SCENE IN HOROWHENUA

LVN090614fwgypsy

SUNRISE over Horowhenua captured by Dot and Derek Canvin, also knows as the Gypsy Rovers. The couple travelthroughout New Zealand, having returned from travelling along United Kingdom canals in a narrowboat. In New Zealandthey satisfy their roaming gypsy instincts with a 6.2 metre caravan and try to get away in the van at least once a monthwith members of the Heretaunga Caravan club to anywhere within 60-100km of Wellington. Most recently their touringincluded a visit to Horowhenua where this snap was taken with a Canon Digital Ixus 80 IS.

Walkway issuesRe: The Piriharekiki Walkway, Foxton.

Having spent the best part of 17 yearsworking and living in China, whereamongst other things, I was involved inwas an English language publication.

Last year a couple of Chinese friendsvisited and enjoyed visiting the (Foxton)beach, the windmill and seeing the horsedrawn tram. They suggested that webring tourists from China to Foxton so Idecided to see what else was available.

I walked the Piriharekiki Walkwaywhich runs along the top of the stop bankof the Foxton Loop with a view tobuilding this experience into a pro-gramme for tourists from China.

The first alarming thing was anorange warning sign telling us to avoidentering the water because of the pol-lution. So much for the ‘Clean Green’image of New Zealand.

The beginning of the walk, through asmall pine plantation, was enjoyable, thepath was clear and the walk was easy.

As we left the forest we came across aseries of gates and electric fences each ofwhich had a simple but effective style foraccess. It appears that the gates shouldbe locked but some were not and severalof the electric gates were not connectedand simply tossed in to the grass bank.

The stream was not flowing and thewater appeared brackish and full ofweed, silt and algae – not in the leastattractive. Part of the walkway had thickwet grass which came halfway to myknees and naturally soaked my shoesand trousers. When we reached the flood

gates, it was fascinating to see that theywere closed — which accounted for lackof water in the river.

Then we came across a new chal-lenge. The grass was short and thewalking was easy — apart from the factthat we had to dodge cow pats. A fewhundred metres further on we met 25young and very curious heifers whowere actively laying a maze of cow patsalong the walkway and down into theriver.

As a former dairy farmer, theseanimals were of no concern but to aforeign tourist, especially a city-bredAsian, they could cause a degree ofconsternation.

In conclusion, we have a great assetin the walkway but the river needs anincreased flow to remove the silt andpollution. The grass needs mowing andfrankly cattle which defecate on thewalkway and in the river should not bethere. This is not a difficult goal toachieve and if we want to grow NewZealand’s second largest industry, Tour-ism, we have to think about the touristsand what they encounter and our CleanGreen Image because that impacts onour main export industry — dairy.

Rates hikeRe HDC rates. Horowhenua DistrictRatepayers would not be surprised at theproposed rates increase for the 2014/2015financial year.

The proposed rate increase has been

signalled at 9.56 per cent with inevitableincreased costs associated with therenewal of infrastructure such as waterand sewage reticulation as well asroading and footpath improvements.

A ‘big tick’ item which has resulted ina substantial charge on the districtratepayer would appear to be the run-ning costs of Te Takere through the TeHorowhenua Trust.

Increased funding for the Te Horo-whenua Trust, which manages TeTakere and the district's libraries, hasbeen increased by $197,000 resulting inthe overall costs totalling $1.7 million!

Ever since the HDC was createdthrough amalgamation in late 1989,successive councils have endeavoured tokeep property rate increases to a reason-able and affordable level, particularlywith regard to district ratepayers onfixed incomes, however the continuingpolicy of pegging rates has resulted ininevitable increases in recent years.

In retrospect, the Te Takere develop-ment and the annual running costsassociated with the development, havehad a considerable impact on the coun-cil's available funds.

Possibly a review of how the TeHorowhenua Trust's funds are allocatedwould be of interest to District Rate-payers as well as regular users of theDistrict's libraries.

An internal council audit wouldappear to be appropriate at a time whenthe demands on District Ratepayersfunds are at a premium!

