Instead of the cur-rent 30-day licence suspension, new drivers caught driving under the influence of drugs or alcohol will face a 60-day licence suspen-sion and will have their vehicle seized for three days. And that’s just for a first offence – penalties increase based on number of offences. Experienced drivers will also face longer licence suspensions and vehicle sei-zures. These are some of the many changes re-sulting from recommendations made by the Special Committee on Traffic Safety.

consequences as drinking drivers.• Drivers caught using their cellphone while driving for the second time within one year will have their vehicle seized for up to seven days.• Drivers will face harsher penalties when they’re travelling at 35 km/h or more over the speed limit (compared to the current 50 km/h).• Booster seats will be mandatory for children under seven years of age, less than 145 cm (4’9”) in height and under 36 kg (80 lbs) in weight.• Photo radar will be piloted at three high-risk locations (Circle Drive in Sas-katoon, Highway 1 and 9th Ave. inter-section in Moose Jaw, and Ring Road in Regina) and in school zones. Recommendations made by the Motor-cycle Review Committee will also result in changes this summer, many with a fo-cus on new riders:• Riders in the Motorcycle Graduat-ed Driver Licensing (MGDL) program and their passengers will be required to have their arms and legs covered, wear hand-covering gloves, ankle-covering boots, and either an approved three-quar-ter, modular or full-face motorcycle hel-met.• MGDL riders will have to place a plac-

ard on their licence plate to indicate they are a new rider. Placards will display a red L for riders in the learner stage and a green N for riders in the novice stages.• Drivers will be required to hold a Class 5 or higher driver’s licence before apply-ing for a motorcycle learner’s licence.• New riders will have to demonstrate their ability to operate a motorcycle through a basic ability test or successfully complete an approved training program, before getting a motorcycle learner’s li-cence. Games are tentatively scheduled for Monday and Thursday nights (8 p.m. and 9 p.m.). The league will get underway in early May and continue through mid June. Last year, almost 30 basketball players were involved in the league - including several out of town participants - with teams playing between six and eight regular season games along with play-offs. This day in History1980: Canada boycotts moscow olympics

Every four years, the countries of the world gather to cele-brate athletic achievement in an atmosphere of international cooperation. That is the goal of the Olympic Games, yet rare has been the Olympiad that is totally free of politics. Adolf Hitler used the Games as an Aryan showcase in 1936, and a string of politically motivated boycotts in the 1970s and ‘80s threatened to kill the Olympic movement. The Games rebounded, but in 2008 the spectre of boycott returned as protesters sought to use the Beijing Games as a political plat-form. Canadian athletes are upset, but they’re not surprised. Mark McGuigan, minister of external affairs, has announced that Canada will not send athletes to the upcoming Olympic games in Moscow. The boycott is Canada’s way of protesting the recent Soviet invasion of Afghanistan.• The Soviet Union invaded Afghanistan on Dec. 27, 1979. • In January 1980, U.S. President Jimmy Carter issued the Soviet Union an ultimatum: pull out of Afghanistan by Feb-ruary 20 or the United States would refuse to participate in the Moscow games. Canada’s government announced its in-tention to follow suit. • A Canadian election in February 1980 brought a change in government, and the Liberals consulted with athletes before agreeing to the boycott. • About 60 nations joined the boycott, including Japan, Chi-na, West Germany and Israel. • Among the 80 nations that competed in the 1980 Olympic games were France, Great Britain, Italy, Sweden -- and Af-ghanistan. • Approximately 10,000 athletes had been expecting to com-pete at the Games before the boycott began; about 6,000 at-tended. • 211 Canadian athletes were affected by the boycott. • That year, the Soviet team collected 80 gold medals, 69 silver, and 46 bronze. • This was not the first time an Olympics had been boycotted by some countries. In 1976, a number of African and Caribbean nations refused to participate in the Mon-treal Olympics because New Zealand was there. They were protesting the fact that New Zealand had played rugby in apart-heid South Africa and gone unpunished. In 1956, Egypt, Iraq and Lebanon pulled out of the Melbourne Olympics because of the Suez Crisis. • Athletes from 30 countries participated in an alternate competition promoted by the United States -- a track and field event in Philadelphia called the Liberty Bell Classic by some and the Freedom Games by others. • Whether the boycott accomplished much is dubious. The Soviets remained in Af-ghanistan for eight years; and as many predicted, the Eastern Bloc countries retaliated by boycotting the 1984 Olympics in Los Angeles. Many athletes lost their only chance at Olympic glory.

Once there was an Antartian that was down on his luck. In order to get some money he decided to kid-nap a kid and hold him for ransom. He went to the playground, grabbed a kid, took him behind a tree and told him “I’ve kidnapped you.” The Antartian wrote a note saying “I’ve kidnapped your kid. Tomorrow morning put $10,000 in a paper bag and put it beneath the pecan tree next to the slide on the north side of the city playground. Signed, An Antartian.” The Antartian then pinned the note to the kid’s shirt and sent him home to show it to his parents. The next morning the Antartian checked, and sure enough a paper bag was sitting beneath that pecan tree. The Antartian opened up the bag and found the $10,000 with a note. The note said, “How could one Antartian do this to another Antar-tian?!”

