Do You Need To File a TaxReturn This Year?

Dear Savvy Senior,

My income dropped way off when I retired early lastyear, and I’m wondering if I fall into the so called “47percent” of Americans who won’t have to pay andincome taxes this year. What can you tell me?

Curious SeniorDear Curious,The percentage of seniors, age 65 and older, who won’t

have to pay income taxes this year, is actually around 56percent according the Tax Policy Center. Here’s a break-down of the 2012 filing requirements along with a few othertax tips to help you determine if you need to file.

IRS RequirementsWhether or not you’ll need to file a federal income tax

return this year will depend on your filing status, your age,and your gross income. If your gross income falls below theIRS filing limits, you probably won’t have to file. Grossincome includes all the income you receive that is notexempt from tax, not including Social Security benefits,unless you are married and filing separately. You probablydon’t have to file this year if:

• You are single and your 2012 gross income was lessthan $9,750 ($11,200 if you’re 65 or older).

• You are married filing jointly and your gross incomewas under $19,500. If you or your spouse is 65 or older, thelimit increases to $20,650. And if you're both over 65, yourincome must be under $21,800 to not file.

• You are head of household and your gross income wasbelow $12,500 ($13,950 if age 65 or older).

• You are married filing separately and your income wasless than $3,800.

• You are a qualifying widow(er) with a dependent childand your gross income was less than $15,700 ($16,850 ifage 65 or older).

Special SituationsBe aware that there are some special financial situations

that require you to file a tax return, even if your grossincome falls below the IRS filing requirement. For example,if you had net earnings from self-employment in 2012 of$400 or more, or if you owe any special taxes to the IRSsuch as alternative minimum tax or IRA tax penalties, you’llprobably need to file.

To figure this out, the IRS offers a resource on theirwebsite called “Do I Need to File a Tax Return?” that asksa series of questions that will help you determine if you’rerequired to file, or if you should file because you’re due arefund. You can access this page at www.irs.gov/uac/Do-I-Need-to-File-a-Tax-Return%3F, or you can get help overthe phone by calling the IRS helpline at 800-829-1040.

Check Your StateEven if you’re not required to file a federal tax return this

year, it doesn’t necessarily mean you’re also excused fromfiling state income taxes. Check on that with your state taxagency before concluding you’re entirely in the clear. Forlinks to state and local tax agencies see taxadmin.org –click on “Links.”

Tax AideIf you do need to file a tax return this year, you can get

help through the Tax Counseling for the Elderly (or TCE)program. Sponsored by the IRS, TEC provides free taxpreparation and counseling to middle and low income tax-payers, age 60 and older. Call 800-906-9887 to locate aservice near you.

CRANBERRY SOUR CREAM COFFEE CAKE1 c. butter, softened1 c. sour cream1 tsp. cinnamon1 1/4 c. granulated sugar1 1/2 tsp. baking powder1 c. chopped walnuts

2 eggs, lightly beaten1/2 tsp. baking sida1 16 oz. can whole cranberry sauce1 tsp. real vanilla extract2 c. all-purpose flour

Preheat oven to 350º. Butter and flour a bundt cake pan. Cream butter andsugar in large bowl. Add eggs, vanilla, and sour cream. Mix well. In anothermixing bowl combine flour, baking powder and soda. Add the dry ingredientsto the wet ingredients and stir as little as possible to combine. Spoon half thebatter into the bundt pan. In a small bowl combine the cranberry sauce, cin-namon and chopped nuts. Spoon on top of the batter in the pan. Spoon theremaining batter into the cake pan. Bake for 55 minutes. Let cake cool thor-oughly before removing from the pan. Makes 12-16 servings.

Heat oven to 400º.Prepare stuffing as directed on package.Combine chicken and broccoli in 13x9 in baking dish. Stir in soup, milk andcheese; top with stuffing.Bake 30 min. or until chicken is done and casserole is heated through.

How the Air SmellsTonight, the air smells like

rain, from the rain gentlyfalling. Haven’t smelled thatmuch this summer. I’msmellin’ this wonderful, gen-tle smelling rain from myfront porch. It’s a smatteringof relief that we need. I havepatches of new grass in myfront yard and they’re gettinga good sniff of this. I wonderif blades of grass have nos-trils. I bet they do andthey’re open wide!

