The Sotogrande tourist industryhas been revitalised, in particularthanks to the figures recordedover Easter, when 80 occupancywas reached, and over the lastfew days of the holiday period so-me hotel establishments evenhung up their ‘No vacancies’signs.
This was achieved thanks tothe efforts of local businesspeopleand those responsible for thesports clubs, who managed to at-
tract a large number of visitorswith their offerings.
As far as the origin of the tou-rists is concerned, most remainedSpanish, but more and more arecoming from Northern Europe.
Contrasting with these goodfigures, the municipal budget,recently given final approvaland opposed only by thePSOE, has an extremely smallallocation for tourism of just40,000 euros or so.

Todo ello se ha conseguidogracias al esfuerzo de los empresa-rios de la zona y los responsablesde los clubes deportivos, ya quegracias a su oferta han conseguido

de los turistas, la mayoría siguensiendo españoles, aunque cadavez más, destacan los que llegandel norte de Europa.
En oposición a estos buenosdatos, se encuentran los presu-puestos municipales, los cualesacaban de ser aprobados de for-ma definitiva, con la única oposi-ción del PSOE, con una partidabajísima para la delegación deTurismo, la cual ronda los40.000 euros.

Tras la calma vuelve la tempestad, y buen ejemplo es lo sucedido en la zona en las últimas semanas. La Semana Santanos trajo unos días de descanso, con un tiempo inmejorable en el que las playas, comercios y hoteles de la zona se lle-naron. La alta ocupación registrada estos días fue un alivio para todos los empresarios, al igual que el cese de tempo-
rales, por lo que dió el tiempo justo para adecuar las playas y las zonas más afectadas por las últimas lluvias.Durante estos días, la calma también llegó al Ayuntamiento, con una semana de descanso, en la que cesaron los recrimi-
naciones entre partidos.Una vez que ha pasado esta semana, la tempestad ha vuelto. Las tormentas provocaron inundaciones leves en diferentes
puntos de San Roque, algunos cortes puntuales de carreteras, y corrimientos de tierras en muchas zonas. Al igual que en eltiempo, también hubo un cambio en el Ayuntamiento.
El pleno municipal volvió a mostrar los enfrentamientos que existen en el seno de la corporación municipal. Primero conla aprobación definitiva de los presupuestos, donde finalmente el PIVG votó a favor de los mismos y con esta actitud recibiónumerosas críticas por parte del PSOE.
Pero sin duda, donde se han apreciado más diferencias dentro del Ayuntamiento fue cuando se tuvo que votar la mociónpresentada por el alcalde sobre la reducción del número de ferias. El PP entonces se quedó solo en la propuesta y no fue res-paldado por ninguno de sus compañeros en el equipo de gobierno, excepto Rosa Macías, y por supuesto, tampoco logró elapoyo de los socialistas.
Ahora sólo hay que esperar que la tempestad se vaya y salga el sol, tanto en el plano meteorológico como político, ya quees necesario que haya un buen clima para encontrar el mejor camino para lograr la mejoría económica para el municipio.

After the calm comes the storm and this is exactly what happened in the area over recent weeks. Easter brought us a fewdays’ respite of perfect weather and the local beaches, businesses and hotels filled up. The high occupancy levels recordedover the period were a welcome relief for businesses, much like the break in the storms, with just enough time to prepare
the beaches and the areas worst affected by the latest rains.Over Easter the calm also descended upon the municipal council, who had a week’s holiday in which the recriminations bet-
ween parties were put on hold.Once the week was over, however, the storm returned. The rains causes minor flooding in various parts of San Roque, some
roads had to be closed temporarily and there were landslides in many areas. Like the weather, there was a also a change in themunicipal council.
In the municipal plenary meeting the usual confrontations resumed. First, the budget was approved once and for all, with thePIVG finally voting in favour of it and consequently coming under a great deal of criticism from the PSOE.
But the biggest differences within the municipal council undoubtedly emerged when it came to voting on the motion put for-ward by the mayor to reduce the number of local festivals (the ferias). The PP were left on their own and failed to obtain the bac-king of any of their colleagues in the governing body with the exception of Rosa Macías, and naturally they were unable to obtainthe support of the socialists either.
Now all we have to do is wait for the storm to subside and for the sun to come out, both meteorologically and politically spea-king, because we need a good climate in order to find the best way to improve our local economy.

La mayoría de las veces solemos quejarnos por vicio. No es fre-cuente estudiar la situación en primer lugar y luego generarla opinión, sencillamente mostramos nuestras quejas sin ton
ni son. Y quien en verdad esta toman-do partido en poner remedio a la situa-ción contradictoria, se ve perjudicado.Antes de una queja, mejor será refle-xionar.
Aquí en nuestra zona, es muy fre-cuente verter opiniones sobre lo quefunciona más o menos bien. Cuando enverdad, sí cabe una gran batería dequejas. Sin ir más lejos, los empresa-rios que tratan de mantener sus nego-cios a flote, incluso a riesgo de equivo-carse y aumentar sus perdidas, ven co-mo para establecerse o ampliar sus ne-gocios necesitan superar una burocra-cia interminable. Ya no lo digo solopor los permisos municipales, sino lolento y exasperante que resulta comple-tar un expediente de implantación denegocio. La conexión de la luz, el
agua, la adecuación del local y así cualquiera de las instalacionesnecesarias para cualquier tipo de negocio, que precisa un sinfín de
documentación.No digamos, cuando en un momento determinado tienen que
revisar alguno de los expedientes presentados. Ahí llegó el gran cu-lebrón, hasta que puedas ver la luz al final del túnel y puedas reali-zar la apertura de tu ansiado negocio, que por cierto tanto si alqui-laste como si compraste todo los costes van sobre el inversor. Y conesto no quiero referirme a ningún tipo de negocio en particular, yaque bien puede ser un bar, un restaurante, una tienda, una clínica oun taller. Estoy seguro que la mayoría de los que leen este artículohan tenido un problema o conocen a alguien que sí lo ha tenido.¿No os parece una gran torpeza, en los tiempos que corren, mante-ner esta absurda burocracia en la puesta en funcionamiento de losnegocios?
Cuando al inicio manifestaba la forma de quejarnos, me referíaa que son muchos los que se alegran del mal ajeno. Y esto es un pocoabsurdo, dado que el mantener cualquier tipo de negocio en una zo-na de impacto estival, como es el caso de Sotogrande, debería ser si-nónimo de unificar intereses y no de tener envidias malintenciona-das en la calle de enfrente. Porque hoy te va bien a ti y mañana no sesabe como te irá, así que lo ideal seria hacer corporativismo entre to-dos, y hablar y prescribir nuestra zona como el destino per fecto,donde se vive muy bien, donde se come muy bien, donde se disfrutade lo lindo y en definitiva donde todos tratamos de hacer nuestrosnegocios mas rentables. Por ello, estar unidos en nuestro día a día,nos fortalece.
Most of the time we tend to complain for the sake of it. Normally, ra-ther that analyse the situation first and then form an opinion, wesimply grumble without rhyme or reason. And those who are taking
sides in order to remedy the situation of conflict are at a disadvantage. Beforecomplaining, it would be better to reflect.
In our local area, we very often hear opinions voiced on the things thatwork fairly well. When in truth, there is scope for a barrage of complaints. Totake a case in point, businesspeople who are trying to keep their businessesafloat, even at the risk of getting it wrong and increasing their losses, mustwade through endless red tape in order to establish themselves or expand.And I am not even referring to the municipal permits, but to the slow andexasperating task of completing the forms required to set up a business. Thepower supply, water, refurbishment of the premises and any of the installa-tions needed for any kind of business require a myriad of documents.
Not to mention when at a particular point in time they have to inspectone of the forms submitted. That’s when the endless drama begins, until youcan see the light at the end of the tunnel and can open the business you have
longed for which, incidentally, whether leased or bought, is paid for entirelyby the investor. And I am not referring to any business in particular, becauseit could just as well be a bar, a restaurant, a shop, a clinic or a garage. I amcertain that most people reading this article will have had a problem or knowsomeone who has had one. Does it not seem incredibly stupid, at times likethis, to maintain this absurd bureaucracy when it comes to setting up busines-ses?
When I mentioned the way in which we complain, I was referring to thefact that there are many people who take pleasure in the misfortunes of others.And this is absurd given that maintaining any kind of business in a seasonalarea like Sotogrande should be synonymous with unifying our interests andavoiding jealous grudges against our neighbours. Because today things aregoing well for you, but who knows what tomorrow might bring, so the idealthing would be have cooperation between all of us, to talk and to make ourarea the perfect destination, where life is good, where you eat well, where thegood things in life can be enjoyed and, in short, where we all try to make ourbusinesses profitable. This is why being united in our day-to-day work makesus stronger.

Se ha procedido a la cancelación del contrato
El Colegio Internacional deSotogrande no construirá un centro bilingüe en Alcaidesa
La crisis económica ha obligadoal Colegio internacional de So-togrande a abandonar la idea deconstruir un centro bilingüe enAlcaidesa.
El pasado 6 de abril el ple-no de La Línea debatió la reso-lución del contrato de uso priva-tivo de unos terrenos de 14.410metros cuadrados de suelo pú-blico en Alcaidesa, donde sepreveía la construcción de uncentro educativo infantil. Elpunto contó con el voto favora-ble del Partido Popular y el Par-tido Socialista y la abstenciónde Izquierda Unida y Unidadpor La Línea.
El concejal, Juan Montero,manifestó el pesar del equipo degobierno por esta decisión, aun-que explicó que “la crisis y la di-fícil viabilidad económico-finan-ciera del proyecto han motivadodicha decisión. Pese a ello, no sedescarta continuar con la inicia-tiva, aunque haciéndolo por fa-ses”.
La decisión de rescisión delcontrato se ha acordado entre elAyuntamiento linense y la em-presa, de mutuo acuerdo. Aun-que se ha anulado este contrato,por parte del Colegio interna-cional de Sotogrande se admiteque se sigue interesado en poneren marcha este proyecto, aun-que debido a la falta de financia-ción deberá hacerse por fases.
Esta decisión ha obligado alAyuntamiento a rescindir elcontrato, ya que de realizarse deesta manera se incumpliría elpliego de condiciones del con-trato, por lo que no se puede ad-mitir.
Cabe recordar que este pro-
yecto surgió hace algunos años,cuando el Colegio Internacionalde Sotogrande llegó a un acuer-do con el Ayuntamiento de LaLínea para que le cediese unosterrenos en Alcaidesa paraconstruir un centro privado bi-lingüe.
El proyecto parecía avan-zar, y de hecho el 10 de diciem-bre de 2007 se puso la primerapiedra del futuro colegio. A pe-sar de ello, y de que la aperturadel centro se estipuló para sep-tiembre de 2009, las obras nun-ca empezaron.

El centro estaba previsto que conta-ra con una capacidad para 1.000alumnos, además, según se destacódurante el acto de colocación de laprimera piedra, contaría con undiseño innovador en el que destaca-
ría un gimnasio cubierto, una pisci-na climatizada, un campo de fútboly un teatro, además del comedor ylas aulas, estudios de producción ygrabación, sala de psicomotricidady un estudio fotográfico.

On April 6, La Línea mu-nicipal council discussed in aplenary meeting the resolution ofthe contract for the private use ofa 14,410 square metre plot ofpublic land in Alcaidesa, forwhich there were plans to build aschool. The motion received vo-tes in favour from the PopularParty and the Socialist Party,while the Izquierda Unidad(United Left) and Unidad porLa Línea (Unity for La Línea)abstained.
The councillor Juan Monte-ro expressed the governing bod-y’s regret at this decision, but ex-plained that “the crisis and thedifficult economic-financial via-bility of the project have led to it.However, the possibility of conti-nuing with the initiative has notbeen discarded, although itwould be done in phases”.
The decision to cancel thecontract was made by mutualagreement between La Línea
Municipal Council and thecompany. Although the contracthas been annulled, SotograndeInternational School have revea-led that they remain interested insetting in motion this project, butthat due to the lack of funding itwould have to be done in phases.
The decision forced thecouncil to cancel the contract gi-ven that if it were done in thisway the terms of the contractwould be broken, so it cannot bepermitted.
This project emerged a fewyears ago when Sotogrande In-ternational School reached anagreement in which La LíneaMunicipal Council would allo-cate a plot of land in Alcaidesafor the construction of a bilin-gual private school.
The project looked like itwas going ahead and in fact onDecember 10, 2007, the firststone of the future school waslaid. However, despite this andthe fact that it was announcedthat the school would be open bySeptember 2009, the buildingwork never got underway.

The school was to have a capacity of1,000 pupils and, as they revealedin the ceremony for the laying of thefirst stone, it was to have an innova-tive design that included an indoor
gym, heated pool, football groundand theatre, as well as the canteenand classrooms, production andrecording studios, psychomotor roomand photography studio.

Tras más de dos meses deobras, la carretera de las Are-nillas, la A-2100, vuelve a es-tar operativa y ya se puedecircular por ella.
El pasado 16 de abril seterminaron los trabajos deadecuación de la calzada des-pués de que se viera grave-mente afectada por las lluviasregistradas a principios de fe-brero.
Cabe recordar que la ca-rretera permanece cortadadesde que las lluvias provoca-ron la apertura de un enormesocavón de varios metros deprofundidad que destruyó lacalzada de arcén a arcén. Elpaso de un arroyo en la parte
inferior del firme era conduci-do por un tubo de chapa, quedataría de los años sesenta se-gún los técnicos, el cual que-
dó destrozado en una de lasborrascas de este invierno conla crecida de su cauce.
Road that links Sotograndeto Castellar reopensAfter over two months of buil-ding work, the Arenillas road,the A-2100, is operationalonce again and open to traffic.
On April 16 the road-works were completed afterthe road was badly affected bythe heavy rain in early Fe-bruary.
The road has been closedsince rainfall caused an enor-mous hole several metres deepwhich destroyed the roadwayfrom one side to the other. Astream that passed under thesurface of the road was chan-nelled through a sheet metalpipe that technicians believedates back to the sixties,which was damaged during
one of the storms this winterwhen water levels rose.
Some road embankmentshave also been swept away,opening up holes at the baseand in nearby areas.
The roadworks, consist oflaying new drainage and re-placing the surface and bicy-cle lane between the 9.5 and10.1 kilometre points. Theslopes are being reinforcedwith rock in the area near thestream bed.
To rectify this situation,which forces drivers that usethis road to take alternativeroutes, the regional govern-ment has allocated 340,567euros.
También se ha detectadoarrastres de los taludes del fir-me, apareciendo socavones enla base del mismo y en zonaspróximas.
Los trabajos realizados enla zona han consistido en laejecución de un nuevo drena-je, la restitución del firme ydel carril bici, en concreto en-tre los puntos kilométricos 9,5y 10,1. Además, se protegie-ron los taludes con escollerasen la zona cercana al caucedel arroyo.
Para solucionar esta si-tuación, que a diario obliga alos conductores que pasan poresta vía a utilizar otras carre-teras secundarias, la Junta hadestinado 340.567 euros.