Awareness day puts elder abuse in spotlightSTREET APPEAL

Ahead of World Elder Abuse Awareness Day on June 15, aStreet Day Appeal will be taking place today in Levin outsideWestpac, BNZ and Te Takere. Age Concern will also have adisplay in Te Takere from today until June 20, manned byAge Concern staff from 10am to noon, available to discussany concerns that members of the public may have.

Three-quarters of reportedelder abuse occurs at thehands of family members.

World Elder AbuseAwareness Day on June 15will be highlighting thiswidespread issue in NewZealand and helping topromote the wellbeing, rights, respect and dignity of olderpeople.

Jo Smith, MidCentral DHBportfolio manager, health ofolder persons, said it neededcommitment by all healthcareproviders and communitymembers to work together tomake a difference inidentifying abuse andproviding support to thosewho have experienced abuse.

“We have got to get betterat recognising the signs andsupporting people to talk tosomeone they trust,” she said.

There are five commonlyidentified categories of elderabuse: physical and sexualabuse, psychological-emotional abuse, financial-material abuse, and neglect.

Ms Smith said much hadbeen done to improve theaccess to information onabuse and neglect, includingthe development of nationalelder abuse guidelines.

“These are a practical wayto assist health services tomake safe and effectiveinterventions where abuse

has been identified.”Age Concern Levin

“One of the reasons it stayshidden is because peopleabused at the hands of theirown flesh and blood won’t talkabout it.

‘‘The more we allunderstand about the differenttypes of elder abuse, how torecognise it and what to do tostop it, the better.”

BLUE BEATwith DAMIANGRAVESSenior ConstableNeigbhourhood Policing TeamLevin South

There is never a dull momentin the police and the last weekwas no exception.

Firstly, police are keen totalk to anybody who may haveseen an incident at about4.30am on Tuesday June 3. Atabout this time a man wasbiking to work on LiverpoolStreet, when he was struckfrom behind by a silver car.The man was knocked off hisbike and suffered grazes and asuspected broken wrist. If youare the driver of the silver caryou need to make yourselfknown to police. Or if you canhelp in identifying the driver,or car, please let police know.It is possible the driver was

also on his way to work, so ifyou know anybody thattravels that route with a silvercar, early in the morningplease contact police.

The vehicle involved mayhave minor damage to thefront left area. Every drivershould be fully aware that inthe event of any kind ofcollisions with anothervehicle they have a lawfulobligation to stop and checkon the welfare of the otherparty. Not to do so is a seriousoffence.

This brings me on to mysecond road safety point; cyclehelmets. We often hear thecatch cry, “I don't need ahelmet”. I don't know if therider above had one on, butthe point is, if his head hadstruck the car, any helmetwould have been worth its

weight in gold. You may haveseen the media reports about‘Cops On Bikes' in Levin, wellthey are out and about, andare enforcing a local CycleSafety Campaign. If you getspotted by them and yourbreaking the cycles rules, youcould get a ticket. Anybodywithout a cycle helmet will bean obvious target!

The NeighbourhoodPolicing Team (NPT) isrunning this project and theywill be especially active in theSouth East section of Levin.

There have also been acouple of rural incidents Imust comment on. Adistinctive log splitter hasbeen stolen from a ruralproperty, so please keep aneye out for it. It is paintedRoyal Blue, has mag wheelsand the splitting wedge comes

down from the top. Thesplitter is also fitted with a loglifter platform, which is raisedby a steel cable.

If you can help police inlocating this log splitter, wewould be pleased to hear fromyou.

A young male was recentlyseen by police doing a burnoutin the McArthur Street area.Sadly for him his car wasseized and he will have his dayin court. The usual outcomefor this kind of stupidity is adecent fine and a loss oflicense. Repeat offending willsee his car crushed. You reallydo have to wonder sometimes.Having a driver’s license is aprivilege, not a right. If youput other road users at risk, you lose your privileges — asimple concept not understoodby all.

