By now we should have all become used to thechange to winter daylight saving hours but itdoes raise a very interesting problem when it comes to viewing

a property for sale or to let.I have always suggested that when viewing a home you should, if you

are genuinely interested and are going for that all important secondviewing, make that viewing at a very different time of day. It’s veryimportant to find out how a home looks in different light. Somewhere thatlooks wonderful first thing in the morning could easily look like a templeof gloom as night falls, and especially at this time of the year as the sunsets so early.

A good tip is to take along a compass. Yes, I know, who on earth carriesa compass or even owns one these days, apart from scouts and guides.Well funnily enough I do, though not in a physical way, but on my smartphone.

I was killing time on a long train journey and browsing available appswhen I came across a compass. Why on earth would I want a compass Ithought? Then it came to me, to see where the sun would rise and setwhen I was out an about looking at properties to feature in the magazine.I have always made sure that we shoot when a home looks at its best butin a rather sloppy way, if you look to the sea that is south and turn youback that is north, Eastbourne is east and Worthing west – and in a waythat is a reasonable guide. But since downloading the compass I haverealised that my rule of thumb is not very accurate.

The app was free, and I recommend that buyers get one fast. When yougo to the viewing establish the compass bearings and quickly you will seewhere the sun will rise and set and that should give you an indication ofhow light and indeed how dark a home might be.

Landlords: Are you ready for the new rules effective from 1stOctober? After a long-winded route through parliament, newregulations are now in place which affect all private landlords in

the UK.From 1st October 2015 landlords must have at least one smoke alarm

installed on every storey of their properties and a carbon monoxide alarmin any room containing a solid fuel-burning appliance. 

Leaders’ technical and compliance director, Carole Charge, addressessome key questions relating to the new regulations:What happens if I do not comply with the new regulations?The regulations will be enforced by local authorities who can impose afine of up to £5,000. Who is responsible for checking the alarms areworking?

At the start of a tenancy it is the responsibility of the landlord to makesure the alarms are working – alarms should be checked on the first day ofthe tenancy commencement. During the tenancy tenants should takeresponsibility for their own safety and test all alarms regularly.Should I have a carbon monoxide alarm for gas appliances?This is not required by the new regulations, however, the PRS Code ofConduct require all let properties with gas appliances to have a carbonmonoxide alarm. As Leaders subscribes to this code of conduct, werequire alarms in all our let properties which have either gas or solid fuelappliances.Should the alarms be hard-wired or battery-powered? The regulations do not stipulate one type or another, however if yourproperty is a house share or house in multiple occupation (HMO) – aproperty in which three or more people live but do not form one

This week we released a fascinating film about how the tower wasbuilt on YouTube. It therefore seems a good time to talk about theengineering behind the tower. The i360 is a real feat of engineering

and its design is a world-first.Most people imagine the i360 must be a lift. Actually, the two things

couldn’t be more different. A lift is a hugely energy-expensive mechanismthat uses electricity to raise and lower its passengers in the lift cabin. Thei360 is the world's first 'Vertical Cable Car’: it uses gravity and a giant 70tonne counterweight inside the tower to manage its load. When the podgoes up, the counterweight goes down; so when the pod is at the bottom,the counterweight is at the top.

The counterweight weighs slightly less than the empty pod and thismakes it very energy efficient, because the motor is only ever lifting thedifference between the pod and the counterweight, never the whole weight

of the pod. It also means that the i360 can never get stuck (thank goodness!).If we lose all power then we will use gravity and the brakes to bring the podback down to ground safely.

Another unique aspect of the design, is the fact that the i360 has beendesigned to allow you to walk around the pod to enjoy the view fromdifferent angles unlike all the other ‘moving observation towers’ such as theWeymouth Eye where you are required to sit down. It is even perfectly safefor all the guests to stand on the same side of the pod at the same time ifthey really want to!

Its incredibly slender design is only 4.5m in diameter, 3.9m if you removethe cladding. It has a “slenderness ratio” of 1:40, which is quite remarkablemaking it the slimmest tall tower ever built. The Shard, for instance, has aratio of 1:6.

“The i360 is the world’sfirst ‘Vertical Cable Car’

Until 2013, whenstormswrenched

thousands of tonnes ofshingle back into the sea,there was little physicalevidence to show thatPortslade Gas Works evenexisted.

It was during the 1860sthat it became clear thatthe existing works atBlack Rock in Brightonand on Church Road inHove were at capacity.Construction of a newfacility at Shoreham Portbegan in the early 1870s.Back then, gas wasproduced by burning coal,with heavy oils as a by-product of the process.

Other chimney-endowed coal-burningstructures followed. Whatbecame Brighton A PowerStation was built from1906, and Brighton B from1947. They closed in 1976and 1988 respectively.Similar to the way inwhich three piers oncesimultaneously gracedBrighton’s seafront, threehuge brick structuresadorned Shoreham Port fora time. And just asthousands watched as theWest Pier burnt in 2003,crowds gathered towitness the felling ofBrighton B’s chimneys in1988 and 1998. It hasbecome the stuff of locallegend.

