The disease puts New Zealand’s billion-dollar dairy industry at risk. The first National Pest Management Strategy for Bovine Tuberculosis was approved by government in 1998. On July 1 2011 a revised strategy came into effect called the National Pest Management Plan and provides for measures to control TB in cattle and deer herds. New Zealand is considered a world leader in bovine tuberculosis (TB) management. There are 10 million hectares in New Zealand known to contain TB-infected wild animals. In 1994 at the peak of the TB crisis in New Zealand there were more than 1700 infected herds. As at June 2011, there were 77 infected cattle herds and four infected deer herds. In the meantime, the area will be monitored for toxicity following the latest drop. ‘‘The (warning) signs will remain up until the public health officer is happy there’s no risk,’’ Mr Innes said. ‘‘It could be four to six months.’’ An advertisement in last Friday’s Chronicle advised the drop would be done from Monday November 11, Mr Innes said an earlier notification was published which covered Friday. ‘‘We can’t be totally specific about drop dates as it is weather dependent,’’ he said. Blessed with perfect weather Friday morning, Mr Innes said the drop went well. Locals didn’t agree. ‘‘It is of concern that the most recent advertisement placed stated the 1080 would be dropped on or after Monday November 11, when in fact it was done on Friday November 9,’’ local resident and kennel owner Rosemary Cleator said. ‘‘This could well have led to recrea- tional users of the area believing they could go tramping, possibly even with dogs, over the weekend.’’ When it was realised the drop was to go ahead on Friday morning a small group of protesters hastily assembled near the helicopter loading site. ‘‘It is of great concern that the poison has been spread so close to popular reserves just as the weather is warming up and families are visiting the area,’’ Mrs Cleator said. Euthanasia billLabour MP Maryan Street recentlywithdrew her private members billattempting to decriminalise assistedsuicide or euthanasia. This wasapplauded by Bob McCoskrie, NationalDirector of Family First NZ.

Our society once operated on asanctity of life ethic; namely, a personhad an inherent right to life simplybecause they were human and wereconsidered human because they werealive.

Dr John MacArthur, President ofMasters Bible Seminary, California hasobserved that there has been a shift inrecent years toward a quality of lifeethic rather than a sanctity of life ethic.This new ethic basically says a persondoesn’t have a right to live simplybecause he’s human. A person only hasa right to live if he meets certaincriteria, certain qualities. If he fails tomeet the criteria, he doesn’t have therights of a human including the right tolive.

The withdrawal of the bill provides arespite for some people until after the2014 general election when it is likely toreappear. (abridged)

Council remunerationA recent agreed payout to thedeparting chief executive of theChristchurch City Council once againhighlights the cost to local ratepayersthroughtout New Zealand when acouncil chief executive either resignshis or her position on a voluntarybasis or fails to have his or heremployment contract renewed by theparticular Local Authority.

In the case of the departing Christ-church City Council chief executive itwould appear from a recent printmedia report that the chief executivewill receive a payout of approximately$270,000 on top of his weekly salarypayment of $10,325 up until he leavesthe council position on November 30.

After six years in the chief executive’schair, the final payout would appearto be a substantial ‘‘golden hand-shake’’.

With reported Local GovernmentManagerial salaries ranging between$100,000 and $419,000, it is no wonderthat any vacant Local Body Manage-ment position attracts a considerablenumber of applicants.

With the distinct possibility ofnationwide Local Government reformduring the 2013-2016 electoral cycle itis to be hoped that a salary cap will beintroduced by the Government tocontrol the expenditure of ratepayersfunds on high managerial salaries andalso control the level of golden hand-shakes paid out to unsuccessful seniorcouncil managers. In any future LocalGovernment reorganisation in Horo-whenua, hopefully the elected repre-sentatives will have a positive role inmanagerial staff selection and salarypackages. (abridged)

Waitarere Beach’s GraemeBagrie was made the 14thinductee into the Electra KapitiHorowhenua Business Hall ofFame.

Mr Bagrie was born in Levin,attending Poroutawhao School,Horowhenua College and FlockHouse Agriculture College.

He began running the familyfarm with his parents and, later,with his wife Barbara.

An interest in machinery sawhim undertaking drainage andland development work, before

moving into the area of hay andsilage contracting, earthmovingand roading.

Waitohu Quarry at Otaki wasadded to the business, expandingto a full range of quarry products.

