Extension. The Foundation
Stone Laying Ceremony for
the building was held at the
venue this evening wherein
the Lt. Governor, Lt. Gen
AK Singh (Retd.) was the
chief guest. The Member
of Parliament, Shri Bishnu
Pada Ray was the guest of
honour on the occasion.
Also present were the Chief

Secretary (Health), Shri
Raajiv Yaduvanshi.
The Lt. Governor, along
with other dignitaries
unveiled the plaque
marking the foundation
laying for the project. An
all religion prayer was also
held on the occasion.

In his key note address,
the Lt. Governor called the
occasion as a great
moment, as the dreams of
the Islanders to have a
Medical College is
beginning to fructify. "I am
confident that the Medical
College will serve the
Islanders greatly", he said
complementing all the
Islanders for this landmark
achievement. The Lt.
Governor also thanked the
Hon'ble Prime Minister,
Shri Narendra Modiji,
under whose vision and
support the Medical
College could be
established in these
Islands.
He also thanked the
Political and public
representatives including
the Member of Parliament
for their support in shaping
the Medical College. The
Lt. Governor also thanked
the Chief Secretary,
Principal Secretary and
others who contributed in
the establishment of this
Medical College, both the
past and present teams. He
specially conveyed his
appreciation for the work
done by the Medical
Consultant, the Director,
DHS and their teams.
He also mentioned about
the recent visit of the MCI
team who did not make any
observation and have rated
the present Medical
College of A&N Islands as
very good. The Lt.
Governor also
complimented the first
batch students of Medical
College as they are the
pioneers of this College
and urged them to work
hard and become top class
doctors. "This year 225
students have qualified in
the ANIPMT", the Lt.
Governor said, and asked
the Chief Secretary and
Principal Secretary to start
preparing our students
well in advance for the next
year's examination to be
held on all India basis
(NEET). Regarding the
quarry near the site of
ANIIMS, the Lt. Governor
asked the Principal
Secretary and Deputy
Commissioner to look into
the feasibility of having an
alternative quarry site. He
also desired that street art
could be used on the rock
face to beautify the area.
He called upon all the
Doctors to work in synergy
and serve the people of the
Islands. Expressing
confidence that our
doctors are committed to
give the A&N Islands their
best, the Lt. Governor
assured that the
Administration is striving
towards providing even
better health care facilities
in the far flung Islands. He
also mentioned that the
College of Nursing will
start functioning from
September 15 onwards
while a Trauma Centre with
Lt Governor lays foundation stone for ANIIMS

& provide their best for Islanders
state of the art facilities and
dedicated team of doctors
besides a Cancer Care
Centre will also be put in
place in this financial year.
He also spoke about the
ANISHI scheme under
which 818 people have
been benefitted so far,

