CHRISTMAS HOLIDAyWestlake Place HOA Board of Directors will be hosting picture taking with Santa on Sunday, December 11, 2011 from 1 PM-3 PM at the community center. Please be sure to bring your own camera to take pictures.

Be on the look out for the Westlake Lake Fire Department for Santa, driving by doing the candy toss again this year in December.

WESTLAKE PLACE HOLIDAy DECORATIONSWe encourage all residents to participate in decorating for the holiday season. Westlake Place HOA will be honoring the four most outstanding decorated homes with a prize of $25 to be applied toward your homeowner’s maintenance fee. The judging will be from December 15th thru December 18th. All homeowners are eligible and qualify to participate in this event. A friendly reminder Christmas decorations must be removed by January 22, 2012.

ANNuAL MAINTENANCE FEEIt’s that time of year again maintenance fees will be mailed out. The maintenance fee for next year 2012 will remain the same as this year. The fee will be $410 with a $25 discount for those who are paying early by December 30th. PoolThe majority of the work at the WLP community pool has been completed. The replacement part for the slide is still on order and will be replaced upon receipt.

FronT anD Back EnTrancESThe lights at both entrances have been repaired at this time. A minor traffic accident occurred at the front entrance of Fry Road at Westlake Place Drive on September 29, 2011. The damage had been reported to Harris County Precinct Three and a work order for the repairs was issued.

LanDScapingThe sprinklers are now working properly to maintain the new sod placed in the community center.

gaS LEak (SiDEwaLk rEpairS)Submitted by a resident to the HOA Board of Directors for advice: “About two months ago my neighbor had a gas leak. The gas company came out and fixed the leak, in this process they dug up the sidewalk. This is a very dangerous area since we have kids on our street. Whose responsibility is it to maintain the sidewalks? Any help the HOA can give to this problem would be appreciated.”

The President (Glen) contacted Center Point on Monday, October 17, 2011 and they came out on Wednesday to repair the sidewalk. He also went by the homeowners address and informed the owner. Typically, if the gas company does repairs and breaks out the concrete, they will repair it at their cost. Any other repairs, such as roots, are the homeowner’s responsibility. SouTh MayDE crEEk hikE anD BikE TraiL (upDaTE)According to the Texas Department of Transportation’s General Construction Supervisor, they expect their contractor to be complete around the first part of December; however, this will depend on the weather. TxDOT’s contracts are working day contracts, which mean they do not charge the contractor days during inclement weather.

naTionaL nighT ouTThanks to everyone for attending the National Night Out Event. We had a great turn out over two hundred and fifty residents; family and guests were in attendance. The entertainment was provided by Rhythm Zone and was greatly enjoyed by all. We had several activities for the children; moonwalk, snow cone machine, face painting and horseback riding provided by Harris County Sherriff’s Office Mounted Patrol.

The WLP HOA Board would like to recognize and thank the following companies for their contributions; Kogers located at Fry and Park Row Resolutions Hospice, Thera Care Home Health and Oakmont Healthcare & Rehab Center of Katy. We would also like to thank the following organizations; HCSO major, captain, sergeants and deputies in showing their support by attending this event. The Westlake Fire Department made their presence known with a great turn out! Thanks Chief Mark Palmer of Westlake Fire Department your team is AWESOME!!! The Bear Creek Army recruiting office managed by Sergeant Dickson and Melissa at the Harris County Sheriff’s Office for providing literature and merchandise for are resident’s.

I would like to thank the nurses at Oakmont Healthcare & Rehab Center of Katy, Shandon Gonzales, Trainer Routt, Lakeisha Woodson and Samantha Tyler for serving the food for this event and special thanks to Pearlie Redeaux manager of the activity department. RECONSTRuCTION OF RAMPSConstruction crews from Precinct Three Commissioner Steve Radack’s Office were in our neighborhood on Monday September 19, 2011. Crews removed and replaced several existing ramps on Westlake Place Drive. The replacement ramps will be made into handicap ramps.

BOARD OF DIRECTORS MEETING SEPTEMBER 6, 2011 MINUTESPursuant to Article V, Section I of the Bylaws of Westlake Place Homeowners Association, Inc., the regular monthly Board of Directors meeting was duly called and held on Tuesday, September 6, 2011 at 7:00 PM.

caLL To orDErDirector Disheroon called the meeting to order at 7:05 PM. Directors DeBons, Disheroon, Mayfield, Ratliff and Sealock were in attendance. Association & Community Managing Professionals, Inc. (the Management Company) representative, James Daly, was also in attendance.

MinuTES MoTionThe Board reviewed the minutes from the August 2, 2011 meeting and noted a few changes needed:• The minutes need to state past President of the HOA did not turn in his Association keys at the meeting and would deliver them to Management at a later date.• The minutes need to state that prior treasurer turned in his Association keys to Management at the meeting. Management then turned the key over to Director DeBons.

Resolved, Director Ratliff motioned to approve the minutes from the August 2, 2011 meeting, as written. The motion was seconded and passed.

The Board reviewed the minutes from the 2011 Annual Meeting.

Resolved, Director DeBons motioned to approve the minutes as presented. Director Mayfield seconded and the motion passed.


ELEcTion oF oFFicErSThe Board ratified the motion to elect officers, which was held during the month of August. The positions were elected as follows:

OTHER BUSINESSThe Board stated the Association would be hosting an event for National Night Out on Tuesday, October 4th. The Board discussed budgeting $250 for the event.

Resolved, Director DeBons motioned to approve budgeting $250 for the National Night Out event. Director Ratliff seconded and the motion passed.

The Board discussed rescheduling the October Directors meeting due to the National Night Out event.

