DODGE COUNTY HIGHWAY DEPARTMENTSNOW REMOVAL POLICY
Emergencies should be reported to the Dodge County Sheriff's office, 507-635-6200. For statewide roadconditions, call 1-800-542-0220.
PURPOSE: To give the citizens of Dodge County a realistic expectation of the snow and ice removal ser-vices that will be provided during the winter season. This policy synopsis is to be used as an educational toolfor the increased safety of the traveling public throughout Dodge County.
GOAL: The general goal of the Department is to keep the county roads passable during the most heavilytraveled periods of the week. Roads are prioritized by traffic volume and logical routing. On each road thethree priorities are:
1. Make the road passable.2. Widen the lanes and apply abrasive/chemical mixture.3. Clean up.OPERATIONAL GUIDELINESDodge County has 10 snow removal vehicles and only 12 operators, therefore, coverage time is limited to
8 hours/weekday on low traffic volume roads and up to 12 hours/weekday on a very few high traffic volumeroads. Operator duty shifts are generally limited to a maximum of 12 hours per day for safety reasons; there-fore, most routes will not have coverage between 5:00 p.m. and 5:00 a.m. the next morning.
On weekdays plows will be dispatched between 5:00 a.m. and 7:00 a.m. or when snow and drifting condi-tions allow reasonable accomplishments to be made. Operations will be halted when service levels are too haz-ardous or if reasonable accomplishments cannot be made.
Weekends and holidays will receive a reduced level of service, due to lower traffic volumes and the limit-ed resources available.
Note that in no case is 24 hour a day coverage time provided, due to lower traffic volumes, limitedresources available and operator safety concerns.
Emergency Calls: Snow plow crews will not be dispatched at night on most roads except for true emer-gency calls such as assisting fire departments, ambulance crews or searching for known stranded motorists.Icing bridges or snow drifting on roads are an expected aspect of winter travel and generally are not adequatejustification to dispatch the snow plow crews.
Phone Numbers: during office hours (Monday - Friday 8:00 a.m. to 4:30 p.m.) call the HighwayDepartment at (507) 374-6694, otherwise call the Sheriff Department at (507) 635-6200.
These are GENERAL guidelines used by the Dodge County Highway Department. Each decision to mobi-lize the snow plow crews is a judgement call based on the particular weather conditions combined with pastexperience along with the resources available at the time and therefore may not adhere strictly to this generalpolicy.
FREQUENTLY ASKED QUESTIONSWhen does plowing begin? The County will not usually dispatch plows until after a snowfall has stopped.
Exceptions may be made during extended snowfalls, but plows will not be sent out in hazardous conditions.If snowfall stops during regular working hours, plows may be dispatched at that time. If the snowfall stops dur-ing the night or early morning, plows will be dispatched after 5:00 a.m. to accommodate the traveling public.Weekend plowing is at a reduced level.
What gets plowed? Dodge County has nearly 700 lane miles of roads that are maintained. Roads are pri-oritized according to traffic and area served such as schools and emergency services.
What is the plowing procedure? The County does not assure a completely bare road and it will not sandentire sections of roadway. County plows phase their operation in the following manner:
1. Make the road passable by cleaning one lane in each direction.2. Widen the lanes to the edge of the shoulders. Sanding takes place at problem locations, including inter-
sections, curves, hills and bridges. Salt mixture varies with temperature and road condition.3. Cleanup, during which ice and slush are removed and the sun is allowed to do its work.What about property damage caused by plowing? Fence and mailbox damage: the County will repair at
its expense only authorized fences and boxes that are properly located and installed and which were damagedby actual contact with County equipment. Damage resulting from snow flying from the plow is not the respon-sibility of the County.
What is my responsibility? County residents are reminded that it is unlawful to plow snow from drive-ways onto or across County roads. Piles of snow left on or near the road can freeze into a solid mass, creatinga hazardous situation for vehicles and snowplows. Accidents and damages caused by snow piles placed in theroadway may result in liability to the property owner. As snow is plowed from roadways, County operatorsleave as little snow as possible across driveways. County removal of this snow is not feasible and is the prop-erty owner's responsibility. Additionally, residents are asked to clear snow away from their mailboxes. Thisallows for the swing away posts to perform properly as well as aids in the delivery of the mail.
What about parked vehicles? County residents are reminded to remove parked vehicles from Countyroads so as to assist in snow removal. Within city limits the County plows only the center 24 feet and the snowis piled in what may be considered parking lanes.
What if I get stranded or stuck? The County Highway Department may assist stranded motorists by con-tacting law enforcement/emergency personnel. The department will not attempt to remove stuck vehicles fromditches, snow banks or any other impediment.
What about sidewalks? Sidewalks on County or County State Aid Highways within municipalities are theresponsibility of the municipality. W:52,1c