Cell is operational. As part of the Hon'ble Prime Minister's Digital India Vision, an android based application "SAJAG' has been launched for seeking assistance of police
in times of distress. We have also improved our capacity for Disaster Management and undertaken mock drills for various scenarios, he said.
About Tourism, the Lt. Governor said the sector has shown consistent growth in our Islands and is also providing significant employment opportunities for the local
population. Increased tourist inflow is seen throughout the year including off season months.
The Administration is making all efforts to develop new destinations and also encourage tourism throughout the year. For this, views of Administration have been submitted
to the Government of India for proposed holistic tourism development of 5 Islands namely Ross & Smith, Long Island, Havelock, Neil and Little Andaman. To speed up the
process of development of more ecotourism sites, with focus on North and Middle Andaman, administration has also moved a proposal under Swadesh Darshan/ Coastal
Circuit Scheme of Government of India. It has been accorded in-principle approval.
The administration is also going to encourage "Home stays" to create a product which will give tourists a unique experience of life of people and their history, art, culture
and food. We also remain committed to enhancing safety aspects for all tourism related activities
Turning to the education sector, the Lt. Governor said Education and Health are important sectors in the A&N Administration. He congratulated teachers for the better
results in class X & XII examinations this year.
He also mentioned about the enhanced allocation of funds to A&N Administration by MHRD, Government of India under SSA and RMSA. With these increased
allocations, the quality education will be further improved in these Islands, with special focus on girl child, he said. He also spoke about the new and permanent building
of the Second Degree College here- ANCOL. "We are also in the process of setting up a Law College and a Professional College to increase opportunities for our students.
The existing Mahatma Gandhi Government College (MGGC) at Mayabunder shall also be upgraded soon", he said.
Speaking about the health sector, the Lt. Governor mentioned about setting up of a Trauma Center with Specialists in Mayabundur, the sanction for which has been
accorded. A similar centre in Port Blair is also on the cards. He also spoke about the proposed establishment of Cancer Unit and Cardiology Unit at the new Medical college
site. The arrangement for providing super specialty treatment for the needy people of these Islands as per MOU signed with Medical Super Specialty Hospital Kolkata is
continuing and has provided succour to a large number of islanders, he said.
Regarding accessibility, the Lt. Governor said that the ship acquisition process for procurement of 17 new ships is being progressed on a fast track while ten harbour ferries
will be delivered within 2017, he said. The Lt. Governor also mentioned about the helipad in Long Island that has been completed and developments of helipads at Hanspuri
and Sagardweep have been completed under MGNREGA. He also thanked the Defence Ministry for starting the Dornier service to Car Nicobar and Campbell Bay.
In the road transport sector, 28 new long chassis buses have been deployed in State Transport Units at various islands, he informed.
Regarding connectivity, the Lt. Governor said BSNL has taken steps to augment the total satellite bandwidth to 1.5 Gbps, which will meet the requirement of high speed
broadband as well as quality of 2G, 3G and landline services in the entire A&N Islands. For launch of broadband services in distant islands like Neil, Kamorta, Little Andaman
and Long Island, IP based direct satellite connectivity from these Islands would be established soon, he said adding that all the 69 Gram Panchayats in A&N Islands are
going to be provided with Internet connectivity as per Govt. of India programme.
The Lt. Governor also reiterated the Administration's commitment to strengthen the Primary sector, as envisaged by Hon'ble Prime Minister, by creating skilled manpower,
assured market, infrastructure for food processing and storage, social security for people engaged in the sector and introduction of new technologies to increase
productivity of the primary sector. With this vision, we have gone ahead to create Modern Fish Markets in Port Blair, Model Fisheries Village, Fish Landing Centers, Agri
Marketing Store-'Vatika' and launching of Pradhan Mantri Fasal Bima Yojana. He also spoke about the efforts of the Administration in converting the entire Islands to
organic by 2018.
The Lt. Governor also stated that the Administration has implemented the National Food Security Act in this UT w.e.f 1st of March 2016 which will ensure food security to
the vulnerable sections of the society.
Turning to power sector, the Lt. Governor said the Administration has taken up projects to replace Diesel based power Generation with Solar power. 50 KWp Grid Connected
