Film Society of Lincoln Center launches elementary ed initiative

New York boasts some of the top film schools in the country, with New York University’s Tisch School of the Arts downtown and Columbia University uptown.

Now, some of the city’s youngest students are getting ready for their close-ups and taking turns behind the camera. CineKids, a new educa-tion initiative from the Film Society of Lincoln Center that launched in January, brings film education to three public elementary schools on the Upper West Side.

Film Society champions emerging fi lmmakers and has worked to bring appreciation of the art form to high school age students, but this is the

fi rst integrated education program for the 45-year-old institution, and a unique one: according to Amy Poux, Film Society’s director of education, most video and fi lm programs aren’t geared toward younger children, even though the explosion of digital technology means that elementary school pupils are increasingly media savvy.

“The whole concept of doing a resi-dency in a classroom that’s focused on art house cinema is a completely new thing,” Poux said.

Film Society partnered with Brooklyn-based arts organization BRIC to develop a tiered curricu-lum for kindergarten through fi fth-grade students. Through BRIC, professional fi lmmakers visit class-rooms twice a week, teaching the youngest students about animation and stop motion, with second- and

third-grade classes exploring silent film and fourth- and fifth-graders looking at experimental work. Throughout the eight to 10 week program, students at P.S. 191, P.S. 75 and P.S. 163 make their own fi lms, which screen at a program-wide fi lm festival in June. Film Society worked with Community School District 3 Superintendent Ilene Altschul to place teaching artists in schools in Lincoln Center’s home district.

By approaching film clips in a similar manner to written texts — students learn about narrative and character development as well as camera and editing techniques — the program helps grow visual literacy while reaching students as they’re developing foundational reading skills, Poux said.

Good news for parents, bad news for teachers: New York City’s 1.1 million students once again will be able to bring cellphones to school.

The cellphone ban in city schools had been put in place by former Mayor Michael Bloomberg, who feared they would interfere with classes. Bloomberg, who knows something about the impact of technology, was in some ways prescient: since the ban was installed, texting and Snapchat and Instagram have taken over teens’ lives, to the annoyance of parents and educators.

But the ban also had downsides, ultimately leading Mayor Bill de Blasio to lift it as of March 2. Parents complained that the absence of phones made it tough to reach their kids, particularly in family emergencies.

In addition, the ban created a bizarre cottage industry of cellphone babysitters -- vans parked outside of schools that charged students a daily fee to watch their phones while they were in class. Some parents, particularly from less-wealthy neighborhoods, complained the ban imposed an unnecessary cost.

In announcing the end of the ban, the Department of Education left it up to parents, and principals, to set the rules for when phones can be used, and where. “Parents and families should contact their principal or parent coordinator for information about their school’s specifi c cellphone use and confi scation policy,” according the DOE’s website.

For the moment, no one is talking about allowing cellphone usage in class. Students most likely will be allowed to use their phones during lunch or in designated areas. Otherwise, they’re supposed to be kept in student backpacks and lockers.

Good luck enforcing that. Look for under-the-desk texting and photo-sharing, starting this week.

SCHOOL CELLPHONE BAN ENDS THIS WEEK

Both sides of Central Park hit by phone and Internet outage

Verizon customers on both sides of Central Park continue to report out-ages for the fourth straight week.

This newspaper fi rst reported wide-spread outages in the west-80s that aff ected phone and internet service, beginning Feb. 3, and caused some customers -- including West Side Councilmember Helen Rosenthal -- to abandon the company.

A Verizon spokesperson initially said technicians were unaware of the problem on the west side, but later said that about 200 customers in the west-80s were affected by a prob-lem with two underground cables between W. 73rd Street and W. 74th Street.

“These two cable were affected by water entering these cables, not un-usual during these severe weather months when we experience extreme moisture, melting snow and ice, and possibly amplified by the corrosive elements of road salt,” said Verizon spokesperson John Bonomo.

While the problem is more pro-nounced on the Upper West Side, cus-tomers across the park on the Upper East Side said they’ve been experienc-ing outages. too.

Bonomo said he’s unaware of the problem on the Upper East Side. The state’s Dept. of Public Services said it has received four complaints of out-ages in the neighborhood.

