I. INTRODUCTION

Report Purpose and Rationale

1. This is the second consolidated environmental monitoring report for the Air Quality

Improvement in the Greater Beijing–Tianjin–Hebei (BTH) Region: Regional

Emission-Reduction and Pollution-Control Facility (the Project), covering the

period of January-June 2020. It was prepared by China Energy Conservation and

Environmental Protection Group (CECEP) in accordance with the Project

Administration Manual (PAM) and Environmental and Social Management

System (ESMS) Arrangement.

Project Overview

2. The project is to support air quality improvement in the greater BTH region, and

directly address barriers in deploying high level technologies that reduce air

pollution from industries, urban infrastructure, and agriculture. The project was

approved for €428,000,000 under ordinary capital resources on 14 December

2017 and signed on 18 October 2018. It became effective on 15 January 2019.

Project Implementation Progress

3. As the executing agency (EA) and implementing agency (IA), CECEP and CECEP

Fund is implementing the Project strictly following the Loan Agreement, PAM and

ESMS. During the reporting period, 4 subprojects were financed, of which, 2

projects were in operation and 2 projects were in construction. Details are as below.

II. PROGRESS IN IMPLEMENTING ESMS, EMP AND EMOP

Institutional Arrangement and Implementing Status for ESMS

4. In 2018, CECEP Fund established the Environmental and Social Management

System (ESMS), which covers policy objectives and principles for the areas of

environment, involuntary resettlement, and minority communities. Two staff of the

project management office (PMO) were designated as ESMS managers and they

are responsible for ESMS implementation. CECEP Fund has entered an

agreement with CECEP Hundred Technical Service (Beijing) Co., Ltd, who

implemented environmental and social due diligence in compliance with ADB’s

Safeguard Policy Statement (SPS) 2009 and ESMS requirements. CECEP Building

Energy Conservation Co., Ltd, CECEP (Tangshan) Environmental Equipment Co.,

Ltd and CECEP Valiant Co., Ltd, as the three subborrowers of the Project (there are

two subprojects has the same subborrower), have also adopted and implemented

the ESMS. For the 4 subprojects financed during the reporting period, environment

and social safeguard requirements have been included in each of the subprojects’

contract agreements.

Article 8: Party B shall ensure that this Project is designed to support air quality improvement in Bejing-Tianjin-Heibei region through low-carbon, energy-efficiency, air emissions reduction or related technologies and that except for abiding by terms and conditions specified in Schedule 3 (Environment Management Plan), this Project consistently satisfies the following technical, safeguard, financial and other criteria.

Article10: Party B shall ensure to implement this Project in full compliance with all applicable PRC environmental and social laws and regulations and to obtain and comply with all relevant permits and approvals.

Article 11: Party B shall design, build, implement, monitor and report on this Project in compliance with the requirement regarding Safeguards Policy Statement and environmental and social management.

Article12: Party B shall ensure that this Project (1) is not involved in indigenous people’s impacts or involuntary resettlement impacts; (2) does not support enterprises which have activities involving commercial development of cultural resources of indigenous peoples without their consent for the commercialization of such resources; (3) has no negative impact on ethnic minorities; (4) is not involved in any land acquisition or housing demolition; (5) is not involved in Category A for environmental impacts under the Environmental and Social Management System of ADB; and (6) is not involved in “prohibited activities” listed on Schedule 2 to this Agreement (ADB Prohibited

The Management Company will be responsible for the day-to-day

project management implementation including this ESMS, and

monitoring of the implementation and performance of subprojects,

including measurement and verification of emission and pollution

reduction. With the assistance of consultants, the Management

Company will assess, appraise, and approve (only when all

environmental and social due diligence are complete and

satisfactory per the ESMS requirements) individual subprojects.

The ESMS will be (i) established and documented as part of the

Project’s overall management systems; (ii) agreed by CECEP, prior

to loan effectiveness; and (iii) adopted and implemented by CECEP

and by the Management Company prior to signing of the loan

agreement.