Enrollment and Demographics Kasson-Mantorville Public School District is one district in the state of Minnesota that con-tinues to see growth in student population numbers. In six years our district has gone froman enrollment of 1,960 to 2,160, adding between thirty and forty students every year. Dueto this growth, the K-M Elementary and K-M High School had additions put onto theirbuildings in 1008, with a new Middle School built in 2009.

For K-M SADD co-chairs junior Angela Ostroot andsenior Morgan Evenson, the first day of school was verytraumatic when they heard a Byron teen was killed when hervehicle ran into the back of a school bus. Later authoritiesrevealed the teen had been texting and driving when the fatalaccident occurred.
"It was a sad time for all of us," said Morgan Evenson.Today a top priority is to educate students about the danger oftexting and driving. In fact in the hallway near the studentexit is where students have placed their thumb prints and signed their names, which are pledges they will not text whiledriving.
Years ago SADD stood for Students Against DrunkDriving. The name was changed to Students AgainstDestructive Decisions to broaden the scope of the chapter toinclude the importance of wearing a seat belt, concern forfalling asleep at the wheel after being out late and the dangersof drinking and driving and drug use. Texting while driving isthe most recent "destructive decision" incorporated intoSADD.
The K-M SADD Chapter has a little over 20 active mem-bers.When taking a look at national statistics it's easy to real-ize there is a need for SADD chapters throughout the stateand around the country.
Three out of four high school students will have consumedalcohol (more than just a few sips) by the time they havegraduated from high school. About two-fifths (41%) of stu-dents have consumed alcohol by the eighth grade and one-fifth of eighth graders (nationally) have reported being drunkat least once in their life.
One alarming fact is that motor vehicle crashes remain the
number one cause of death among youth ages 15-20. Twenty-eight percent of 15-20 year olds killed in motor vehicle acci-dents have been drinking.
Angela became involved in SADD as a freshman. She saidher sister was president and served as a good role model.Morgan said the organization is something that she believesin and feels it is important to get the message out about notexting and saying no to drinking and drugs.
SADD holds a Red Ribbon Week in October when theyalso promote the no bullying message. The Red Ribbon cam-paign is designed to create awareness concerning the prob-lems related to use of tobacco, drugs and alcohol and to sup-port the decision to live a healthy, drug-free lifestyle. Theyalso host a Sober Bowl in February and have a STARS(Students Teaching About Refusal Skills) program for fourthgraders. With STARS they talk to all fourth graders aboutrefusal skills and how to deal with peer pressure.
A big event this year will be the mock crash that takesplace at the high school involving Mayo I, the Kasson PoliceDepartment, sheriff's department, Kasson and MantorvilleFire Departments and the Dodge Center Ambulance Service.They do the drill every other year at K-M before prom.
In cooperation with the Dodge County Nursing Serviceand the Four Corners Partnership, SADD students will alsohead to the state capitol to lobby for higher taxes on tobaccoproducts.
Students have also been encouraged to make New Yearresolutions promising to make good decisions. They also signa pledge.
"I think we are making a difference about students makinggood decisions," said Morgan. "We have to keep promotingawareness," added Angela.

