EMPLOYMENT AND CITY LICENSES
BE IT ORDAINED by the Mayor and Council of the City ofKasson, Dodge County, Minnesota, as follows:
Section 1. That the Kasson City Code shall be amended by addinga new Chapter 33, as follows:
CHAPTER 33EMPLOYMENT BACKGROUND CHECKS
SECTION 1: Applicants for City EmploymentPURPOSE: The purpose and intent of this section is to establish
regulations that will allow law enforcement access to Minnesota’sComputerized Criminal Historic information for specified non-crimi-nal purposes of employment background checks for employees andcandidates for employment.
CRIMINAL HISTORY EMPLOYMENT BACKGROUNDINVESTIGATIONS: The Kasson Police Department is herebyrequired, as the exclusive entity within the City, to do a criminal histo-ry background investigation on the applicants for the following posi-tions within the city, unless the city’s hiring authority concludes that abackground investigation is not needed:
Employment positions: Candidates selected for interviews for allpart time and full time positions. Except those positions already autho-rized and covered by MN Statute 626.87, Subdivision 1, Sworn policepositions.
The City shall not obtain all of the criminal data authorized underthe Child Protection Background Check Act (MN Statute 299C.61 and62).
In conducting the criminal history background investigation inorder to screen employment applicants, the Police Department is autho-rized to access data maintained in the Minnesota Bureau of CriminalApprehensions Computerized Criminal History information system inaccordance with BCA policy. Any data that is accessed and acquiredshall be maintained at the Police Department under the care and cus-tody of the chief law enforcement official or his or her designee. Asummary of the results of the Computerized Criminal History data maybe released by the Police Department to the hiring authority, includingthe City Council, the City Administrator or other city staff involved inthe hiring process.
Before the investigation is undertaken, the applicant must authorizethe Police Department by written consent to undertake the investiga-tion. The written consent must fully comply with the provisions ofMinn. Stat. Chap. 13 regarding the collection, maintenance and use ofthe information. Except for the positions set forth in Minnesota StatutesSection 364.09, the city will not reject an applicant for employment onthe basis of the applicant’s prior conviction unless the crime is directlyrelated to the position of employment sought and the conviction is fora felony, gross misdemeanor, or misdemeanor with a jail sentence. Ifthe City rejects the applicant's request on this basis, the City shall noti-fy the applicant in writing of the following:
A. The grounds and reasons for the denial.B. The applicant complaint and grievance procedure set forth in
Minnesota Statutes Section 364.06.C. The earliest date the applicant may reapply for employment.D. That all competent evidence of rehabilitation will be considered

MANTORVILLE TOWNSHIPSNOW REMOVAL POLICY
PURPOSE: To give the citizens of Mantorville Township a realisticexpectation of the snow and ice removal services that will be providedduring the winter season. This policy is based on a similar policy devel-oped by the Dodge County Highway Department.
GOAL: The general goal of the Township is to keep the townshiproads passable during the most heavily traveled periods of the week.Service is prioritized by traffic volume and the most logical routing pat-tern.
OPERATIONAL GUIDELINES: The first priority is to make ALLroads passable. Once all roads are passable, the lanes will then bewidened, and abrasive/chemical mixtures applied if necessary. Finally,additional clean up will be done, if time allows before the next snow.
Mantorville Township has only one operator, one snow plow, and onetruck. Operator duty shifts must be limited to 12 hours per day for safetyreasons, therefore in no case is 24 hour a day coverage provided. Icingbridges or snow drifting on roads are an expected aspect of winter traveland generally are not adequate justification to dispatch the snow plow.Hours of operation will be determined by weather conditions and/or traf-fic volume. *The township will not be responsible for vehicles parked ontownship roads during snow removal emergencies.
Week-ends and holidays will receive a reduced level of service, due tolower traffic volume and limited resources available. (We do not haveaccess to sand/salt if our supplier is not open.) If the weather service hasrecommended no travel, it is assumed there will be low traffic volume,resulting in a lower level of service. Operations will be halted when con-ditions are too hazardous, or if reasonable accomplishments cannot bemade.
State statute 169.42 requires that NO snow be pushed onto townshipright of way.
EMERGENCY CALLS: Snow plows will not be dispatched at nighton most roads except for true emergency calls such as assisting, firedepartments, ambulance crews, or searching for known strandedmotorists. M: 47-48c