5. As for the four subprojects financed in the reporting period, two subprojects were

classified as environment category B and two subprojects were classified as C

according to ADB’s Safeguard Policy Statement 2009 and the ESMS. All of the

subprojects have met and complied with the ESMS requirements. Due Diligence

Reports and Rapid Environmental Assessment (REA) Checklists and Social

Safeguard Screening Checklists were cleared by ADB.

7. The summary of environmental monitoring includes China Great Wall Aluminum

B.1 Monitoring Plan and Responsibilities

B.1.1 China Great Wall Aluminum Cooperation Waste Heat Utilization District

Heating Subproject

8. The subproject is one retroactive financing subproject, construction of the main

subproject was finished before November 2018 and the subproject has been on

trial operation stage since November 2018. Elimination of project defect and

vegetation restoration of the land occupied by the pipeline network are performed

during trial operation. Overall, environmental impacts during construction phase

have basically ended before November 2018. The disbursement of ADB loan

proceeds to the sub-borrower is on 22 June, 2019. Therefore, the environmental

monitoring plan covers one year, which refers to environmental impacts and

mitigation measures during operation.

9. Table 5 shows the environmental monitoring plan and implementation status of this

subproject. The construction activities associated with this subproject were

completed before loan disbursement. Mitigation measures and safeguards were

implemented during construction period in compliance with PRC regulations.

B.1.2 The Procurement and Installation of Graphene Electric Heating Furnaces

Subproject

10. This subproject is classified as environmental category C, involuntary

resettlement category C and indigenous people category C according to ADB’s

Safeguard Policy Statement 2009 and the ESMS. As it has minimal or no adverse

environmental impacts, no monitoring results is required.

11. The scope of this subproject includes parts and components procurement, simple

product assembly, product sales and installation. Thus, the subproject does not

involve construction activities. Anticipated impacts and mitigation measures have

been detailed in REA Checklist which was cleared by ADB.

12. During operation, the subproject has followed relevant ADB requirements and

national laws and regulations.

B.1.3 The Procurement and Installation of Gas and Electricity Furnaces

Subproject

13. This subproject is classified as environmental category C, involuntary

resettlement category C and indigenous people category C according to ADB’s

Safeguard Policy Statement 2009 and the ESMS. As it has minimal or no adverse

environmental impacts, no monitoring results is required.

14. The scope of this subproject includes parts and components procurement, simple

product assembly, product sales and installation. Thus, the subproject does not

involve construction activities. Anticipated impacts and mitigation measures have

been detailed in REA Checklist which was cleared by ADB.

15. During operation, the subproject has followed relevant ADB requirements and

national laws and regulations.

B.1.4 Yantai CECEP Valiant Environmental Protection Equipment Subproject

16. The subproject involves installation of Regenerative Thermal Oxidizer (RTO),

coal-fired boiler, and waste gas treatment device for sewage treatment station.

The subproject construction started in 2018. The RTO has been built and put in

use, and the other equipment’s construction is expected to be completed in 2020.

The disbursement of ADB loan proceeds to the sub-borrower is on 9 June, 2020.

17. Potential negative environmental impacts during construction phase were short-

term and partial, thus no significant environmental impacts. The impacts during

the construction period include construction noise, fugitive dust, disruption of

traffic and community services, and risks to worker health and safety. Table 6

shows the environmental monitoring plan and implementation status of this

subproject. The construction activities associated with this subproject are in

progress. Mitigation measures and safeguards are in compliance with PRC

regulations.

B.2 Monitoring Results

B.2.1 China Great Wall Aluminum Cooperation Waste Heat Utilization District

Heating Subproject

18. The subproject only operates during the heating period and the heating period

covers from 15 November, 2019 to 15 March, 2020. Therefore, the subproject is

currently out of service and the noise monitoring data at the site boundaries has

been collected in the last reporting period.