Mr Bagrie is now ManagingDirector of Graeme BagrieContracts, one of the region’sbiggest diverse rural contractingand gravel extraction operations,and is still strongly involved inthe day to day operation of theWaitarere dairy farm.

The contracting businessincludes council roading,Horizons stopbank work, forest

roading, building site works,farm roading, cultivation andharvesting and farm developmentand drainage.

The family-run businessesnow includes his two sons anddaughter. Between the twoentities, 25 and 40 permanent andcasual staff are employed,depending on seasonal demand.

Mr Bagrie is a committedenvironmentalist with aparticular interest in the region’scoastal lakes.

He was influential inpersuading the HorowhenuaDistrict Council and Horizons

Regional Council to adopt apreservation strategy for thelakes.

He has been a member andsupporter of many local clubs,projects, organisations andvarious sports teams includingLevin Young Farmers, COBrugby, Crusaders rugby,Horowhenua Vintage Machinery,the building of the HalliwellHockey Turf, reforming ofWaitarere Beach Entrance,Waitarere Beach Walkways,Coastal Dune LakesPreservation, and WaitarereCubs and Scouts.

The Levin Menzshed threwopen its doors last Saturday andmore than 50 people dropped into check out what the men getup to inside the big shed inMcKenzie St.

It was also an opportunity forpeople to browse the selection ofchildren’s toys, furniture andother wooden items made by thehandymen on sale to the public.

Menzshed secretary TonyMurdoch said they were veryhappy with how the day went

and even more excited aboutsigning up four new members.

‘‘While the open day is to letpeople know we’re here and torecruit new members, we alsowant people to know we cantackle most woodworkingrepairs.

‘‘Just bring the item downand we’ll have a look at it. Wedon’t charge a lot, we just like adonation.’’

Members of the LevinMenzshed are also activelyinvolved in communityprojects, including repairing

and repainting Santa’s Sleighused in the annual LevinChristmas Parade, repairingand donating new toys forplaycentres and kindergartens,and building the LevinAdventure Park stage.

Horowhenua police have beencalled to 53 incidents of familyviolence in the past 14 days.Police family violence co-ordinator Sergeant Martin Bullsaid disappointingly 25 of theminvolved alcohol. In 10 casespeople were arrested andcharged.

A 34-year-old man wascharged with assault with intentto injure, a 50-year-old mancharged with common assaultand a 20-year-old man chargedwith breach of protection orderand unlawful taking a motorvehicle.

A 42-year-old male wascharged with common assaultand wilful damage, a 39-year-oldman was charged with breach ofprotection order, assault andpossession of a weapon and a45-year-old man was chargedwith common assault and maleassaults female.

A 23-year-old man wascharged with wilful damage andcommon assault, a 54-year-oldman charged with commonassault, an 18-year-old man wascharged with a threatening actand assault, and a 46-year-oldmale charged with four breachesof a protection order and twocounts of disqualified driving.

Mr Bull said a disturbingtrend in the above was the age ofthe offenders. A lot of them werein their late 30s and older.‘‘People who I thought wouldhave been more mature andhave better skills when dealingwith conflict.’’

With the Christmas periodapproaching, it is importantthat people recognise it can be astressful time.

There are ways of dealingwith arguments such as walkingaway when things get tooheated.

Never try to solve argumentswhen drinking.

Levin violinist Emily Wishnowskyemerged the winner of the instrumentalsection of the Levin Music Society’sYoung Performer awards, having takenthe supreme award last year.

The 17 year old, who can often befound busking outside The Warehouse,Levin, is taught by Mary Taylor.

Playing Allegro con fuoco fromVeracini’s Sonata in E minor the hugeaudience was spellbound.

The judges obviously concurred,announcing Emily as the overall winner.In the vocal section, Rawiri Kerehoma-Hoerara, 16, took out the supreme vocalaward.

A Waiopehu College student, Rawiriaccompanied himself on the guitarsinging Te Rina and Takoto. King’s

Sound Centre sponsored the eventoffering a $150 first prize in each section,second $100 and $50 as an encouragementaward.

Runnerup in the vocal section wasShania Clifton, 14, who successfullycompeted in the Manawatu PerformingArts competition earlier this year andperformed pieces from Phantom of theOpera.

Selena Hansen-Purchas, 12, wasperforming at Levin Music Society forthe first time and was given anencouragement award.

Horowhenua College student JoshuaYoung, 14, finished third at this event lastyear and was awarded runnerup thisyear for his piano presentation of piecesby Muller and Ruiz.

Clarinet player Andrina Perigo, 14,received an encouragement award.