Solar Power Plant has been established at Raj Niwas. Establishment of 1MWp Grid connected Rooftop SPV Plants in 13 Govt buildings through M/s Solar Energy
Corporation of India (SECI) is under process.
He also stated that MOU has also been signed with M/s Petronet LNG Ltd. (PLL) for establishment of LNG terminal for replacement of Diesel with non- polluting LNG along
with an LNG- Based 30 MW Power Plant at South Andaman. It is also planned to start pilot projects for wind, biomass and tidal wave based power.
"We are endeavoring to replace present lighting system by Energy Efficient LED lamps under DELP scheme. One lakh LED lamps are under distribution in Ist Phase.
Remaining 3 lakhs LED bulbs will be distributed in 2nd Phase during the current financial year itself", he said.
Mentioning about various others welfare schemes, the Lt. Governor said the Administration has achieved the target of Aadhar seeding of 96.74% to start the Direct Benefit
Transfer (DBT). This will help in stopping leakages in Welfare schemes. He also mentioned about the Centre for Holistic Wellness cum One Stop Centre for women in
distress- 'Arunodaya', by the Social Welfare Department, to provide services for physical, emotional and mental well being and other referral services.
For Tribal Welfare, 15 Andamanese tribes have been covered under Pradhan Mantri Suraksha Bima Yojana for accident insurance and Pradhan Mantri Jeevan Jyoti Yojana
for life insurance, he said.
About Forest Department, the Lt. Governor said the revised Working Plans of Diglipur and South Andaman Forest Divisions have recently been approved by the Ministry
enabling the Department to sustainably use its resources for meeting the much needed requirement of timber and minor forest produce for the islanders.
The lush green forests and pristine beaches of these Islands have been attracting tourists in larger numbers. In order to give further boost to ecotourism, the Department
is creating infrastructure at Long Island and also opening up new Islands for promoting ecotourism for providing gainful employment to the youth living in and around the
areas.
Work on the Botanical garden is progressing as per schedule and the citizens and tourists alike will be able to avail this attraction soon, he said.
The Lt. Governor also mentioned about the Kamsarat Nallah Dam by APWD in Wimberlygunj benefitting about 40,000 population. He also lauded the APWD for completing
various projects in a time bound manner. "Two Desalination Plants at Mayabunder and Chowra will become operational by the next summer season. The tenders for the
two major bridges at Middle Strait and Humphry Strait have been called. The National Highway work along with the two major bridges has been assigned to NHIDCL, who
will use innovative technology in the construction of roads and bridges. Discussions are also ongoing for the Chatham - Bambooflat Bridge", he said.
Turning to Smart City project, the Lt. Governor expressed happiness that Port Blair city has been included in the fast track for developing as a smart city and complimented
the people and the PBMC team.
Emphasizing the need for employment generation in the Islands, the Lt. Governor urged for promoting entrepreneurship. Under Mudra Yojana in 2015-16, 3757 beneficiaries
availed loan worth Rs. 84.35 crores, he said.
He also spoke about Andaman Bazaar, for giving platform to Self Help Groups and farmers to interact directly. He also expressed happiness that in 2015, 53 recruits got
enrolled in the Army and 62 recruits joined Territorial Army. This year 200 vacancies in the Army are earmarked for the Islanders for which the recruitment is likely to take
place next month. We are also focussing on recruitment in the Navy, Air force and Coast Guard, he said.
The Lt. Governor also stated that the large number of vacant posts in the Administration will be filled up in phases.
Regarding the e.Governance initiatives of the Administration, the Lt. Governor said that the entire process of Registration of property has been computerised. Issuing of
certificates for identified nine services have been computerised and physical acceptance for applications has been stopped.
The Lt. Governor sought the cooperation and support of the people in meeting the challenges and take these Islands on the path of all round progress.
The Lt. Governor also thanked the Civil Administration, Andaman and Nicobar Command for their contribution, print & electronic media for highlighting the developmental
activities of the Islands, besides its constructive criticism in bringing to the fore problems of the people. The Lt. Governor expressed gratitude towards Hon'ble Prime
Minister Shri Narendra Modiji for showing the path to progress and continuous guidance. He also thanked the Member of Parliament, Shri Bishnu Pada Ray for his support
and also lauded the efforts of the Chief Secretary, Shri Anindo Majumdar under whose leadership the A&N Administration has been performing as a committed team while
under the leadership of DGP, the A&N Police has been providing security to the far flung Islands. The Lt. Governor further appealed all the officers of the Administration
to work dedicatedly for the betterment of the Islands.