19. The noise from equipment and machinery was main noise resource. Noise

emission shall comply with the PRC noise standard of Emission Standard for

Industrial Enterprises Noise at Boundary (GB12348-2008).

20. Noise generated during project operation mainly comes from the primary energy

station. Noise monitoring of energy station was carried out at each site boundaries

by Henan Zhengjie Testing Technology Co., LTD. The monitoring results are

shown in table 7. Data shows that noise levels have exceeded the standard. The

incompliance is mainly attributed to the interference with baseline noise. It should

be noted that baseline noise level is unavailable as it cannot stop production in

heating season.

21. The primary energy station is built in the existing combined heat and power (CHP)

plant which belongs to China Great Wall Aluminum Cooperation. The energy

station is adjacent to the cooling tower of CHP plant in the east and just 30 meters

away. In addition, the water pump of CHP plant is right beside the energy station,

situated 70 meters in the south. The cooling tower and water pump can also

produce baseline noise, which severely interfered with the monitoring noise of the

energy station. The background levels at the east, south and west boundaries are

already high and may have already exceeded the standard. In this case, the noise

level monitored could exceed the standard.

22. Besides, mitigation measures have been taken by the sub-borrower to reduce the

negative impacts. For example, low-noise equipment has been used as much as

possible, and noise reduction measures such as noise elimination, shock

absorption, insulted enclosures and sound dampening materials on exterior walls

have been implemented.

23. Occupational and Community Health and Safety measures were implemented

and complied with relevant ADB requirements and PRC laws and regulations. The

staff reported that there were no accidents occurred during reporting period.

B.2.2 Yantai CECEP Valiant Environmental Protection Equipment Subproject

24. The construction cycle of environmental protection facilities such as the aftertaste

absorption device and ammonia absorption device of the zeolite production plant,

the desulfurization and denitrification and dust removal device of the coal-fired

boiler, and the waste gas treatment device of the sewage treatment station is 24

months from November 2018 to October 2020. The disbursement of ADB loan

proceeds to the sub-borrower is on 9 June, 2020.

25. The environmental impact factors mainly come from the transportation of

equipment and building materials, land leveling, excavation, earthwork backfilling,

equipment installation, and other links. The main factors affecting the surrounding

environment during construction activities are transportation noise, mechanical

noise, spoil, dust, etc.

26. The main pollution affecting the atmospheric environment during the construction

period is that ground excavation, lime soil mixing, land leveling, material

transportation, and storage will cause ground dust, which will have a certain

impact on the ambient air around the construction site. To control the impact of

pollution, measures such as fence isolation and road watering are generally

adopted to reduce the impact of dust. The impact range is generally within 200m

of the site. There are no environmental sensitive points such as villages within

200m outside the project boundary, so the surrounding environmental sensitive

points are relatively less affected.

27. During the construction period, excavators, bulldozers, graders, cranes, elevators,

and various loading vehicles will inevitably increase the environmental noise

around the construction site. At present, the noise level of commonly used

construction machinery or vehicles is between 75-98dB(A). For its impact on the

acoustic environment, referring to the prediction conclusion of the noise impact of

similar construction machinery, the construction impact range is 60m during the

day and 180m at night. There are no environmentally sensitive points such as

villages within 200m of the project boundary, so the construction noise has little

effect on the surrounding environmentally sensitive points. In addition, there is a

certain impact on traffic noise during construction and transportation. Because the

plant area is closely connected with the road outside, and the project

transportation volume is not large, the transportation time is short, there is no

concentrated residential area within a short distance around the site, so the impact

is not obvious.

28. The wastewater generated during the construction period is mainly the

construction wastewater and the domestic sewage of the construction personnel.

Designated toilets at the construction site were established (dismantled after

construction is completed), and cleaned them up in time. A sedimentation tank

was built for construction wastewater, and the clean water after sedimentation is

being reused. Due to the small amount of construction wastewater generated, the

impact on the quality of surface water and groundwater is minimal.