SADD co-chairs MorganEvenson and Angela Ostroothave emphasized the impor-tance of no texting and dri-ving, especially after theaccident the first day ofschool that killed 17-year-oldByron student DeianerahLogan.
The annual K-M SADD Sober Bowl promotes the fact students can have fun in an alcohol free environment. It ishard to believe this Sober Bowl took place on KMTelecom Field in late February because the weather was more likea fall day.

The City of Kasson and Dodge County have partneredwith the Minnesota State Patrol and 400 city and county lawenforcement agencies to conduct statewide DWI enforcementcrackdowns.
Kasson police officer Josh Hanson has been in charge ofthe program for the past seven years. Enhanced law enforce-ment have been out Thursday-Sunday the month ofDecember. The statewide campaign is coordinated by theMinnesota Department of Public Safety (DPS) Office ofTraffic Safety. The theme is, “Drive sober or get pulled over”.
The DWI patrols include the Dodge County Sheriff’sDepartment, Kasson Police Department and the West
Concord Police Department. The law enforcement agenciesare part of the Dodge County Toward Zero Deaths (TZD)Safe Roads Coalition, facilitated by Dodge County PublicHealth. The Dodge County Highway Department, DodgeCenter Ambulance Service, public schools and insurancecompanies are also active in coalition meetings.
Josh Hanson said he does a lot of traffic work so beinginvolved in the December zero tolerance campaign ties inwith what he does anyway. HIs working partner is a canine,Liberty.
When a suspected drunk driver is stopped the humantouch is needed to do the testing. If drugs are suspected then
Liberty comes to the rescue and will sniff out avehicle. “If there are drugs the dog will findthem,” said Hanson.
They will look for a vehicle with any equip-ment violation or one that has taken a turn incor-rectly. Speeding or driving too slow can also be awarning sign. “We look for probable cause andgo from there,” said Hanson. Typically theKasson police officer said they can tell after acouple of sentences if a driver has been drinking.The field sobriety test will be the final “straw”that tells if someone has been drinking or doingdrugs.
Public relations and promoting zero tolerancehas helped get the word out to the public. Joshbelieves that has helped lower the number ofDWI arrests the past few years in Dodge County.“More people are being responsible,” said Josh.Instead of driving home from a bar they willleave a vehicle and get a ride or have a designat-ed driver.
As of December 19, there have been approxi-mately 1,300 people arrested for driving whileintoxicated in the state of Minnesota. In the lastthree Decembers 28 people were killed in crash-es caused by drunk drivers. Over the last fiveyears 651 people in Minnesota were killed incrashes involving a drunk driver.
If anyone suspects a drunk driver they areencouraged to call 911. Even though the numbersare down in Dodge County Josh Hanson insists,“They are still out there”.

A SADD education opportunity is scheduled in thespring just before prom. A mock drill will take placeinvolving police, fire departments, Dodge CenterAmbulance Service and Mayo I. They do the drill everyother year at K-M before prom.
This vehicle and signs send a message to anyone who drives or even rides in a vehicle. This vehicle was hit bya drunk driver that injured two K-M students. Adam Fredericksen was critically injured and his girlfriend at the timewas also injured. The vehicle is pulled to different events as a constant reminder of what can happen to innocentpeople when they become a victim of a drunk driver. Ross and Mary Fredericksen placed the vehicle on a trailer andpulled it to different events and now the sheriff’s department has the vehicle and uses it as a prop to promote Safe& Sober.

