How to Choose a MedigapSupplemental Policy

Dear Savvy Senior,I’ll be 65 in a few months – Medicare enrollment age

– and am thinking about getting a Medicare supplemen-tal policy to help cover things outside of Medicare. Canyou give me some advice on choosing a plan?

Shopping SamDear Sam,If you’re planning to choose original Medicare for your

health coverage, getting a supplemental policy too (alsoknown as Medigap insurance) is a good idea if you canafford it, because it will help pay for things that aren’t cov-ered by Medicare like copayments, coinsurance anddeductibles. Here are some tips and tools to help youchoose an appropriate plan for you.

Medigap PlansMedigap policies, which are sold by private health insur-

ers, come in 10 standardized benefit packages labeled asthe letters A, B, C, D, F, G, K, L, M and N.

Plan F is the most popular, followed by plan C becausethey provide the most comprehensive coverage. Plans Mand N, the two newest options, are cost sharing plans thathave cheaper premiums which make them appealing tohealthier retirees who don’t use as much health care.

If, however, you live in Massachusetts, Minnesota orWisconsin you have different standardized Medigap plansthat you can buy. For more information on the differenttypes of plans, call Medicare at 800-633-4227 and askthem to mail you a free copy of the “Choosing a MedigapPolicy” guide (publication 02110), or seemedicare.gov/pubs/pdf/02110.pdf.

How to ChooseTo choose a policy, consider your health status and fam-

ily medical history. The differences among plans can besmall and rather confusing so you’ll need to do somehomework to pick a plan that works best for you.

To help you choose, use the Medigap online search toolat medicare.gov, and click on “Supplements & OtherInsurance” at the top of the page, then on “How toCompare Medigap Policies.” This tool will breakdown whateach plan covers along with premium cost ranges, and liststhe companies that offer them in your area. 

Since all Medigap policies with the same letter mustcover the exact same benefits, you should shop for thecheapest policy.

You’ll get the best price if you sign up within six monthsafter enrolling in Medicare Part B. During this open-enroll-ment period, an insurer cannot refuse to sell you a policy orcharge you more because of your health.

You also need to be aware of the three pricing methodswhich will affect your costs. Medigap policies are usuallysold as either “attained-age” policies which are premiumsthat start low but increase as you get older. “Issue-age”policies that increase prices due to inflation, not age. Thesepolicies may start out a little more expensive than attained-age policies but generally have few rate increases overtime. And “community-rate” policies, where everyone in anarea is charged the same premium regardless of age.Issue-age and community-rated policies will usually saveyou money in the long-run.

No Drug CoverageYou also need to know that Medigap policies do not

cover prescription drugs, so if you don’t have drug cover-age, you need to consider buying a separate Medicare PartD drug plan too. You can compare plans and cost atmedicare.gov/find-a-plan. Also note that Medigap plans donot cover vision or dental care, hearing aids or long-termcare, either.

Alternative OptionInstead of getting original Medicare, plus a Medigap pol-

icy and a separate Part D drug plan, you could sign up fora Medicare Advantage plan that provides all-in-one cover-age. These plans, which are sold by insurance companies,are generally available through HMOs and PPOs. To findand compare Advantage plans visit medicare.gov/find-a-plan.

The Dirty Dozen listing, compiled by the IRSeach year, lists a variety of common scams tax-payers can encounter at any point during the year.

Illegal scams can lead to significant penaltiesand interest and possible criminal prosecution.

Here are some of the Dirty Dozen tax scams for2013:

PhishingPhishing is a scam typically carried out with

the help of unsolicited email or a fake website thatposes as a legitimate site to lure in potential vic-tims and prompt them to provide valuable person-al and financial information.

If you receive an unsolicited email that appearsto be from either the IRS or an organization close-ly linked to the IRS, such as the Electronic FederalTax Payment System (EFTPS), report it by send-ing it to [email protected].

It is important to keep in mind the IRS does notinitiate contact with taxpayers by email to requestpersonal or financial information. This includesany type of electronic communication, such astext messages and social media channels.

Return Preparer FraudAbout 60 percent of taxpayers will use tax pro-

fessionals this year to prepare their tax returns.Most return preparers provide honest service totheir clients. But some unscrupulous preparersprey on unsuspecting taxpayers, and the result canbe refund fraud or identity theft.