A highlight of October was attending theMidCentral Health Awards where theCommunity Wellbeing Executive, Life tothe Max and Social Sector Trial won theaward for Excellence in IntersectoralCollaboration to Improve Health andSocial Outcomes.

Our nomination focused on ourcollaborative approach to increasing

youth healthservices,establishing asecond AoDcounsellorposition, the anti-sale of legal highscampaign, youthco-ordinatorsupport and youthdevelopmentprogrammes.

Theseprogrammes

include CACTUS Programme and Life tothe Max skills-based ‘Awhi Programme’in which there is a health and wellbeingcomponent.

The nomination also included theestablishment of a Health WorkforceTrust to look at GP attraction andretention. It was an honour to berecognised for our work ahead of 10 othernominations. Well done to all involved.

As we are nearing the end of the schoolyear, for some students interest drops offand they start making excuses to stay athome. Allowing young people to skipschool gives the wrong message that theireducation is not valued.

It is vital to stress to young people theimportance of attending school all day,every day. As well as being a requirementby law, it is in the young person’s bestinterests to remain engaged in school

right through to the end of the school year.A group of spectacular young dancers,

who formed after participating in theAmaze Dance Programme in July, placedhighly at two Palmerston North dancecompetitions recently.

They won the Hip Hop section in thePalmerston North Dance Associationcompetition and were also awarded the

cup for Best Group overall. The followingweek they entered the Dance NZ Madecompetition competing againstexperienced hip hop, jazz andcontemporary groups. The crew wasextremely excited to be placed first intheir section and to top it off they wereawarded a trophy for highest scoringgroup across all of the sections.

This is an outstanding achievement fora crew who are totally self led.

Acknowledgement must go to RohaTaiapa who choreographs the crew’sfabulous dance routines. The crew isgrateful to be able to utilise Te TakereYouth Space for practices. You can catchthe Amaze Dance Crew at the East SchoolGala today.

Constant wheezing, coughing andshortness of breath in older people canoften be a sign of chronic obstructivepulmonary disease (COPD).

The term COPD covers conditionssuch as emphysema and chronicbronchitis and means breathingpassages in the lungs are blocked andlung tissue is damaged.

There is no cure, but there is helpand support on hand for Horowhenuaresidents to manage and control thecondition.

Karen Morow-Griffin has hadbronchitis since childhood and knowsfirst-hand how debilitating andisolating the condition can be.

‘‘Even just crossing the room toanswer the phone can leave mebreathless, and people start apologisingfor making me run.’’

She says many people avoid goingout if they are constantly coughing upphlegm and she herself became a bit of arecluse at one time.

However, as vice-president of theHorowhenua Breathe Easy SupportGroup, Karen is encouraging anyone inthe same boat to ‘‘come along and have agood cough with us’’.

‘‘We’ve all got the same problem sono one is going to take any notice of youchoking, coughing or spluttering.’’

The group meets once a month andhas become a social gathering andsupport network for sufferers of allrespiratory diseases, as well as theircarers and family members.

A new state-of-the-art centre at Southern Cross Hospital, Newtown provides vascular and endovascular* surgery at alevel never seen before in the Wellington region. The good news for Palmerston North is that the centre’s pre-eminentvascular surgeon, Mr Kes Wicks, will shortly be consulting in the Manawatu. Treatment of varicose veins may be thefirst thing that comes to mind when talking vascular surgery, but Mr Wicks’ expertise extends to every aspect of hisprofession, his training having taken him to most of the leading centres in Australasia.

“I specialise in treating problems with arteries and veins. Arteries can dilate, often in older patients,sometimes causing strokes or making walking difficult. Dilated arteries around the stomach can causelife-threatening bleeding. Techniques using balloons and stents within the arteries are much better tolerated,particularly by older patients.”

Getting back to those unsightly varicose veins.

Research shows a success rate of 93-98% in patients who have had EVLT treatment for varicose veins.The procedure includes the use of ultrasound to map your veins. Only local anaesthetic may be used rather than ageneral anaesthetic. A thin laser fibre is inserted in a tiny entry point, usually near the knee, and it is the energy fromthe laser which shrinks the vein, preventing the flow of blood There is minor soreness which can be managed withPanadol and minor bruising may result but normal activities can be resumed within 24 hours. Your hospital stay isonly up to 4 hours after the procedure.

‘‘It’s a lot of fun andsomething to do. A man’sgotta have a toy. Life is forliving and I could cross theroad from my house andget knocked down. Whenyour time’s up you go, soyou might as well makethe most of it while you’rehere.’’