La ocupación hotelera en la zona se situó por encima del 80%
La Semana Santa sirve para relanzar el sector turístico en SotograndeSotogrande ha sido, un añomás, el destino favorito de cien-tos de turistas para pasar las va-caciones de Semana Santa.Tras un largo invierno, han si-do muchos los que han optadopor este destino de playa paradisfrutar de un merecido des-canso. La urbanización colgó elcartel de completo. Superandolas previsiones para la zona,con una ocupación hotelera su-perior al 80 por ciento.
Como cada temporada, So-togrande lució su mejor imagen yofreció a sus visitantes todo tipode eventos, lugares a los que acu-dir, fiestas donde divertirse ypropuestas para disfrutar de laantesala del esperado verano.Según el personal de los hoteles,la motivación principal de los tu-ristas que han optado por estedestino ha sido el turismo de soly playa, y la tranquilidad del lu-gar para el descanso, aunquetambién han sido cada vez másfrecuentes los turistas con otrasmotivaciones como el turismocultural o natural del que se pue-den beneficiar a un paso de la ur-banización.
El amplio abanico de pro-puestas deportivas ha vuelto aser uno de los grandes atractivosde la urbanización, motivo por elque es elegida por cientos de visi-tantes. Así, la semana llenó nosólo los hoteles de turistas, loscampos de golf también registra-ron gran número de visitas y losencuentros de polo celebradosen el marco de la temporada deprimavera durante esos días con-centraron, igualmente, a cientosde amantes de este deporte.
Los restaurantes, clubs deplaya, bares y demás estableci-mientos de restauración fueronotros de los beneficiarios del
buen desarrollo registrado du-rante las fiestas de Pascua. Laausencia de lluvia en la urbani-zación hizo que tanto residentescomo visitantes se animaran a sa-lir a consumir y a divertirse.Buen ejemplo de ello ha sido elClub de Playa El Cucurucho,que ha vuelto a ver un año máscómo en esta fecha se incrementael número de visitantes, sobre to-do debido a que en esta ocasión
el tiempo ha sido inmejorablepara tomar los primeros baños.
El hecho de que el turismode alquiler cada vez vaya toman-do más fuerza, también ha reper-cutido en los comercios, tiendasde alimentación y supermerca-dos, quienes vieron mejoradassus ganancias en estos días.
CulturaOtro de los atractivos de la zona
para el visitante es la belleza delas imágenes procesionales deSan Roque. Su histórica Sema-na Santa volvió a registrar unbuen número de visitas, igualan-do los buenos datos registradosel año pasado.
Aunque los turistas hubie-ran elegido Sotogrande comodestino vacacional, muchos nodudaron en desplazarse hastaSan Roque Casco y sus distintos
núcleos urbanos atraídos por susprocesiones, su belleza monu-mental y su privilegiado enclave.
Buena muestra de ello esque durante toda la semana, laoficina turística del municipio tu-vo un destacado incremento enla demanda de visitas guiadas almunicipio.
En cuanto a la procedenciade los visitantes, los estableci-mientos consultados afirman queesta temporada los turistas espa-ñoles dominaron las reservas ho-teleras en Semana Santa, ten-dencia que ya se pudo compro-bar el año pasado. Además,apuntan a que aunque ha habidouna bajada del mercado británi-co, se ha comprobado una subi-da de turistas procedentes delNorte de Europa, como escandi-navos y alemanes, con más lar-gas estancias, y una subida delturismo nacional de proximidad.
Los datos de esta SemanaSanta, si bien no son concluyen-tes, han supuesto un alivio paralos empresarios de la zona trasun duro invierno, y además, sir-ven para hacer prever un repunteturístico importante en la próxi-ma temporada estival.
Así, algunos establecimien-tos hoteleros consultados indicanque no se puede hacer una previ-sión fiable ya que la tendenciaactual es que el turista españolreserve a última hora, exceptolos clientes fieles que año trasaño reservan con tiempo y los ex-tranjeros, que al comprar losvuelos con meses de antelacióndebido a las ofertas, también re-
servan ya los hoteles. Sin embar-go, sí indican que tras esta buenaSemana Santa, este verano se es-pera rozar el lleno en bastantesfechas.

La ocupación hotelera duran-te Semana Santa en la provin-cia de Málaga se ha situadoen un 76% de media, lo quesupone un 10% más que elaño pasado.
La capital y la Costa delSol han sido las zonas dondese ha superado esta media, yque incluso han llegado a ro-zar el lleno de jueves a sába-do,
Según datos del Patrona-to de Turismo de la Costa delSol, el hecho de que la clima-tología acompañara durantetoda la semanaha beneficiadola llegada deresidentes, ensu mayoría pro-cedentes de Es-paña.
En estesentido, segúnlos datos delObservatorioTurístico de laCosta del Solrecogidos du-rante esta se-mana, las ex-pectativas ini-ciales "se han superado concreces". Así, en la capital elgrado de ocupación ha sidosuperior al del conjunto de laprovincia, con un 86,5 porciento, cuatro puntos por enci-ma que el pasado año. Ade-más, de Jueves a Sábado San-to rozó el lleno, con casi un 96por ciento.
Según el presidente delpatronato, Salvador Pendón,“ha sido un periodo importan-
te pero tan sólo ha sido unasemana, ha sido un respiro pa-ra el sector que ha de comple-mentarse con un nivel de acti-vidad durante todo el año",aseveró en rueda de prensa, altiempo que confió en que2010 signifique "el punto y fi-nal del decrecimiento de la ac-tividad turística".
Esta Semana Santa fueel mercado nacional el quevolvió a salvar la situación tu-rística, un hecho cada vez máshabitual, al igual que la de re-ser var a última hora las vaca-
ciones. Ambastendencias es-tán recogidasen un estudiode la Organiza-ción Mundialdel Turismo(OMT), queconsidera quecada vez se eli-gen destinosmás próximosal territorio.
Costa del SolSegún los da-tos estadísticos
de la Asociación de Empresa-rios Hoteleros de la Costa delSol (AEHCOS) la ocupa-ción media en Semana Santaha superado en más de un 5%a la del año 2009.
Especialmente destaca-bles son los datos registradosdel Jueves Santo al sábado,cuando se llegó a alcanzar un88,64% de ocupación, frenteal 78,17% del mismo periodoen el año 2009.

Hotel occupancy exceeds 80 % in Sotogrande
Easter provides boost for tourist industryOnce again, Sotogrande was thepreferred destination of hundreds oftourists over the Easter holidays. Fo-llowing a long winter, there weremany people that opted for a beachdestination to enjoy a well-deservedrest. The resort put up its ‘No va-cancies’ sign, exceeding the forecastsfor the area with hotel occupancy le-vels exceeding 80 percent.
As ever, Sotogrande put on itsbest face and offered its visitors allkinds of events, places to go, partiesand ideas for enjoying the prelude tothe eagerly awaited high season. Ac-cording to hotel staff, the main lurefor tourists who chose this destina-tion was the sun and beach and thetranquillity of Sotogrande as a placefor relaxation, although there were
also an increasing number of touristswho visited for other reasons, like thecultural or nature-related tourismthat they can enjoy just a stone’sthrow from the resort.
The wide range of sports-rela-ted options were once again one ofthe resort’s main attractions and thereason why hundreds of visitors cho-
se Sotogrande. In addition to the ho-tels being filled during the week, thegolf courses also recorded a largenumber of visits and the polo mat-ches held as part of the spring seasonalso brought together hundreds of lo-vers of this equestrian sport over theholidays.
The restaurants, beach clubs,bars and other catering establis-hments also benefited from the goodflow of visitors during the Easter ho-lidays. The absence of rain in thearea meant that both residents andvisitors were inspired to go out, eat,drink and have fun. This was very
much the case at the Cucurucho Be-ach Club, which once again saw itsvisitor numbers grow over this pe-riod, in particular because on thisoccasion the weather could not havebeen better for a first swim of the ye-ar.
The fact that rental tourism isgoing from strength to strength alsohad an impact on businesses, foodshops and supermarkets, which allimproved their earnings over the ho-liday period.
CCuullttuurreeAnother attraction in the area for vi-
sitors is the beauty of San Roque’sEaster processions. The town’s his-toric Holy Week once again attrac-ted a large number of visitors, mat-ching the good figures recorded lastyear.
Although the tourists may havechosen Sotogrande as their holidaydestination, many of them travelledto San Roque town and its variouspopulation centres attracted by theprocessions, the beauty of their his-toric buildings and monuments andtheir superb location.
A good indication of this is thatthroughout the week the municipal
tourist office recorded a notable in-crease in the demand for guided vi-sits of the municipality.
As far as the origin of the visi-tors in concerned, the establishments
consulted say that this season Spa-nish tourists accounted for most ofthe hotel reservations over Holy We-ek, a trend that was seen last year.In addition, they indicated that, al-though there was a slump in the Bri-tish market, there were higher num-bers of tourists from Northern Euro-pe like Scandinavians and Ger-mans, longer stays and a rise in do-mestic tourists from nearby areas.
The figures for this Easter, al-though not conclusive, have provi-ded relief for local businesspeople fo-llowing a harsh winter, and suggestthere will be a significant upturn inthe tourist industry over the sum-mer.
Some hotel establishments thatwe consulted indicated that a relia-ble forecast is impossible because thecurrent trend is for Spanish touriststo book at the last minute, with theexception of loyal customers whobook in advance year after year andforeigners, who book their hotelswhen they buy their flights monthsin advance to take advantage of spe-cial offers. However, they did indi-cate that, following this good Easterperiod, it is hoped that this summerthey will fill up at various times.

According to the chairman of the tou-
rist board, Salvador Pendón, “it was
an important period but it was just
one week; it provided respite for the
industry which must be complemen-
ted by a high level of activity throug-
hout the year”, he stated in a press
conference, while maintaining that
2010 will “mark the end to the decli-
ne in tourism”.
This Easter it was the domestic mar-
ket that once again came to the rescue
of the tourist industry, a fact that is be-
coming increasingly common, much
like the trend of last-minute booking.
Both tendencies have been shown by
a study carried out by the World Tou-
rism Organisation (WTO), which
believes that destinations closer to ho-
me are becoming more popular.

ded the 2009 figures by over 5 per-

El Periódico de Sotogrande ha queridoconocer el balance de empresarios de hoste-lería y establecimientos hoteleros.
En general, todos coinciden en que seha notado el aumento de visitantes, y de queademás de la presencia de turistas españo-les, ha habido un incremento de turistas ex-tranjeros, atraídos fundamentalmente por elbuen tiempo y los deportes.

