campus, native landscaping guidance, and stabilization approaches for the banks of the Red River on campus.

Waveland Golf Course and Glendale Cemetery Stormwater Design, Des Moines, IA (2013–2014). AES-led team of HR Green and Herfort Norby Golf Course Architects is designing stormwater management and habitat restoration in an historic golf course and cemetery in Des Moines. Goals are to respect the playability of the golf course and cemetery aesthetics while managing excess runoff in this urban site, and restoring Waveland Creek and open space.

Trout Brook Nature Sanctuary, St. Paul, MN (2012–2013). This project in an old rail yard near downtown St. Paul sought to recreate the channel of Trout Brook that once flowed here, set in a restored landscape of created wetlands, forests and prairies. Led by AES partner HR Green, AES’s role was to shape the restoration landscape, specify restoration tasks and targets, and prepare construction documents for bidding in 2013. Park construction will be completed in 2015.

St. Louis Gateway Arch & Jefferson National Expansion Memorial, St. Louis, MO (2010–2012). With the competition-winning team, led by Michael Van Valkenburgh Associates, re-designing the grounds of the iconic St. Louis Arch for the 2015 50-year anniversary. Provided early design concepts for management of runoff and water quality in the reflecting pools, turf and native plantings, and water management.

Valley View Park, West Des Moines, IA (2010–2012). In a project led by partner RDG, AES helped design a sustainable park for the City of West Des Moines. AES led the science team and was responsible for stream restoration, wildlife habitat creation, water use and re-use, stormwater management and ecological restoration. The concept balanced intensive recreation demand for playing fields with wildlife and aquatic ecosystem protection and restoration. RDG integrated a naturalized play area, trails and quiet places, and a meeting center into the floodplain and wetland design that AES specified for water management. Phase 1 construction was completed in 2012.

Western Technical College, La Crosse, WI (2009–2010). With partner RDG, helped design a building and plaza expansion for this urban college. The project used urban raingardens, street stormwater planters, and permeable pavement to save half a million gallons of runoff annually, freeing up space in the City’s storm sewer. The plaza has become a city destination and the City passed an ordinance that all future streets must be “green and complete.”

SUMMARY OF EXPERIENCE

Cecily Cunz is an environmental planner with over two years of professional planning experience. Cunz joined AES in 2012 with a primary role of supporting watershed-planning efforts with technical writing, GIS analysis, professional design, project coordination, and data gathering. She is proficient at researching, analyzing, and assembling data related to all aspects of watershed planning and policy and presenting that information clearly to stakeholders. Cunz served as Project Manager for the Pike River Watershed Plan, the first USEPA-approved watershed plan in Wisconsin, and is currently serving as Project Manager for the Catfish Creek Watershed Plan in Iowa. She worked extensively on the Spring Creek and Woods Creek Watershed plans, as well as three other ongoing watershed plans in Illinois and Wisconsin. She has field experience assessing streams, detention basins, and other watershed characteristics, and also coordinated the planning and grants process for Spring Creek Watershed.

Cunz has presented information at conferences related to water quality planning and policy including applications of GIS technology for watershed planning, and she has led/facilitated community watershed planning workshops and charrettes. Cunz was the keynote speaker at the 7th Annual Dubuque Low Impact Development Conference in March of 2014. She also collaborated on a poster entitled “History, Ironies, and Observations on Clean Water in America” that was presented at the International Society of Environmental Economics 2012 Conference in Rio de Janeiro and Ecosummit 2012 in Columbus, Ohio.

Corrine Daniels provides professional management for our nursery, Taylor Creek Restoration Nurseries. She has over 20 years in the industry. Daniels’ skill set combines strong horticulture and field experience with proven business management abilities and an extensive background in multiple aspects of leadership and personnel management. Her ability to control costs while increasing product quality has contributed greatly to the nursery’s success.