Suzuki lifts the lidon X-LANDER

The radical Suzuki X-LANDER showcar is about to go on display at theupcoming Tokyo Motor Show.

With an eye to individuality, theyprovide a preview of upcoming designsfrom the Japanese motormanufacturer.

Based on the compact Suzuki Jimny,the innovative four-wheel-driveX-LANDER is powered by a 1.3-litreengine and boasts a newly developedautomated manual transmission.

Sporting fat tyres, high groundclearance and a fixed rollover hoop, theX-LANDER resembles a 21st centurybeach buggy. It has a shallow,speedster-like windscreen and looks asstunning at the rear as it is at the front.

The car’s unique styling makes it acrowd-pleaser, but the open top, two-

door model with its hybrid 4WD systemhas the benefit of being highly capableoff-road and environmentally friendly.

While the X-LANDER will be idealout in the field, this futuristic take onsmall 4WD vehicles is also intended tobe a competent city car with its agileresponse and small dimensions.

Meanwhile, Suzuki’s five-door iV-4is a lower medium size Sport UtilityVehicle (SUV) built on a new platform.This model will become a productionreality by 2015 where it is set to join thefastest growing class of cars in Europe.

Slotting in size between the SuzukiSX4 and Grand Vitara, the iV-4 is4215mm long, 1850mm wide and standshigher than an SX4 and lower than theGrand Vitara. It has heavily sculpturedlines, a clam-shell style bonnet and the

five-bar grille which has been ahallmark of Suzuki SUVs.

Notable features include roof-topspotlights, skinny door mirrors, largedaytime running lights and extralighting around the front grille. Suzukiwill offer a high level ofpersonalisation, allowing owners tochoose a range of roof and interiorcolours, along with other options,including a choice of texture for somebody parts.

The iV-4 will have Suzuki’s nextgeneration four-wheel-drive Allgripsystem and will emit extremely low CO2emissions. The car’s name-tagoriginates from the words individuality(i), vehicle (V) and four-wheel-drive (4),but the iV-4 will likely have a differentname when it goes into production.

Subaru to unveil sports tourerSubaru will unveil a new sports tourerprototype, the Levorg, at the TokyoMotor Show, later in November,together with two other world premiereconcepts.

Levorg has a sports car feel with thefocus on safety and environmentalcredentials combined with thepracticality of a touring car. The nameLevorg comes from a combination ofLegacy, revolution and touring.

It is currently under developmentfor production model launch in 2014,for the Japan domestic market.

‘‘This vehicle holds a specialmeaning for us in NZ as it will appeal tothe many Subaru owners of theprevious generation Legacy GT’s whotruly enjoyed these very driver centriccars which seemed they were designedfor Kiwi conditions,’’ said WallisDumper, the managing director ofSubaru of New Zealand.

‘‘We cannot confirm yet if and whenwe will see the Levorg in New Zealandbut we will be trying to access it forsure. Many Kiwi Subaru enthusiastswill be surprised the next generationWRX is not being revealed at Tokyo butmy guess is the USA will enjoy thatmodel’s premiere,’’ said Mr Dumper.

‘‘The USA got to reveal the WRXconcept earlier this year and they are amassive growth market for Subaru at

the moment, almost enjoying the samesort of status Subaru has held in NZ forso many years.’’

The Levorg powertrain features thenewly-developed 1.6-litre horizontally-opposed direct injection turbo (DIT)engine.

Levorg also has Subaru’s next-generation EyeSight driver assistsystem, with many added safetyfunctions and the new steering supportcontrol.

Also debuting at Tokyo will be theCross Sport design concept, Subaru’svision of the next trend in SportsUtility Vehicles.

It has a compact body with anoverall length of just 4300mm, allowingfun driving combined with easy seat

access, a comfortable interior, andabundant luggage space.

The third concept is the Crossover 7— and as the name suggests, it is aseven-seater.

Crossover 7 has a sophisticatedurban look but its exterior also projectsrough-road driving capability.

The interior features smooth tanleather seats, in an elegant and roomyspace. It has a 2.5-litre ‘‘Boxer’’ engineand symmetrical All wheel Drive withSubaru’s Lineartronic transmission.

Subaru will also show the VIZIVEvolution Hybrid Concept, previouslydisplayed at the 2013 GenevaInternational Motor Show with its 1.6litre DIT petrol engine and three electricmotors.