Work begins on boat washdown facility

LVN130614spllake

PROGRESS: A new washdown facility for boats being built near the Lake Domain will help prevent thespread of aquatic weed in Lake Horowhenua.

Work to restore LakeHorowhenua is under way withthe construction of a public boatwashdown facility that will helpprevent the spread of aquaticweed.

Water from the new boat washwill drain into the sewer and betreated as wastewater. Thewashdown facility, oppositeKowhai Park in Queen St West, isan initiative of He HokioiRerenga Tahi, the LakeHorowhenua Accord, and is beingfunded by Horowhenua DistrictCouncil and CentralGovernment’s Fresh Start forFresh Water Clean-Up Fund.

A dedicated monitoring boatthat will only be used at the Lakehas been purchased by HorizonsRegional Council for staff toregularly monitor aquatic weedlevels. The boat has been namedTe Tuna Tapu o Punahau by LakeTrustee Marokopa Wiremu-Matakatea, which translates to‘the ancient eels of Punahau’.

Horizons freshwater andscience manager Dr Jon Roygardsaid council took the prospect ofweed entering the lake veryseriously.

“Excessive lake weed has beenidentified as one of the key issuesfor the lake, that’s why it’s greatto see this work get under way.”

A survey of lake weed carriedout earlier this year, found a typeof oxygen weed known as elodeacanadensis to be the mostprevalent, with weed coveringabout 48 hectares of theapproximately 300 hectare lake, differing from previous surveys, which found curled pondweed tobe dominant.

“Lake weed does have itsadvantages as it dampens waveaction, provides habitat fornative fish and removes nitrogenfrom the water. However,

excessive lake weed drives blue-green algal blooms which aresmelly and can release toxins andbecomes an issue for recreation,”said Dr Roygard.

“One way to help removenutrients and reduce the algaeblooms is weed harvesting, andwe have been working withNIWA to determine the best wayto do this. It would be carried outwith care by cutting rather thancompletely removing the weed sonot to disturb sediment on thelake bed or impact native fish.”

Dr Roygard said it was alsoimportant that people check, clean and dry their gear betweenwaterways.

“These simple steps can makea world of difference and the newwashdown facility will be a majorhelp.”

Chairman of the LakeHorowhenua Accord MatthewSword said the Accord partnershad jointly developed an ActionPlan for the Lake restorationeffort, which would be publiclylaunched in July, less than oneyear on from the Accord signing.

“The Action Plan sets out theinitial projects that we willundertake to start the process ofbringing our taonga back tohealth and returning the Lake asa source of pride for the ownersand the people of Horowhenua, ”

said Mr Sword. “By publiclyidentifying what we will be doing, what the community can do andwhat the key issues are, we aredrawing a line in the sand andmaking a real commitment to thefuture of the Lake.”

Horowhenua District CouncilMayor Brendan Duffy was alsopleased to see progress.

“Almost one year on from thesigning of the Lake HorowhenuaAccord, the development of theAction Plan has all partnerssinging from the same song sheet. We have the funding to make astart on restoration and we’rewasting no time in getting effortsunder way.”

Levin butcher among the top cuts

LVN130614splbutcher

SO CLOSE: Levin New World butcher Lionel Drake narrowly missed out on a place in the finals of the 2014 Young Butcher of the Year.

By TANYAWOOD

Levin’s Lionel Drake entered the2014 Young Butcher of the Yearwith one thing on his mind, toprove to his children that he is agood butcher.

From the age of 6, growing upon a farm, Lionel said he wantedto be a butcher and from the age of10 started on his unofficialapprenticeship cutting up meatfor the dogs.

Fifteen years later, with 10years’ experience in the industryworking in Levin Write Price andcurrently Levin New World,Lionel entered his first YoungButcher of the Year this month, coming third in the regional heat.

Competitors were given awhole beef rump on the bone, porkloin with belly and a wholechicken and two hours in which tocomplete a display worthy of anold-fashioned butchery.