She works closely with partners in both the private and public sectors, including nonprofit agencies. SUMMARY OF EXPERIENCEDr. Tom Hunt is a career professional in natural resources with experience as an administrator, teacher and consultant for policy and program development and management in systems science, ecology, agriculture and conservation; as well as land planning and design, regulatory permitting, restoration, research and project management. He has served in the capacity of a scientific consultant across multiple sectors, from private utilities and industry to government. This allows him to provide guidance and conflict resolution across the board while working to achieve the best results for the land, clients and stakeholders. Hunt previously served AES as a Senior Ecologist and Project Manager of two significant AES restoration projects, managing the 180-acre design/build Flambeau mine reclamation as well as the establishment phase of the 7,200-acre Kankakee Sands ecological restoration. Prior to re-joining AES, Hunt was appointed to a faculty position at the University of Wisconsin-Platteville, where he was Professor and Director of the Reclamation, Environment and Conservation Program (an accredited undergraduate mining reclamation program). He also served as Director of Research and Outreach of Pioneer Farm and Director of the Social and Environmental Justice Program. Now, as Director of Science for AES, Hunt oversees all projects associated with the scientific and technical aspects of AES’ Consulting Division. He works as a soil scientist and ecologist for many of the projects he supervises and develops.

Directed the early implementation of an AES-designed, decades-long project to restore 7,300 acres of the Kankakee Marsh in northwest IN, which was historically the largest marsh in the U.S. outside of the Everglades.

Phosphate Mined Lands Reclamation for Production of Bio-Energy Crops. Polk County, FL. Conducted site analysis including soil potential for large-scale restoration of biomass crops on clay settling basins covering thousands of acres; helped develop business plan and pro-forma presentation to company and investors.

Palouse Shepherd’s Grain Agricultural Production Grant Research for the USDA/NRCS. Eastern WA. Operational director for soil sampling strategy to establish soil organic carbon baseline for determination of rate of accrual for sequestration and ultimately monetizing carbon for market transaction.

Badger Mining Corporation Taylor Plant Master Planning. Jackson and Trempealeau counties, WI. Negotiated approach and format of plan to conduct a detailed flora, fauna and natural features inventory and provided progress oversight of project deliverables, which included an atlas for several thousand acres of buffer lands and detailed annual plan of restoration work for each management unit.

Shullsburg Mine Reclamation. Shullsburg, WI. Project advisor for bringing closure to legacy mining site including navigating regulatory obligations for long-term care and monitoring; successfully attained the Certificate of Completion for this lead/zinc mine, which included the development of a wildlife management plan containing dry prairie grasslands and oak savanna.

Flambeau Mine Reclamation. Ladysmith, WI. Assumed on-site implementation for restoration of high-profile sulfide mine bordering an outstanding water resource, the Flambeau River. Required in-field design changes for wetlands, stream courses, bioswales, reforestation, grasslands and recreational trails.

North Pond Nature Sanctuary Master Plan & Soils Assessment for Lincoln Park. Chicago, IL. Developed Order 1 soil survey strategy and approach for legendary park along Chicago’s lakeshore. Invited participant in planning and design charette.

Ryan Johnson joined AES in 2014 as a Construction Supervisor for AES’ Chicagoland office. Johnson is primarily responsible for onsite work organization, ensuring project performance meets contract requirements. In this capacity, he supervises and schedules field crews, coordinates and communicates with clients, allocates and mobilizes equipment and complies with project and safety specifications. Performed a review of existing construction documents for this residential subdivision, analyzed water quality performance using WinSLAMM, coordinated with Wisconsin Department of Natural Resources staff, and designed additional stormwater BMPs to meet the requirements of NR 216. The additions included modified roadway ditches and infiltration basins. Basin modeling utilized RECARGA.

Blair Pond, Tulsa, OK: Team Engineer. Performed hydrological and water quality analysis to determine monthly phosphorus levels within the proposed recreational pond and recommend strategies to minimize algae blooms and its effects.

Valley View Park Phase 1 Plan, West Des Moines, IA: Team Engineer. Dr. John Larson has over 23 years of professional experience in ecological restoration and management planning and design, as well as in wetland delineations. His work not only addresses the flood control aspects of stormwater management, but also water quality enhancement and groundwater recharge benefits not normally possible with conventional designs. SUMMARY OF EXPERIENCE

Josh LaPointe directs all AES Contracting Operations in Illinois and Wisconsin. LaPointe’s experience managing a wide array of projects and his ability to anticipate and implement corrective measures is extremely valuable to AES. He has a vast knowledge of the labor and equipment needs that are required to accomplish project goals on time and within budget constraints along with the scientific principles underlying all restoration activities. He has extensive knowledge of all aspects of the restoration process including site preparation, seeding, planting, invasive species control and prescribed burning. His pro-active, hands-on approach to project and employee management ensures that AES’ Contracting Division provides accountable, timely and cost-effective project results to help clients achieve successful restoration goals.

