The meeting was attended by the Chief Secretary, Adhyaksha, Zilla Parishads of South Andaman and North & Middle Andaman, Pramukh, Block Prothrapur, Secretaries of various departments, Deputy Commissioners and representative from Tribal Council, Car Nicobar. The Director (RD/Panchayat) welcomed all the members of the meeting and briefed the status of implementation of MGNREGA in the UT of Andaman & Nicobar Islands for the financial Andaman & Nicobar Employment Guarantee Council meets LG reviews status of implementation of MGNREGA in Isles year 2015-16 & 2016-17, through a power point presentation. The Director (RD/ Panchayat) informed the members that during FY 2015-16, the performance under MGNREGA was below the targets due to non receipt of sufficient programme funds from Ministry of Rural Development, Govt of India, New Delhi due to high Administrative expenditure. Reviewing the status of implementation of MGNREGA for the said financial year, the Hon'ble Lt. Governor appreciated the efforts made by the MGNREGA team of North & Middle Andaman for undertaking the works of constructing Anganwadi Additional PCCF, Shri D.M. Shukla and other senior officers of the Forest Department besides students in large numbers were also present on the occasion. The Lt Governor further said "94 percent of Andaman and Nicobar Islands are covered with forests and we are proud to maintain this precious wealth". The Lt Governor complimented the Forest Department and said that it is doing a stupendous job and their personnel are working with good spirit even in the remote parts of the Islands for protection of our rich forests. It may be recalled that due to landslide in Jirkatang area of the Andaman Trunk Road route recently, operation of normal IOC trucks in this route has got delayed. APWD has taken up the road repair work on an emergency basis. The Dornier 228 aircraft is a state-of-the-Art, twin engine turbo-prop aircraft, which can cruise at a speed of 200 kts. The aircraft is fitted with all modern avionics and being widely used for executive transport by the Indian Airforce. The A & N Administration is launching this service to augment the air-transport Launching of IAF Dornier flight services by LG and CS capacity to Nicobar District. With the launching of this facility, the people of southern group of Islands will be largely benefitted. The services will be available twice a week on every Monday and Friday. As per the schedule, The IAF Dornier will depart from Port Blair at 0800 hrs and reach Car Nicobar at 0900 hrs. From Car Nicobar it will depart at 0945 hrs and will reach Campbell Bay at 1045 hrs. On its return flight the aircraft will depart from Campbell Bay at 1130 hrs and reach Car Nicobar at 1230 hrs. Again from Car Nicobar it will depart at 1315 hrs and will reach Port Blair at 1415 hrs. The aircraft will carry 10 passengers and each passenger will be allowed to carry a maximum of 10 kgs registered baggage free of cost. Procedure for reservation of tickets will be as under:- Port Blair- The passengers will be required to submit their application to the Assistant Secretary (GA), A&N Administration, Secretariat, Port Blair at least 02 days in advance for reservation of tickets. The passenger list from the General Administration section is to reach Directorate of Civil Aviation by 11.00 AM on a day prior to scheduled departure of each flight for issuances of tickets. Car Nicobar- The Port Blair, August 4 The Member of Parliament, Shri Bishnu Pada Ray has submitted demands & suggestions related to the Andaman & Nicobar Islands institute of Medical Sciences (ANIIMS) in the Lok Sabha recently. NOTICE National Food Security Act, 2013 has been implemented in this UT from March 2016. The Department of CS&CA carried out the exercise for identification of Eligible Household (AAY & Priority) in the first phase wherein, all the beneficiaries already covered under AAY and BPL were brought under the preview of Eligible Households as per the provisions of Section 3 of the Act. As per the percentage coverage fixed under the Act, 9008 more persons can be covered in this UT to achieve the prescribed limit in the second phase in rural area. The Department is going to carry out the exercise of identification of Eligible Households as per the given timeline.

The Eligible beneficiaries of rural area will be identified as per the following inclusion criteria:- (i) All homeless households.

(ii) Transgender

(iii) Households with disabled persons (as defined in persons with Disabilities Act 1995) subject to submission of prescribed

Medical Certificate.

(iv) Single women (including widows, unmarried and separated and deserted women) whether living in household as

dependents or as head of household.

(v) Children living without protection.

(vi) Occupationally vulnerable groups like beggars, rag-pickers, un-skilled construction workers, porters, casual daily wage

labour, casual domestic workers, cycle rickshaw driver, un-skilled workers in small household enterprises, un-skilled

workers in household industries and other similar category.

(vii) Households having annual income of less than 1 Lakh subjected to submission of Certificate by Revenue

Department from an Officer not below the Rank of Tehsildar.