My own nostrils openwide from time to time.Backyard fires do that.Campfire smoke, well it ben-efits the soul more than what-ever harm it may do to mylungs. I’d hate to go to thegrave sayin’ I avoided camp-fire smoke to delay the grave-stone carver’s duty. Ain’tgonna happen!

New cut grass, sometimesmowed, sometimes choppedbecause of delays, opens mynostrils, too. Sitting on theold picnic table after mow-ing/chopping the lawn andsniffing that harvest (with acold beer) is a great reward!And you can sit and look outat the yard just thinking “Idid good and I done good!”

Friday night footballgames have their concessionstands that call to my senses,too. On a cool night, withcheers from the stands echo-ing throughout the field,standing in line for a hot dog-gie and hot chocolate gets aguy in a chowin’ mood!

I don’t know if I have afavorite smell. They don’tneed to compete with oneanother. They can all taketheir turns at number one.When they do, they do.

135 teachers are candidates for Minnesota Teacher of the Year

The 2013 Minnesota Teacher of the Year will be chosenfrom a field of 135 candidates. These candidates have accept-ed their nominations and completed the required materials tobecome eligible for the honor. The number of candidates isthe highest for the Teacher of the Year program since 2005.Sheryl Pischke of the Triton school district is one of thenominees.

This year’s program will name the 49th Minnesota Teacherof the Year, celebrating the tradition of excellence in teachingin Minnesota. Candidates include pre-kindergarten through12th-grade teachers, from public or private schools.

Police chase downsuspect in pickup

At approximately 10:50a.m. last Wednesday a DodgeCounty deputy was runningstationary radar in the city ofDodge Center. The deputyobserved a pickup approach-ing at a high rate of speed (50MPH in a 30MPH zone). Asthe pickup neared the squadcar it veered across the oppos-ing lane of traffic and swervedtoward the squad, almost hit-ting it.

The deputy stopped thepickup in the parking lot of abusiness. The deputy madecontact with the driver who

provided false identification. He returned to his squad torequest assistance as the driver was not being cooperative.

The suspect’s vehicle made a U-turn and drove straightahead toward the deputy's vehicle while the deputy was sit-ting in his squad. The deputy had to drive out of the pickup'sway to avoid being hit and then pursued the pickup.

The pickup drove through several streets in Dodge Center,attempting to escape from the deputy. The deputy pursued thepickup out of town and onto Highway 14 heading east. Thepickup eventually got stuck in the median on Highway 14 eastof county road #25. Barry Frances Colsch was taken into cus-tody.

Dodge County received assistance from the Kasson PoliceDepartment, Minnesota State Patrol and Dodge CountyHighway Department.

Colsch was charged with numerous counts including flee-ing a police officer in a motor vehicle. Barry Colsch appearedin Dodge County Court Friday, February 8. Bail was set at$20,000 unconditional or $10,000 conditional. The conditionsare: Appear at all court hearings, remain law abiding, keep incontact with his attorney and sign a waiver of extradition. Hisnext court appearance is Wednesday (today ) at 11 a.m.

Senators David Senjem and Carla Nelson author Mayo’s destination medical center bill

Senator David Senjem (Rochester) and Senator CarlaNelson (Rochester) have introduced legislation asking law-makers to approve a $585 million public-financing plan tocover the public infrastructure costs associated with the clin-ic’s ambitious growth plans.

The Mayo Clinic announced plans to invest $3.5 billionover 20 years in Rochester and surrounding communities tobuild what it describes as a “Destination Medical Center.”Mayo also estimates that the expansion could attract at least$2.1 billion in additional private investment.

The goal of Mayo Clinic creating a Destination MedicalCenter (DMC) is to ensure Minnesota and Mayo Clinic con-tinue to grow in the coming decades. Market forces in healthcare are driving a number of select medical institutionsaround the world to emerge as global Destinations MedicalCenters. Mayo Clinic intends to be one of these select DMC’sand prefers to develop in Minnesota and not expand else-where.

“This is an incredibly valuable asset for the state ofMinnesota, and we are going to work collectively to makesure this asset not only stays here but grows here,” SenatorDave Senjem said. “We have the opportunity with this pieceof legislation to do that.”

Barry Mosier Family Eleven years as missionaries includes surviving deadly plane crash

Barry Mosier and hisfamily have lived inDodge County since 1984.Barry worked at theaccounting office ofBowie and Mosier inDodge Center.