“We had to produce specificcuts of meat like steaks, loin chopsand schnitzel as well as come upwith our own different cuts andways of presenting the meat,” saidLionel. “It was all precise cutting. It was a lot of pressure and thetime went really fast.” Lionelcame up with a total of 16 differentbeef cuts, ten different pork cutsand about six for the chicken, aswell as producing a BeefWellington, kebabs and porkbones made up as a platter withspinach and kumara.

“I just ran out of time gettingall my signs up for each of themeats,” he said. The competitionalso included a theory test andinterviews with the judges.

Lionel said, although he washappy enough with hisperformance, he would like to

have been one of the top twoplaced going through to the finalsin September. “The kids werereally excited though. They wereproud of their dad.”

With his eye on next year and

the national title, he is alreadyplanning his next meat display.

Casey Wood, FoodstuffsButchery and Bakery TrainingSpecialist, said Lionel hadperformed extremely well.

“It’s a lot of pressure and justentering deserves recognition.Lionel was competing againstbutchers with a lot moreexperience. He should be proud ofwhat he’s achieved.”

Levin New World jointoperator Gwen Bailey said, despite not getting through to thefinals, Lionel had the confidenceto show off his great butcheringskills. “He did Levin proud.”

RDA needs help, horses

KAHLUA began life as a pony club pony, but 24 years ago she came to Levin RDA whichshe much preferred. Levin Riding for the Disabled has had tocancel a Tuesday morning session due tolack of manpower.

Three sessions per week are run byvolunteers but they are becoming thin onthe ground. “Unless we can attract morevolunteers this will happen morefrequently,” RDA president Rick Schimpfsaid.

RDA is a voluntary, not-for-profitorganisation which provides opportunitiesfor anyone with a disability to enjoy safe, therapeutic horse riding.

Levin RDA is based at the formerKimberley Centre with riders coming fromthroughout Kapiti to Palmerston North.

“Volunteers don’t have to be horsey,”Mr Schimpf said.

“We have a variety of jobs, not all ofthem involve being with the horses.”

Sessions run from 8.30am until 12.30pmon Monday, Tuesday and Thursday.

“Tuesday morning we really aredesperate for help,” Mr Schimpf said.

Horse resources are a bit stretched atthe moment too. Operating with nine

horses, two being on loan, RDA wouldideally love the use of another pony orhorse.

“We do have a lot of adult riders, butour small pony is only on loan and isperfect for children or smaller riders,” MrSchimpf said.

“Loan horses have a wonderful, allexpenses paid life with us and, of course, owners are welcome to come and see themanytime.”

Not all horses are cut out for RDA life, others may seem unlikely candidates buttake to the training exceptionally well.

Mr Brown, a retired ‘too slow’racehorse, has just joined the team and isbeing assessed for suitability.

“We have a horse on loan at the momentfrom a woman who is riding the length ofNew Zealand, but needed somewhere topark up over winter,” Mr Schimpf said.

“Wiki is with us until spring, it does usa favour having him to use and it does hisowner a favour having a nice place forWiki to stay.”

If you are able to help contact RickSchimpf ph (06) 362-8088 or leave a messageon the RDA phone 368-0324.

Council incentive to register dogs earlySome Horowhenua dog owners will be infor a bonus this year.

Selected owners could win a fullrefund of their dog registration fees, butthey need to register their dogs and makepayment by Friday July 11.

Horowhenua District Council isoffering 10 refunds that will be drawn inthe promotion to encourage owners toregister their dogs early.

Council regulatory services managerMike Lepper said registration renewalnotices would be posted at the end of Juneto the last recorded address held on dogowners records.

Owners will see that fees haveincreased by $10 per dog.

Mr Lepper said this was the firstincrease for three years and thatHorowhenua's animal control fees andcharges would still be less than thosecharged by most other councils in NewZealand.

Mr Lepper said the increase wasnecessary to cover the costs faced by thecouncil and so it could meet itsobligations under the Dog Control Act.

The fees cover about three-quarters ofthe cost to run council's Animal Servicesdepartment, as well as action complaints, pay for education programmes andmaterial, pound facilities, and legal costs.