29. The solid waste during the construction period is mainly the domestic garbage of

the construction personnel, the slag soil and gravel excavated during the earth

and stone construction; the material loss during the material transportation

process, including sand and stone, concrete; stone, ash, building materials, etc.

The subproject deposits and manages solid waste at designated locations, so it

has little impact on the surrounding environment.

30. The subborrower and its management personnel at all levels attach importance

to occupational health and safety, earnestly implement all levels of product safety

responsibilities, and strengthen occupational safety and health management. The

enterprise has established an internal occupational safety and health

management system, established sound rules and operating procedures, and

implemented safety protection measures. COVID-19 prevention measures are

also implemented, including social distancing practice, disinfection/cleaning of

construction sites, on-site temperature checks, mandatory use of personal

protective equipment such as facemasks, provision of handwashing stations and

hand sanitizers etc., and procedures to be adopted in the event any worker is

infected with COVID-19.

III. COMPLIANCE WITH ENVIRONMENT RELATED LAWS AND

REGULATIONS IN PRC

31. Environmental impact assessment (EIA) procedures have been established in

PRC for over 20 years. Article 16 of the PRC Law on Environmental Impact

Assessment (2003) stipulates that an EIA document is required for any capital

construction project producing significant environmental impacts. Projects are

classified into three categories for environment impacts:

32. A full EIA report for category A project and a simplified tabular EIA report for

category B project are similar to ADB’s EIA and IEE reports, respectively. The

registration form of an EIA is similar to an ADB Category C project.

33. As for the 4 subprojects financed in the reporting period, the Procurement and

Installation of Graphene Electric Heating Furnaces Subproject was classified as

category C and EIA registration form was approved by High-tech zone branch of

Tangshan Ecology and Environment Bureau (EEB) on 15 January, 2018. The

China Great Wall Aluminum Cooperation Waste Heat Utilization District Heating

Subproject was classified as category B and simplified tabular EIA reports was

approved by Shangjie Branch office of Zhengzhou Ecology and Environment

Bureau (EEB) on 30 April, 2019. The Procurement and Installation of Gas and

Electricity Furnaces Subproject was classified as category C and EIA registration

form was approved by High-tech zone branch of Tangshan Ecology and

Environment Bureau (EEB) on 15 January, 2018. Yantai CECEP Valiant

Environmental Protection Equipment Subproject was classified as category B and

related EIA reports were approved by Yantai Economic & Technological

Development Area branch of Yantai Ecology and Environment Bureau (EEB) on

29 January, 2018 and Yantai Ecology and Environment Bureau (EEB) on 15

August, 2014.

IV. PUBLIC CONSULTATION AND GRIEVANCE REDRESS MECHANISM

34. In the reporting period, public consultations were conducted for the China Great

Wall Aluminum Cooperation Waste Heat Utilization District Heating Subproject

classified as category B and Yantai CECEP Valiant Environmental Protection

Equipment Subproject classified as category B.

35. A project-level grievance redress mechanism (GRM) was developed in

accordance with the ADB’s SPS requirements to receive and facilitate resolution

of affected people’s concerns and complaints about project’s environmental

performance during construction and operation phase of the four subprojects.

Detailed procedures and time frames for GRM were described in IEE report and

REA Checklist, which have been cleared by ADB.

36. The grievance procedures have been implemented effectively throughout the

duration of operation. Two ESMS managers of CECEP Fund are the main focal

persons to ensure effective GRM implementation and information disclosure

through close cooperation and communications with sub-borrowers.

37. During the reporting period of the four subprojects, no complaints were received.

39. This is the second environmental monitoring report. No environmental issues

were identified during the reporting period for all subprojects.

VII. CONCLUSION

41. In the reporting period, EMP and EMoP were well implemented. Based on the

environmental monitoring of the subprojects, it is found that the sub-borrowers, of

the subprojects have undertaken relevant environmental mitigation measures

specified in the IEE and domestic EIA reports, and paid sufficient attention to avoid

possible negative environmental impacts due to the subproject implementation. No

complaints were received.