LaPointe began working with AES in 2002 as a staff ecologist, managing all hydrological monitoring and reporting while also assisting with vegetative monitoring, wetland delineations and natural resource inventories. Prior to becoming Director of Construction in 2011 and then Regional Manager of Ecosystem Restoration in 2014, LaPointe was a Restoration Project Manager for large- and small-scale restoration efforts throughout the country. Previously, LaPointe was a Restoration Associate for the Aldo Leopold Foundation. He managed and restored property around the famous Leopold Shack, located near Baraboo, Wisconsin. A key component of LaPointe’s work was to promote the Leopold land ethic, which is also a fundamental principle AES uses to guide all restoration projects.

SUMMARY OF EXPERIENCE

Susan Lehnhardt is a Senior Ecologist with more than 15 years of professional experience in ecological assessment and restoration planning, and extensive field experience in native plant communities throughout the contiguous US, Alaska, Canada, and parts of Central and South America. She directs and manages investigations in watershed restoration planning, vegetation monitoring in regulated wetlands, floristic and rare plant inventories, community classification and mapping, ecosystem health and habitat assessment, wetland delineation and restoration and management planning for public, corporate, and private lands. In developing an effective long-term restoration and management plan for a degraded urban savanna site in Dane County, WI, she designed and implemented a long-term demonstration test plot program, which also served to engage and train volunteer stewards. She is researching the propagation and use of hairy-fruited lake sedge (Carex trichocarpa) an aggressive native mat-former in stream bank and wetland restorations to control exotic reed canary grass (Phalaris arundinacea L.).

SUMMARY OF EXPERIENCE

Todd Polacek is responsible for business development for significant opportunities at AES including remediation and mitigation projects. He supports sales for Technical Practice Leads and represents AES during initial client contacts. Polacek is often the initial point of contact for project procurement and is adapted to function with a wide variety of different clients and business units within AES including municipalities, developers, non-governmental organizations, agency staff and private landowners. With technical training and experience in limnology and fisheries, he is well versed in water quality parameters, chemical constituents and water resource related natural resource projects. A trained staff limnologist, Polacek worked professionally as a Fisheries Research Technician at U.S. Fish and Wildlife Service (USFWS) and as a Fisheries Technician for the Wisconsin Department of Natural Resources (WNDR). At USFWS, Polacek sampled fish, invertebrates and macrophytes and maintained electrofishing equipment. He used radio telemetry to track paddlefish migrations. He also conducted research on interaction between zebra mussels and native mussels in the upper Mississippi River, organized data and maintained an extensive database with over 50 parameters. At WDNR, Polacek raised coho salmon to juvenile stage, planted elastomer tags and sampled lakes and coldwater fisheries for ongoing monitoring projects and maintained research data on a statewide database.

Polacek worked as Sales Representative for AES’ Restoration Nurseries (an AES subsidiary) from 2005-2010 and worked closely with the Nursery Director to increase sales from approximately $1M to $2.5M, which included direct involvement in securing several native materials contracts equaling $1M. Prior to joining AES, Polacek acquired six years of business experience as owner and manager of Madison Outfitters Ltd., a full-service specialty fly fishing Orvis dealer, retail store and outfitting service generating over $250,000 in annual sales. Polacek was directly responsible for all aspects of the business including customer service, sales, purchasing, advertising, employee supervision and financial reporting to a board of directors. He is also well suited as a team member for design and planning of outdoor recreational developments and ecological restoration projects involving hunting and fishing properties.

Dan Spethmann has over 30 years experience in natural resource management. He joined AES in 2014 as CEO/President. Spethmann is also a Managing Partner with Working Lands Investment Partners, LLC, an independent investment management firm specializing in environmental markets. Most recently, he was Manager of Investment Programs for New Forests, Inc., where he helped to raise and place institutional and private capital into ecosystem markets. Prior to this, he led the Non Timber Resources Development effort at Temple-Inland, Inc., where he developed stream and wetlands mitigation instruments, working forest conservation easements, and endangered species credit programs. He was Founder and President of Strategic Controls Corporation, which provided supervisory control and data acquisition systems for the natural gas industry. Prior to this, he served as Project Manager at Moncon, Inc., where he provided controls systems for hydroelectric facilities as well as the municipal water and wastewater industries. He holds a Ph.D. in Natural Resources Economics from Stephen F. Austin State University, a M.S. in Forestry from the University of Wisconsin-Madison, and a B.S. in Biology from the University of Wisconsin-Stevens Point. He is an adjunct faculty member at Stephen F. Austin State University.

