Residential Tenancy Act

Rental owners be aware - changes to the

Residential Tenancy ActWe have a large property

management department employing four property managers and have had to recently get up to speed with the recent announcement of changes to the RTA to better improve the safety and health condition of properties that we manage.

This law change affects all rental properties throughout New Zealand .

“The new law will require retrofitting of ceiling and underfloor insulation in rental homes over the next four

years. The requirement applies from 1 July 2016 for social housing that is heavily subsidised by Government, and from 1 July 2019 for other rental housing, including boarding houses. There will be exemptions, such as where it is physically impractical to retrofit insulation due to limited space underfloor or inaccessible raked ceilings.

“There will also be a new requirement from 1 July 2016 for all landlords to state in tenancy agreements the level of ceiling, underfloor and wall insulation to help better inform tenants.

“Smoke alarms will also be required in all tenanted properties from 1 July 2016. Regulations will make landlords responsible for ensuring an operational smoke alarm is in place, and tenants responsible for replacing batteries or notifying landlords of defects. Long life (10-year) photoelectric alarms will be required where there is no existing alarm or when replacing an existing alarm.

“There will be a new 10-day process introduced to enable re-tenanting of properties where a tenant abandons a property with no intention of returning. The current process can take up to six weeks leaving a house empty and the landlord out of pocket.

“The Ministry of Business, Innovation and Employment will

have new powers to investigate and prosecute landlords for breaking tenancy laws as part of these reforms, particularly where there is risk to the health and safety of tenants. The changes will also ensure tenants can take concerns to the Tenancy Tribunal without fear of being evicted for doing so.

Due to the nature and expertise of the insulation requirements under this new amendment to the RTA I would recommend a property assessment of the insulation requirements of your rental property from a registered insulation provider/installer who, amongst other things, should be able to provide a quote for:a. The cost of the insulation and

installation of the ceiling cavityb. The cost of the insulation and

installation of the underfloor cavity.Some properties will be eligible for a

subsidy of up to 75% of the insulation. This is determined on numerous requirements and also the location of your investment / rental property in New Zealand.

Forget about slug bait let me

introduce, beer bait.Simply, cut the top off an empty fizzy drink bottle, leaving approximately 10cm of plastic from the lid. Make sure the lid is tightly screwed on.

Make a hole next to your lettuces large enough for the whole bottle neck to fit into. The open end of your plastic bottle should sit almost parallel with the soil.

Place three sticks approximately 15cm in height around your plastic

bottle in the shape of a teepee.

Fill your bottle up to the halfway mark with beer (slugs aren’t fussy about the type of beer, but kids make sure you ask your parents first!).

To ensure that the beer is protected from rain, take the discarded end of your plastic fizzy drink bottle and cut off a section approximately 5cm from the end.

Balance this section on the three sticks you staked earlier. This will create a lid to protect the beer against rain.

Now all you have to do is sit back and wait. Overnight the slugs will slide their way into the beer. And don’t just stop with one beer bait bottle, make several and place them around your slug susceptible veges. Believe me you’ll be amazed by the results.

If you’re like me you’ll have some of Nana’s preserving jars lying around. Always far too valuable to dispose of they have sat at the top of the cupboard gathering dust. But now I have a great use for them! Just get some wood, some brackets and jars and you have yourself a funky contemporary yet slightly rustic planter!

Believe it or not your old bras and jeans make wonderful planters – the more outlandish the better! Hung on a coat hanger and filled with potting mix bras can really draw your eyes to the area in your garden you want people to focus on – as can jeans around a tree!

For something just that little bit cute and little bit different try cleaning three broken egg shells and painting them – then delicately put some miniature plants inside and display them on the table or a window. A simple but very effective idea!

Kina shells make a wonderful textured planter that will be sure to have your friends sighing in envy. They especially look great with succulents!

We all have lots and lots of them – but instead of chucking them out how about getting the kids to paint them in crazy designs

and then put a plant in them! What a great way to recycle but at the same time create some colour in your garden!