In 2000 the familymoved to serve as volun-teer missionaries inAfrica. They were inTanzania at the KibidulaMission and spent threeyears in the DemocraticRepublic of Congo at theCongo Frontline Mission,a ministry started by Barryand his son Keith.

The family had manyexciting adventures inthose 11 years in Africa.Few can compare thoughto surviving a 2008 air-plane crash that killed 47people.

In April of 2008 Barryand his wife Marybeth andtheir children April andAndrew went to visit theirson Keith to see if theycould accept a call tomove to Congo and join

Keith at the FrontlineMissions.

The family boarded aHewa Bora Airways DC 9headed from Goma DRCto Kisangani. They wereon the last leg of the jour-ney and Barry calledKeith to say they were ontheir way.

"Landing and taking offin Goma is always nerveracking due to the shortrunway from a 2002 lavaoverflow that coveredone-third of the runway. Iprayed as always beforetaking off," said Barry.

As the plane reachedpeak speed passengersheard a bang from underthe plane. One of theengines failed and as thepilot applied the brakes afront tire blew. The planeskidded off the end of therunway and crossed alarge boulder field wherethe wheels broke off theplane. The plane's bellystarted to disintegrate asthey skidded. Then, came

a 20-30 foot drop where the planesmashed through the roofs andwalls of a number of buildingsbefore crashing to a halt in an openair market.

As Barry states, "The impactwas severe. Both Marybeth and Ilost our glasses and she broke hernose. While searching for his glass-es, Barry heard his daughter Aprilsay, "Dad, we have to get out ofhere." As Barry looked across upthe aisle he could already see thewing covered with flames. Thewings broke up as they smashedthrough the buildings and fuel waspouring everywhere.

"Everyone on the plane knewthat we were all looking death inthe face and that at any secondthere would be an explosion.”April was the first one up to jointhe stampede of people trying toreach the front of the plane.

Barry tried to cross the aisle, but peo-ple were fighting their way to the front ofthe plane. The wing and back exits werenever opened. Andrew's leg was stuck inthe broken jumbled up seats. Barry waspulling, but could not get him unstuck.Marybeth pulled from a different angleand was able to get him out. His leg wasbroken from the ordeal.

April said when she first saw that theplane was on fire she was scared. She randown the aisle in the mass of people whowere trying to get out. As she arrived atthe front April found she was trapped andcould not get out.

At the front of the plane was a manstanding, looking at a crack 6-8 incheslong. April hollered at him in Swahili,"We have to open this crack or we willdie." Together they started tearing off

pieces of the plane with their bare hands.When April thought the hole was bigenough she dove through, only to getstuck halfway through. A man insidepushed her the rest of the way out.

A flight attendant standing outside toldher to run because the plane would blowat any minute. April kept looking back asshe ran to see if her parents were out. Asoldier pulled her by her hand and put herinto a police car. They took April to thehospital and along the way all she couldthink was that her parents were dead.

Inside the plane Barry reached thedropoff where the seats had collapsed onimpact. "I picked Andrew up anddropped him onto a seat in front of meand he screamed. I didn't know that hisleg was broken," said Barry.

This April 15, 2008 plane crash the Barry Mosier family was involved in took the livesof 47 people and injured another 100. The family escaped the burning plane just beforethere were three explosions.

After Barry climbeddown he picked him upand continued to make hisway toward the front. "Iremember seeing arms andlegs of people, but it wasthe people who had been inthe market and wereunderneath the broken upfloor of the plane," saidBarry.

"When I reached thehole in the plane that Aprilcreated, I saw a man stand-ing ready to take Andrew. Ihanded him out and wentback in to make sureMarybeth was coming.After stepping out of theplane, we ran some dis-tance away," continuedBarry.

The scene outside waschaos. Ten to 15,000 peo-ple were racing on foot tosee the crash. People werepartly trapped under theburning plane and otherswere searching for lovedones, yelling and wailing.Searching for their ownchildren, the Mosiersshouted out questions topeople. As they shoutedthey looked back and sawthree explosions shootforth from the center sec-tion of the plane. "I doubtanyone got out after that,"said Barry.

"We knew the planeshould have blown up andthat it was a miracle wewere alive. We later foundout that 47 people died inthe crash and 100 morewere injured. Sitting therein the hospital withstretchers going by us withseriously burned people,we poured out our hearts inprayer thanking the Lordover and over for sparingour lives," said Barry.