SUMMARY OF EXPERIENCE

Steve Zimmerman is a Senior Ecologist and Project Manager working out of AES’ West Dundee, Illinois, branch office. He has fifteen years of professional experience in natural resources management with specialties in stream ecology, restoration ecology, fisheries management, stream and shoreline restoration, watershed planning, green infrastructure planning, native vegetation establishment/ monitoring, and wetland delineations. As an Ecologist and Project Manager, Mr. Zimmerman is active in all phases of prairie, woodland, wetland, stream, or pond/lake management, restoration, and monitoring. He is proficient in natural community and stream health evaluations and has hands on experience with water quality monitoring, fish community sampling and habitat analysis/restoration using a variety of sampling techniques. Many aspects of these projects include acquiring and administering permits, preparation of construction documents, erosion control design, and natural resources surveying. Water Treatment Plant Number 3 Rain Garden Design and Installation, Algonquin, ILIn 2011, the Village of Algonquin applied for and received a $5,000 grant from the McHenry County, Illinois, NRCS/SWCD to install a rain garden at a Village-owned site. The Village supplemented the grant with an additional $6,000, allowing them to hire Applied Ecological Services to provide ecological consulting services for stormwater management.

AES assessed the potential for installing rain gardens at several Village-owned locations. From these site visits, AES determined that the best placement for the rain garden was at the Village’s Water Treatment Plant #3. The site features two stormwater downspouts that drain a 1,250-square foot section of the building, thereby providing an ideal location for a rain garden. The area is also adjacent to the main treatment building and is visible to the public from Square Barn Road.

After determining where the rain garden would provide the most beneficial usage for the Village, AES designed a rain garden large enough to capture stormwater following all rain events up to the two-year event. Based on local soil conditions, AES then developed a planting plan. AES also provided oversight during the excavation of the project, which was done using in-kind services provided by the Village. AES completed the project by installing native seed and plugs within and around the rain garden in May 2011.

Finally, the Village added educational signage to provide citizens with an explanation of how rain gardens function and the benefits of installing rain gardens, which include stormwater infiltration, wildlife habitat creation, and water quality improvement.

Boneyard Creek Design/Build Second Street Bioswales, Champaign, ILIn Champaign, IL, Boneyard Creek is an important urban environmental corridor that had been degraded by streambank erosion and lack of maintenance. The City of Champaign retained AES in 2012 to begin a 5-year schedule of wetland and water quality monitoring to meet mitigation requirements of the U.S. Army Corps of Engineers. AES Senior Ecologist Steve Zimmerman has led the monitoring effort, which was initiated in 2012 and will be completed in 2016. In addition to wetland delineations and monitoring, AES has also taken grab samples of water in the detention basins and stream to analyze water quality and report to the Corps.

AES was also asked to help the City of Champaign retrofit a series of bioswales adjacent to the Boneyard Creek project along Second Street that were failing. Zimmerman and AES Landscape Architect Cole Clayton collaborated on suggesting changes to the grading and inlet elevations of the Second Street bioswales to support a native prairie plant palette for the bioswales.

AES’ Restoration Contracting staff installed the revegetation design in 2013 using plant materials from AES’ in-house native species nursery, Taylor Creek Restoration Nursery. The bioswale retrofit is performing well, due to correcting the drainage in the swales and the selection of appropriate species for various planting zones, quality installation from experienced crews, and high quality plant materials.

As an additional part of the Boneyard Creek update, Zimmerman has advised the City of Champaign with monitoring and maintenance recommendations for the native planting areas along Boneyard Creek. In early 2015, Zimmerman and Clayton are designing a revegetation of native prairie and wetland plantings where previous plantings have failed along Boneyard Creek and the detention basin.