As for the Upper West Side, Bonomo said the problem will be fi xed by next week, but aff ected customers said the company frequently misses its own deadlines for repairs. A spokesper-son with the DPS said the department

Proposal would bring seven storefronts to plaza surrounding residential building

A developer is in the beginning stages of building a signifi cant retail footprint around 70 W. 93rd St., at Co-lumbus Avenue.

The 30-story residential building has about 200 units and is surrounded by a pedestrian plaza. According to ren-derings obtained by The West Side Spirit, Stellar Management wants to build in seven storefronts of varying sizes at the base of the building. It’s unclear how the storefronts would af-fect residential access.

The company called a meeting with tenants in the building to gauge their reaction to the plan and to hear any questions or concerns. A spokesper-son for Stellar said the seven units will comprise a total of 14,000-square-feet of new retail space and that the com-pany would build open space on the roof of the building for tenants.

Plans for the new retail footprint have not yet been filed with the city and any proposal would be subject to public scrutiny through the Uniform Land Use Review Process. The spokes-man said that process won’t begin un-til the project is offi cially certifi ed by the City Planning Commission, most likely in early 2015. “As we continue with our draft plans, we look forward to hearing from our tenants and neigh-bors and keeping an open dialogue,” the spokesman said.

According to Hector Cardona, a ten-ant leader at 70 W. 93rd St., tenants in the building are concerned about whether there will be a major capital improvement fee associated with the work. Landlords, when making signif-icant improvements to their buildings, frequently defray the cost in the form

ANTI-CARRIAGE ADVOCACY GROUP FINED

The main advocacy group behind a proposed ban on carriage horses was fi ned $26,054 for making illegal contributions to two City Council candidates last year.

The Campaign Finance Board imposed the penalty against the group, New Yorkers for Clean Livable and Safe Streets, or NYCLASS, following a nearly yearlong investigation, according to The Daily News.

The penalty is the result of mailings NYCLASS sent to voters touting Democratic Council candidates Laurie Cumbo of Brooklyn and Mark Levine of Manhattan. Both won their races.

The animal-rights group reported the assistance as “independent” — but the Campaign Finance Board called that a misrepresentation because NYCLASS, Levine and Cumbo shared the same political consultant, the Advance Group.

DUBIOUS ACHIEVEMENT FOR THE M79

If you’re waiting for the M79 bus, it’s not your imagination: you really are waiting too long.

The M79, which travels across 79th and 81st streets between East End Avenue and the 79th Street Boat Basin, crawls along at an average pace of 3.2 mph, slower than the average human walking speed.

The pace help the line win the nototrious Pokey Award for 2014, bestowed on the slowest bus route in the city.

According to the Straphangers Campaign and Transportation Alternatives — the two transit advocacy groups that conducted the report -- the fastest recorded Hawaiian lava fl ow was clocked at a blistering 6 mph.

The groups also gave the M15 bus this year’s Schleppie Award, a distinction reserved for the city’s most unreliable bus route.

Museum expects new facility by 2020, early focus is on Roosevelt park

The American Museum of Natural History announced plans for a new, $325 million addition to its Central Park West campus, a project that will likely receive close scrutiny from neighborhood groups.

The new Gilder Center for Science, Education and Innovation will focus on education and scientifi c research, and will aim to integrate the two with learning facilities and exhibi-tion galleries.

“We feel very passionately that we need to enhance science literacy in this country,” said museum presi-dent Ellen V. Futter. “So many of the most pressing issues of our time are predicated on science. Many, many

of the issues that folks are voting on really require not that they be scien-tists but that they have a layman’s working knowledge and under-standing of these issues.”

Anne Canty, senior vice president of communications and marketing at the museum, said the institution’s board of trustees voted in favor of the addition on Dec. 10. The new,

battery park City: Sixteen months after Hurricane Sandy inundated Battery Park City with water, the state authority tasked with overseeing the neighborhood is still making progress on repairs.

Gwen Dawson, director of strategic planning for the Battery Park City Authority, said at a Community Board 1 meeting last week that a large portion of 2013 was given over to repairs of the ball field at Battery Park City, which had to be completely replaced.

As for 2014, Dawson said the BPCA is looking to compete any outstanding Sandy-related projects, and assess where additional needs lie at Battery Park City with an overall infrastructure study.

