    Meeting of Health Sciences Committee and Higher Technlal Edu~aUonCommittee was called. U nfortunately secretaries of both the departments were absent.Earlier we have heard parents /students and colleges on two different dates to knowtheir views on the norms for approval of fees for Academic Year 2013-2014. hey arealso asked to submit their views in writing. Some of them have done it. We haweconsidered them in the meeting. Such submissions are mainly made by collages. Theyare more or less on the same lines. Therefore we are rnaMng reference to a few inrepresen tative character.

    1) Health Science: I n case of post graduate courses suggestionswere remipbied firomDr. Punjabrao alias Bahusaheb Beshmukh Medical college. We reject it as it isnot possible to have different criteria for different post graduatestudents and feemust be common for all. No suggestion was made with regard to norms at th etime o f open hearing.2) Higher and Technical education : Considered the suggestions made in theletter dated 10/1/13 written by the Under Secretary of the Higherand Technical

    Educations, Maharashtra State and Association of the Managementof UnaidedEngineering College (Ma h.) received on 18/3/13, Akktil Bhartiya GrahakPanchayat dated 19/3/13. Samiti has gone through them and also consideredsuggestions made at the time hearing with regard to norms.

    201 -141. Inte rim fee and final fee

    1.1 The interim fee t o be collected at the time of admission in the academic year2013-14 (if the final fee is no t approved by that time) is the fee approved bythe Samiti for the year 2012-13. I n he receipt issued to the students it is tobe specifically men tioned it is only interim fee and it would be finalized by theSamiti in course of time w hich will be payable by the students.1.2 The interim fee is to be put up on the Notice Board of the respective collegesand on the website. S imilarly the interim fee also to be put up on the noticeboard and on the website of the Samiti.1.3 The approval o f final fee w ill be done after submission of accounts, dulyaudited for the financial year 2012-13 and scrutiny of the same andconnected documents such as copies of service contracts entered into by theInstitute, copies o f TDS Challan abou t the salary of Professors etc andProvident Fund Challans1.4 The final fee fo r the year: 2013-14 for the students admitted in 2013-14 willbe computed in the prescribed format by considering the perm ittedexpenditure as per audited accounts of 2012-13 and increasing it by 10% toaccount for th e increase in cost.1.5 The students admitted in the Academic Year 2013-14 and there aftercontinuing their studies will pay an enhance fee of 8% till the completion ofthe course (during the stipulated period of the course). For example if thefee is approved is k.1,00,080/- then from 11" years onw ard till completionof the course i.e. say 11, I11 and I V year the fees will be Rs. 1,08,000/- per@. I n case the students take vthyears for completing the course then heshall pay the fee approved in tha t year. I n case a student joins the coursedirec t in second year, then he shall be required to pay Rs. 1,08,000/-.1.6 I f any college does not approach the Samiti for approval of fee for 2013-14then it can only charge fee as charged by Govt. Colleges. I t is alreadydecided in the meeting of the Samiti held on 9th January 2013 ( Item No. 4).1.7 It is to be noted that the fees approved for the students admitted inAcademic Year 2009-10 or earlier will continue to remain unchanged exceptfor the additional payment of VI Pay Commission to be approved separatelyby the Samiti. This information is to be put up on the website of Colleges/Institutions.

    1.8 College /institute should provide the details of teaching & non teaching staffas per the norms of GOVT.1 DTE/AICTE/PCI/UNIVERSITY,heir salaries, noof years thcy~have ut in their service & TDS paid etc, and whether thef a c ~ ~ l t yppointed is as per norms. The Institutes need to submit the detailsalong w ith th e relevant documents such as TDS challan, P.F. amountpayment etc. They also need to submit copies of contracts they have entered

    2. Norms for final a ~ ~ r o v a If fees for students 20 be admitted in 2083-14 andthereafter.2.1.1 Salary expenditure of teaching and non-teaching staff as per norms prescribedby regulatory authorities such as AICTEjUniversP'Py/PC1 and a&uaJly paid andcertified by auditor.2.1.2 Salary of employees (TeachingjNon-beaching) is 80 be paid through BankAccounts only.2.1.3 Institu tions which have implem ented the VI gay uCsommission pay scafe have to

    2.2.2 Hostel expenses to be excluded. College to state Hostel expenses separately andnot to be induded in nsn-salary expenditure.2.3 The basic infrastructure in the fo rm of building and equipment is required to beprovided by the Trust before starting of the CollegeJJnsMtute. Therefore anye x p e n d i t ~ r q ~ i c ~ k ~ r r e dn providing the infrastructure can not,& passed on tothe students. Therefore no interest on loans taken, if any, for any purpose

The assetsas in the financial year 2007-08 will be frozen as it is for the pwrwse sfdepreciation. Additional depreciation for the new assets add& in the financialyear 2008-09 and thereafter will be allowed on str-aight line basis at the abovementioned rates. The CoIlegesJInstitutes are required to prowi~dehe necessarydetails.. These depreciations are to be claimed only until the tl;kal mst isrecovered, viz. for the life duration.