The Gas Works coveredsome 40 acres by the timeof its closure in 1971.When it was demolished,legislation oncontamination certainlywasn’t what it is today. Itis not yet clear exactlywhat of the old worksremains below groundbut what is certain is thatleftover oil is now leakingfrom the beach into thesea. Shingle masked theproblem for years. Irecently visited to meetTony Parker, the Port Authority’s Director of Engineering, to discuss anumber of tests that are underway.

Not far from the pump house, a large stone carving sits on a woodenpalette following its recent discovery above a concealed tank duringexcavation works. It was found to be a memorial tablet commemoratingJohn Birch Paddon – the engineer who designed Portslade Gas Works.www.buildingopinions.com

We are building a better Brighton and Hove. In the comingweeks and months there will be announcement afterannouncement on some of the major projects in the city that

have stalled for too long. In the coming years the city will be home tohoardings and cranes, which willtest us all, but it will be worth it tosee our city once again changing forthe future whilst preserving the bestof its past. We need a growingeconomy, we need new cityfacilities, and we need many moreaffordable homes.

By the end of the year we willhave decisions on a new King Alfredleisure centre in Hove, a ten yearregeneration of the southern half ofthe Royal Sussex County Hospital inKemp Town, on a new 10,000 seatarena and conference facility atBlack Rock and an extension of Churchill Square shopping centre to theseafront. We will announce plans for the restoration of the Madeira Terraces,funded in part by revenue from the i360 which opens next summer.

The regeneration of the old market site on Circus Street is underway, andplans for the huge Preston Barracks site off the Lewes Road are movingforward. John Lewis plan to set up shop at the Clock Tower. Add to this thedeveloper proposals for a new swimming pool on Madeira Drive, a new usefor the abandoned Aquarium Terraces, and our replacement of the WestStreet Shelter Hall with a fantastic new building, and it’s clear the seafront is

The government’s landmark housing and planning bill which wasannounced October, 12, 2015 will help deliver the government’sambition of one million homes by 2020.

In accordance with the new bill Stiles Harold Williams LLP aredelighted to announce the sale of a 6,000 sq ft ex-office building inWorthing which will create another ten homes in the same week thegovernment gave planners and developers permanent PermittedDevelopment Rights.

The freehold property – on High Street, Worthing – was sold by SHWon behalf of The Rookery Estates Company to a local private developerbased in Croydon.

The Stiles Harold William’s Planning team obtained consent for achange of use, which in turn created far greater demand for theproperty for residential rather than commercial use.

The firm have been instrumental in the sale and conversion of well inexcess of one million square feet of ex-office capacity across the southeast region and beyond since May 2013.

Partner for StilesHarold Williams, NiralPatel, said: “Even withthe uncertaintysurrounding PDRrights in the last fewmonths we were ableto move forward on schemes such as this, ensuring a sale within threemonths from commencement of instruction. Special interest groups up and down the country have helpedcreate an artificial scarcity of land and rising prices. This in turnis feeding

a countrywidehousing crisis. Inaddition to thehousing crisisgripping Brightonand Hove, powerfullyarticulated in thelocal press in recentweeks, the city, weare told, is alsofacing a number offuture financial challenges.

Let’s pause here for a secondbecause, the City of Brightonand Hove (whose predecessor,the Brighton Corporation) whosaw fit to invest in property inand around the city, is theproud owner of not only civicbuildings such as offices andtown halls, schools and leisurecentres but also commercial property and farmlands in and around thecity. The urban portfolio consists of largely retail, office and industrialinterests. The agricultural portfolio includes ownership of about 10,500acres of Downland farmland.

The majority of the Council owned commercial property portfolio ismanaged by property consultants Cluttons, based in Brighton. TheCouncil-owned farmland and agricultural property portfolios aremanaged by property consultants Smiths Gore, based in Petworth, West

Sussex. The Council’s Asset Management Plan, affectionately known asthe AMP, explains how the Property and Design service in the Councilassesses the condition and fitness for purpose of the council'sproperties and how these link to service delivery in order to achieve valuefor money across the whole council. The latest AMP (2014-2018) tells usthat this land is valued at £1.96 billion (March 2014).

The Council’s non-operational commercial portfolio, which consists ofapproximately 630 properties, is valued at £222m. This latter produces anannual income of £8.9m and contributes, the AMP tells us, to the mediumterm financial strategy helping to keep council tax down. The CorporateProperty Officer, who also acts as the Corporate Landlord and CityArchitect, has overall responsibility for managing the council’s propertyportfolio and producing the AMP. The officer, their job description tells us,is also the Head of Property Services whose job is to provide overallstrategic leadership and vision to the council’s property resource, to helpsecure efficiency gains and improved public services and to promote andsupport a culture of ensuring high quality design in construction relatedprojects in the City, in their role as City Architect. Interestingly, the job-related education and qualification criteria for the position list being aRegistered Architect an essential criteria for the job. It does not requirethe Head of Property Services to be a chartered Surveyor.