Midway into the 17-day
extravaganza, the biggest ever
Indian contingent of 100-plus
athletes is yet to land a medal
and the onus would now be on
the wrestlers to make up for it.
Having finished with two medals
in wrestling at the London
Games four years ago, the
expectations are high and it
would be up to the eight-
member team to shoulder the
responsibility.
However, the build-up to the
Rio Games hasn’t been very
smooth for the Indian wrestling
contingent with Narsingh fighting
to clear his name in a doping
scandal till the last moments.
Whi le the enti re team’s
preparations were affected due
to a doping “conspiracy”
surrounding Narsingh, but the
man at the centre of the
controversy himself had put up
a brave front all through and
fought out against all odds to
emerge triumphant in the end.
It started with two-time Olympic
medal list Sushi l Kumar
demanding a selection trial in
men’s 74kg freestyle against
Narsingh, who had bagged the
quota place for India last year
in this weight category.
The fight went to the Delhi High
Court, which dismissed Sushil’s

1. The movement of all vehicular traffic shall be closed from 0830 Hrs at the following points. (i) Raj Niwas to National Memorial Cellular Jail via Old Telephone Exchange, Vikas Bhavan (ANIIDCO), Scouts
Huts Crossing, Andaman Club, Y-Narayan Junction and CRPF Barrack. (ii) Gymkhana Crossing to R. K. Mission via Dharamshala and Girls School Crossing.
(iii) R. K. Mission to Government Press.
(iv) Annapurna to Clock Tower
(v) Clock Tower to Dharamshala (vi) R. K. Mission to Raj Niwas via Machi Line, Murugan Temple and Gandhi Park.
2. The carcade of Hon’ble Lt. Governor and other dignitaries who are holders of parking card ‘P’ shall be parked inside the Netaji Stadium and near the Andaman Club.
3. The holders of car parking label ‘P’, except the Hon’ble LG’s carcade, may use any route of their choice to
approach the place of function but they are requested to reach the place of function latest by 0830 hrs failing which
their vehicles will be stopped near the Gymkhana Crossing itself.
4. The holders of ‘P-I’ parking labels and other vehicles i.e. four wheeler/two wheelers will arrive at the Netaji
Stadium via Model School-Clock Tower-Gymkhana Crossing to Netaji Stadium. Thereafter, the vehicles shall proceed to the car parking infront of SAI Hostel, Northwest side of the Netaji Stadium.
5. After the departure of the Chief Guest from the place of function, the vehicles bearing parking label “P” shall
follow the route Scout Hut Junction-Vikas Bhawan-Fire Brigade-Old Telephone Exchange-APWD Crossing to their destinations.
6. After the departure of all vehicles parked inside the stadium and near Andaman Club having “P” parking label the vehicles of “P-I” parking label will be released to come to the main entrance of Netaji Stadium to pick up the
guests and shall leave via Scout Hut Junction-Girls School Crossing-RK Mission and RGT Road.
7. All other vehicles without any parking label including two and four wheelers will be parked near Rajiv Gandhi
Water Sports Complex and Aberdeen Jetty. 8. The vehicles intending to proceed to South Point from Aberdeen Bazar shall be diverted towards Model School
Crossing – Bengali Club – Goalghar- Secretariat Junction – Police Line and Nayagaon. 9. No heavy vehicles including Private and STS buses will be allowed to proceed to Aberdeen Bazar from Gandhi
Statue and Bengali Club Junction from 0700 hrs to 1200 hrs. 10. The vehicles intending to proceed to Aberdeen Bazar from South Point shall follow the route of South Point-
Shadipur-Nayagaon Junction-Police Line-RBV-Secretariat Junction and Goalghar.
11. Heavy vehicles proceeding to long route shall be diverted to Goal Ghar and Junglighat from Bengali Club.
12. All the vehicular traffic shall remain suspended in the stretches from Annapurna to Clock Tower, Clock Tower to Dharamshala, Dharamshala to R.K. Mission and Raj Niwas to National Memorial via Netaji Stadium from 0830
hrs.
13. No vehicles shall be allowed to proceed towards the place of function from any side after 0830 hrs. 14. No vehicle shall be allowed to proceed to Aberdeen Bazar after the function from any direction till the crowd
gets dispersed.
15. The vehicles carrying parade contingents after dropping the contingents in front of Netaji Stadium shall proceed to Water Sports Complex towards Aberdeen Jetty and will remain stationed there. After culmination of
parade they will come to Netaji Stadium via Y- Narayan Junction and proceed to their respective units with their parade contingents.
16. Further vehicles intending to proceed to GB Pant Hospital shall follow the route of Gandhi Statue-
Marine Gate – Sisty Nagar – Dignabad – Sea Shore Road – Khan Jn. - Cellular Jail towards GB Pant
Hospital. 17. Private tourist boats carrying tourists from Aberdeen Jetty to Ross Island, North Bay etc. should be shifted to
Junglighat jetty on 15/08/2016.

public and the Health Care Facilities (HCFs) of Andaman & Nicobar Islands, that the Ministry of
Environment, Forests and Climates Change has
notified the Bio-medical Wastes Management Rules,
2016, in the Gazette of India, vide G.S.R. 343 (E)
dated 28.03.2016 in exercise of the powers conferred
by Section 6, 8 and 25 of the Environment (Protection) Act, 1986 (29 of 1986), and in
supersession of the Bio-Medical Waste (Management and Handling) Rules, 1998.
These rules shall apply to all persons who generate, collect, receive, store, transport, treat, dispose, or
handle Bio-Medical Waste in any form including
hospitals, nursing homes, clinics, dispensaries,
veterinary institutions, animal houses, pathological
laboratories, blood banks, Ayush hospitals, clinical establishments, research or educational institutions,
health camps, medical or surgical camps, vaccination
camps, blood donation camps, first aid rooms of
schools, forensic laboratories and research labs. For
detail provision of the BMW Rules, 2016 visit http://
www.moef.nic.in/sites/default/files/BMW%20 Rules, %202016_1.pdf.
All the HCFs are hereby advised for compliance of the BMW Rules, 2016 and also make all necessary
arrangements for safe disposal of bio-medical wastes.
Any violations of these Rules, shall be liable for
prosecution under the provision of Environment
(Protection) Act, 1986.