A man was just waking up from anesthesia after surgery, and his wife was sitting by his side. His eyes fluttered open and he said, “You are beautiful.” Then he fell asleep again. His wife had never heard him say that, so she stayed by his side. A few minutes later, his eyes fluttered open and he said, “You are cute!” The wife was disappointed because instead of “beautiful,” it was now “cute.” She said, “What happened to ‘beautiful’?”Her husband replied, “The drugs are wearing off!”

HisTory oF eArTH dAy Each year, Earth Day — April 22 — marks the anniversary of what many consider the birth of the modern environmental move-ment in 1970. The height of hippie and flower-child culture in the United States, 1970 brought the death of Jimi Hendrix, the last Beatles album, and Simon & Garfunkel’s “Bridge Over Troubled Water”. Protest was the or-der of the day, but saving the planet was not the cause. War raged in Vietnam, and stu-dents nationwide increasingly opposed it. At the time, Americans were slurping leaded gas through massive V8 sedans. In-dustry belched out smoke and sludge with little fear of legal consequences or bad press. Air pollution was commonly accepted as the smell of prosperity. “Environment” was a word that appeared more often in spelling bees than on the evening news. Although mainstream America remained oblivious to environmental concerns, the stage had been set for change by the publication of Rachel Carson’s New York Times bestseller Silent Spring in 1962. The book represent-ed a watershed moment for the modern en-vironmental movement, selling more than 500,000 copies in 24 countries and, up until that moment, more than any other person, Ms. Carson raised public awareness and concern for living organisms, the environ-ment and public health. Earth Day 1970 capitalized on the emerg-ing consciousness, channeling the energy of the anti-war protest movement and putting environmental concerns front and center. The idea came to Earth Day founder Gaylord Nelson, then a U.S. Senator from Wisconsin, after witnessing the ravages of the 1969 massive oil spill in Santa Barbara, California. Inspired by the student anti-war movement, he realized that if he could in-fuse that energy with an emerging public consciousness about air and water pollu-tion, it would force environmental pro-tection onto the national political agenda. Senator Nelson announced the idea for a “national teach-in on the environment” to the national media; persuaded Pete McClo-skey, a conservation-minded Republican Congressman, to serve as his co-chair; and recruited Denis Hayes as national coordi-nator. Hayes built a national staff of 85 to promote events across the land. As a result, on the 22nd of April, 20 million Americans took to the streets, parks, and auditoriums to demonstrate for a healthy, sustainable environment in massive coast-

to-coast rallies. Thousands of colleges and universities organized protests against the deterioration of the environment. Groups that had been fighting against oil spills, polluting factories and power plants, raw sewage, toxic dumps, pesticides, freeways, the loss of wilderness, and the extinction of wildlife suddenly realized they shared com-mon values. Earth Day 1970 achieved a rare political alignment, enlisting support from Repub-licans and Democrats, rich and poor, city slickers and farmers, tycoons and labor leaders. The first Earth Day led to the cre-ation of the United States Environmental Protection Agency and the passage of the Clean Air, Clean Water, and Endangered Species Acts. “It was a gamble,” Gaylord re-called, “but it worked.” As 1990 approached, a group of envi-ronmental leaders asked Denis Hayes to organize another big campaign. This time, Earth Day went global, mobilizing 200 million people in 141 countries and lifting environmental issues onto the world stage. Earth Day 1990 gave a huge boost to re-cycling efforts worldwide and helped pave the way for the 1992 United Nations Earth Summit in Rio de Janeiro. It also prompt-ed President Bill Clinton to award Senator Nelson the Presidential Medal of Freedom (1995) — the highest honor given to civil-ians in the United States — for his role as Earth Day founder. As the millennium approached, Hayes agreed to spearhead another campaign, this time focused on global warming and a push for clean energy. With 5,000 environmen-tal groups in a record 184 countries reach-ing out to hundreds of millions of people, Earth Day 2000 combined the big-picture feistiness of the first Earth Day with the international grassroots activism of Earth Day 1990. It used the Internet to organize activists, but also featured a talking drum chain that traveled from village to village in Gabon, Africa, and hundreds of thou-sands of people gathered on the National Mall in Washington, DC. Earth Day 2000 sent world leaders the loud and clear mes-sage that citizens around the world wanted quick and decisive action on clean energy. Much like 1970, Earth Day 2010 came at a time of great challenge for the environmen-tal community. Climate change deniers, well-funded oil lobbyists, reticent politi-cians, a disinterested public, and a divided environmental community all contributed to a strong narrative that overshadowed the cause of progress and change. In spite of the challenge, for its 40th anniversary, Earth

Day Network reestablished Earth Day as a powerful focal point around which peo-ple could demonstrate their commitment. Earth Day Network brought 225,000 peo-ple to the National Mall for a Climate Rally, amassed 40 million environmental service actions toward its 2012 goal of A Billion Acts of Green®, launched an international, 1-million tree planting initiative with Av-atar director James Cameron and tripled its online base to over 900,000 community members. The fight for a clean environment con-tinues in a climate of increasing urgency, as the ravages of climate change become more manifest every day.