So, given that the government’s focus on housing delivery in this part ofSouth East England, and given the council’s vast asset portfolio, whatdoes our Head of Property Services think about using council-owned landto solve the city’s housing supply? We have for a long time been told thatplanning is the problem. We are now also being told by our councillors inthe city that the planning department is the problem given itsperformance. By 2025 we will have a world-class concert venue to rival the O2, aregional trauma centre and teaching hospital to rival any in the country,new sports facilities, thousands of new homes, a regenerated seafront, ahuge expansion in our shopping centre and thousands of new homes. Itwill cause huge disruption, and we must take care to build in a way thatcomplements, not detracts from, our city’s rich history and heritage.Building a better Brighton and Hove will take time, but it will be worth it.

Carbon monoxide is a silent yet deadly killer. Make sure your gasappliances have had their annual check. At the beginning ofOctober this year, The Telegraph reported that former English

rugby union international Simon Halliday had been admitted to hospitalalong with his fiancé with carbon monoxide poisoning. A faulty gas boilerwas blamed for leaking the deadly gas into their home, and the paper saysthe rugby star is now planning to sue his landlord for failing to maintainthe boiler.

Carbon monoxide gas, when breathed in, combines with haemoglobinin the blood. This prevents oxygen from being carried around the body,causing cells and tissues to die. According to the Gas Safe Register(www.gassaferegister.co.uk), the UK's official gas registration body,around 50 people are killed by carbon monoxide each year in the UK andmore than 1,100 are hospitalised as a result of breathing in this deadlygas. "Gas appliances that are poorly serviced or incorrectly installed canresult in gas leaks or carbon monoxide poisoning," explains Andy Tugwell,managing director at Hove-based TSS Facilities (www.tssfacilities.co.uk).

There are two simple ways to reduce your chances of carbon monoxidepoisoning. Firstly, get your gas appliances checked by a registered gasengineer each year. "Worryingly, the Gas Safe Register believes that thereare 7,500 illegal gas fitters in the UK and that 43% of Britons don't havetheir appliances checked annually," says Andy. "People need to ensuretheir gas appliances are regularly serviced by registered engineers."

If you live in a rental property, talk to your landlord: they have a legalobligation to perform regular checks on gas appliances, or face the legalconsequences. For example, lettings firm Rent4U in Manchester wasrecently fined £4,000 by the Health and Safety Executive and ordered topay £7,000 costs after pleading guilty to two breaches of the Gas Safety(Installation and Use) Regulations 1998. There had been no inspection of

the boiler at the property for seven years, and when it was inspected itwas classified as being "immediately dangerous".

Secondly, buy a carbon monoxide alarm. This looks just like a smokedetector, costs around £15, and makes a high-pitched sound when carbonmonoxide is detected.

Idon’t know if I’ve mentioned this before, but I have a long-livedphobia of the underground. Most people think I’m ridiculous, but bytheir very definition, most phobias seem stupid to those who don’t

have them. I have decided that it’s high time to confront this phobia and,while in Dubai plucked up the courage to make all my journeys on theDubai Metro. The Dubai Metro is a linear undertaking, upon which one cantravel from just beyond the airport, almost to Abu Dhabi, taking in all themajor hotspots en-route.

It only actually travels underground for three stops, most of it sailing farabove ground, thus commanding fabulous views all the way. Like the DLRin London, it is driven by robots and I was rather comforted to notice thatthe trains were manufactured in Japan, meaning that they’re likely to besuper-efficient. Moreover, inspite of the fact that it isalmost always totallyovercrowded, there is awomen-only carriage, insidewhich, during past visits, Iwas the only non-Asianwoman on most of my forays.Each trip costs a maximum of£1.50 per journey in cattleclass. At the end of the train isa mysterious ‘Gold Class’carriage, which alwaysappeared to be empty. I hadalways assumed the Goldencarriage to be beyond myfinancial budget. Underfurther investigation, Idiscovered that a Gold Classcard costs the same as aneconomy one, but that eachjourney costs double. To pay amaximum of £3 per journeynot to have someone’s armpitshoved in my face seemed likea bargain to me and I’m nowin possession of a Dubai MetroGold Card. It just goes to showwho uses public transport inDubai, if a mere £1.50 can put you off travelling in a carriage where younever get a seat to one where you always get a seat, then you can’t be ahigh-earner. If the same service were available in London, there would beno one at all in economy class, which would surely be counter-productive.

Now that I am always guaranteed a seat, plus a driver’s-eye view of theunfurling track, I will never take a Dubai taxi again, as I find thesmoothness and efficiency of the Metro a thousand times better than theoverburdened, filthy and terrifying roads of the Emirate. Travelling on theNumber 1 bus will never be the same again...