The two day 'Monsoon
Festival-2016' got
underway at the ITF
ground here this evening.
The First Lady of the
Islands, Smt. Suneeti Singh
inaugurated the Festival as
the chief guest. The First
Lady lit a ritual oil lamp to
inaugurate the Festival.
The Festival is being
organised by the
Directorate of Tourism,
with the support of tourism
stakeholders, SHGs, NGOs
and Departments like Art &
Culture, Agriculture, Police
(Prison), Fisheries and
PBMC with the objective
to promote A & N Islands
as 'round the year tourist
destination'.
The First Lady went
round the stalls put up by
different departments as
well as private stall and
evinced interest in the
exhibits displayed in the
stalls. The exhibits include
handicrafts of local
artisans, such as mats,
baskets, decorative items
made of cane and bamboo.
The artisans apprised the
First Lady of the use and
benefits and the
techniques in preparing the
handicrafts items.
The First Lady also
witnessed a colourful
cultural programme
organised as part of the
Festival. The colourful
cultural events were
presented by the artistes
from Kailashpati Dance
Academy, Pragati Social &
Cultural Organisation,
Dance Natya Acaemy, Bala
Krishna Nritya Academy
and Subash Recreational
Youth Club.
As many as 40 stalls are put

Secretary urged the faculty
members of ANIIMS to put
their best efforts in making
this medical college a
centre of excellence. "The
Medical College is not only
for the students but also
for the people of these
islands who will get
specialised medical care.
The specialists will also be
deputed in Inter-Islands so
that the people residing
there get better health
care", the CS added. From
next year, the students
intending to get admission
in medical college will have
admitted in the College. Of them, 85 were from A&N
Islands while 15 were from all India quota. "The Medical
College has been set up with the State of Art facilities and
the campus has been planned in this picturesque location",
he said thanking the Lt. Governor for his fervent efforts in
materializing the dreams of the Islanders. He also thanked
the Member of Parliament for his support and guidance in
this regard, the Consultant from ANIMERS, Maj. Gen AK
Dutta also for his guidance. He further said the medical
college has been set under the Centrally Sponsored Scheme
under which 75% of the funds are provided by the Central
Government while the 25% is to borne by the UT
Administration. He informed that the total cost of the
Medical College is Rs.342.14 crore. While Rs. 213.8 crores
was sanctioned by the Ministry, Rs.71 crores is being spent
by the UT Administration.
On the occasion, a 3D model of the proposed Medical
College campus design by Technical Teams from ANIMERS
was also screened.
The foundation laying ceremony concluded with the vote
of thanks proposed by the Director, ANIIMS, Maj.

"Four decades old dream of
the Islanders since 1969 to
have a Medical College in
isles has been fulfilled in
2015-16", he said adding that
the ANIIMS is the first
Institute to be established
under the visionary and
ambitious centrally
sponsored scheme of
Hon'ble Prime Minister, Shri
Narendra Modi. This vision
has been translated into
reality under the leadership
of Hon'ble Lt Governor.

A Legal Awareness camp
was held in the Beodnabad
Gram Panchayat Bulding,
Burmanallah today, in which
the Judge Calcutta High
Court, Justice Soumitra Pal,
who is also the Executive
Chairman, Legal Services
Authority, A & N Islands
was the chief guest. The
Camp was jointly organised
by State Legal Services
Authority (SLSA), A & N
Islands and District Legal
Services Authority (DLSA),
Port Blair.
Addressing the gathering,
the chief guest highlighted
the significance of the
camp, which aimed at
creating awareness among
people about their legal
rights. The Legal Services
Authority was established
to provide free justice to the
underprivileged including
tribal, women, physically
challenged and
economically backward
section of the society, he
said urging the people to
make best use of the legal
services made available to
them.
Speaking on the occasion,
the District & Session Judge
and Chairman DSLA briefed
about the activities of
DLSA, which has so far been
instrumental in settling
various disputes and
appealed to people to come
forward and approach the
DLSA for settlement of their
disputes without hesitation.
Shri Krishna Rao,
Advocate & President A &
N Bar Association also gave
details of the free legal aids
being provided by DLSA to
the vulnerable section of the
society.
About 200 people from
different areas of the
Panchayat attended the
camp. They also interacted
with the chief guest to seek
more information about the
steps to be taken up for
settlement of their disputes.