Estamos asistiendo, en mi caso perplejo, a una erosión continuada y muy grave delrespeto y la dignidad de las instituciones del Estado que desde mi punto de vistaestán afectando y, lo que es peor, van afectar de manera muy importante a nues-
tro sistema democrático.El problema comenzó ya en los tiempos del gobierno de Felipe González cuando
forzó al Presidente del Tribunal Constitucional a legalizar el decreto de expropiación deRumasa con su voto de calidad. Para los que estuvimos directamente implicados (yo en-tonces estaba de Abogado del Estado en Jerez y me nombraron administrador único deZoilo Ruiz Mateos SA -- cabecera del grupo en Jerez de la Frontera--) aquel decreto leyexpropiatorio fue una auténtica barbaridad jurídica. Hubo muchos que pensamos quebastaba con la intervención de los bancos del grupo -- medida normal y contemplada enla legislación de aquel entonces-- para evitar los daños a la economía que se pretendíanevitar con la expropiación singular.
Aquello pasó pero tuvo gran-des consecuencias ya que los ciuda-danos de a pie nos dimos cuenta queel Tribunal por excelencia, que sesuponía nos iba a defender a todoslos ciudadanos en nuestros derechosindividuales, se plegaba a las exigen-cias del poder político a las primeras
de cambio dejando muy gravemente dañada la imagen de la institución. Desde entonces hemos venido asistiendo a una pérdida del respeto a las institucio-
nes fundamentales de nuestro Estado, unas veces por actuaciones propias como las quehemos comentado y otras, las más, por actuaciones de otras instituciones del mismo Es-tado. Pero siempre y en todos los casos se han tratado de cuestiones políticas que se handesnaturalizado por completo de su origen inicial para adaptarlas al interés transitorio ytemporal de cada política en particular.
En el origen del problema creemos que se encuentra la falta del sentido de estado denuestros actuales gobernantes y una cierta "prepotencia" del político elegido en las urnasque entiende que su "legitimidad" es más buena y de mejor calidad que la legitimidad deotras instituciones no sometidas al control de tales urnas. Por supuesto que nadie discuteque la base de una democracia es la posibilidad de que sus ciudadanos elijan a sus gober-nantes pero esto no supone que el gobernante elegido esté legitimado para hacer lo que aél le convenga con independencia del resto de las reglas del juego. No tenemos nada más
que pensar que Hitler accedió al poder democráticamente y nadie puede pensar que surégimen nazi pudiera estar legitimado por haber sido elegido inicialmente por su pueblo.
Esta idea creemos que está en el origen de la mayor parte de las actuaciones queestamos comentando. Como ha sido elegido por el pueblo tiene derecho a hacer y decirlo que le convenga sin pensar en las consecuencias y con total y absoluta inmunidad.Los nacionalistas catalanes se basan en que su Estatuto fue aprobado en referéndum(aunque no lo votó más que una tercera parte de los ciudadanos catalanes con derechoa voto) para decir que no van a aceptar la sentencia que se dicte por el Tribunal Consti-tucional. Por otra parte el problema del estatuto es una patata caliente que el gobiernoha pasado al Tribunal Constitucional sabiendo, como sabía, que en el mismo se incluí-an muchos aspectos no constitucionales. Pero el político de turno prefirió dar una salidaficticia e ilegal a un problema planteado en un momento concreto sin pensar que el res-to de las instituciones del Estado que gobierna se iban a resentir por ello. En vez de asu-mir su responsabilidad política ha preferido que se queme el Tribunal Constitucionaluna vez más.
Un periódico descubrió una cena entre el juez Garzón, el Ministro del Interior y elpolicía que estaba investigando el caso Gürtel el viernes en el que el juez había mandadoa la cárcel a los implicados en el proceso para interrogarlos el lunes. En cualquier paísdemocrático esta mezcla de intereses hubiera dado lugar a un escándalo mayúsculo peroaquí únicamente dimitió el Ministro por asistir a una cacería ilegal. Como consecuenciade ello, recientemente otro político arremete contra la Policía insinuando que se fabricanpruebas falsas. Para colmo descubrimos que la propia policía informa a ETA de unaactuación policial. Y como remate la famosa e incalificable manifestación en apoyo deGarzón que se convierte en una manifestación en contra del Tribunal Supremo. Y todoello sin hablar de las administraciones locales y autonómicas donde cada día que pasadescubrimos un caso de corrupción.
Resultado: el Tribunal Constitucional está en cuestión; el Tribunal Supremo es unrepresentante del franquismo y ha colaborado en las torturas del mismo; el Ministro delInterior utiliza al ejecutivo para fines políticos; la Policía fabrica pruebas contra los ciuda-danos e informa a los delincuentes de sus actuaciones; los Ayuntamientos y Comunida-des Autónomas se llenan de corruptos. ¿Qué nos queda al ciudadano? ¿Existe algunainstitución que siga siendo respetada? Pues me temo que no. Y además lo que podemoshacer es muy poco: pedir y seguir pidiendo hasta la extenuación que los políticos tengansentido de estado y manifestar una y otra vez que su elección en las urnas no es una cartaen blanco para hacer lo que le convenga a su interés particular.
La dignidad de las instituciones
We are witnessing, perplexed in my case, a continual and very serious erosion of therespect and dignity of the State institutions which, the way I see it, are affectingand, what’s worse, will in the future affect very significantly our democratic
system.The problem had already begun during the Felipe González administration, when the
President of the Constitutional Court was forced to legalise the expropriation decree for theRumasa conglomerate with his casting vote. For those of us who were directly involved (atthe time I was a public prosecutor in Jerez and appointed as sole administrator of Zoilo RuizMateos SA, the group’s flagship firm in Jerez de la Frontera) that expropriation decree was atrue legal atrocity. Many of us thought that the intervention of the group’s banks, a normalmeasure envisaged in the legislation of the time, would be enough to avoid the damage to the
economy that they intended to avoid with thisexceptional expropriation.
But it went ahead and it had major conse-quences because the general public realised thatthe court par excellence, which was supposedto defend the individual rights of every citizen,gave in to the demands of the political powersat the first opportunity, very seriously dama-ging the image of the institution.
Since then we have witnessed a loss of respect for our State’s basic institutions, someti-mes due to actions like the one mentioned and at others, more frequently, owing to the actionsof other institutions of the same State. But in every case it has been a political issue that hasbeen completely removed from the original reality to suit the transitory and temporary inte-rests of each particular policy.
We believe the root of the problem to lie in the lack of a sense of state of our current politi-cal leaders and a certain ‘smugness’ of the politician elected at the polls who believes that his‘legitimacy’ is better than that of other institutions not subject to the rule of these polls. Natu-rally, nobody disputes the fact that the bedrock of a democracy is its citizens’ ability to electtheir leaders, but this does not mean that the elected politician is legitimised to do whatever heor she wishes with a complete disregard for the other rules of the game. Hitler came into powerdemocratically and nobody would claim that his Nazi regime was legitimate just because in-
itially it was elected by the people.We believe this idea is at the root of most of the actions that I am talking about. Having
been elected by the people, a politician has the right to do or say whatever he or she wisheswith no regard for the consequences and with complete immunity. The Catalan nationalistsargue that their Statute was approved in a referendum (although only a third of Catalanswith a right to vote actually voted) in order to say that they will not accept the ruling passedby the Constitutional Court. At the same time the problem of the statute is a hot potato thatthe government has passed to the Constitutional Court knowing, as it knew, that it includedmany unconstitutional aspects. But the politician on duty opted to provide a fictitious andillegal solution to a problem arising at a given time without thinking that the rest of the stateinstitutes that he governs would resent it. Instead of assuming his political responsibility heopted to burn down the Constitutional Court once again.
A newspaper exposed a dinner between Judge Garzón, the Home Secretary and thepoliceman that was investigating the Gürtel case on the Friday on which the judge had sent toprison those involved in the trial in order to interrogate them on the Monday. In any demo-cratic country this conflict of interests would have given rise to a major scandal but here allthat happened was that the minister resigned for having assisted an illegal manhunt. As a re-sult, another politician recently hit out against the police by insinuating that false evidence isroutinely fabricated. To make things worse we discovered that the police themselves informedETA of a police operation. And as a finishing touch the famous and indescribable demons-tration in support of Garzón became a demonstration against the Supreme Court. Not tomention the local and regional governments, in which the cases of corruption emerge almoston a daily basis.
The result: the Constitutional Court has been called into question; the Supreme Court isa representative of Francoism, having collaborated in his torture; the Home Office uses theexecutive for political purposes; the police fabricate evidence against citizens and inform cri-minals of their operations; the municipal councils and autonomous regions are rife with co-rruption. What are the people left with? Are there any institutions that are still respected? I fe-ar not. And there is very little we can do about it: we can only demand and keeping deman-ding until we are blue in the face that the politicians adopt a sense of state and keep tellingthem that their election at the polls does not give them complete freedom to do whatever is intheir own interests.

Los presupuestos,aprobados de forma definitiva
El último pleno municipalaprobó de forma definitiva lospresupuestos municipales deSan Roque para 2010, acep-tando únicamente dos de lasalegaciones presentadas por elPIVG.
Con estos cambios se haconseguido adecuar la plantillade la Policía Local a la norma-tiva.
Aunque las alegacionespresentadas por el PSOE seadmitieron a trámite, finalmen-te se rechazaron todas las quepresentaron.
Finalmente, el punto fueaprobado con los votos a favorde PP, USR, PIVG, PA y laconcejal no adscrita. Mientras
que el PSOE votó en contra.Cabe destacar que aunque
no se aceptaron todas las alega-ciones del PIVG, sus dos con-cejales, entre los que se encuen-tra el delegado de Hacienda,Jesús Mayoral, votaron a favor,cuando cabe recordar que vota-ron en contra del provisional.
Precisamente, este cambiode postura fue duramente criti-cado por el PSOE, quien indi-có que las alegaciones delPIVG respondían a su obse-sión por reducir el sueldo de losfuncionarios.
Por su parte, Jesús Mayo-ral indicó que sus alegacionesse fundamentaban en la legali-dad, y que no eran simples co-rrecciones técnicas.
Budget receives final approvalIn their last plenary meeting,the municipal council gave finalapproval to San Roque’s bud-get for 2010, accepting just twoof the appeals made by thePIVG.
With these changes, the Lo-cal Police headcount will beadapted to the regulations.
Although the appeals madeby the PSOE were accepted forprocessing, in the end all thoseput forward were rejected.
Finally, the motion was ap-proved with votes in favourfrom the PP, USR, PIVG andPA parties, as well as the non-affiliated councillor. The
PSOE voted against the mo-tion.
Although not all of thePIVG’s appeals were accepted,its two councillors, who includethe treasury delegate Jesús Ma-yoral, voted in favour, havingvoted against the provisionalbudget.
This change in stance came
under harsh criticism from thePSOE, who indicated that therequests from the PIVG resultedfrom their obsession with redu-cing civil servant pay.
Jesús Mayoral, for hispart, indicated that his requestswere based on legality and theywere not mere technical correc-tions.
49 millones para 2010
El presupuesto municipal para 2010 asciende a 49 millones de euros,lo que supone un 13% menos que el año pasado. Lo más destacado deestos presupuestos es que el 70% del mismo se destinará a pagar nómi-nas municipales, así, en el apartado de gastos, el capítulo de personalasciende a casi 15,5 millones; los gastos corrientes suponen casi 14millones; las inversiones, 3,4 millones; y las transferencias corrientes12 millones de euros.

Las intensas lluvias han dejado la zona sin sistemas de riego
Los regantes, preocupados por el estado de los canalesLos regantes del río Guadiaro,apoyados por los alcaldes deSan Roque, Jimena, casares y laELA de Tesorillo, han solicita-do a la Diputación, AgenciaAndaluza del Agua y la Junta deAndalucía diferentes ayudas pa-ra mejorar los canales de riego,obturados actualmente debido a
las fuertes lluvias de los últimosmeses.
El problema estriba en quelas lluvias intensas no sólo hanllenado los acuíferos y el caudalde los ríos, como el Guadiaro, si-no que también han rellenado dediversos tipos de materiales y,por lo tanto, obturado los dos ca-nales: el Pacheco (que pasa por
Tesorillo, Secadero, San Enri-que y llega hasta la Laguna deTorreguadiaro) y el Esparragal(radicado en el término munici-pal de Jimena). La preocupa-ción no es sólo para los agriculto-res, sino que también puede te-ner consecuencias de caráctermedioambiental, como en el ca-so de la Laguna.

The River Guadiaro’s irriga-tion collective, backed by the mayorsof San Roque, Jimena, Casares and
Tesorillo, have asked the provincialcouncil, the Andalusian WaterAgency and the Andalusian Regio-
nal Government for help to improvethe irrigation canals, which are cu-rrently clogged due to the heavy rains
of recent months. The problem lies in the fact
that the intense rainfall filled theaquifers and rivers, like the Guadia-ro, with water, but they have alsobeen filled with various kinds ofmaterial, which is blocking two ca-nals: the Pacheco (which goes
through Tesorillo, Secadero andSan Enrique all the way to the To-rreguadiaro Lagoon) and the Es-parragal (located in the Jimena mu-nicipal area). The problem is not li-mited to agriculture, because itcould also have an environmentalimpact on areas like the lagoon.

Los servicios se ofrecerán a través de la empresa mancomunada, Arcgisa
Mancomunidad se hará cargo delagua y la basura de San RoqueTras meses de intensas negocia-ciones, finalmente, la Manco-munidad de Municipios, a tra-vés de su empresa Arcgisa, sehará cargo como hasta ahora dela gestión del agua y desde ma-yo del servicio de recogida y tra-tamiento de basuras.
La noticia la dio el alcaldede San Roque, Fernando Pal-ma, en una rueda conjunta conel alcalde de La Línea, Alejan-dro Sánchez, ciudad de la queArcgisa gestionará también eltratamiento y recogida de resi-duos sólidos.
Según desveló el alcalde,tras las conversaciones llevadasa efecto, Arcgisa seguirá ges-tionando el servicio del agua enel municipio, y a partir de ma-yo, también el servicio de reco-gida y tratamiento de residuossólidos urbanos.
A cambio, falta por concre-tar la aportación monetaria quela Mancomunidad ofrecerá alAyuntamiento, descontando,eso sí, la deuda que el munici-pio tiene en la actualidad con elente mancomunal, y el Ayunta-miento de San Roque dispon-drá de uno de los dos consejerosdelegados de la empresa Arcgi-sa, con firma mancomunada.
En concreto, el acuerdo re-coge que la empresa estará diri-gida por dos consejeros delega-dos, uno del PSOE y otro delPP, con lo que se garantiza losmejores servicios a los ciudada-nos, vivan donde vivan y estégobernados por unos o porotros.
En este sentido, Palma con-fía en que “sea un acuerdo defuturo, independientemente dequien gobierne los ayuntamien-

Palma desveló que se ha lle-gado a un “gran pacto por la co-marca, creando una empresapotente que amplíe sus serviciosa los ciudadanos”.
En todo caso, ambos alcal-des quisieron dejar meridiana-mente claro que “en ningún ca-so peligra ningún puesto de tra-bajo. Esa ha sido siempre unade nuestras prioridades y condi-ciones para seguir avanzado enal negociación. Pese a lo que di-gan algunos malintencionados,los puestos de trabajo están ga-rantizados, no sólo porque lodiga la Ley, sino porque esnuestra voluntad”.
Para ambos alcaldes, “esteacuerdo es una apuesta clarapor hacer comarca, y por lograrlos mejores servicios a los ciuda-danos con el menor costo”.
En relación a las tasas debasura, se dijo en la cita que loideal y a lo que se aspira es aque todos los ciudadanos delCampo de Gibraltar tuvieranque pagar lo mismo, pero entre-tanto, la tasa de San Roque se-guirá siendo la más barata de lacomarca, en torno a 70 euros alaño.
En el caso de San Roque,Mancomunidad será la encar-gada de gestionar el cobro de latasa, que este año se pone enmarcha por primera vez en lahistoria del municipio.
Además, Palma informó deque “los ayuntamientos de LaLínea y San Roque aportan enconjunto unos 15 millones deeuros en facturación, más de lamitad de la facturación total,por lo que Arcgisa será unagran empresa”.

servicio del agua y la recogidade la basura ha llegado tras va-rios meses de negociaciones, yde hecho el resultado ha sor-prendido a muchos ya que hacedos meses, el pleno del Ayunta-miento de San Roque aprobó elexpediente para recuperar lagestión del agua, debido a im-portantes diferencias con el entemancomunado.
El propio Palma recordóque hace años, “San Roque ce-dió a la Mancomunidad la ges-tión del agua, creándose junto aCastellar y Jimena la empresa, ydurante decenas de años muchocapital e infraestructuras fuerona esos dos pueblos”.
“Hace poco más de dosaños, a este acuerdo se unió elmunicipio de Los Barrios, querecibió a cambio una cantidadmillonaria como compensaciónpor cederle la gestión delagua”, indicó Palma.
A raíz de esa incorpora-ción, “la empresa se hace mu-
cho más fuerte y se nombran ados consejeros delegados, am-bos del PSOE, quienes contro-lan al completo la empresa, y escuando comenzamos a tenerproblemas tanto San Roque co-mo La Línea”.
A esta situación se le une elproblema que San Roque tienecon la empresa de recogida deresiduos sólidos urbanos, lacual, por falta de pago, haanunciado que dejará próxima-mente de dar este servicio.
Por este motivo, se decidióofrecer este servicio a la Manco-munidad, algo que tras unas du-ras negociaciones se ha conse-guido.
Valle del GuadiaroEl problema de la recogida debasura comenzó en enero en lazona del Valle del Guadiaro,cuando la empresa concesiona-ria, Corsán-Corvirán, abando-nó sus servicios y el Ayunta-miento tuvo que asumir a sus 20trabajadores.
Con posterioridad, la em-presa concesionaria del servicioen el resto del municipio, Ces-pa, asumió la zona norte delmunicipio, pero al poco tiempoanunció que a primeros de ma-yo se marcharía por falta de pa-go por parte del Ayuntamiento.
Contenedores soterradosTanto el Plan E del Gobierno cen-tral, como el Plan Proteja de laJunta de Andalucía, financiaránuna serie de inversiones en SanRoque en la que destacan las obraspara soterrar diferentes contenedo-res en algunas barriadas.Actualmente, se están invirtiendo82 mil euros en obras de este tipoque se están realizando en SanEnrique.Además, el Ayuntamiento ha anun-ciado que el próximo 3 de mayo secomenzarán las obras de soterra-miento de los contenedores delbulevar de Torreguadiaro, obras enlas que el Ayuntamiento invertirá135 mil euros.Estos contenedores se unirán a losocho con los que cuenta la barriadaen la calle Palmera, los cuales seinauguraron el pasado mes deenero.