Greenwich Village: A man was assaulted on a subway platform in Greenwich Village last week after an unidentified man began yelling antigay slurs at a couple, and eventually ended up punching one of the men.

The couple initially ignored the harassment, but it quickly escalated as the man became more confrontational. The victim, a 39-year-old man from Clinton, New Jersey, suffered a broken nose, a fractured orbital bone, and a cut above the eye which required stiches, according to the Times. His partner was not injured.

The NYPD has released a sketch of the suspect as described by the victims.

more,” said David Davatgar, co-own-er of Shalom Chai Pizza, a kosher pizza spot just down the block from the open space. “They’d come from Queens, Brooklyn. Now? Nothing.”

While the Lower East Side once had a large and vibrant Jewish com-

munity, peaking in 1910 when over 300,000 Jewish immigrants lived in the area, now fewer than 80,000 peo-ple total call the neighborhood home, with around half of that number be-ing of Asian descent.

“There used to be more syna-gogues,” Shalom Chai co-owner Joseph Moradi said. “It’s the cost of

The paper said the program needs to expand into new neighborhoods and attract tourists if it hopes to stay alive. Earlier in the month, the city’s new transportation commisioner said that the program was facing many financial and operational challenges. “We are working as diligently as we can to help the company resolve them and strengthen the program going forward,” she said. The hurdles come despite an initial burst of interest in the Citi Bike program, which was later hurt by Super Storm Sandy and a long and snowy winter.

De Blasio hailed Silver as an internationally-renowned planning expert and noted that he has focused on expanding parks and open space access throughout his career, especially in low-income communities.

“This city’s parks, athletic fields and beaches all provide a unique, public space for education, physical exercise and recreation — and I look forward to expanding these opportunities to even more of New York’s residents,” said Silver.

That’s unless the current residents, with help from a local preservation society, can con-vince city officials that the nearly 120-year old structure is worth restoring.

Developer Aby Rosen purchased the nine-story building overlook-ing the Hudson River in 2005 and, in February, announced his intention to demolish it to construct a 11-story, 42-unit monolith in its place.

However the residents who live there now warn that Rosen’s approach would take away one of the few arti-facts still surviving from early New York. They’re campaigning to have the building included in the Tribeca landmark district, a process that can take years but could be 67 Vestry’s only hope to stay standing.

Originally designed by Frederick Dinkelberg – who, along with Daniel Burnham, also designed the Flatiron Building – 67 Vestry was constructed in 1897. The Great Atlantic and Pacific Tea Company (now known as A&P) used it as a warehouse for the Wash-ington Market. It was here where hundreds of regional farmers would congregate daily, shouting over each other for the attention of shoppers hoping to buy vegetables from New Jersey or a basket of strawberries from as far south as the Carolinas.

This rich history should not only be preserved but celebrated, says Lynn Ellsworth, the chair of Tribeca Trust, a small organization working to en-sure that modern skyscrapers will co-exist alongside historical landmarks.

That’s unless the current residents, with help from a local preservation society, can con-vince city officials that the nearly 120-year old structure is worth restoring.

Developer Aby Rosen purchased the nine-story building overlook-ing the Hudson River in 2005 and, in February, announced his intention to demolish it to construct a 11-story, 42-unit monolith in its place.

However the residents who live there now warn that Rosen’s approach would take away one of the few arti-facts still surviving from early New York. They’re campaigning to have the building included in the Tribeca landmark district, a process that can take years but could be 67 Vestry’s only hope to stay standing.

Originally designed by Frederick Dinkelberg – who, along with Daniel Burnham, also designed the Flatiron Building – 67 Vestry was constructed in 1897. The Great Atlantic and Pacific Tea Company (now known as A&P) used it as a warehouse for the Wash-ington Market. It was here where hundreds of regional farmers would congregate daily, shouting over each other for the attention of shoppers hoping to buy vegetables from New Jersey or a basket of strawberries from as far south as the Carolinas.

This rich history should not only be preserved but celebrated, says Lynn Ellsworth, the chair of Tribeca Trust, a small organization working to en-sure that modern skyscrapers will co-exist alongside historical landmarks.