After this terrible ordealBarry did not even want tobring up the subject ofmoving to Congo. Twoweeks later Marybeth said,"We're only alive because

God has more work for usto do. He turned this wholething from a sure disasterto a chance to praise hisname in the whole world. Ithink we should movehere," she said. A fewmonths later they movedto Congo.

During those 11 yearsBarry said their effortsseemed "feeble" and onlythrough God’s amazingblessing much was accom-plished. In the Congo theybuilt an evangelism train-ing school in the jungleand started a gospel radiostation that reaches overthree million people. Theypioneered work among theprimitive Pygmy tribe,launched over 60 churchplanters in dark areas andare now drilling waterwells. Their son Keith andhis family still live in theCongo.

Other accomplishmentsthrough God’s blessinginclude: Involvement inthe startup of 130 new con-gregations, involved inproviding roof sheets forsome 1,500 new churches,distributed almost 300 tonsof Bible studies, sold450,000 religious booksthrough door to door evan-gelist book sellers, bap-tized 6,300 new members,gave 2,100 bicycles and5,000 Bible picture rolls tofront line gospel workersand Marybeth delivered150 babies.

Warmer weather could mean ice dangers

With several days of temperatures hovering above andbelow freezing, 32°F, the Minnesota Department of NaturalResources (DNR) is reminding everyone not to let their guarddown when traveling out on a frozen lake, river or pond.

With days of warmer than normal temperatures, it doesn’ttake long to make the ice brittle, said Kara Owens, DNR boatand water safety specialist. “Anglers or snowmobilers mightbe safe in one spot one day, but might fall through in the sameplace the very next day."

So far this winter, there have been no ice-related deaths inMinnesota. Last winter, four people died after falling throughthe ice.

“We want people to get out and enjoy our weather, butremember ice is never 100 percent safe,” she said. “Don’t putyourself or someone else in danger by going out on thin ice.No fish is worth your life.”DNR clear ice minimum thickness recommendations are:

4 inches for walking.5 inches for a snowmobile or ATV.8-12 inches for a car. 12-15 inches for a medium-sized truck.Owens added when the temperature rises above freezing for

six hours during a 24 hour period, people should double therecommended minimum thicknesses. If temperatures riseabove freezing for 24 hours or more, they should stay off theice.

Owens recommends anyone heading out on the ice should:wear a life jacket, carry a set of ice picks, check with a localbait shop or resort to ask about ice conditions and measure theice.

USDA is Accepting Applicationsfor Home Repair Grants

Is your home in need of repairs? USDA RuralDevelopment can help.

USDA Rural Development is accepting applications forgrant funding statewide for very-low income homeowners forhome repairs to correct or remove existing health, safety, san-itary, and accessibility issues. Grants up to $7,500 may beavailable to eligible households.

This program is available to homeowners who are 62 andolder living in rural communities with a population of 20,000or less. Faribault and Owatonna are currently eligible areas asthese communities are “grandfathered” into the program.

Carol Horstman, Area Specialist for USDA RuralDevelopment has announced that qualified applicants to beconsidered for this grant program are being sought. If you arean elderly homeowner with very-low income and a need foressential repairs, please contact USDA Rural Development.Income limits vary by county; ranging from $22,600 to$26,000 for a one person household. It is recommended thatyou contact your local USDA Rural Development office forincome limits in your county.

Staff at USDA Rural Development will be available toexplain the program and assist with applications. To be eligi-ble for a grant, applicants must own and occupy their home.In order to receive a grant, USDA must determine that thehousehold is unable to repay a loan and the repairs must be foreligible purposes. There are also limits on the amount ofhousehold assets one can own.

“The homeowner would use the grant funds to hirelicensed contractors to repair the home by removing healthand safety hazards or to make the dwelling accessible foroccupants with a disability,” said Horstman. Those interestedare asked to place a call to the USDA office and gain assis-tance with the process.

Customers now enter north of the former entrance.When the blacktopping is completed this spring/summer the total cost of the 1,000 square foot building and scale willbe close to $400,000.

New Entrance Road to Dodge County Transfer StationPublic customers are now using a new driveway to enter the Transfer Station during operating hours. The new driveway is

located about 300 feet north of the Transfer Station along County Road 21 (240th Ave). The old driveways in front of theTransfer Station are now closed.

Public customers wishing to drop-off recyclable materials still have 24-hour access to the drop-off bins located on the southside of the Recycling Center using Gate C.