Mancomunidad to take charge of San Roque’s water and waste collection
After months of intense negotia-tions, finally the Mancomunidadof Municipalities (Campo de Gi-braltar’s ‘Association of Munici-palities’) will take charge, as ithas done until now, of the waterservice, and from May it will runthe waste collection and proces-sing service.
The news was announced bythe mayor of San Roque, Fer-nando Palma, in a joint pressconference with Alejandro Sán-chez, the mayor of La Línea, atown where Arcgisa will also bein charge of collecting and pro-cessing the solid waste.
According to the mayor, fo-llowing conversations to this ef-fect, Arcgisa will continue to ma-nage the water service in the mu-nicipality, and from May it willalso manage the solid urban was-te collection and processing servi-ce.
However, the financial con-tributions that the Mancomuni-dad will offer to the municipalcouncil has not yet been decided,although the municipality’s cu-rrent debt with the Mancomuni-dad will be deducted. San RoqueMunicipal Council will provideone of the two chief executives ofthe Arcgisa enterprise, signing forthe Mancomunidad.
The agreement states that theenterprise will be run by two chiefexecutives, one from the PSOE
and another from the PP, whowill ensure the best service is pro-vided to the public, wherever theylive and whoever is in their localgovernment.
Palma trusts that “it is anagreement for the future, regar-dless of who governs the munici-pal councils or the Mancomuni-dad itself, and the two major par-ties carry the greatest share of res-ponsibility for the big things donein the Campo de Gibraltar”.
Palma revealed that a “animportant agreement for the areahas been reached, creating astrong enterprise that is expan-ding its services for the public”.
In any event, both mayorswanted to make it absolutely cle-ar that “in no way does it placeany jobs at risk. This has alwaysbeen one of our priorities andconditions to continue makingprogress in the negotiation. Des-pite what some malicious peopleare saying, the jobs are safe, notjust because the Law says so butbecause it is what we want”.
For both mayors, “this agree-ment is a clear commitment tocreating a united Campo de Gi-braltar and to achieving the bestservices for the public at the lo-west cost”.

New underground binsBoth the Central Government’s ‘Plan E’ and the Andalusian Regional Government’s ‘Plan Proteja’ will fund a number of inves-tments in San Roque which include building work to create underground bins in certain districts. Currently, 82,000 euros arebeing invested in projects of this kind in San Enrique.In addition, the municipal council has announced that on May 3 building work will begin on the bins on Bulevar deTorreguadiaro, involving a municipal investment of 135,000 euros. These new underground bins will be added to the existingones in the district on Calle Palmera, which were completed in January.

In addition, Palma announ-ced that “jointly the municipalcouncils of La Línea and SanRoque contribute around 15 mi-llion euros in turnover, over halfthe total turnover, so Acrgisa willbe a big enterprise”.
NegotiationsThe agreement via which theMancomunidad takes charge ofthe water and waste collectionservices was reached after severalmonths of negotiations. The out-come came as a surprise to manybecause two months ago, in aplenary meeting, San Roque
Municipal Council approved amotion to recover the manage-ment of the water service due tosignificant differences with theMancomunidad.
Palma himself pointed outthat some years ago “San Roquehanded over the management ofthe water service to the Manco-munidad, creating the enterprisealongside Castellar and Jimena,and for decades a lot of capitaland infrastructures went to thesetwo towns”.
“Just over two years ago themunicipality of Los Barrios joi-ned the agreement, receiving mi-llions of euros as compensationfor handing over management ofthe water service”, said Palma.
In the wake of this incorpo-ration, “the enterprise becamemuch stronger and two chief exe-cutives were appointed. Theywere both members of thePSOE, who had full control ofthe organisation, and it waswhen we started to have pro-blems both in San Roque and La
Línea”.The situation was compoun-
ded by San Roque’s problemwith the company that collects itssolid urban waste, which an-nounced that it will soon stopproviding the service because ithas been paid.
It was therefore decided thatthe service should be offered tothe Mancomunidad, a decisionmade after some intense negotia-tions.
Guadiaro ValleyThe problem with waste collec-tion emerged in January in theGuadiaro Valley area, when theauthorised company, Corsán-Corvirán, stopped providing theservice and the municipal coun-cil had to employ its 20 workers.
Later the company responsi-ble for the service in the rest of themunicipality, Cespa, took on thenorthern area, but soon announ-ced that in early May it would re-linquish the service because themunicipal council had not paid.

San Roque contará con todas sus feriasCada uno de los núcleos urbanosde San Roque volverán a contareste verano con sus tradicionalesferias, algo que por unas sema-nas ha peligrado después de queel alcalde, Fernando Palma, pro-pusiera que el número de cele-braciones se redujera a cuatro.
La crisis por la que atraviesael Consistorio ha sido el motivopara que un año más se plantea-ra la posibilidad de reducir lasfiestas locales a cuatro: la delCasco, la de la Zona de Bahía,la de la Zona Interior y otra en elValle del Guadiaro.
La propuesta incluso se lle-vó a debate en el último plenomunicipal, pero no salió adelan-te, ya que sólo votaron a favor losconcejales del Partido Popular yla concejal no adscrita, RosaMacías, votando el resto de edi-les en contra.
La propuesta de Palma hasido duramente criticada por el
resto de partidos, sobre todo porel PSOE, que incluso aseguróque la moción de Palma era una“muestra de cobardía política,ya que él sólo podría eliminarcuantas ferias deseara, puestoque se trata de una competenciaexclusiva del Alcalde, tal comose recoge en la Ley de RégimenLocal”.
Sin embargo, el PSOEapunta a que la decisión del Al-calde de incluir esta Moción per-sonal, la ha realizado porque“desea quedar ante la opiniónpública como austero ante la cri-sis al proponer la moción, a sa-biendas de que iba a perder lamoción”.
Pero las críticas no sólo lle-garon del PSOE, sus compañe-ros de corporación, el PIVG,votaron en contra ya que consi-deran que lo correcto sería con-tar sólo con dos ferias al año, unaen el casco y otra en el Valle delGuadiaro.

Administration”.However, the
PSOE maintainsthat the mayor’sdecision to inclu-de this personalmotion was madebecause “hewants to appearaustere in theeyes of the pubicin view of the cri-sis, knowing thathe was going tolose the motion”.
But the criticisms did notjust come from the PSOE; theircolleagues on the council, thePIVG, voted against the motionbecause they believed that onlytwo ferias per year should beheld: one in San Roque townand another in the Guadiaro Va-lley.

El Pinar del Rey seprepara para unanueva RomeríaUn año más, la Romería del Pa-trón de la Ciudad volverá a movili-zar los días 24 y 25 de abril a milesde sanroqueños y visitantes llegadosde todo el Campo de Gibraltar. Es-te año, la comitiva tendrá un recuer-do muy especial para Pepe Barbe-rán, figura fundamental en el rena-cimiento de esta fiesta, de modo queel Ayuntamiento inaugurará unacalle con su nombre.
Además de la inauguración dela calle ‘Concejal Pepe Barberán’,la gran novedad de este año es quesólo se podrá acampar en el Pinardel Rey a partir de las 8.00 horasdel sábado 24 (no el viernes por latarde como en ediciones pasadas) yde nuevo será preceptivo obtener unpermiso en Urbanismo.
La Romería de San Roquecomenzará el sábado 24 de abril alas 11.00 horas con la oración aSan Roque en la Ermita y salidadel Santo Patrón en carreta. Una vez que pase la tradicional Romería del Pinar del Rey, el Ayuntamientoempezará a cobrar 3 euros a los vehículos que entren en esta zona antesde las 15.00 horas de los sábados, domingos y festivos.Esta nueva tasa municipal se aprobó en el último pleno ordinario con losvotos a favor de toda la corporación, con excepción del PSOE que votó encontra.Aunque nunca se ha cobrado por el acceso al Pinar, cabe recordar que conanterioridad ya existía una norma similar, ya que en 2001 se estableció uncoste para los visitantes de 500 pesetas, aunque nunca se llegó a cobrar.Por lo tanto, lo que se ha hecho ahora en este pleno ha sino simplementeadecuar el precio al euro.El Partido Popular aseguró durante el pleno que el dinero que se recaudecon esta nueva tasa se invertirá en el mantenimiento de esta área de recreo.Así, no sólo se mejorará la limpieza del Pinar, sino que se pretende mejo-rar la seguridad y los elementos del propio recinto como las mesas y bar-bacoas.

New charge at El Pinar
After the traditional Romería del Pinar del Rey, the municipal councilwill begin charging three euros for vehicles entering the area before 3pm on Saturdays, Sundays and public holidays.This new charge was approved in the latest council plenary meetingwith votes in favour from all of the councillors with the exception of thePSOE representatives who voted against the motion.Although entry to El Pinar has always been free, in 2001 a charge of500 pesetas was established for visitors, although it was never enfor-ced.In other words, all they did in the plenary meeting was stipulate theprice in euros.The Popular Party said during the meeting that the money collectedwith this new charge will be invested in the maintenance of this recre-ational area. Inversión de CFDs en materias primasPor fundamentales, la recupera-ción económica mundial apoya labuena evolución, en general, de lasmaterias primas durante este año.2009 fue también un año positivo:el cobre cerró con unas subidas del141.5%, la plata terminó con unincremento del 48% y el oro avan-zó un 25%. Si bien en términos ge-nerales la visión es positiva, es ne-cesaria una reflexión sobre la situa-ción en la que actualmente nos en-contramos y los metales que incor-poraríamos a las carteras.
De los metales básicos -zinc,aluminio, cobre, níquel y acero-podemos hacer un análisis detalla-do tomando factores de peso comoson la inflación, la demanda y eldólar; de este modo llegamos a lassiguientes conclusiones: ni la infla-ción ni el dólar estructuralmentefuerte hace que se apueste porellos, son tan sólo las razones dedemanda, lideradas por China -40% aproximadamente del total
mundial- las que parecen sumarpuntos positivos a la evolución deestos activos. A principios de añohubo varias dudas respecto al po-tencial de este gigante debido a lasmedidas de restricción monetariaintroducidas, algo exagerado yaque eran necesarias y el problemano residía en la falta de crecimientosino en el exceso del mismo. Estepunto que parecía negativo se tor-na ahora en una oportunidad paratomar posiciones. Por otro lado, lascifras de inventarios en zinc, alumi-nio y níquel son muy altas, aúncomparándolas con las de consu-mo, lo cual arroja un riesgo. Sólolas del cobre no están en máximos yuna comparación de los inventa-rios/precios nos indica que incor-poremos este último metal a las car-teras.
En los últimos días suenan vo-ces apoyando una recuperación deloro bajo el paraguas de una menorconfianza en la deuda soberana de
los países con mayor calidad credi-ticia, si esto fuese así, el oro se posi-cionaría de nuevo como el activopredilecto a la hora de salvaguar-darnos de la incertidumbre de losmercados a nivel global y podría-mos observar recorrido al alza.Una razón de mayor peso, al igualque ocurría en los metales básicos,es la recuperación de la demanda;en el caso del oro la demanda se vioincrementada a principios de añogracias a la industria de la joyeríaindia - debemos estar atentos a lascifras del mes de marzo, ya que his-tóricamente se recoge un descenso-y a la falta de impacto que tuvo elmovimiento monetario chino antescomentado. Si analizáramos las ra-zones que apoyan la demanda deloro hoy por hoy sólo la demanda fi-nanciera, en nuestra opinión, apo-yaría una fuerte recuperación.
Otro metal que actualmentecopa los artículos de análisis es laplata, defendiendo su inclusión en
carteras frente al oro debido a superfil conservador y a su mayor es-tabilidad en términos de volatili-dad. Ahora bien, debemos darnoscuenta que más de la mitad de suproducción está destinada a finesindustriales por lo que se deberá vi-gilar el ciclo económico estandoalerta ante desaceleraciones queprovoquen caídas en su cotización.

For the basic metals (zinc, alu-minium, copper, nickel and steel) wecan conduct a detailed analysis ta-king into account important factorssuch as inflation, demand and thedollar, leading to the following con-
clusions: neither inflation nor thestructurally strong dollar are a rea-son to invest in them; it is only the re-asons for demand, led by China(around 40 % of the world total),that seem to contribute points in fa-vour for the evolution of these assets.At the beginning of the year there we-re various doubts surrounding thepotential of this giant due to the mo-netary restriction measures that wereintroduced - something that was un-necessary as the problem did not resi-de in a lack growth but in an excessof it. This point that seemed negativenow becomes an opportunity for ta-king positions. Equally, the figuresfor inventories in zinc, aluminiumand nickel are very high, even when
compared to the consumption figu-res, which entail risk. Only the cop-per figures have failed to peak and acomparison of the inventories/pricesindicates that we should incorporatethis metal into our portfolios.
Recently there have been ru-mours suggesting a recovery of goldprices under the umbrella of lower le-vels of trust in the sovereign debt ofthe countries with higher credit ra-tings. If this were the case, goldwould reposition itself as the prefe-rred asset when it comes to safeguar-ding ourselves from the uncertaintyof the global markets and we couldsee an upward trend. A more impor-tant reason, much like with the basicmetals, is the recovery of demand; in
the case of gold the demand increa-sed at the beginning of the yearthanks to the Indian jewellery in-dustry (although we must keep aneye on the March figures, becausehistorically they show a decline) andthe lack of impact that the aforemen-tioned Chinese monetary movementhad. If we analyse the reasons be-hind the demand for gold, at presentonly the financial demand, in ouropinion, would support such astrong recovery.
Another metal that is currentlyreceiving the attention of the analysisarticles is silver, whose inclusion inportfolios instead of gold is justifiedby its conservative profile and its gre-ater stability in terms of volatility.