Dear Savvy Senior,What can you tell me about longevity annuities? I
come from a family with long life expectancies and Iwould like to protect myself from running out of moneyin my old age.
Looking Ahead Dear LookingIf you’re worried about outliving your retirement savings,
longevity annuities are definitely an option worth lookinginto.
Longevity annuities are simply deferred annuities thatpay you income for life, but only if and when you make it toa certain age. How does it work? You give an insurancecompany a lump-sum of money when you retire (say age60 or 65), in return for monthly income usually starting ataround 80 or 85.
The advantage of choosing a longevity annuity over animmediate annuity is that the payouts are much higher. Forexample, a 65-year-old man who puts $30,000 into alongevity policy could expect to receive around $1,600 permonth (that comes to $19,200 per year) starting at age 85.Buying a $30,000 immediate annuity at age 85, he’d getonly around $370 per month.
Why such a big difference? Because the insurer hasmore time to make money off your money before it mustbegin paying you back. And, they’re betting you won’t livelong enough to receive many, if any, checks. National sta-tistics show that a 65-year-old man will live, on average, to82, and a 65-year-old woman to 85.
Another great benefit with a longevity annuity is it givesyou the freedom to spend down your nest egg, knowingyou’ve locked up an income stream for your later years.
But as tantalizing as those big payouts may be, longevi-ty annuities have their drawbacks. For starters, a basiclongevity policy offers no escape hatch for you to retrieveyour money during the 20 years or so you’re waiting forbenefits to start. And your heirs won’t get death benefits ifyou die before you begin to collect.
If that bothers you, you may want to consider a longevi-ty policy that offers flexible features like a death benefit tobe paid to your heirs, early payment options, inflation pro-tection and more. The downside, however, is that everyextra feature you add will reduce your monthly benefit.
You can use the Brandes Retirement Simulator (seewww.brandes.com/institute) to figure out if you should con-sider a policy. Plug in your current and projected income,expenses and investment strategies. It will show you thepossible impact of a longevity product on retirementspending and on your income after age 85. Brandes doesnot sell longevity insurance.
When to BuyMost people purchase a longevity annuity at or just prior
to the time they retire. To estimate how much coverage youshould get, figure out how much of your essential expensesyou can cover with Social Security, pensions, and otherforms of guaranteed income, and buy longevity coveragefor the rest. But don’t overdue it. Experts recommend youuse no more than 10 to 15 percent of your assets to pur-chase a policy, and leave the rest in your portfolio to pro-vide income until it kicks in.
Also, when choosing a product, remember that you’rebuying income that will not kick in for 20 years or more. By the time the holidays arrive summertime vacations for the most part are a pleasant mem-ory. For Angela Engelhardt those travel memories are more vivid and life changing. Thesesummertime experiences fuel her desire to help mistreated and abused animals in distant loca-tions across the globe.
It all started during four weeks of travel in 2007 when Angela went to China to teachEnglish. During this trip she experienced Tibet before the volatile Tibetan unrest preceding the2008 Olympics in Beijing. Despite this experience Angela's appetite for travel was develop-ing.
In 2009 Angela traveled soloto Cusco, Peru to earn certifica-tion in teaching English as aforeign language. During hersix week stay she met peoplevolunteering with various pro-grams. Angela's interest wasfurther piqued.
2010 found Angela venturingto Thailand with the organiza-tion "Friends for Asia". Shestayed in a hillside village vol-unteering at an elephant campwith Mahouts, people whodevelop lifelong relationshipswith elephants. In 1992 ele-phants were banned from use inlogging, and MaetemanElephant Camp was created toprevent those elephants frombeing mistreated and abused.Angela's time was spent makingvitamin packets for the ele-phants, scrubbing them in theriver, cleaning up elephantdung, called “green gold”because it can be made intopaper. She spent two weekswith the elephants and twoweeks traveling by herself, end-ing with time on the beach withher cousin and her husband.
2011 took Angela to SouthAfrica. Here she came to knowand love baboons throughCARE-the Centre for AnimalRehabilitation and Education.She spent five weeks inPhalaborwa and learned first-hand of the mistreatment ofbaboons. Prior to the arrival ofthe Europeans, baboons wereappreciated for their clevernessand intellect. A loss of habitatled to their cruel treatment. It
was common practice to snare and shoot them because their behavior was looked to be intru-sive. Many times the pink baby faces are looked upon with sympathy and are handed over toCARE.
Jaapie, a baboon Angela hasgrown particularly fond of, wit-nessed his mother being set on fire.He arrived at CARE with severeburns on his body. He seems tohave suffered some post traumaticstress as he twitches and jerks whenhe is upset. The volunteers he isattached to have gained his trust. Hehas come a long way on his journeyof rehabilitation.
Gracie was another baby baboonthat was left behind. Her motherhad been mauled to death by dogsand Gracie survived. She is missinga couple of fingers and a couple oftoes due to the mauling. All of thebaby baboons have encounteredsome kind of trauma before findingthemselves at CARE: death of themother, destined to be a pet or sepa-ration from their troop.
Rita Miljo founded the Centre forAnimal Rehabilitation andEducation back in 1989. The pro-gram has been going strong eversince. Rita’s goal was to raise andnurture the orphaned baboons andcreate new troops of these orphans.Baboons are social animals withstrong family connections. It isimportant to help re-establish thatsocialization with the orphans. Thegoal of CARE is to then release
these baboons back into the wild. They are not meant for captivity.CARE does not just take in orphans. They take in injured or abused baboons as well. An
adult male had been held in a sealed steel drum. His droppings were collected for a localwitchdoctor. 11 adult female baboons were rescued from a laboratory where they had been testanimals held in small, cramped cages where socialization was impossible. They were destinedfor vivisection or to be euthanized. CARE takes in all of these animals in hopes to rehabili-tate and release. If this cannothappen, they hope that theseanimals live out the rest oftheir lives with dignity andrespect.
Editor’s Note: Angela Engelhardt is a 1993 Kasson-Mantorville High School grad. She is in her 13th year of teaching currently instructing students in Biology and Environmental Scienceat the Burnsville (MN) Alternative High School. Angela's profession claims a high burnout rate, yet Angela's love of travel and animals has proven to be an effective antidote for the stressshe incurs during the school year. The following chronicles her travels and shows evidence of her compassion for animals abroad and her desire to help their related organizations.