The New Year may be a significant event formany people. But the absurdities of the celebrationcannot escape a skeptic's mind.
It is often thought that the first visitors you seeafter ringing in the New Year would bring you goodor bad luck, depending on who you keep as friendsand enemies. That's why most people celebrating onNew Year's Eve often do so with friends and family.
On New Year's Eve, about 75% of American par-ties are with 20 people or less.
The modern ball that is dropped is made fromWaterford Crystal and weighs over 1,000 pounds.There are over 9,000 LED lights, but uses hardly anyenergy. The ball begins to drop at 11:59 and com-pletes the journey exactly at midnight to ring in theNew Year.
Time Square New Year's Eve ball was the result ofNew York City banning fireworks because they weretoo dangerous. The owner of the New York Timesarranged to have an illuminated 700 pound iron andwood ball to be lowered from the tower flagpole (70'up) precisely at midnight to signal the end of 1907.
Julius Caesar was the first to set January 1st as theNew Year. Caesar did so when he established theJulian calendar. The Julian calendar decreed that thenew year would occur on January 1st. The traditionof setting New Year's resolutions also dates back toBabylonian celebrations.
Many cultures prepare New Year's foods that arebelieved to influence good fortune; or, avoid dishesthat might cause misfortune. In Spanish-speakingcountries eating one grape at each stroke leading upto midnight (12 grapes for the next calendar year) isfor good luck.
"Auld Lang Syne" was written in the 1700's and isthe most popular New Year's song. The song isplayed at the strike of midnight. Guy Lombardo pop-
ularized the song with his band beginning in 1929.The United States annually manufactures more
than $475 million worth of effervescent wines,including sparkling wines and champagne. NewYear's eve the sparkling bubbly is the most populardrink-especially at the stroke of midnight.
The Dutch burn bonfires of Christmas trees on thestreet and launch fireworks New Year's Eve. Thefires are meant to purge the old and welcome in thenew.
A traditional southern New Year's dish is Hoppin'John-black eyed peas and ham hocks. An old sayinggoes, "Eat peas on New Year's Day to have plenty ofeverything the rest of the year.”

Regular School Board Meeting MinutesNovember 19, 2012
School Board Chair Chris McKern called the regular School Boardmeeting to order at 7:00 p.m. in the Community Ed Multi-Purpose Room.Board members Guy Paradise, Kent Harfmann, Chris McKern, CandyEllingworth, and Student Representative Camille Snyder were present.Board members Judy Thompson, Jill Minette-Stacey, and Ryan Thomaswere absent. Superintendent Mark D. Matuska, Grounds & MaintenanceCoordinator JJ Williams, Activities Director Aaron Wilke, SpecialEducation Director Darcey Reker, Community Education Director JanelleKirsch, and Principals Jerry Reker, Michelle Krell, and Al Hodge were alsopresent. School Board Chair Chris McKern read the KoMet Kuestion; a triviaquestion posted on K-M’s website monthly to give viewers a chance to sub-mit answers. All correct answers entered are put into a drawing for a chanceto win lunch with the superintendent and home-game passes to include onefree hot dog, popcorn, and soda. This month, Cindy Rendler, was the win-ner by having the closest guess to the correct answer. KoMet Kuestion:How many current Kasson Chamber of Commerce members are Kasson-Mantorville graduates? Answer: 21.
ZED Director, Carol Anhalt, presented K-M Special Ed Director, DarcyReker, with a Certificate of Achievement award for demonstrating commit-ment to implementing special education programs that exceed requirementsand are reflective of the dedication of the administration, school staff, andcommunity. Darcy, in turn, presented this award to Superintendent Matuskaand the Board.

The Board expressed the survey lookedrespectable. Finance Committee will meet Tuesday, November 20, to dis-cuss the 2013 Operating Levy.
The Board commended Principal Krell’s administrative report on theimproved bully survey results and the organization of the survey.
Superintendent Matuska presented updates on the Safe Routes toSchools grant, the Technology Plan progress, and Schools for EquityEducation.
School Board Student Representative Camille Snyder highlighted theevents in the High School during anti-bullying week and explained the cur-rent student council venture to sell candy grams to buy toys for children inneed during the holidays.
Chris McKern made a motion, seconded by Guy Paradise, to approvethe bills. The motion carried unanimously.