Torrelaguna le presenta sus inquietudes al PSOELa Junta Directiva de la Asocia-ción de Vecinos Torrelaguna deTorreguadiaro, mantuvo el pasado8 de abril una reunión con el porta-voz del Partido Socialista en elAyuntamiento de San Roque,Juan Carlos Ruiz Boix, y con laconcejal, Herminia Maria Monca-yo Agüera.
La reunión se celebró a peti-ción de este grupo político en elmarco que tienen establecido decontactar con todas las asociacionespara contar, según sus propias ma-nifestaciones, con el mayor consen-so posible, a la hora de configurarsu proyecto definitivo de cara a laselecciones municipales del 2011.
En este sentido, Ruiz Boix
manifestó las prioridades que po-drían recoger en su proyecto conrespecto a Torreguadiaro y por suparte la Asociación, a través de susvocales, le fue exponiendo cuáleseran las preocupaciones e inquietu-des de los ciudadanos.
El Presidente de la Asocia-ción, Diego Pérez, les entregó uninforme sobre las carencias existen-tes en la barriada, así como los pro-yectos pendientes y que no se hanrealizado aunque los diferentes gru-pos políticos que han gobernado enSan Roque se hubieran compro-metido a ponerlos en marcha.
Pérez insistió en que en el pro-yecto socialista se detalle cuál será lapostura del grupo socialista con res-pecto a la participación ciudadana,
pues “hasta ahora se han venido to-mando bastantes decisiones de tiposocial y sobre infraestructuras sin te-ner en cuenta la opinión del ciuda-dano y sus asociaciones”, aseguróel presidente de Torrelaguna.
La Asociación de Vecinos To-rrelaguna de Torreguadiaro, quie-re dejar constancia que esta reu-nión se ha celebrado a petición delGrupo Socialista, y que en el mis-mo sentido se aceptarán todas laspropuestas de reunión de cualquiergrupo político que lo solicite, yaque de lo que se trata es de dar a co-nocer las inquietudes de los vecinosde la barriada y las prioridades decara a esos proyectos que, como eslógico han de presentarse en laselecciones de 2011.

The meeting was held atthe request of this politicalgroup within the frameworkthey have established in orderto make contact with the asso-ciations and, they say, to ob-tain as much consensus aspossible when it comes to defi-ning their plans for the 2011municipal elections.
Ruix Boix explained thepriorities that might be inclu-ded in his plans in respect ofTorreguadiaro and the associa-tion, for their part, throughtheir spokespeople, expressedthe concerns of the public.
The chairman of the asso-ciation, Diego Pérez, submit-ted a report on the shortco-mings of the district, as well as
the pending projects that havenot materialised despite thevarious political parties thathave governed San Roquepromising to set them in mo-tion.
Pérez insisted that the so-cialist plans should specifywhat the party’s stance will bein respect of public participa-tion, given that “until nowquite a lot of social- and in-frastructure-related decisionshave been made without bea-ring in mind the views of thepublic and its associations”,said the Torrelaguna chair-man.
The Torrelaguna Resi-dents Association would liketo state for the record that themeeting was held at the re-quest of the Socialist Partyand that any proposals for me-etings from any political groupwill be accepted, given that theaim is to make them aware oflocal residents’ concerns andpriorities in view of the plansthat will be put forward for the2011 elections.

Fría y tormentosa noche invernal. Tres de la mañana. Suena el telé-fono de mi habitación de la Clínica Materno-Infantil y la imperso-nal voz del recepcionista me dice:
-Doctora, tiene un paciente.Mareada de sueño y cansancio, apresuro a vestirme y me lavo la cara
para despabilarme.Mientras bajo, arreglándome el pelo, escucho un llanto que varía en
intensidad, apagándose pormomentos para resurgir,con una fuerza casi en el lí-mite de lo tolerable para eloído humano.
Al llegar me encuentroa todo un grupo familiarque incluía: Padres (con ca-ra de desesperación y agota-miento ), abuelos por am-bas partes (ansiosos de quela pediatra les diera rápida
solución ), tíos/as (una incluso me dijo que era la madrina), amigos/as dela familia (deseosos de prestar alguna ayuda a la atribulada familia), unapareja de vecinos (a los que les parecí demasiado joven para ser medica)y un pequeñín de 2-3 años con igual cara de sueño a la mía.
El objeto del desvelo era un pequeño envoltorio rosa ululante que co-gí en mis brazos y examine rápidamente: era una saludable, rosada y re-
gordeta niña de unos 40 días que emanaba salud y me miraba con sushermosos ojitos asombrados como diciéndome: “A mí no me avisaron quesería tan duro”, recomenzando con su aria en Do Mayor.
Sabiendo de antemano que el sequito de la emula de Montserrat Ca-ballé nos seguiría adonde fuéramos, decidí explorarla en la sala de esperaque tenía unos excelentes sofás para sentarnos y relajarnos todos.
Hice una exploración rápida de la pequeña, aunque ya tenía el diag-nostico, con ella en mi regazo y su somnoliento hermano a mi lado co-mencé a explicarles que la chiquitina solo padecía cólicos del lactante: esdecir que sus gases dilataban sus tripitas produciendo dolores de mayor omenor intensidad, nada grave, pero si molesto, que duran uno o dos me-ses (más acentuados en el primer mes) y suelen aparecer entre la tarde-noche.
Mientras explicaba esto había acomodado a la pequeña soprano so-bre mi pecho, masajeando suavemente en forma circular su espalda. Lesdije que o bien de esta forma, o masajeando su abdomen suavemente,suele ayudar. Sino también probar con ciertos fármacos, los que a conti-nuación enumeré. Pero lo más importante, no perder la calma.
En ese momento el niño colocando su dedito en cruz sobre los labiosdijo:
- Shhh! Callaos todos. La hermanita se ha dormido!!!

Acold and stormy winter’s night. Three o’clock in the morning. The te-lephone in my room at the Mother and Child Clinic rang and the im-personal voice of the receptionist said to me:
“Doctor, you have a patient”.Dizzy from sleepiness and tiredness, I quickly got dressed and washed
my face to wake myself up.As I went down, doing my hair as I went, I heard crying, varying in in-
tensity, stopping for a few moments before starting again, at a volume al-most unbearable to the hu-man ear.
When I arrived I was fa-ced with a family group thatincluded parents (with a lookof desperation and exhaus-tion on their faces), both setsof grandparents (anxious forthe paediatrician to give
them a quick solution), uncles and aunts (one even told me she was the god-mother), a couple of neighbours (who thought I looked too young to be adoctor) and a little boy of two or three years old who looked as sleepy as Idid.
The reason for the sleepless night was a small pink howling bundle that Itook in my arms and quickly examined: it was a healthy, pinkish, plump girl
around six weeks old who exuded health and looked at me in astonishmentwith her lovely little eyes as though to say: “No one told be it would be sohard”, resuming her aria in C major.
Knowing that the aspiring Montserrat Caballé’s entourage would followus wherever we went, I decided to examine her in the waiting room whichhad some excellent sofas where we could all sit down and relax.
I quickly examined the little girl, although I already had a diagnosis:with the child in my lap and her sleepy brother beside me I started to explainto them that the baby just had colic. In other words, her wind was stretchingher little gut and causing pain of greater or lesser intensity, not at all seriousbut a little sore, lasting one or two months (and more acute in the firstmonth) and tending to appear in the afternoon-evening.
As I explained this I held the little soprano on my chest, gently massa-ging her back in a circular motion. I told them that doing this, or alternati-vely gently massaging her abdomen, tends to help. Otherwise, there are so-me medications that can be tried, which I will list below. But the most im-portant thing is to stay calm.
At that moment the boy put his finger to his lips and said:“Shhh! Quiet everyone. My little sister’s asleep!!!

nomist and lecturer at theComplutense University ofMadrid, was elected as the newchairman of the SotograndeEUC at the end of March. Theentity represents over 3,000property owners in Sotogrande(practically the entire resortwith the exception of the mari-na area) and is responsible forthe general maintenance of theresort (public lighting, garde-ning, cleaning, surveillanceetc).

La Junta de Andalucía obliga a los propietariosa actuar contra el picudoLa Entidad Urbanística deConservación quiere infor-mar a los residentes de quela Junta de Andalucía acabade aprobar el decreto por elque se califica de utilidadpública la lucha contra elpicudo rojo de las palmerasy se establecen las medidasfitosanitarias obligatoriaspara su prevención y lucha.Con este decreto, se quiereponer en conocimiento delos propietarios que desdeahora es obligatorio “adop-tar planes de control pre-ventivos que permitan laconservación del patrimo-nio paisajístico de nuestrospueblos”.Este decreto pretende adap-
tar la normativa de Andalu-cía al nuevo marco legal co-munitario y nacional, y es-tablecer nuevas medidasobligatorias con el fin deevitar la propagación de es-ta plaga, de acuerdo con elconocimiento científico y elcontexto y circunstanciasde expansión actuales.Este decreto establece unaserie de obligaciones deobligado cumplimiento porparte de los propietarios deplantas infectadas, como“notificar la aparición desíntomas de ataque en lasplantas sensibles del orga-nismo nocivo, a los depar-tamentos de Sanidad vegetade la Delegación Provincial
de la Consejería de Agricul-tura y pesca a la que perte-nezcan; permitir a las per-sonas autorizadas por laConsejería de Agricultura ypesca, el acceso a los luga-res donde estén ubicadosejemplares de especies sen-sibles al objeto de realizarprospecciones y permitir laevaluación de los síntomassospechosos comunicados;aplicar las medidas fitosa-nitarias que se establezcanpor la autoridad competen-te; controlar las labores depoda que se ejecuten en lasplantas sensibles de su pro-piedad; y evitar nuevasplantaciones con especiessensibles en los lugares
donde se detecten los sínto-mas sospechosos de la exis-tencia de la plaga”.Además, este decreto esta-blece que el incumplimien-to de estas obligaciones “seconsiderará infracción ad-ministrativa, y dará lugar,previa instrucción del pro-cedimiento legalmente es-tablecido”.
De hecho, el decreto esta-blece que las infraccionescometidas podrán ser san-cionadas con multas, por loque la EUC quiere que lospropietarios con palmerasdañadas tomen concienciadel problema y pongan enmarcha el tratamiento cuan-
to antes.Por último, la EUC quiererecordar a todos los propie-tarios que ha habido casosen los que palmeras casimuertas como consecuenciade este insecto se han podi-do recuperar, por lo queaunque la planta presentemuy mal estado es aconse-jable tratarla, ya que en mu-chos casos, es más baratorecuperarla que cortarla.Aunque ya se ha mandadotoda esta información envarias ocasiones a los pro-pietarios, la EUC quiere re-cordar que la misma tam-bién se encuentra a disposi-ción de quien la requiera ensu página web.
Andalusian Regional Government obligesowners to take action against palm weevilThe Urban Conservation En-tity wishes to inform resi-dents that the AndalusianRegional Government hasjust approved a decree inwhich the fight against thered palm weevil has been de-clared to be of public inte-rest. The decree also esta-blishes obligatory phytosa-nitary measures for the pre-vention and extermination ofthe plague.With this decree, the aim isto make owners aware thatfrom now on they must“adopt preventative controlplans to preserve the scenicheritage of our towns and vi-llages”.
The purpose of the decree isto adapt Andalusian legisla-tion to the new regional andnational legal frameworkand establish new obligatorymeasures to prevent the pro-pagation of the plague, in ac-cordance with the scientificknowledge available and thecurrent context and sprea-ding circumstances.
The decree establishes anumber of obligations enfor-ceable on owners of infectedplants, such as “to report theappearance of the symptomsof an attack by the harmfulorganism on susceptibleplants to the Department of
Plant Health of the Provin-cial Branch of the RegionalMinistry of Agriculture andFisheries to which the ow-ners belong; to allow the pe-ople authorised by the Re-gional Ministry of Agricul-ture and Fisheries to accessthe places where the speci-mens of the susceptible spe-cies are located so they cancarry out inspections andevaluate the suspectsymptoms reported; to applythe phytosanitary measuresestablished by the relevantauthority; to monitor thepruning work carried out onthe susceptible plants theyown; and to avoid planting
new specimens of suscepti-ble species in places wherethe suspect symptoms aredetected”.
In addition, the decree esta-blishes that a failure to meetthese obligations “will beconsidered an administrativeoffence and, subject to thelegally established procedu-re, will lead to the relevantadministrative penalties”.In other words, the decreeestablishes that the offencescommitted could be punisha-ble with fines, so the EUCwould like the owners of da-maged palm trees to be awa-re of the problem and begin
treatment as soon as possi-ble.Lastly, the EUC would liketo remind all owners thatthere have been cases inwhich palm trees that almostdied due to this insect havebeen cured, so even if theplant appears to be in a verybad state owners are advisedto treat it, since in many ca-ses it is cheaper to treat theplant than it is to cut it down.Although all of this informa-tion has been sent to ownerson several occasions, theEUC would like to remindreaders that it is also availa-ble to anyone who needs iton their website.

El 13 de marzo, los estudiantesde M5 del Colegio Internacio-nal de Sotogrande hicieron unviaje a Marruecos organizadopor Rifcom, una organizaciónbenéfica registrada cuyo objetivoes ofrecer ayuda a la comunidadlocal de las montañas del Rif.
Durante el tiempo que pasamosentre los bereberes de las monta-ñas del Rif, aprendimos muchosobre su cultura y vivimos gran
cantidad de experiencias memo-rables.
El viaje comenzó con un exitosointercambio cultural entre los es-tudiantes del SIS y los estudian-tes de una escuela local deChauen, en el que se nos invitó aprobar el tradicional almuerzomarroquí en los hogares de losestudiantes. Esto nos dio laoportunidad de ver cómo vive lagente de Chauen. Para conti-
nuar con el intercambio educati-vo, al día siguiente fuimos cami-nando a un pueblo de las monta-ñas del Rif llamado Mallakesh.Allí llevamos a cabo varias acti-vidades como la plantación de100 olivos, la donación de sumi-nistros escolares a las escuelasrurales de las montañas y la re-novación de otra escuela. No só-lo ayudamos a pintar la escuela,también pasamos el día jugandocon los niños e intercambiando
juegos y actividades para el patiodel colegio.El viaje acabó pronto el 17 demarzo. Sin embargo, los recuer-dos siguen en nuestros corazonesy en el de todos los niños marro-quíes que conocimos. Este nosólo fue un viaje educativo, sinouna experiencia reveladora quenos permitió comprender loafortunados que somos y la im-portancia de ayudar a los necesi-tados. Durante el viaje nos hici-
mos amigos de la gente de la zo-na y aprendimos un montón decosas que no se pueden enseñaren el colegio. Por eso, todos esta-mos deseando volver. Esperamos que este sólo sea elcomienzo de un vínculo para to-da la vida entre el SIS, Rifcom yla comunidad marroquí, paraque otros tengan la oportunidadde participar en actividades queles introduzcan en otra cultura yles permita aprender mucho.