    2.4.1 The college shall be allowed usage charges for the building a t the rate of iRs.3,000/- per student per year as per sanctioned intake as the area of building isto be provided as per sanctioned intake. In case the area provided is less thanthe area required for the sancGoned strength as perAICTEJPC!/UNWdiERSIW etc.norm than the amount would be proportionately reduced.     2.8 The Colleges/Hnstitations are strictly prohibited from collecting any excessfee/charges other than those approved by the SSS and any fee levied by theUniversity concerned. Serious view will be t,aken against those who violate thedirectives. Such defaultjng CollegeJSnstitute may be punished suitably whjchmay include reduction in fees up to 509'0, recommending to the PraveshNiyantran Samiti for stopping of admission process and to the University for De-afiliation, etc.2.9 The Colleges/lnstitutions are required to provide the details of tcheirinfrastructure and facilities/amenities on the! r website before effecting theadmission of students2.10 The Colleges which are runn ing 2 shifts should give details and the devisor factorwould be total number of sanctioned or actual strength which is more.2 . 1 The Colleges should subm it along with fee proposal, budget for the year 2013-14as approved by the Governing Council of the College. It should be signed bythe Principal.2.12 Co mputi~ tion heet made by the college should be displayed at the notice boardof the college and on web site immediately on submission of proposal.2.13 The fee proposal subm itted to the Sarniti to be made availableby each collegein the of8ice for perusal of the students/parents.2.14 The Colleges should also state separately if any income is earned by using thecollege p roperty/infiastructure during 2.1362-13 ther than fees and how.2.15 It is made mandatory to put it whole fee approval proposal on fie website ofthe CollegeJInstitute at the time of submfssion 05 proposal to the Samiti. N(oncompliance thereof may be penalized by redudng fee by 20%.3.1 Revision can be filed before the Sarnfti only by studen&j'parents orColleges/Institutes as they are directly interested in the approvalof fees by the

    Samiti.3.2 Revision to be filed within 30 days of the declaration of fees on the website ofthe Samiti. The time may be extended further by 60 day in case an applicationis filed giving cogent reason for condonation of delay.

    2.9 The College s/Institutions are required to provide the details of theirinfrastructure and facilities/amenities on their website before effecting theadmission o f students.2.10 I n the case of more than one course is run in the samepremises/building/campus, then the Institute/College to give number of studentsfor each course and time spent for such course every day.2.11 The Colleges should submit along with fee proposal budget for the year 2063-14as approved by the Governing Council of the College. I t should be signed by thePrincipal.2.12 Com putation Sheet made by the college should be displayed at the no tice boardof th e college and on web site immediately on submission of proposal.

    2.13 The fee proposal submitted to the Sam iti to be made available by each college inthe office for perusal of the students/parents.

    2.14 The Colleges shou ld also state separately if any income is earned by using thecollege property/infrastructu re durjng 2012-13 other than fees and how.2.15 I t s made mandatory to put it whole fee approval proposal on the website s f theCollege/Institute at the time of submission of proposal to the Sarniti. Moncompliance thereof may be penalized by reducing fee by 20%.

    3. As regards the Hospital deficit, the Samiti decides to follow the earlier res0cPluQonpassed during the meeting heid on 2oth April2009 under It em Mo.7.'The Sam iti to take into consideration the de ficit to the exten t of 75% forfirs t five years and then reduced to 50o for 6th year and 25% for 7 year. Thereshall be no consideration of hospital deficit from 8th year onwards as it isexpected that the hospital should be self-sustained by then.

    4.1 Revision can be filed by before the Sam iti only by students/pa~rerent.s orColleges/Tnstitutes as they are directly interested in the approval of feesby theSamiti.4.2 Revision to be filed with in 30 days of the declaration of fees on the website ofthe Sam iti. 'The time may be extended further by 60 days in case an applicationis filed giving cogent reason for condonation of delay.