Bob Hasz presented a capital expenditures spreadsheet that summarizedexpenses from previous years as well as preliminary requests from each dis-

trict department director. Bob is anticipating less capital dollars to be avail-able once the spreadsheet is updated to reflect enrollment numbers. Eventhough many listed capital expenditure items may not be funded, compilingthis list yearly is important for the district to keep track of these needs.Some of the “big ticket” items listed were described in further detail for theboard. Once the Admin team prioritizes the most essential items to be fund-ed, that list will be provided to the Land and Facilities Committee for fur-ther review. The board desires capital expenditure priorities be identifiedusing the district’s vision, mission, and goals with focus on improving stu-dent learning.

for my elderly mother?Looking for Care
Dear Looking,Finding a good in-home caregiver that’s dependable,
likeable, trustworthy and affordable can be challenging, tosay the least. Here are some tips and resources that canhelp.
Know Your NeedsBefore you start the task of looking for a caregiver, your
first step is to determine the level of care your mom needs(see NCLneedsassessment.org for a checklist). If, for exam-ple, she only needs help with activities of daily living likepreparing meals, doing laundry, bathing or dressing, a“homemaker” or “personal care aide” will do.
But, if she needs health care services, there are “homehealth aides” that may do all the things a homemaker does,plus they also have training in administering medications,changing wound dressings and other medically relatedduties. Home health aides often work under a nurse’ssupervision.
Once you settle on a level of care, you then need todecide how many hours of assistance she’ll need. Forexample, does your mom need someone to come in just afew mornings a week to help her cook, clean, run errandsor perhaps bathe? Or does she need more continuous carethat requires daily visits or a full-time aide?
After you determine her needs, there are two ways inwhich you can go about hiring someone. Either through ahome health agency, or you can hire someone directly onyour own.
Home Health AgenciesHiring a certified home health agency to supply and
manage your mom’s care is the easiest but most expensiveoption of the two. Costs run anywhere from $12 up to $40an hour depending on where you live and the qualificationof the aide. This is also usually a better way to go if yourmom requires a lot of in-home health care.
How it works is you pay the agency, and they handleeverything including an assessment of your mom’s needs,assigning appropriately trained and pre-screened staff tocare for her, and finding a fill-in on days her aide cannotcome.
Some of the drawbacks, however, are that you may nothave much input into the selection of the caregiver, and thecaregivers may change or alternate, which can cause a dis-ruption in care and confusion.
You also need to know that while Medicare does coversome in-home health care services if it’s ordered by a doc-tor, they don’t cover homemaker services, nor will theycover personal care services, such as bathing and dress-ing, provided by a home health aide if that is the only carerequired. But, if your mom is low-income and qualifies forMedicaid, some services are covered.
To locate and compare Medicare-approved home healthagencies visit www.medicare.gov/hhcompare, and call 800-633-4227 and request a free copy of the “Medicare andHome Health Care” publication (#10969) that explains cov-erage and how to choose an agency.
Hiring DirectlyHiring an independent caregiver on your own is the other
option, and it’s less expensive. Costs typically rangebetween $10 and $20 per hour. Hiring directly also givesyou more control over who you hire so you can choosesomeone who you feel is right for your mom.
But, be aware that if you do hire someone on your own,you become the employer so there’s no agency support tofall back on if a problem occurs or if the aide doesn’t showup. You’re also responsible for paying payroll taxes and anyworker-related injuries that may happen. If you choose thisoption make sure you check the aide’s references thor-oughly, and do a criminal background check.
To find someone, ask for referrals through friends, doc-tor’s offices or hospital discharge planners, check onlinejob boards like craigslist.org, or try carelinx.com orcarescout.com. Some states even offer registries(PHImatchingservicesmap.org) to help you locate goodcaregivers. Or, for a fee, a geriatric care manager (careman-ager.org) can help find someone.