On 13th March the M5 stu-dents from Sotogrande Interna-tional School visited Moroccoon a trip organised by Rifcom,a registered charity that aims toprovide assistance to the localcommunity in the Rif Moun-tains. During our time spentamongst the Berber people ofthe Rif mountains we learnt avast amount about the culture
and lived through many memo-rable experiences.
The trip commenced with asuccessful intercultural exchan-ge between the SIS studentsand the students from a localschool in Chefchaouen, wherewe were invited to eat a tradi-tional Moroccan meal at thestudents’ homes, giving us all
an insight to the life of peoplein Chefchaouen. Followingthis educational exchange thenext day we trekked to a villagein the middle of the Rif Moun-tains called Mallakesh.
Here we engaged in several ac-tivities involving the plantingof 100 olive trees, the donationof school supplies to rural scho-ols in the mountains and the re-novation of another. We notonly helped repaint the school,
we also spent the day playinggames with the children, ex-changing playground gamesand activities.The trip soon came to an endon 17th of March; however thememories of the trip remain inour hearts and of all the Moroc-can children we met. This wasnot only an educational trip butan eye opening experience thatallowed us all to realise howfortunate we are and the impor-tance of helping others in need.
During this trip we madefriends with the locals and le-arnt so much which cannot betaught in a classroom; as a re-sult we are all keen to return. We hope that this is only thestart of a lifelong bond betweenSIS, Rifcom and the Moroc-can community, giving othersthe opportunity participate inactivities which will exposethem to the culture and allowthem to learn an immenseamount.

The Juan Luis Galiardo Theatrerecently hosted a performance ofthe play Don Quijote de la Man-cha. La aventura de los molinos(Don Quixote of La Mancha:the Windmill Adventure), at-tended by 150 students from thefour comprehensive schools ofSan Roque town. The play wasproduced by fifth year students ofGuadiaro’s CEIP Gloria FuertesSchool. These students had thechance to feel like actors and ac-tresses for a day, not just duringthe performance but also whenthey got dressed and did theirmakeup in the dressing rooms setup especially for the occasion.We also had the pleasure of meet-ing the culture councillor Juan
Carlos Galindo who attended theplay and said that “we are veryhappy that the Gloria Fuertesstudents are staging this play atthe theatre and the fact theywanted to offer it to other schoolsis something to be proud of. Weare delighted with these activitiesand the fact that this theatre isbeing used, because it means thechildren will continue to comehere. It’s very commendable thatthe initiative started in theschools themselves and we areopen to many more similarevents in the future”. In additionto this play, the fourth year stu-dents also performed SleepingBeauty to the whole school in theassembly hall.

no solo durante la representa-ción sino también mientras sevestían y maquillaban en loscamerinos habilitados espe-cialmente para la ocasión.También tuvimos al placer decontar con la asistencia delconcejal delegado de Cultura,Juan Carlos Galindo quiénapuntó que “estamos muycontentos de que los alumnosy alumnas del Gloria Fuertesescenifiquen esta obra en elTeatro, y también es un moti-vo de orgullo que hayan queri-
do ofrecerla a otros colegios.Nos alegra que se hagan estasactividades y que se tome esteteatro como referencia, por-que significa que seguiránacudiendo. Es muy loable quela iniciativa parta de los mis-mos colegios, y estamos abier-tos para muchísimas más oca-siones similares en el futuro”.Además de esta obra, el alum-nado de 4º también represen-tó la "Bella durmiente" en elsalón de actos ante todo elalumnado del colegio.

All of the children (currentlyaged 0-4 years) have wel-comed spring by doing activi-ties with floral motifs to cele-brate the arrival of the newseason. The activities varied depend-ing on the ages of the kids. Inclass they made all kinds ofspringtime motifs such as glowworms, flowers and butterflies,and even a green tree floweringwith the names of the children.The youngest kids spent theirtime on the flower bed in theschool playground, which wasa little overgrown following thewinter. With the help of their
teachers they weeded the bedso that the various plantscould show off their springtimesplendour. Some new orna-mental plants were also plant-ed.
The children of 3 and 4 yearsof age went on a visit to thecountryside where, in additionto doing various sports activi-ties, this time they enjoyed col-lecting wild flowers, in particu-lar daisies and one or two pop-pies. Lots of mums received anunexpected bunch of flowersand were glad to see their chil-dren’s sun-blushed cheeks.
Many parents are eagerly awaitingthe summer programme, whichwill be extended this year to chil-dren of up to seven years old. In addition to using the centre’s fa-
cilities, the children from two toseven years of age will go on fre-quent visits to a golf practice range,an equestrian centre and a magnif-icent swimming pool located in the
San Roque Golf Resort develop-ment. The kids’ experience during thesummer programme will still be abilingual one, with Spanish and
British teachers and instructors.The children’s learning based onexperiences, which is such an es-sential aspect of our project, willcontinue over the summer and will
be even more fun, if that were pos-sible, with the new opportunitiesoffered by the summer and the ex-cellent San Roque Golf Resort fa-cilities.
Los niños de todas las edades(actualmente 0-4 años) recibenla primavera realizando activi-dades con motivos florales paracelebrar la llegada de la prima-vera. Las actividades fueron diversasdependiendo de las edades delos pequeñines. En clase se ela-boraron todo tipo de motivosprimaverales, desde coloridosbichitos de luz, flores y maripo-sas hasta un verde árbol en florcon los nombres de los niños.Los más pequeños dedicarontiempo al macetero ubicado enel patio del centro, algo crecidodurante el invierno. Con laayuda de sus profesoras se pro-
cedió a arrancar las malas hier-bas para mostrar en su esplen-dor primaveral las diversasplantas de que está dotado elmacetero. También se planta-ron algunas nuevas plantas or-namentales. Los niños de 3 y 4 años realiza-ron una visita al campo donde,además de realizar diversas ac-tividades deportivas, esta vez sedeleitaron recogiendo flores sil-vestres, fundamentalmentemargaritas y alguna que otraamapola. Muchas mamás reci-bieron un inesperado ramito deflores y disfrutaron con las son-rojadas mejillas de sus peque-ños.
Muchos son los padres que ya es-peran entusiasmados el programade verano, que se hará extensibleeste año a niños hasta los 7 años. Además de utilizar las instalacio-
nes del centro, los niños de 2 a 7años visitarán con frecuencia uncampo de práctica de golf, un cen-tro hípico y una espléndida pisci-na ubicada en Las Suites de la
Urbanización San Roque GolfResort. La experiencia de los pequeñosdurante el programa de verano se-guirá siendo bilingüe, con profe-
soras y monitoras españolas y bri-tánicas. El aprendizaje de los ni-ños basado en experiencias, tanfundamental en nuestro proyecto,seguirá continuándose durante el
verano, de forma todavía más di-vertida si cabe con las nuevasoportunidades que ofrece el vera-no y las excelentes instalacionesde San Roque Golf Resort.

los partidos disputados.El acontecimiento tiene el obje-tivo principal de promover la pazen la zona de Oriente Próximo,por lo que se ha contado con unequipo de Israel, Misgav FC, re-presentado por jóvenes futbolis-tas árabes y judíos y los cualeshan servido de ejemplo parapromover la unión de ambospueblos y culturas. The international competition orga-nised by the Arsenal School at theCastellar de la Frontera sportsground, involving teams fromSpain, Gibraltar, Israel and Den-mark, ended in great success, not justbecause of the large number of spec-tators who over the three days ofcompetition went to enjoy the foot-ball, but also because of the excellentperformance from the Arsenal Scho-ol under-14s team, who lifted thetrophy after winning all of their mat-ches.The main aim of the event is to pro-mote peace in the Middle East. Withthis in mind an Israeli team was in-vited, Misgav FC, which is repre-sented by Arabic and Jewish footba-llers alike, acting as an example topromote unity between the two peo-ples and cultures.
After the opening ceremony that wasattended by the mayor of Castellar,the directors of the Arsenal Schooland representatives of the two officialsponsors, Don Jaime Ortiz Patiñoand Isola & Fiduciary, the inaugu-ral match was held in which MisgavFC faced UD Castellar.
The five participating teams madesure the crowds could enjoy some go-od football throughout the tourna-ment. The Arsenal School team, ledby Thomas Isola, put into practicethe Arsenal Way, based on fast-pa-ced one-touch football, working hardto give their opponents no respite. Astheir coach Manuel Angel said, “ithas been a very exciting few days forour boys who played magnificentlyand behaved excellently on and offthe pitch, playing an attractive and
high-quality game in which the mu-tual understanding and team spiritthat exists among the players waspresent throughout”.In the four matches played by theGunners side, their rapport and teamplay was clearly demonstrated, andthey were the only team to win all oftheir games.
The tournament also went beyondthe purely sporting component withsome of the participating teams enjo-ying leisure activities, including a vi-sit to Tarifa beach where playersform the Israeli, Danish and Spa-nish team took advantage of the go-od weather to relax, do activities inthe hotel, visit Gibraltar and go bo-wling. This allowed the youngstersfrom the various teams to mix andget to know each other better, leaving
to one side their cultural differences.Francisco Vaca García, the mayor ofCastellar, was so satisfied with theoutcome of the event that he sugges-ted holding it again at the municipalground, a proposal that the Arsenal
School accepted and which has me-ant preparations for 2011 have alre-ady begun. Five teams have alreadyexpressed a firm interest which sug-gests that the fourth tournamentcould involve more teams.

Esto ha permi-tido que los jóvenes de los dife-rentes equipos se relacionen yconozcan mejor dejando de ladosus diferencias culturales.

El Plan de Ordenación del Territorio ha sido hasta la fecha un asunto que ha preocupado a muchos residentes
El Pleno del Ayuntamiento deMarbella acaba de aprobar -conlos votos a favor de PP y PSOEy los votos en contra de IU y delconcejal no adscrito– el docu-mento de subsanación del PlanGeneral de Ordenación Urba-na (PGOU) propuesto por laComisión de Ordenación delTerritorio de Urbanismo deAndalucía (Cotua) para laaprobación definitiva del plane-amiento.
Se trata del penúltimo trá-mite pendiente antes de que laJunta de Andalucía rubrique eltexto y se produzca la publica-ción del plan en el Boletín Ofi-cial de la Junta de Andalucía(BOJA).
La alcaldesa, Ángeles Mu-ñoz, destacó que el Ayunta-miento “ha cumplido con elcompromiso de sacar adelante elPGOU”, un com-promiso adquiridocon los vecinos hacetres años y que “de-vuelve a Marbella ala normalidad urba-nística”, resaltó.
“No ha sido fá-cil llegar hasta aquípor la situación quenos dejaron y por-que partíamos deuna complicadísimagestión en la que te-níamos que demostrar a las ad-ministraciones solvencia y credi-bilidad”, subrayó Muñoz, quienrecordó que la Cotua respaldó elplaneamiento sin ningún voto encontra.
Por su parte, la portavoz delgrupo municipal socialista, Su-sana Radío, señaló que el plan“servirá para reactivar el tejidoproductivo”, resaltó el impulsode la Junta de Andalucía a dosproyectos que convertirán a laciudad en el núcleo de nuevosnegocios relacionados con lasnuevas tecnologías y la universi-dad, como la extensión del Par-que Tecnológico de Andalucía(PTA) en la zona de Guadaiza;y Holanducía, como nuevo cen-tro de desarrollo turístico.
En cuanto al suelo, recalcóla regularización de más de
16.000 viviendas que han man-tenido “en vilo a miles de fami-lias”, al tiempo que recordó quelos promotores “están obligadosa ceder dos millones de metroscuadrados”.
Por el contrario, el portavozde IU manifestó que el docu-mento supone “una legalizaciónde las ilegalidades urbanísticas,no garantiza la recuperación delos equipamientos públicos per-didos y mantiene un nuevo mo-delo de urbanismo insostenible ydesproporcionado como el pro-movido durante los años del gi-lismo”.
“Este PGOU parece pen-sado y consensuado de formadefinitiva a tres bandas: el go-bierno regional del PSOE, elgobierno local del PP y una par-te de la jet inmobiliaria, que in-tenta salvar su botín y parece te-ner cogida la sartén por donde
se debe”, expre-só, al tiempo quemencionó la “es-casa” participa-ción ciudadanacon unas 16.000alegaciones sincontestar.
En este sen-tido se pronun-ció también elconcejal no ads-crito, quien la-mentó que exis-
ten “errores graves que no se hansolucionado” recogidos en undocumento elaborado por el Co-legio de Arquitectos de Málaga.
Así, PP y PSOE acorda-ron pedir a la Junta de Andalu-cía que levante la suspensiónque pesaba sobre varias promo-ciones como los Magnolios,Vistamar, Parque Arroyo deLa Víbora y el uso comercialde uno de los establecimientosdel recinto Plaza del Mar. “Po-demos concluir que se ha podi-do demostrar, aportando los in-formes correspondientes, quela propuesta de ordenación quehace la revisión del PGOU re-sulta congruente, por lo que sesolicita a la Junta que se levantela suspensión”, subrayó el con-cejal de Urbanismo, PabloMoro.