Riverboat Road Shoreline Restoration, Milwaukee, WIThe River Revitalization Foundation, a prominent Milwaukee non-profit conservation organization, acquired a significant property along the Milwaukee River with important connections both recreationally and ecologically. The property had been neglected and degraded over the years, and was in need of ecological restoration. The Foundation decided a design/build process would be most expedient and hired Applied Ecological Services to design the site and construct the improvements. Site elements designed and constructed by AES included a naturalized shoreline complete with root wads, native vegetation, and a “backwater” habitat zone that was designed to fluctuate with the seiche effect of Lake Michigan. AES designed and installed two rain gardens, including one that captures water from the parking lot then directs excess water over a rocky terrace, under a trail, and through a stone runnel and then to the river. The design featured a handicapped accessible trail system that connects the northern end of the Milwaukee Riverwalk system to the southern end of the Milwaukee Greenway trail system while also providing access to the river itself and includes a scenic overlook with surfacing and bench seating. The project site, which now serves as the Foundation’s headquarters, is located near downtown Milwaukee, in the Lower Milwaukee River (within the Area of Concern boundary) in a dynamic seiche-driven freshwater estuary. Habitat for fish (northern pike are a target species), amphibians, birds and reptiles within the river corridor is at a premium, particularly in this urban setting. For this high-profile site, RRF had an ambitious list of goals: 1) Naturalize and stabilize the streambank with native vegetation to reduce non-point pollution loading to the river; 2) Remove artificial structures (iron and concrete) and re-grade a steep eroding slope to improve water quality and stormwater management; 3) Improve the riparian habitat for fish and wildlife; and 4) Contribute to delisting of the beneficial use impairments (BUIs) in the Milwaukee Estuary Area of Concern (AOC) related to fish and wildlife.

AES led a skilled team of scientists, engineers and contractors in executing design-build strategies by managing the process, design and delivery of concept plans; drafting construction documents; submitting state and federal permits; establishing pre-construction erosion controls, which included preparation of a Stormwater Pollution Prevention Plan (SWPPP); performing earthwork including invasive species removal, cut-fill, and re-grading and terracing the slope; stabilizing the riverbank; installing native vegetation; and maintaining the site for three years post-construction. While constructing the project, AES was also asked to assist the Wisconsin Department of Natural Resources’ (WDNR) Fisheries Department in creating a unique fish spawning reef project immediately adjacent to the site. AES provided installation and oversight of the reef project, which is anticipated to provide critical habitat for lake sturgeon, walleye and other native fish.

School District of South Milwaukee Native Landscape Design, Installation & Maintenance, South Milwaukee, WIAES was retained by the South Milwaukee School District to prepare a master landscape plan–including an ecological restoration plan and a planting plan–and install all native plants for the new South Milwaukee Middle School and High School Campus. The site is unique because a state endangered perennial–bluestem goldenrod–as well as the state threatened Butler’s gartersnake are known to exist at the site. These two species populations directly affected development plans for the site.

AES worked with the Wisconsin Department of Natural Resources and the school district to develop a Stormwater Treatment Train™ stormwater management system and restoration plans for the site as well as the adjacent Rawson Woods, a high-quality woodland. The design team at AES worked to develop a highly detailed planting plan that would complement the new architecture of the school building while providing an aesthetically pleasing landscape interest throughout the year. AES completed all of the installation and continues to maintain natural areas and formal landscapes. Formal landscape maintenance includes two visits yearly to address weed control and aesthetic concerns in native perennial and shrub beds and small prairie units surrounding the school by hand pulling or selective herbiciding of weeds/cutting out of dead material as appropriate.

Pennoyer Beach Outfall Infiltration Basin, Kenosha, WIThe City of Kenosha owns 4.5 of the six miles of Lake Michigan shoreline within city boundaries. This includes five city-owned beaches classified as “impaired” by the Wisconsin Department of Natural Resources. There are also nine major outfalls within Kenosha that discharge directly into Lake Michigan. Beach and water health were often compromised by turbulent stormwater flows, causing sedimentation to be discharged into the lake, and from seagulls.

With funding from the U.S. Environmental Protection Agency’s Great Lakes Restoration Initiative, the City of Kenosha has been able to improve near shore health and lessen non-point source pollution. Pennoyer Beach is the first project to enhance water quality at an outfall within the City limits. The project focused on the design and construction of a stormwater treatment/infiltration basin at a storm sewer outfall on Pennoyer Beach and the implementation of a system of upstream best management practices (BMPs) to aid in the performance of the basin. BMPs included sub-surface installation vaults and parkway bioswales, which act as a pretreatment device for the infiltration basin.

AECOM designed the stormwater treatment infiltration basin, which will: collect, detain, store, filter and infiltrate stormwater from the drainage area; reduce bacterial loading onto the beach; reduce non-point source pollutants (sediments) by reducing some of the turbulent flows; and modify the outfall location to allow for more acceptable grade transition from the top of the hillside to the beach.