The balance is covered by Council. There are approximately 6100 dogs in

the Horowhenua district.Mr Lepper said that each year the

council received about 1500 dog-relatedcomplaints and approximately 600 dogswere impounded, of which one-thirdunfortunately end up having to beeuthanized.

He says that all impounded dogs thatare not claimed and are suitable forrehoming are rehoused with a caringfamily.

Dog registration fees will range from$34 for a puppy to $255 for a dangerous-classified dog, with most fees between$45 and $102.

Registration payments are due byThursday July 31. A late penalty of theregistration fee plus 50 per cent willapply for registrations paid after July 31.

Mr Lepper said any dog owners whobelieve they may have difficulty inpaying their dog registration fees wereencouraged to contact Council now on 06366-0999 to discuss possible options.

“We'd rather talk with people nowand perhaps arrange a payment plan toavoid the risk of them receiving a $300infringement fee,” Mr Lepper said.

A complete list of the animal controlfees and charges is available on

Council's websitewww.horowhenua.govt.nz

Payments can be made at Councilservice centres in Levin, Foxton orShannon. Council's Levin office at 126Oxford Street will also open from 9am to

noon on Saturday July 5 and SaturdayJuly 12 to accept registration payments.

Also, anyone who takes their dog andregisters them on either of theseSaturdays can also have their dogmicrochipped at the reduced rate of $15.

This June we focus on arthritis. Arthritis is incrediblycommon in both cats and dogs. Many of the old catsthat we used to think were just grumpy, or cranky, wenow know that most are actually sore. There is a lotthat we can do to help them.

There are many kinds of arthritis, (inflammation ofthe joint.) Septic arthritis is inflammation causedby infection. Rheumatoid arthritis is inflammationdue to an autoimmune disease, where the bodyhas become allergic to its own tissues. Juvenilepolyarthritis is a poorly understood illness that onlyoccurs in young animals. Osteoarthritis, sometimescalled degenerative joint disease (DJD) is due towear and tear on the joints over time. Joints that arepoorly aligned, such as dysplastic hips or elbows, arepredisposed to DJD. If you think that your cat or dogmight have DJD, or any kind of arthritis, do talk toyour vet. There are many treatment options availableincluding glucosamine supplements, pentosanpolysulphate infusion, and anti-inflammatories.Come down to your local clinic and have a talk withthe helpful and informed staff to find out what can bedone for you.

Fired up Foxton post big scoreBy TANYAWOOD

LVN110614TWrugby1

DETERMINED: Athletic No 8 Joshua Shaw manages to keep hold of the ball andhis balance while Foxton players Paul McErlean, on the ground, and Stacey Battdo their best to bring him down. Shaw kept on playing after cracking a bone in hishand during the first half. PHOTOS: TANYA WOOD

FOCUS: Foxton player Luke Kuiti is determined to fendoff a looming tackle from Athletic first-five Nico Heata.

LVN110614TWrugby7

FULL STOP: Foxton player Jason Nahona, holding theball, is tackled by Athletic fullback Corey Stewart.

Levin Athletic took a “walloping”in their Senior Reserve match onSaturday against Foxton on homeground.

Within the first minute, Foxtonracked up the first of 12 tries andthey kept them coming thick andfast in the first half.

Foxton back rower BrendanRobinson notched up six tries, while winger Damian Hardingand centre James Robinsonscored two tries each, and backrower Paul McErlean and lockStacey Batt took a try apiece.First-five Andre Kauri convertedone try.

Athletic was awarded a penaltyearly on in the game, with first-five Nico Heata kicking their onlythree points on to the scoreboard.

The halftime score was 44-3 butthe scoring rate slowed up in thesecond half as Athletic made someposition changes and stopped thefinal score, 64-3, from goingfurther out of control.

Foxton coach Nick McVeighsaid his team “just turned it up onthe day”.