Marbella moves towards approval of Urban Management Plan
In its plenary meeting,with votes in favour from thePP and the PSOE and votesagainst from the IU and a non-affiliated councillor, MarbellaMunicipal Council recentlyapproved the amendment tothe General Urban Manage-ment Plan (PGOU) proposedby the Andalusian Urban De-velopment Commission (Co-tua) for the final approval ofthe planning.
This document is the pe-nultimate procedure before theAndalusian Regional Govern-ment ratifies the text to be pu-blished in its Official Gazette(BOJA).
The mayoress, ÁngelesMuñoz, pointed out that theMunicipal Council “has fulfi-lled its duty to make a successof the PGOU”, a commitmentto residents taken on three ye-ars ago which “returns Marbe-lla to normality as far as plan-ning is concerned”, she said.
“It has been a difficult ro-ad because of the situation wewere left in and because westarted with an extremely com-plicated process in which wehad to demonstrate solvencyand credibility to the authori-ties”, Muñoz said, pointingout that Cotua backed theplanning without any votes to
the contrary.The spokeswoman for the
municipal socialist party, Su-sana Radío, indicated that theplan “will be instrumental inreactivating the local eco-nomy”. She highlighted theAndalusian Regional Govern-ment’s backing of two projectsthat will make the town a cen-tre of new businesses related tonew technology and the uni-versity: the expansion of theAndalusian Technology Park(PTA) in the Guadaiza areaand Holanducía, a new centreof tourist industry develop-ment.
As far as the land is con-cerned, she pointed out thatthe regularisation of over16,000 homes has kept “thou-sands of families on tenterho-oks”, and she underlined thatthe developers “are obliged toconcede two million squaremetres”.
In contrast, the IU spokes-person claimed that the docu-ment amounts to “a legalisa-tion of unlawful planning; itfails to ensure the recovery ofthe lost public facilities andmaintains a new model of un-sustainable and disproportio-nate urban development muchlike the one favoured duringthe years of corruption”.
“This PGOU looks like ithas been devised and definiti-vely agreed by three sides: theregional PSOE government,the local PP government andthe property tycoons, who areattempting to save their lootand it appears they have theupper hand”, he said. He alsomentioned the lack of publicparticipation with 16,000 ap-peals left unanswered.
The non-affiliated counci-llor was of a similar view,maintaining that there are“grave errors that have not be-en resolved” contained in a do-cument compiled by the Mala-ga Institute of Architects.
The PP and PSOE agre-ed to ask the Andalusian Re-gional Government to lift thesuspension on several deve-lopments like Magnolios, Vis-tamar and Parque Arroyo deLa Víbora, as well as the busi-ness use of one of the establis-hments of the Plaza del Marcomplex. “We can concludethat it has been shown, the re-levant reports having beenprovided, that the planningproposal made by the amen-ded PGOU is congruent, sothe regional government is re-quested to lift the suspension”,said the planning councillorPablo Moro.

La inversión mejorará el tráfico de mercancías a la salida del puerto
El Consejo de Administraciónde la Autoridad Portuaria de laBahía de Algeciras (APBA)ha aprobado en su último Con-sejo de Administración los plie-gos para la contratación de laconstrucción delos accesos via-rios y ferroviariosa la ampliacióndel puerto en IslaVerde Exterior,así como la termi-nal ferroviariaque dará servicioa los tráficos deimport/exportque generen lasempresas instala-das en las nuevassuperficies.
La inversiónde la APBA en este proyectosupera los 17 millones de eu-ros, con los que además de des-doblar la actual carretera queenlaza el Acceso Sur del puer-to con Isla Verde Exterior, seconstruirá un viario norte-sur alo largo de la ampliación, quesumará 2.200 metros de víacon dos carriles en cada senti-do.
El proyecto incluye tam-bién el acceso para los trenes de
mercancías y la construcción deuna terminal ferroviaria conuna playa de vías de 750 me-tros de longitud.
El segundo de los pliegosaprobado por el Consejo fue elreferente a la contratación de
las obras delParque de Bom-beros que cons-truirá la institu-ción portuaria enIsla Verde y en elque la APBAinvertirá 2´2 mi-llones de euros.El plazo de eje-cución será de14 meses.
El de IslaVerde será unode los dos par-ques que integra-
rán el servicio de bomberos queestá creando la Asociación deGrandes Industrias (AGI) dela Bahía de Algeciras, para do-tar al puerto y a las industriasde un servicio a semejanza delque ya funciona en el polo quí-mico de Tarragona. El parquedel Puerto Bahía de Algecirastendrá una superficie de 1.900metros cuadrados y estará ubi-cado junto al Acceso Sur al re-cinto portuario.

APBA to invest 17 million euros in port connections
In their last board meetingthe board of directors of theBay of Algeciras Port Autho-rity (APBA) approved a mo-tion to commission the cons-truction of road and rail linksfor the port expansion on IslaVerde Exterior, as well as therailway terminus that will ser-vice the import-export trafficgenerated by the companiesbased at the new premises.
The APBA’s investmentin this project exceeds sevente-en million euros, with which,in addition to adding lanes tothe current road linking the
port’s South Entrance to IslaVerde Exterior, a north-southroad will be built runningacross the expansion, adding2,200 metres of dual carriage-way.
The project also includesconnections for goods trainsand the construction of a railterminus with a 750-metre-long railway yard.
The second motion appro-ved by the board related tocommissioning the construc-tion of a fire station, to be builtby the port institution on IslaVerde and in which the APBA
will invest 2.2 million euros.The completion period for theproject is of fourteen months.
Isla Verde will be one oftwo parks that will make upthe fire service being created bythe Bay of Algeciras Large In-dustry Association (AGI) toprovide the port and industrieswith a service similar to theone already operating at theTarragona chemical park. TheBay of Algeciras Port parkwill have a surface area of1,900 square metres and willbe located by the port’s SouthEntrance.

La compañía andaluza ha trabajado menos de un año en Gibraltar GG..JJ..
Ándalus ha decidido suspen-der la conexión aérea entre Gi-braltar y Madrid antes de quese cumpla el año desde supuesta en marcha.
Aunque El Periódico deSotogrande se ha puesto encontacto con la empresa, desdela misma no se han querido es-pecificar las razones por lasque se ha tomado esta deci-sión, aunque todo parece indi-car que se debe a los proble-mas económicos por los queatraviesa la compañía.
Precisamente, reciente-mente se ha conocido que laAgencia Estatal de SeguridadAérea (Aesa) ha iniciado elprocedimiento para la suspen-sión o revocación de la Licen-cia de Operador Aéreo a lacompañía aérea Ándalus. Laaerolínea andaluza, que obtu-vo su permiso para operar enenero de 2009, atraviesa unagrave situación que le ha lleva-do a suspender rutas, incum-plir contratos y retrasar el pa-go de nóminas.
De hecho, la compañía ce-
rró 2009 con pérdidas de 5,5millones de euros y su deudatotal se calcula en 7,5 millo-nes.
La noticia de la suspen-sión de los vuelos ha sido criti-cada por el diputado nacionaldel Partido Popular, José Igna-cio Landaluce, que consideraque el uso conjunto del aero-puerto se vendió como el granlogro del Foro Tripartito deCórdoba.

It recently emerged that theState Air Safety Agency (AESA)initiated the procedure to suspendor revoke the Ándalus company’sAir Operator Licence. The Anda-lusian airline, which obtained apermit to operate in January 2009,is having serious problems whichhave led to the suspension of routes,breaches of contract and delays inpaying wages.
In fact, in 2009 the companyrecorded losses of 5.5 million eurosand its debts are estimated at 7.5
million.The news on the suspended
route was criticised by PopularParty MP José Ignacio Landaluce,who believes that the joint use of theGibraltar Airport was sold as thebig achievement of the CordobaTripartite Forum.
The Popular Party (PP) MPexpressed his regret at the fact thatthe air route between Gibraltar andMadrid has been “condemned tofailure”, much like other flights onthe Iberian Peninsula.
Landaluce intimated that theGibraltarian and Spanish authori-ties trumpeted the joint use of theRock’s airport “as the main achie-vement obtained in the Forum ofDialogue meeting, and now it lookslike we are faced with another failu-re”. He said that Gibraltar “is onceagain the main beneficiary becausethe airport expansion is still goingahead”.

El 30 de abril de 2009 Ándalus puso en marcha la tercera intentona porparte de una compañía de unir la capital de España con Gibraltar. Ándaluscomenzó con 24 conexiones semanales entre el aeropuerto del Peñón y elde Madrid. De lunes a viernes se realizaban dos vuelos de ida y vuelta dia-rios, uno por las mañanas y otro por las tardes; mientras que los sábadosel vuelo operaba por las mañanas y los domingos por las tardes. Ándalus dedicó a esta ruta un avión reactor Embraer 145 con capacidadpara 50 personas. El tiempo empleado por la aeronave en cubrir el trayec-to entre ambos aeropuertos era de 50 minutos.Cabe recordar que antes de Ándalus, tanto Iberia como GB Airways opera-ron la ruta entre Gibraltar y Madrid pero ambas compañías suspendieron losvuelos por falta de rendimiento económico.
History of the air route
On April 30, 2009, Ándalus launched the third attempt by an airlineto connect the Spanish capital to the Rock. Ándalus started with 24connections per week between Gibraltar and Madrid. From Monday toFriday there were two return flights per day, one in the morning andanother in the afternoon. On Saturdays the route operated in the mor-ning and on Sundays flights were in the afternoon. Ándalus used an Embraer 145 aeroplane for the route with a capacityof 50 people. The journey time between the two airports was 50 minu-tes.Before Ándalus, both Iberia and GB Airways operated the route betwe-en Gibraltar and Madrid, but both companies suspended the flightsdue to a lack of profitability.

Redacción�La Asociación de PuertosDeportivos y Turísticos deAndalucía, Marinas de An-dalucía, ha recomendado asus asociados que apliquen elIVA reducido del 7%, en vezdel 16%.
El colectivo ha adoptadoesta decisión después de unaconsulta vincu-lante a la Direc-ción General deTributos. Así,desde Marinasde Andalucía in-dicaron en un co-municado que,pese a las pérdi-das de la actualcrisis, encarga-ron un estudio aun grupo de ase-sores para afron-tar la situaciónmanteniendo los puestos detrabajo y la calidad de los ser-vicios.
Este IVA reducido seaplicará a las embarcacionesdeportivas para los ser viciosde atraque, tanto para las es-tancias en agua como en seco.No están contempladas lasembarcaciones destinadas anegocios como el chárter yaque la consulta vinculante es
“taxativa” al respecto: el IVAdel 7% sólo es de aplicaciónpara actividades deportivas.

The group made this deci-sion after a binding inquirywas made to the DirectorateGeneral for Tax. Marinas deAndalucía announced in apress release that, despite thelosses causes by the recession,they commissioned a studyfrom a group of consultants toconfront the situation and
maintain jobs and service qua-lity.
This reduced VAT rate willbe applied to leisure craft formooring services, for berthingboth on the water and in drydock. Vessels used for businessactivities such as chartering arenot included because the bin-ding inquiry is ‘categorical’ inthis respect: the 7 % VAT rateis only applicable to leisure ac-tivities.

Tras pasar durante el últimotrimestre del año pasado por elEdificio Diego Salinas y lasbarriadas de Estación y PuenteMayorga, desde el pasado 14de abril la exposición de foto-grafía del colectivo Wedo semuestra en la cafetería del cen-tro de Día para Mayores deTorreguadiaro, donde podrádisfrutarse hasta el próximodía 25. Se trata de una mues-tra organizada por el InstitutoMunicipal de Fiestas y Juven-tud (IMFJ).
En esta exposición se pue-den ver los trabajos fotográfi-cos de Amanda Alonso, Veró-nica Caballero y Dori Fernán-dez. Alonso ha señalado que“cada una hemos elegido un te-ma distinto (la ciudad, el dise-
ño gráfico y el cuerpo humano)y se trata de fotografías enblanco y negro porque esos fue-ron los inicios de la fotografía yéste es el inicio de nuestro co-lectivo”.
“Nuestro grupo -añadió-se llama Wedo porque significaen inglés 'nosotros podemos'.Somos un colectivo de jóvenesartistas, todos profesionales,que han vuelto a su tierra trasfinalizar sus estudios. Carlos Pacheco cuenta con una dilatada trayectoria internacional
El dibujante de cómics Carlos Pa-checo cuenta hasta finales de mescon una nueva exposición en laFundación Municipal de CulturaJosé Luis Cano de Algeciras. Setrata de una muestra de dibujosoriginales de sus creaciones másdestacadas, en los formatos y so-portes en los que realmente dibujaantes de ser sometidos a la aplica-ción del color.
Carlos Pacheco, natural deSan Roque, señaló que para él era
una especie de obligación “conse-guir que la historieta salga del en-torno que le es propio para que asíadquiera la dimensión que le co-rresponde. Por eso aquí no veránhistorietas completas, sino dibujos,fotogramas aislados, con lo quepretendo acercar también el proce-so de creación que lleva consigo elcómic”.

An illustrator for the presti-
gious American publishers Mar-vel and DC, in the exhibition heshows the creative process of va-rious Superman cartoons, fromthe rough draft to the drawing onruled paper in black and whiteand the final image in colour, so-mewhat smaller than the original.
Considered one of the mostimportant illustrators on the worldcomic book scene, a few weeksago he received the 1st Andalu-sian Comic Book Prize, awardedfor the first time in Granada andsponsored by the Andalusian Re-gional Government.

El encuentro de la final co-menzó bastante igualado, aun-que en la segunda mitad delpartido, los de Santa María, li-derados por Pedro FernándezLlorente, fueron adquiriendouna amplia ventaja en el marca-dor.
Los integrantes de Scapa-John Smith se vio entonces su-perado por sus rivales, y a pesar
de su voluntad, fueron incapa-ces de recortar distancias. San-ta María, por su parte, se dedi-có en los dos últimos chukkers aampliar su ventaja, defendién-dose con mucho orden y ata-cando de una manera directa y,sobre todo, eficaz. Su aciertode cara al arco contrario fuefundamental para mantener suventaja, pero su labor defensivafue aún más importante paraevitar problemas en el marca-dor.
Con anterioridad se cele-bró la final subsidiaria, en laque Santa Rita se impuso porun apretado 12 a 11 a La Orti-ga. Durante los seis chukkers la

On April 11 the SantaMaría team won the 2nd Do-ña María de Las MercedesMemorial tournament afterdefeating Scapa-John Smithon the Los Pinos field by 10goals to 4.
The final was fairlyevenly matched at first, but inthe second half the Santa Ma-ría players, led by Pedro Fer-nández Llorente, graduallybuilt a solid lead on the score-board.
Scapa-John Smith lettheir opponents get away fromthem and despite their good in-tentions they were unable toclose the gap. Over the last
two chukkas, Santa María,for their part, were intent onextending their lead, maintai-ning a well-organised defenceand attacking in a direct and,above all, effective manner.Their accuracy on goal playeda crucial role in keeping theirlead, but their defensive workwas the even more importantin preventing their opponentsfrom coming back at them.
In the subsidiary final,Santa Rita defeated La Orti-ga by a close 12 goals to 11.Over the six chukkas the te-ams were neck and neck, butin the end Santa Rita clinchedtheir victory.

