Het Universitair Centrum Sint-Ignatius Antwerpen (ucsia vzw) nodigt in samenwerking met de Faculteit Toegepaste Economische Wetenschappen en het Instituut voor Ontwikkelingsbeleid en -Beheer van de Universiteit Antwerpen de Koreaans-Britse economist Ha-Joon Chang uit om de ucsia-Leerstoel aan de Universiteit Antwerpen te bekleden.

In dit kader verzorgt hij een publieke lezing, een masterclass voor studenten en een doctoraal seminarie.

Ha-Joon Chang doet een academisch en een breed publiek kritisch nadenken over ingeburgerde inzichten in economie en economisch-financieel beleid. Hij werd in België bekend door de Nederlandse vertaling van zijn boek 23 Things They Don’t Tell You about Capitalism. Chang werd geboren en groeide op in de jaren zestig van de vorige eeuw in Korea. Dat gaf hem een bijzondere kijk op de rol die de overheid in een markteconomie kan spelen met bedrijven zoals lg. In 1992 behaalde hij een doctoraat aan de Universiteit van Cambridge waar hij politieke economie doceert. Ha-Joon Chang voert onderzoek uit over economische groei en industriële ontwikkeling. In dit kader was hij consultant van organisaties die aanleunen bij de Verenigde Naties zoals undesa, undp, ilo en unctad en van multilaterale organisaties als de Wereldbank, de Aziatische Ontwikkelingsbank en de Europese Investeringsbank. Ook aan multinationale bedrijven en ngo’s zoals ActionAid, Christian Aid en Oxfam International ver-leende hij advies.

Het wetenschappelijk werk van Ha-Joon Chang werd bekroond met verschillende prijzen waaronder de Gunnar Myrdal Prize, de Wassily Leontief Prize for Advancing the Frontiers of Economic Thought en de Pony Chung Innovation Prize. Zijn boeken werden in vele talen vertaald en wereld wijd uitgegeven, onder andere:

Pluralisme in de economische wetenschap: laat honderd bloemen bloeien en elkaar bevruchten

Populaire boeken als Freakonomics herleiden de economische wetenschap tot één van haar methodes: het rationeel toewijzen van schaarse middelen aan te bereiken doelstellingen. Aan de hand van die ene methode verklaren ze ‘het le-ven, het universum en (zowat) alles’. Ha-Joon Chang is de mening toegedaan dat de economische wetenschap eerder opgevat moet worden als de studie van de economie: alles wat er kan gebeuren met geld, jobs, inkomens-overdrachten, de productie en de consumptie van goederen en diensten. Econo-mie moet economische fenomenen zoals de financiële crisis van 2008 verklaren aan de hand van uiteenlopende methoden.

Rational choice is maar één methode van één economische school: de neoklassieke kijk op economie. Ha-Joon Chang beschrijft de sterkten en zwakten van niet minder dan negen verschillende scholen in de economische wetenschap: de Oostenrijkse school, het behavioralisme, de klassieke en neoklassieke scholen, de ontwikkelingsschool, de institutionele school, het keynesianisme, het marx-isme, het denken volgens Schumpeter. Hij bepleit pluralisme in de economische wetenschap. Om een evenwichtig en meer volledig beeld te krijgen, moeten we de ingewikkelde economie analyseren aan de hand van verschillende in-valshoeken. Zo’n pluralisme gaat verder dan ‘vreedzaam samenleven’ tussen economische scholen en tradities. Ze moeten elkaar verrijken zodat nieuwe zienswijzen ontstaan. Behavorial finance is hiervan een recent voorbeeld, het resultaat van kruisbestuiving tussen keynesianisme en behavioralisme.

Niet alleen (toekomstige) professionele economisten vinden baat bij een brede kijk op de economie: elke concrete maatregel van economisch beleid of collectief optreden wordt geïnspireerd – of soms alleen maar oppervlakkig gerechtvaardigd – door een bepaalde economische theorie. Een kijk hebben op verschillende manieren van economisch denken en hun sterke en zwakke punten houdt ‘tina’ buiten de deur. Margaret Thatcher verdedigde haar niet zo populair beleid met de slogan: ‘there is no alternative’.

De masterclass blikt vooruit naar het 4de hoofdstuk van het boek Economie: de gebruiksaanwijzing van dr. Ha-Joon Chang, dat binnenkort verschijnt.

Maakt hoger onderwijs een land meer welvarend? Ha-Joon Chang geeft een kijk op enkele van de ‘23 dingen die ze je niet vertellen over het kapitalisme’, een aangename maar treffende ervaring. De voorbeelden tonen aan dat we kritisch, maar ook goed geïnformeerd moeten omgaan met beweringen op het vlak van economie en economisch beleid.

De gastspreker kijkt van dichtbij naar het belang van hoger onderwijs. Men gaat er meestal van uit dat (meer) hoger onderwijs een regio of land toegang verleent tot de zegeningen van de kenniseconomie. De Europese Bologna- hervormingen en het nationaal onderwijsbeleid proberen de universiteiten en hogescholen af te stemmen op de noden van innovatie en productiviteitsgroei. Ze moeten een toenemende output van gediplomeerden, doctoraten, weten-schappelijke artikels in toptijdschriften, patenten enz. tot stand brengen op een efficiënte en dus meetbare wijze. Is zo’n strategie zinvol? Is het concept

‘kenniseconomie’ pertinent? Moeten universitair en hoger onderwijs jongeren opleiden om onmiddellijk, voorzien van alle specifieke vakkennis, aan de slag te gaan? Of hebben zij eerder een sorteerfunctie die mensen naar voren brengt met voldoende basisvaardigheden om zelfstandig te redeneren en verantwoordelijkheid op te nemen? Of is universitair onderwijs gewoon een kans om zich als persoon te ontwikkelen?