It is important to choose carefully when hiringan individual or firm to prepare your return. TheIRS also has created a new web page to assist tax-payers. For tips about choosing a preparer, redflags, details on preparer qualifications and infor-mation on how and when to make a complaint,visit www.irs.gov/chooseataxpro.

Remember: Taxpayers are legally responsiblefor what’s on their tax return even if it is preparedby someone else. Make sure the preparer you hireis up to the task.

“Free Money” from the IRS & Tax ScamsInvolving Social Security

Flyers and advertisements for free money fromthe IRS, suggesting that the taxpayer can file a taxreturn with little or no documentation, have beenappearing in community churches around thecountry. These schemes promise refunds to peoplewho have little or no income and normally don’thave a tax filing requirement – and are also oftenspread by word of mouth as unsuspecting andwell-intentioned people tell their friends and rela-tives.

Scammers prey on low income individuals andthe elderly and members of church congregationswith bogus promises of free money. Con artistsfalsely claim that refunds are available even if thevictim went to school decades ago. In the end, thevictims discover their claims are rejected.

There are also a number of tax scams involvingSocial Security. For example, scammers havebeen known to lure the unsuspecting with promis-es of non-existent Social Security refunds orrebates. In another situation, a taxpayer may real-ly be due a credit or refund but uses inflated infor-mation to complete the return.

Beware: Intentional mistakes of this kind canresult in a $5,000 penalty.

Impersonation of Charitable OrganizationsAnother long-standing type of abuse or fraud is

scams that occur in the wake of significant natur-al disasters.

Following major disasters, it’s common forscam artists to impersonate charities to get moneyor private information from well-intentioned tax-payers. Some scammers operating bogus charitiesmay contact people by telephone or email to solic-it money or financial information. They may evendirectly contact disaster victims and claim to beworking for or on behalf of the IRS to help thevictims file casualty loss claims and get taxrefunds.

False/Inflated Incomeand Expenses

I n c l u d i n gincome that wasnever earned,either as wagesor as self-em-ployment incomein order to maxi-mize refundablecredits, is anoth-er popular scam.Claiming incomeyou did not earnor expenses youdid not pay in order to secure larger refundablecredits such as the Earned Income Tax Creditcould have serious repercussions. This couldresult in repaying the erroneous refunds, includinginterest and penalties, and in some cases, evenprosecution.

Additionally, some taxpayers are filing exces-sive claims for the fuel tax credit. Farmers andother taxpayers who use fuel for off-highwaybusiness purposes may be eligible for the fuel taxcredit. But other individuals have claimed the taxcredit although they were not eligible. Fraudinvolving the fuel tax credit is considered a frivo-lous tax claim and can result in a penalty of$5,000.

Falsely Claiming Zero WagesFiling a phony information return is an illegal

way to lower the amount of taxes an individualowes. Typically, a Form 4852 (Substitute Form W-2) or a “corrected” Form 1099 is used as a way toimproperly reduce taxable income to zero. Thetaxpayer may also submit a statement rebuttingwages and taxes reported by a payer to the IRS.

Sometimes, fraudsters even include an expla-nation on their Form 4852 that cites statutory lan-guage on the definition of wages or may includesome reference to a paying company that refusesto issue a corrected Form W-2 for fear of IRSretaliation. Taxpayers should resist any temptationto participate in any variations of this scheme.Filing this type of return may result in a $5,000penalty.

Disguised Corporate OwnershipThird parties are improperly used to request

employer identification numbers and form corpo-rations that obscure the true ownership of the busi-ness.

These entities can be used to underreportincome, claim fictitious deductions, avoid filingtax returns, participate in listed transactions andfacilitate money laundering and financial crimes.The IRS is working with state authorities to iden-tify these entities and bring the owners into com-pliance with the law.

Misuse of TrustsFor years, unscrupulous promoters have urged

taxpayers to transfer assets into trusts. While thereare legitimate uses of trusts in tax and estate plan-ning, some highly questionable transactionspromise reduction of income subject to tax,deductions for personal expenses and reducedestate or gift taxes. Such trusts rarely deliver thetax benefits promised and are used primarily as ameans of avoiding income tax liability and hidingassets from creditors, including the IRS.

IRS personnel have seen an increase in theimproper use of private annuity trusts and foreigntrusts to shift income and deduct personal expens-es. As with other arrangements, taxpayers shouldseek the advice of a trusted professional beforeentering a trust arrangement.