Applied Ecological Services planted the stormwater treatment infiltration basin with native plants and beach grasses, creating a berm/dune around the outer limits and reducing erosion issues. Over the course of the project, AES planted thousands of native plugs and seed to increase the species diversity of the areas. Our crews installed shoreline erosion control treatments such as coir logs and erosion blanket to help establish new plantings and buffer them from dynamic water fluctuations that are typical of urban stormwater facilities. AES also provided two years of ecological management for the native species as they matured to ensure successful plant establishment.

Jelkes Creek Quarry Reclamation and Wetland Restoration, Sleepy Hollow, Dundee Township, Kane County, ILAES was hired to reclaim and restore this 160-acre former gravel quarry on Jelkes Creek – a tributary of the Fox River, located southwest of the Village of Sleepy Hollow in Kane County, Illinois. The site is currently a part of the 244-acre Jelkes Creek Bird Sanctuary, which is complete with pavilions, educational signage, multi-use public trails and fishing access. A bridge over Jelkes Creek connects the new trail system to the previously existing Bird Sanctuary, which AES also constructed and maintained.

To accomplish this goal, the AES team, along with the prime contractor GA Blocker: 1) Reconfigured the site by re-grading to reduce slopes, re-spreading the topsoil berms, and installing 54,000 native plants in the re-spread topsoil zones; 2) Constructed six biofiltration swales totaling 3,250 linear feet to treat and infiltrate runoff from the site; 3) Converted three existing ponds into stormwater wetlands to improve pollutant removal before discharging stormwater; and 4) Constructed six stormwater detention basins to improve water quality, remove suspended and soluble non-point source pollutants, enhance habitat and aesthetics, and improve water retention and other beneficial hydrologic functions.

AES began the project in July 2009 and completed work in November 2013. Crews performed work on the site in spring, summer and fall. Crews installed native plants from June-October 2010, and planted native seed from July-November 2009 and again in March-June of 2010. AES also performed invasive species control for herbaceous plants from June 2010-November 2013, except in the dormant months of December-February. Ecological maintenance work included invasive species control for Phragmites australis, Phalaris arundinacea, Lythrum salicaria, Cirsium arvense and Euphorbia esula. Depending on density, techniques varied from non-selective broadcast spray to eliminate monocultures to methods as selective as hand wick applications. Selective techniques such as spot spraying with selective herbicides or hand wicking were used whenever possible.

Jelkes Creek Restoration Project has been recognized as an “environmental and recreational showcase” by the International Erosion Control Association (IECA), winning IECA’s 2012 “Environmental Achievement of the Year Award” for erosion and sediment control. The project also won the 2012 Illinois Association for Floodplain and Stormwater Management’s “Stormwater Management Award” for project excellence.

Valley View Park Master Planning, Design and Phase I Implementation, West Des Moines, IAValley View Park is a signature park in West Des Moines, a rapidly growing community outside Des Moines, Iowa. West Des Moines values high amenity developments and affords its residents a varied and comfortable lifestyle. The City turned to RDG Planning and Design (project lead) and Applied Ecological Services to engage the community in a master planning process for Valley View.

The challenge at Valley View Park was to improve the site’s ecology and sustainability, while creating multiple recreational and cultural venues. Other challenges were constraints placed on the park by surrounding residential developments, the need to blend with an existing water park, the City’s stormwater management ordinances, and the necessity of creating affordable open space that could be maintained largely by City park staff.

Through a collaborative process, RDG and AES designed the master plan using a strong ecological concept provided by AES. RDG and AES were also selected to design and oversee the construction of Phase 1. The agricultural ditch in the park is being transformed to a braided stream and pond system using stormwater runoff from the park and its surroundings. Functioning as a watershed, water flowing through the park is now cleansed and regulated through additional ponds.

The park demonstrates the positive attributes of native vegetation and the natural water cycle while offsetting impacts from development. Ecological features throughout the park are not only instructional and recreational, but also lower maintenance costs, reduce stormwater runoff volume, and promote infiltration. Stormwater management includes a series of bio-filtration galleries, nutrient removal biocells, stormwater wetlands, wet ponds, bio-retention filters, and an underground cistern to capture and reuse runoff to supplement irrigation and feed the interactive water features. A restored ecosystem and wildlife habitat were created alongside playing fields, playgrounds and parking lots.
