Brandon Madery made a motion, seconded by Jill Minette-Stacey, forSchool Board Chair Kent Harfmann to call the regular School Board meet-ing to order at 7:00 p.m. in the Community Ed Multi-Purpose Room.Motion passed unanimously. School Board Chair Kent Harfmann read the KoMet Kuestion; a triviaquestion posted on K-M’s website monthly to give viewers a chance to sub-mit answers. All correct answers entered are put into a drawing for a chanceto win lunch with the superintendent and home-game passes to include onefree hot dog, popcorn, and soda. This month, there were no correct answerssubmitted, and no winner was drawn. KoMet Kuestion: This KM graduatefrom the 2000’s excelled on the KM FFA Floral Design Team and later wenton to be named Miss Kasson. Who is she and what year did she graduate?Answer: Kristie Kieffer, 2004.

Kelly highlighted that only at-risk stu-dents were tested in grades 5-8, first and second grade were tested at theElementary, and the high school, third, and fourth grade were not tested.The students tested showed good growth. Principal Al Hodge emphasizedthe positive effect reading with Nooks has had in the Middle School read-ing programs.

Personnel Committee has met and is scheduled to meet again soon.Negotiations Committee has met and will be scheduled to meet again soon.Policy Committee has met, and several policies were updated. Land andFacilities Committee will have their first meeting tomorrow night.

Principal Jerry Reker described the recent site visit to Lake City Schoolsto observe a one-to-one device initiative at the ninth grade level.

Superintendent Matuska shared the recent technology providerchangeover from ISS to KMTelecom. Superintendent Matuska also shareda parent letter commending several Elementary and Middle School staff.

School Board Student Representative Camille Snyder shared SnowWeek highlights and plans underway to provide a dinner to either theRonald McDonald House or the Transplant House. Principal Reker men-tioned the upcoming SoberBowl activity scheduled for Sunday, March 3 at1:00 p.m.

KASSON-MANTORVILLE SCHOOLDISTRICT 204 BOARD MINUTES Candy Ellingworth made a motion, seconded by Ryan Thomas to

The Governor’s proposal for increased funding for all-day kindergartenwas discussed. The current weighted pupil units for kindergarteners are0.612. The governor’s proposal for next year is 0.55 to increase to 0.70 byFY15. Bob summarized that these weight changes would cause a net deficitof $90,000 when considering all grade levels in the district. The “HoldHarmless Clause” that guarantees no deficit for any school district wasmentioned and concern was expressed for where that revenue would actu-ally come from. There was extensive discussion surrounding several pro-posal components and what changes that would mean for the school district.In the end, without the finalized proposal from the Governor, few decisionsthat impact the district’s budget can be implemented. The final proposal isexpected to be available from the Governor by May 15, 2013.

The current K+ program statistics were provided. There are currently 67students enrolled in K+ out of 130 kindergarteners total. K+ creates an all-day experience for current kindergarteners by providing classroom timeduring the opposite part of their scheduled day. PLC’s developed betweenthe Elementary staff and the Community Education staff have vastlyimproved the K+ program. The cost is $145 per month for three-day weeks,$190 per month for four-day weeks, and $230 per month for five-dayweeks. There are scholarships available to offset the costs for the K+ pro-gram. There was discussion on how to better target at-risk students current-ly not enrolled in K+ that would benefit exponentially. Tracking the stu-dents not involved in K+ was suggested.

There was extensive discussion to consider all-day, every-day kinder-garten at K-M in the future. Several financial matters were considered todetermine when all-day, every-day kindergarten could be implemented.Further research will be conducted, and all-day, every-day kindergarten willbe discussed again in further detail at the June 2013 School Board WorkSession.

Discussion for a job sharing position is no longer applicable and wasremoved from the agenda.

Planning for the upcoming operating levy was discussed. The operatinglevy can be proposed and voted on this fall and funding would becomeavailable on July 1, 2014. Successes and failures for previous levies wereconsidered. Producing a very detailed needs assessment for the communityto understand is necessary for likelihood of this levy passing. Quite a fewitems were identified that K-M could utilize increased levy dollars for. Bobexplained that the current levy for $350, if renewed, would generate deficitspending two years after the current levy expires. In order to avoid a deficitfrom current expenditures and to put dollars toward deferred maintenanceand curriculum improvements needed in the district, a different dollaramount is being discussed for the fall 2013 levy.

The next Regular Board Meeting is March 18, 2013 at 7:00 p.m. in theCommunity Ed Building.

Executive Audit Summary and Financial Statements from the fiscal year2011-12 audit. ZED ended the fiscal year on June 30, 2012 with a fund bal-ance of $893,601. There were no compliance findings and the firm com-plimented ZED staff for their efforts.

Motion by Bartel, seconded by Becker to approve the 2011-12 audit aspresented. Voting for: Janning, Lawson, Hamlin, Bartel, Becker, andHarris. Voting against: none.

Richard Swanson shared information on the ALC’s goals for buildingrelationships with at-risk youth. The ALC has implemented Project BasedLearning this year, and students are completing many hands-on projectsthat are tied to state standards. Additional space, staff development oppor-tunities, and materials continue as needs for the program. Discussion washeld on the possibility of purchasing the Project Foundry program for thedistricts as one ZED unit.

Carol Anhalt presented the Director’s Report. A complete report is onfile at the ZED office. Final documents on the refinancing of the SouthCampus building were included in the packet. Carol distributed theRefunding Summary of the 2009 Wells Fargo Lease. The closing date isscheduled for February 28, 2013.

There are several options for installing equipment for increased securi-ty at South Campus. Carol asked for feedback on the proposals by CustomAlarm to date. Additional proposals will be provided at the next meeting.ZED will get more information regarding cameras, including those avail-able for outdoors.

Blooming Prairie and Byron will be host sites for this year’s ESY.Packets have been sent to the districts.

Birth-to-three staff are working within the region and locally to trackreferral sources and continue outreach activities. ECSE has many opportu-nities for research-based training through the Centers of Excellence.

ZED districts have completed winter AIMSweb benchmark testing ingrades K-8.

The ZED Summer Academy will be held at Kasson-Mantorville Middleschool the week of June 17, 2013. The ZED Traveling Art show is in its sec-ond week of display and is currently at Hayfield.

The annual Save Your License Saturday workshop is being offered onMarch 2, 2013.

Superintendents approved an additional $250 contribution from eachdistrict toward the commissioning of a music piece for the 2013 ChoralFestival. Carol will report back to the board on which piece was selected.

Motion by Lawson, seconded by Harris to approve Policy #1005 – PostIssuance Compliance and Procedure and Policy for Tax-ExemptGovernmental Bonds. Voting for: Janning, Lawson, Hamlin, Bartel,Becker, and Harris. Voting against: none.

Volunteers are needed for the Policy Committee. This will be discussedagain at the March 21, 2013 meeting.

The next meeting is scheduled for March 21, 2013 at 6:00 p.m. Motion by Hamlin, seconded by Lawson to adjourn the meeting. Voting

for: Bartel, Janning, Lawson, Hamlin, Becker, and Harris. Voting against:none.