In cooperation with the Faculty of Applied Economics and the Institute of Development Policy and Management of the University of Antwerp, the University Centre Saint-Ignatius Antwerp invites the Korean-British economist Ha-Joon Chang to hold the ucsia-Teaching Chair at the University of Antwerp in 2013. He will read a public lecture, teach a master-class and coach a doctoral seminar. .

Ha-Joon Chang makes a scholarly and a broad audience critically reflect on established views on the economy and economic policy. He became known in Belgium for his book 23 Things They Don’t Tell You about Capitalism. Chang was born and grew up in Korea during the sixties, which gave him a good eye for the role a government can play in a market economy with companies such as lg. In 1992, he received his doctor’s degree from the University of Cambridge where he teaches political economy. Ha-Joon Chang researches economic growth and industrial development. He was a counselor of United Nations - organizations including undesa, undp, ilo and unctad and of multilateral organizations such as the World Bank, The Asian Development Bank and the European Investment Bank. He was also a consultant to multinational companies and ngo’s, a.o. ActionAid, Christian Aid and Oxfam International.

Ha-Joon Chang’s research was rewarded with prizes including the Gunnar Myrdal Prize, the Wassily Leontief Prize for Advancing the Frontiers of Economic Thought and the Pony Chung Innovation Prize. His books have been translated into many languages and published world-wide, including:

Pluralism in Economics: Let a Hundred Flowers Bloom and Cross-Fertilize

Popular books such as Freakonomics reduce economics to one of its methodolo-gies (rational choice) and then explain ‘life, the universe and (almost) everything’ using this theoretical approach. Ha-Joon Chang believes that economics should rather be defined as the study of the economy: anything that can happen with money, jobs, transfers, production and consumption of goods and services. Economics should explain economic phenomena such as the financial crisis of 2008, combining different approaches.

‘Rational choice’ is just one methodology used by only one school of economics: neoclassical economics. Ha-Joon Chang describes the strengths and weaknesses of no less than nine schools and traditions of economics: Austrian, behavioralist, classical, developmentalist, institutionalist, Keynesian, Marxist, neoclassical, Schumpeterian. He pleads for pluralism in economics: combining different approaches of economics will contribute to a fuller and more balanced under-standing of the complex entity called the economy. But pluralism is more than

‘peaceful coexistence’ between different schools of thought and traditions. They should mutually enrich each other and create offspring such as ‘behavioral finance’, the recent result of cross-fertilization between Keynesianism and behavioralism.

This analysis is not only relevant for (future) professional economists: behind every economic policy and collective action that affects our lives lies some economic theory that has inspired it … or that only serves to justify it. Knowing different types of economics and their strengths and flaws leaves less room for tina: ‘there is no alternative’, as Margaret Thatcher once put in defense of her unpopular policies.

23 Things They Don’t Tell You about Capitalism

Does Higher Education Make a Country Richer? Ha-Joon Chang reveals some of the 23 things they didn’t tell you about capitalism, a pleasant but striking experience. Some examples will illustrate the importance of critical and informed judgment about claims in the area of economics and economic policy.

The guest speaker will zoom in on the importance of higher education. It is claimed that (more) higher education lends a region or a country access to the blessings of the knowledge economy. The European Bologna reforms and national educational policies aim to tune the university system with the needs of innovation and productivity growth. Universities and schools of higher education are expected to deliver an increasing output of graduates, doctorates, peer-reviewed publications, patents, etc. in an efficient and hence measurable way. Does such a strategy make sense? Is ‘the knowledge economy’ a pertinent concept? Should higher education train young people for a job and equip them with all the required specific professional skills? Or do universities rather sort youngsters with basic skills enabling them to reason independently and take up responsibility? Or is higher education an excellent opportunity to flourish as a person and develop talents?

Institutions and economic development: theory, policy and history

Ha-Joon Chang presents the paper Institutions and economic development: theory, policy and history. The paper appeared in the Journal of Institutional Economics (2011), 7: 4, 473–498.

Prof. Dr. Tom De Herdt, Chair of the Institute of Development Policy and Management, University of Antwerp, will introduce the speaker and moderate the seminar.

Professors and (post-)doctoral researchers are invited to give their comments and discuss the paper with its author.

The article tries to advance our understanding of institutional economics by critically examining the currently dominant discourse on institutions and economic development.

First, the author argues that the discourse suffers from a number of theoretical problems – its neglect of the causality running from development to institu-tions, its inability to see the impossibility of a free market, and its belief that the freest market and the strongest protection of private property rights are best for economic development.

Second, the author points out that the supposed evidence showing the superi-ority of ‘liberalized’ institutions relies too much on cross-section econometric studies, which suffer from defective concepts, flawed measurements and heter ogeneous samples.

Finally, he argues that the currently dominant discourse on institutions and development has a poor understanding of changes in institutions themselves, which often makes it take unduly optimistic or pessimistic positions about the feasibility of institutional reform.