El equipo de Santa Quiteria sehizo con el triunfo en el primertorneo de la Temporada de Pri-mavera, el XXXI Memorial Jo-sé Ignacio Domecq, al vencerpor 11 goles a 10 a Santa Ma-ría en una disputada final queno se decidió hasta el últimomomento.
Aunque el primer fin de se-mana Santa María venció aSanta Quiteria, el equipo de losEntrecanales se tomó la revan-cha, en el momento más oportu-no, el encuentro final disputadoel 4 de abril.
El encuentro comenzó con
el dominio de Santa María, denuevo con los hermanos Moramuy acertados de cara al arcocontrario, mientras que SantaQuiteria tardó un poco en si-tuarse en el terreno de juego. Apesar de ello, y liderados porGuillermo Terrera, llegaron altérmino del primer chukker conempate a dos goles. De nuevo,Santa María pisó con fuerza elacelerador y logró una destaca-da ventaja, pero de nuevo SantaQuiteria remontó, comenzandoel quinto chukker con empate a7.
Fue en este periodo cuandologró un parcial clave de 3 a 0,

Although on the first wee-kend Santa María overcameSanta Quiteria, the Entreca-nales family’s team took reven-ge at the best possible time, inthe final of the tournamentheld on April 4.
The match began withSanta María in command,with the Mora brothers onceagain displaying great accu-racy in front of the opposinggoal, while Santa Quiteria we-re a little slow in getting intoposition on the field of play.However, led by Guillermo Te-rrera, they reached the end ofthe first chukka level on twogoals. Once again Santa Ma-
ría put their foot on the gas andgained a good lead, but yetagain Santa Quiteria cameback and they went into thefifth chukka on seven goalseach.
It was in this period thatSanta Quiteria recorded a cru-cial partial score of 3-0 to headinto the final chukka with athree-goal lead, a margin, ho-wever, that Santa María ma-naged to reduce. Just a few mi-nutes before the end the teamswere level again. Santa Quite-ria scored with just over 60 se-conds left to play and despiteSanta María’s last efforts thematch ended with the scores at11-10. Consequently, SantaQuiteria were the winners ofthe 31st José Ignacio DomecqMemorial.

La Reserva celebraun torneo a beneficiode la Fundación deGolf EspecialEl campo de golf de La Reser-va de Sotogrande acogió el pa-sado 1 de abril un campeonatode golf a beneficio de la Fun-dación Española de Golf Es-pecial.
Gracias al apoyo de Soto-grande S.A., y en particular algerente del club de golf LaReserva de Sotogrande, Lu-cas de la Puente, se ha podidollevar a cabo este clásico delgolf de Sotogrande.
El campo, en unas inmejo-rables condiciones puso aprueba el juego de los partici-pantes, de modo que hasta laentrega de la última tarjeta nose pudo saber quien fue la pa-
reja ganadora, debido a lagran igualdad entre los partici-pantes. Al final los ganadoresfueron los locales John Ecclesy Richard Timmins.

La Reserva holds tournament in aid ofSpanish Adaptive Golf FoundationOn April 1 La Reserva de Soto-grande hosted a golf champions-hip in aid of the Spanish Adapti-ve Golf Foundation.
Thanks to the support of So-togrande S.A. and in particularthe manager of the La Reservade Sotogrande golf club, Lucasde la Puente, this classic tourna-ment in the area was made possi-ble.
The course, which was in ex-cellent condition, put to the testthe participants’ games. The win-ning pair could not be decided un-til the last scorecard was handedin due to the considerable paritybetween the players. In the endthe winners were the locals JohnEccles and Richard Timmins.
Following the prize cere-mony there was a prize draw and
cocktails served by the golf courserestaurant staff.
The aim of the SpanishAdaptive Golf Foundation is theintegration of people with disabi-lities through golf and other adap-tive sports. The organisationplans to open several centres incollaboration with associationsand other foundations in thearea.

Los más de 90 jugadoresque se dieron cita en La Caña-
da, tuvieron que lidiar con elfuerte viento de levante que so-plaba en la zona y algunas le-ves precipitaciones al finalizarla jornada.
Manuel Villalba Garcíafue el ganador en la categoríamasculina, mientras que JuttaNiedermaier hizo lo propio en

Esta cantidad supone, en tér-
minos porcentuales, un 0.8% deaumento en relación con el mes an-terior y un 1.4% de incremento conrespecto a primero de año.
No obstante, será a mediadosdel próximo mes de mayo cuandose procesen todas las bajas anualespor devoluciones bancarias y porimpago del recibo federativo, unaacción que se ejecuta tras una noti-ficación de aviso, por lo que la ac-

Torneo de golf de la ASGA
La Asociación Seniorde Golf de Andalucíaelige La Cañada
La Asociación Senior de Golfde Andalucía, ASGA, cele-bró el pasado 8 de abril unacompetición al tiro en las insta-laciones del Club de Golf LaCañada. En total, 110 miem-bros de esta Asociación, parti-ciparon en esta competicióndisputada bajo la modalidadindividual Stableford.
El día amaneció nublado ycon ráfagas de viento, pero se-gún avanzaba la mañana, salióun sol espléndido que ayudó aque los participantes disfruta-ran de la comida típica andalu-za servida en el restaurante deLa Cañada.
El resultado de la competi-ción estuvo muy reñido, de he-cho, tanto los ganadores de lasdos categorías de caballeros co-mo la de damas concluyeron
con 33 puntos. Soren Haggs-trom fue el vencedor en la pri-mera categoría de caballeros,mientras que Antonio OrtízLaina hizo lo propio en la se-gunda categoría. Por su parte,Helga Schmidt, fue la mejor delas damas en esta competición.
Además de a los ganado-res, durante la entrega de trofe-os también se premió a IvanBagi por conseguir la bola máscercana de caballero en el hoyo4, y en damas fue para HelgaSchimidt. El mejor segundogolpe en el hoyo 6 de caballe-ros fue para Ake Sundgren, yde damas fue para María Do-lores Cañete.

On April 8 the AndalusianSenior Golf Association (ASGA)held a competition with a shotgunstart on the Club de Golf La Ca-ñada course. In total 110 mem-bers of the association took part inthe tournament held under the In-dividual Stableford scoringsystem.
The day was cloudy at firstwith gusts of wind but as the mor-ning went on the sun came out tomake sure the participants enjo-
yed the typical Andalusian lunchserved at the La Cañada restau-rant.
The competition was veryclose with the winners of the twomen’s groups and the women’sgroup all finishing on 33 points.Soren Haggstrom was the winnerin the first men’s group, while An-tonio Ortíz Laina won the secondgroup. Helga Schmidt finishedtop in the ladies’ competition.
In addition to the winners,
prizes were also awarded to IvanBagi and Helga Schmidt for hit-ting the closest ball to the pin onhole four in the men’s and ladies’competitions respectively. The pri-ze for the best second stroke on ho-le six went to Ake Sundgren in themen’s and María Dolores Cañetein the women’s.
With this competition, theASGA once again showed thatage is no barrier to sportsmanshipand professionalism.

El 'Ciudad de Ceuta'gana la RegataHublot PalmaVelaLa séptima edición de la HublotPalmaVela ya tiene vencedores.El J-80 ‘Peraleja Golf ’, el Platú25 ‘Iberdrola’, el TP 52 ‘Arte-mis’, el RI 1’Cuadernos Rubio’,el RI 2 el barco con bandera ceutíy tripulación mayoritariamenteandaluza ‘Ciudad de Ceuta’ co-mandado por el tandem SergioLlorca (caña) y Juan Castañeda(tactico), el Mini Maxi ‘Contai-ner’ y el Wally ‘Magic Carpet 2’se coronaron como ganadores enesta regata organizada por el RealClub Náutico de Palma y que hacontado con más de 160 embarca-ciones de 23 clases distintas en lasaguas de la bahía.
De ellas, dos divisiones vivie-ron una última jornada de infarto,con cambios en sus líderes, mien-tras que en el resto las quinielas delos días previos han sido válidas.Por encima de todo, la jornada deldomingo 18 de abril regaló unasinmejorables condiciones para lapráctica de la vela, con un jugososuroeste que fue de menos a más,desde los seis hasta los doce nudosen distintas zonas de la bahía.

Sotogrande contará con un equipo en la LigaSuperibérica de Rugby
La franquicia Rugby Rocks,con una plaza para disputar laliga Superibérica de Rugby, haelegido Sotogrande como sedede su equipo. La presentaciónoficial se realizará en las can-chas de Santa María Polo Clubel próximo 23 de abril, con lapresencia del ex internacionalargentino, Gonzalo Quesada.Además de la presentación delproyecto, durante dos días, So-togrande contará con diversasactividades relacionadas con elmundo del rugby, entre las quedestaca un partido de exhibicióncon veteranos, diferentes charlasy coloquios de este deporte.
Una vez que comience latemporada de esta Liga, el pró-ximo mes de agosto, los Rocksjugarán en el estadio de PuebloNuevo de Guadiaro, que le hasido cedido por el Ayuntamien-to de San Roque para su uso decara a la Liga Superibérica.
Con respecto a la plantilladel nuevo equipo, unos 35 com-ponentes, se contempla la posi-bilidad de que algunos de los ju-gadores pertenezcan a la zona, eincluso alguno proceda de Gi-braltar, donde el Rugby cuentacon gran tradición. El resto lle-garán de otros países, con el ob-jetivo de que el equipo sea com-petitivo durante la Liga.
El principal objetivo deRugby Rocks es el fomento ydesarrollo del Rugby en la Co-marca del Campo de Gibraltar,la Costa del Sol y Gibraltar.Para ello, en la actualidad estándesarrollando un proyecto edu-cativo bilingüe para los colegios
y Ayuntamientos de la zona,con los que están llegando a nu-merosos acuerdos para estable-cer el Rugby como deporte ex-traescolar. Todas estas activida-des están tuteladas por licencia-dos y especialistas en Educa-ción Física. Actualmente, la fir-ma ha conseguido la implanta-
ción del Rugby para el próximocurso como deporte obligatorioen el sistema educativo de Gi-braltar, y además desde hacevarios meses se vienen realizan-do concentraciones para jóve-nes desde 7 a 17 años en elCampo de Pueblo Nuevo deGuadiaro.
Sotogrande to have team inSuperibérica Rugby League The Rugby Rocks franchise,with a place in the SuperibéricaRugby League, has chosen So-togrande as its home. The offi-cial presentation will take placeat the Santa María Polo Clubfields on April 23 in the presenceof the former Argentine interna-tional Gonzalo Quesada.
In addition to the presenta-tion of the project, over two daysSotogrande will enjoy variousactivities related to the rugbyworld, including a veteran’s ex-hibition match and various talksand discussions on the sport.
Once the league season be-gins in August, the Rocks willplay at the Pueblo Nuevo deGuadiaro stadium, which hasbeen allocated by San RoqueMunicipal Council for use in theSuperibérica League.
As far as the new team isconcerned, of around 35 mem-bers, it is possible that some willbe from the local area, and somemay even come from Gibraltar,
where rugby has a great tradi-tion. The rest will come fromother countries to ensure the te-am is competitive in the league.
The main objective ofRugby Rocks is to promote anddevelop rugby in Campo de Gi-braltar, the Costa del Sol andGibraltar. To do so, they are cu-rrently developing a bilingualeducational project for localschools and municipal councils,with which numerous agree-ments are being reached in orderto establish rugby as an out-of-school sport. All of these activi-ties are overseen by graduatesand specialists in physical edu-cation. The company has alre-ady managed to introduce rugbyas an obligatory sport in the Gi-braltarian education system forthe next school year, and overthe past few months trainingcamps for youngsters betweenseven and seventeen years of agehave been held at the PuebloNuevo de Guadiaro ground.

Las instalaciones de la Hípicade Sotogrande acogieron el pa-sado 3 y 4 de abril el segundoconcurso de la Liga Social deSalto con una alta participaciónde jinetes y amazonas.
Los participantes, la mayorparte de Andalucía, se dieron ci-ta en Sotogrande para demostrarel alto nivel que actualmente tie-ne este deporte, en unas jorna-das donde el buen tiempo y lagran afluencia de público fueronlas notas predominantes.
Más de 140 caballos compi-tieron en las diferentes categoríasdel concurso, sobresaliendo en elprimer día de concurso los loca-les Aurelio Cea sobre ‘amigo’vencedor de la grande y RhonaTatersall ganadora de la pruebade 1,20
El segundo día de concurso,el jinete más destacado fue Borja
Fernandez Tubau, que con Va-linco y Bouitton ganó las dospruebas más importantes de lajornada y que corroboraron elbuen estado de forma de estegran jinete. Gran actuación, porotra parte, de Francine Pons so-bre ‘Caribe B’ y de Chanel Fos-ter sobre ‘Fisterra’, ambas gana-doras de las pruebas de 1,00 y1,10, respectivamente.
Destacar por otra parte lagran actuación en este concursode la amazona de SotograndeHípica, Chanel Foster que pesea su juventud se ha clasificado enlos primeros lugares en cadaprueba que ha participado.
Una vez más, SotograndeHípica se convierte en el epicen-tro de este deporte en nuestra re-gión, donde éste y otros eventosimportantes ocuparán un lugardestacado en nuestra agenda hí-pica.
Sotogrande Hípica hold another ShowJumping LeagueOn April 3 and 4 Sotogrande’sequestrian facilities hosted the se-cond trial in the Show JumpingLeague with a high turnout of ri-ders.
The participants, who weremostly from Andalusia, went toSotogrande to demonstrate thehigh standard that currently existsin this sport. The event enjoyedsome good weather and bigcrowds.
Over 140 horses competed inthe various competition groups.
Among the local riders, on the firstday of the trials Aurelio Cea on‘Amigo’ won the main event andRhona Tatersall won the 1.20contest.
On the second day of compe-tition, the most outstanding riderwas Borja Fernandez Tubau, whowith ‘Valinco’ and ‘Bouitton’won the two most important trialsof the day, confirming the rider’sgood form. There were also greatperformances from Francine Ponson ‘Caribe B’ and Chanel Foster
on ‘Fisterra’, winning the 1.00and 1.10 trials respectively.
The Sotogrande Hípica rider,Chanel Foster, performed outstan-dingly in the tournament: despiteher young age she finished amongthe top positions in every trial shetook part in.
Once again, Sotogrande Hí-pica became the epicentre for thissport in our region, where thisand other important events willfeature highly in our equestrianseason.