However, applicants coming under (i) and (vi) in the above para are not required to submit income

certificate. Self certification regarding their income and occupation will be enough subjected to field verification.

Similarly, Self certification from shelter less, single women, children without protection or occupationally

vulnerable group will be admissible.

Exclusion Criteria:-

Not withstanding the household fulfilling any of the eligibility criteria mentioned above, the following households will not

be eligible.

(i) If any member of the household is an employee of Central Government/State Government/Local Bodies/Corporation/

Autonomous Bodies of Central/State/Local Government.

(ii) If any member of the household is income tax/service tax/professional tax payer.

(iii) If any member of the household is running a Government registered Enterprises.

(iv) If any member of a household owns a light(four wheeler) or heavy vehicle (except one commercial vehicle in

household for earning livelihood).

(v) If any member of the household owns an air conditioner.

(vi) If the household owns motorized deep sea fishing boat.

(vii) If the household is receiving ration/food subsidy under any other scheme.

(viii) Such other household as may be prescribed by the UT Administration.

Additional Exclusion Criteria For Rural Area:-

(i) If any household owns more than 1 acre of land under plantation or 2 acre of paddy land.

Mode of application:-

1. The eldest female member will be treated as head of the households as per Section 13 of the National Food Security

Act, 2013.

2. The application should be submitted in the prescribed format by the head of household (Female)to the concerned Circle

Officer/Assistant Director (CS&CA)/Panchayat Office by enclosing the following documents:-

a. Income certificate wherever required.

b. Copy of Aadhaar Card of all family members, if available.

c. Copy of existing Ration Card.

d. Any category specific certificate as may be prescribed.

e. An undertaking in the prescribed format that the applicant does not fall under any of the exclusion criteria mentioned

overleaf in the application form.

f. Any address proof documents e.g. Islander Identity Card/EPIC Card, Aadhaar Card etc.

3. In case of applicant residing outside Panchayat area, the application can be submitted to the Circle Officer/Assistant

Director/nearest Panchayat Office.

of these Islands seeking higher education. He stated that the Administration is

Referring to the unemployment problem, the Lt. Governor mentioned that the

Govt cannot provide employment to all as the govt jobs are limited and he called

upon the younger generation to develop the spirit of free enterprise. With the

inception of undersea cable, the Administration will be able to provide platforms

in every field for the Islanders to prosper. The Lt. Governor urged the students to

work hard to realise their dreams and assured that the Administration will create

environment and atmosphere where they will be able to flourish.

Earlier, the Lt. Governor and other dignitaries gave away prizes to the winners of

various competitions held as part of the Vanmahotsava celebration under different

categories.

Speaking as the guest of honour, the Chief Secretary, A&N Administration, Shri

Anindo Majumdar complimented Forest Department for conducting series of

activities during the month long Vanmahotsav celebration. Expressing his

happiness for involving the students in such programme, the Chief Secretary

said it is a significant approach as the students who are the future generation

must know about the importance & benefits of preserving and protecting our rich

forest cover & environment.

A report on the month long activities carried out as part of the celebration was

presented through a documentary on the occasion.

In his address on the occasion, the Principal Secretary (E&F), PCCF (ANI), Shri

MS Negi said that due to awareness and the support of the Islanders', the Islands

are able to maintain 90 percent of forest cover. To contain the effects of global

warming, protection of forest has become essential and the need of the hour, he

added.

The function concluded with the vote of thanks proposed by the Chief

Conservator of Forests (R&WP), Shri Rajesh.

that a letter giving proper justification with regards to high Administrative cost

terror attack and of a

hostage situation in the

Dolphin Resort at

Havelock. The exercise

was conducted that

information has been

received regarding

intrusion of two terrorists

with weapons in the resort

and accordingly quick

action was taken by the

police teams by cordoning

off the area. Terrorists were

neutralised, rescuing the

injured civilians.

In view of the prevailing

similar mock drill/exercise

will be conducted by South

Andaman Police at various

places viz. hotels, beaches,

to the spectacular

performances of the athletes

at the 2016 Olympics. This

Olympic Committee (IOC) has

included some sports which

are convent ional l y not

included in the list of events

women hockey and golf. In

addition, the IOC has also

allowed the participation of

professional boxers in the

Olympic boxing event to

make it more attractive.

Although India’s performance

at the Olympics has never

higher number of participants

does enhance medal hopes,

therefore the chances of

reaching the podium will be

slim for Indian boxers in Rio.

The current state of affairs in

the Indian boxing federation

is directly responsible for this

low representation. As of now,

the federat ion i s under

suspension and there is no

sign of revival.

There has been no National

Championships for years,

which would ultimately affect

the country's boxers. If the

situation continues, a longer

suspension may jeopardise

the boxing sport i n the

country.