“We pretty much did most ofthe damage in the first half hourand Athletic did well to keep theirheads. Our forwards reallydominated the whole game andbasically pushed Athletic off theball. We played the game wewanted, scoring tries deep into thecorner. Athletic did well to stayinterested in the game and notgive up in the second half.”Athletic coach Gerald de Castrosaid, “It was the first wallopingwe’ve had.”

He admitted the team’sfrustration surfaced in the firsthalf, with centre Danny Paiuaua

yellow carded for a high armtackle.

“That’s very unusual for himbut we calmed that all down athalftime. A lot comes down toinexperience for many of ourplayers who are still under 21. We

came back in the second half withsome position changes and didn’tconcede as many points.”

De Castro said the first half ofthe game went over by an extra 10minutes.

“The game was stopped for

about three minutes of injury timebut I don’t know why the refereekept the game going longer thanthat.”

He said, without any subs thatday, the extra playing time “nearkilled the older players”.

“I was going to question the refbut decided it wasn’t worth it. Atthe end of the day we were playingone of the top teams and, althoughthe guys weren’t too impressedwith the score lines, we were stillpretty happy at the end.”

Heat, insulate, ventilateWith the recent cold snaps bitingin across the country the subjectof insulation is hot again and mostDIY-ers are rushing to Bunningsand Mitre 10 in an effort to priceup batts, blankets and bails ofinsulation, all in an effort toconserve energy, maintain awarmer home and hopefully savea dollar or two during the harshermonths of the year.

The questions most peopletend to ask us:• Why should I insulate myhome?• What are the benefits ofinsulating my home?• What difference can I expect tonotice once my home is insulated?

The answer is that withoutadequate ceiling insulation yourhome can lose up to 30 to 50 percent of the heat generated throughthe ceiling.

In dollar value if 30 per cent of

your energy bill is associated toyour heating costs, then fully 15per cent of your energy bill iswasted through the ceiling everymonth. With a $300 power bill thatequates to $45 per month ofwasted money and over a fivemonth winter period that is equalto $225!

The numbers sure do stack up!Once you add in the floor space

and your walls, we can begin tounderstand why a poorlyinsulated home will cost more toheat in the long run.

In the words of some verysatisfied customers:

“Fantastic, prompt service and

great product. Thoroughlyrecommend as has made amassive difference to the heatingof our home.” — Janeen Grant.

“The carpet feels almostspongier and definitely not as colda feeling as it used to.” — Riccardo.

“In an uninsulated home, onceyou turn the heat off you tend tohave a couple of minutes beforeyou start to feel that chill again;whereas in a well insulated homeyou will notice that once you turnyour heating source off it will takea couple of hours before you beginto notice any change intemperature.” — ShayneMcKinnon.

To briefly sum this up,insulation is an investment ofwhich you reap the benefits yearround and should be installed by aqualified installer.

A lot of people have hadinsulation installed and some say

they have not noticed anydifference or in some cases theirhomes have gotten colder.

The purpose of insulation is tostore the temperature that youcurrently have in your home, hence if you do not use anyheating your home will simplyretain that same temperature thatit had prior to having installed anyinsulation!

To get a better understandingof this concept get theprofessionals in, let us complete acomplimentary assessment ofyour heating and insulationrequirements, and together wecan come up with a viable costeffective solution that will benefitboth you and your family for thelong term.■ Call us now on 0800 600321 or visit our website:http://www.heatinsulatevent-ilate.co.nz

Think different? Are you the type of person who has a different way of looking at things? Do you

see opportunity when others see problems? Have you got the ability and ambitionto succeed but just need the opportunity?

We want to talk to you!At Property Brokers we think a bit differently. Always have. We are positive andenthusiastic and spend too much time succeeding to worry about the problemsothers seem to focus on. Our people come from a variety of backgrounds. Some

have degrees, some don’t. Some are 25 some are 65. We’ve got butchers andbakers and candlestick makers, (we haven’t actually got a candlestick maker) butthe one common trait we can find in all our people is an above average desire to

succeed. An ambition to be better than average; to make a better income, providea better service, to have a better quality of life that drives them to be part of the

one the most exciting and dynamic organisations in New Zealand.