By 2012 the travel bug hadbitten Angela hard and she wasoff to a sloth sanctuary in CostaRica. Sloths, Angela came torealize, were mistreated muchlike baboons. Angela spent threeof her four weeks in Costa Ricaat the sanctuary caring for threetoed sloths. Costa Rica has a highrate of poverty and a general dis-respect for animals. Dousing ani-mals with bleach and settingthem on fire was a commonplaceoccurrence. Like many wild ani-mals, it is also not uncommon forpeople to try to keep them aspets. That usually includeskilling the mother to gain accessto the baby. Wild animals are notmeant to be pets, so when theirinstincts kick in or they are nolonger cute and cuddly…humanswant to get rid of them.
Last fall Angela decided sheneeded to share what she hadcome to love and she wrote abook, "For the Love ofBaboons". The book is filled withphotographs from Angela's timewith the baboons and tells theday to day story of baboons in theAfrican bush. The book includeswhat happens to the youngbaboons when they lose theirmothers and their troop. Thebook also tells about CARE.Tragically a fire on July 27th,2012 destroyed the milk kitchen,clinic, and Rita Miljo’s home.Rita and three baboons died inthe fire. Thanks to staff membersand volunteers the work contin-ues.
It is Angela's desire to helpraise funding for this project. Herbook, "For the Love of Baboons",is for sale for $30 with all pro-ceeds going to CARE. This bookwould make a good stockingstuffer for animal lovers of allages who want to be part of mak-ing a difference in the lives ofthese animals. Angela has committed toreturning for four weeks in June
2013. She is hoping sales from her book will help create a difference she can see on her returntrip. Angela cannot explain her passion for these animals. All she knows is they have a holdon her that that has not lessened with the passage of time. There are claims that the first Thanksgiving Day was heldin El Paso, Texas in 1598. Another early event was held in 1619in the Virginia colony. Many people trace the origins of themodern Thanksgiving Day to the harvest celebration that thePilgrims held in Plymouth, Massachusetts in 1621. However,their first true Thanksgiving was in 1623, when they gavethanks for rain that ended a drought. These early thanksgiv-ings took the form of a special church service, rather than afeast.
In the second half of the 1600s, Thanksgiving after the har-vest became more common and started to become an annualevent. However, it was celebrated on different days in differentcommunities and in some places there were more than oneThanksgiving each year. George Washington, the first presi-dent of the United States, proclaimed the first nationalThanksgiving Day in 1789.

• Each Thanksgiving Day since 1947 the president of the United States has been present-ed with three turkeys by the National Turkey Federation. One live turkey is pardoned andgets to live the rest of his life on a quiet farm; the other two are dressed for the Thanksgivingmeal.

COTTAGE MEAT LOAF1 lb. sausage1 1/2 lb. lean ground beef1/2 c. tomato ketchup1/3 c. tomato juice1/2 tsp. salt1/2 tsp. pepper
1 tsp. lemon pepper2 eggs, beaten3/4 c. fresh bread crumbs1/4 c. finely-chopped onions2 tsp. prepared mustard
TOPPING:1/4 c. tomato ketchup
1/2 tsp. prepared mustard2 tsp. brown sugar
In a large bowl, combine ketchup, tomato juice, salt, pepper, eggs, breadcrumbs, onions, and mustard. Mix until thoroughly blended. Add groundbeef and sausage, mix gently but thoroughly. Line 5x9-inch loaf pan withfoil. Press in the beef mixture. In separate bowl, combine topping ingredients, mixing well. Spread toppingover meatloaf. Bake at 400º for 50-60 minutes, or until done. Drain off fat.

MACARONI CHEESE BEEF CASSEROLE1 pkg. Kraft® macaroni & cheesedinner1 1/2 lbs. ground beef1/2 c. onion, diced
1 (14 1/2 oz.) can Italian-styledstewed tomatoes1/2 tsp. oregano1/2 tsp. black pepper1 c. shredded Cheddar cheese
Heat over to 400º. Prepare dinner as directed on package. Brown meat inlarge skillet on medium-high heat with onion. Drain. Add tomatoes, oreganoand pepper. Mix well. Bring to a boil. Add meat mixture to dinner, thenspoon into baking dish. Sprinkle cheese on top. Bake for 10 minutes or untilcasserole is heated through. Yield: 6 servings.