Resolved, Director DeBons motioned to reschedule the October meeting to Thursday, October 6th at 6:30 PM. Director Mayfield seconded and the motion passed. A motion to begin all future monthly Association meetings at 6:30 PM was also made. The motion was seconded and passed.

The Board asked if the Association would need to file its ACC request form with the county due to the new laws passed by the State. Management stated it does not believe this will need to be done, but the Association’s attorney will be contacted for a more definitive answer.

The Board reviewed Butler & Hailey’s proposal to draft and file all necessary documents the Association will need to be in accordance with the new laws/statutes passed by the State legislation. The proposed price for this service will be $1,250.

Resolved, a motion was made accepting Butler & Hailey’s proposal of $1,250. The motion was seconded and passed. The Board requested the drafts of the documents to review before they are filed with the County.

The Board requested a copy of the Texas/United States Flag Code.

The Board requested a draft for Association ACC Guidelines.

The Board reviewed an estimate from Hou-Scape to repair the sprinkler system at the community entrance and to re-sod several areas. Director Ratliff questioned the cost of the sod. Director Disheroon stated he did not know the exact number of pieces of sod but the Association is getting a good price.

Resolved, Director DeBons motioned to approve the estimate provided by Hou-Scape. Director Mayfield seconded and the motion passed.

The Board discussed the Association’s account with Sam’s Club which still has previous Directors listed as members.

Resolved, a motion was made to close the Association’s current membership with Sam’s Club. A new account shall be opened with Management listed as the primary account holder. The motion was seconded and passed. The Board requested a letter be sent to pass President stating he is no longer the primary cardholder.

The Board requested information about the patrol deputy’s schedule. Director Disheroon was unable to provide information at this time.

Resolved, Director Disheroon instructed Directors Ratliff and Mayfield to review the crime reports and submit a schedule for the patrol deputy.

Management informed the Board that the Association’s landscaping company has not returned a signed copy of the contract.

Resolved, Director Disheroon signed another copy of the contract with a retroactive date reflecting the original acceptance date. Management will send the contract to the landscaping company and request a signed copy be returned.

Director Disheroon submitted a bid from B & B Locksmiths to replace all of the locks on Association property.

Resolved, the Board decided to table a decision until additional bids are received.

The Board discussed the pool closing early on the last weekend of pool season due to equipment failure. The Board discussed filing a claim with the Association’s insurance provider. Director Ratliff will be contacting Houston Recreation to request an estimate for all of the repairs needed.

STaTE LEgiSLaTion rEViEwThe Board reviewed the overview of the recent laws/statutes passed by the State Legislation, which was provided by Butler & Hailey.

The Board stated that rain barrels shall not be visible from the street.

The Board stated that flagpoles might not be installed any further than five (5) feet from the front setback line. Flags may be no bigger than four feet by six feet (4’ x 6’). Residents must submit an ACC request and have it approved before erecting a flagpole.

The Board stated the Association would continue to use the current payment plan structure.

ARCHITECTuRAL FORM/ HOME IMPROVEMENT FORM

All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofing, new siding, sheds or outbuildings, new garage doors and basketball goals. The ACC approval must be given in advance prior to the work being started. We have specific guidelines for sheds and outbuildings. Call ACMP 281-855-9867 to request a form. Please mail to the ACMP address at the top of the form.

TRASH PICK-uP STICKERS BELONG ON TRASH CANS

The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.

PATROL SERVICE REPORT:Resident reported a gas can was stolen out of the bed of his pickup truck: • Residents need to be mindful of securing all valuables inside and outside of your vehicle at all times.

Monitoring of stop signs and school zones resulted in several citations issued for traffic violations:• Residents remember school is back in session, stay alert and drive at the posted speed limit.Suspicious vehicle noted at the church parking lot, occupants were instructed to leave the premises.

Do not park in a remote dark area.• Lock your vehicle and put up your windows even while you are driving.• If you feel unsafe, always ask the store security to assist you to your car. • When you return to your vehicle, scan the interior of your car to be sure no one is hiding inside. Check to see if you are being followed.• When storing items purchased at the stores, place them out of sight. The best place is in a locked trunk.• Frequently check your rearview mirror to see if you are being followed. If you feel like you are being followed, DO NOT go home. Drive to the nearest police station, fire station or other place of safety.

VETERINARy PuBLIC HEALTH LEASH LAWAnimals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal.

Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.”

Restraints are defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Lets all help keep our subdivision safe and comfortable place for all residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

STREETLIGHT OuTAGESPlease report a burned out street light, any resident may call Center Point directly at 713–207-2222. However, for those with internet access, you may also make this report on-line. For those interested, the website address to do this is http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is needed. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via telephone, you will need to provide the street address where the light is located and the six digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will out to fix the problem within seven working days.

Anyone noticing a streetlight that is out or some other malfunction is encouraged to report the problem to Center Point via either these two methods without delay. Our association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

Katy ISD has earned a rating of Superior Achievement under the Financial Integrity Rating System of Texas (FIRST) for the 2009-2010 fiscal year. Katy ISD has received this top rating for each of the nine years that Texas districts have been rated through Schools FIRST. Schools FIRST is a statewide rating system created to ensure that school districts are held accountable for the quality of their financial management practices, while achieving improved performance in the management of their financial resources. The Schools FIRST accountability rating system assigns one of four ratings, with the highest being Superior Achievement, followed by Above Standard Achievement, Standard Achievement and Substandard Achievement. Approximately 784 out of the 1,029 school districts in Texas received the Superior Achievement rating this year. Katy ISD also recently announced that it has been named a Five-Start District in the Texas Comptroller’s Financial Allocation Study for Texas (FAST) – one of only 23 districts in Texas to receive this rank for two consecutive years.
